Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.     The overall objective of the UNEP’s Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater, and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity. The Division’s mandate is to address the environmental causes and effects from an ecosystems’ approach, including consequences of disasters and conflicts. The communication objectives of the Marine and Freshwater Branch advance the target of building towards living in harmony with nature, climate stability, and a pollution-free planet.
    Background:
    The Ecosystems Division is one of the seven divisions spread in six regional offices globally. The overall objective of the UNEP’s Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity. The Division’s mandate is to address the environmental causes and effects from an ecosystems’ approach, including consequences of disasters and conflicts.     Objective:
    The Communications Specialist Consultant will implement the communications work for the Marine and Freshwater Branch as below:
    Duties and Responsibilities
    The Communications Specialist Consultant will be responsible for the following outputs:
    Writing and editing of SDG Tracker for SDG14.2 to summarize, present the findings, including status, trends, value and recommendations of the following:

    Kelp report
    Mangrove report
    Coral report
    Seagrass report (2014)
    With potential additional sections on other blue carbon ecosystems, and reference to status, gaps and opportunities within these ecosystems and with particular reference to the Sustainable Blue Economy/Blue Carbon.
    Writing and editing 3rd INTERACTIVE FEATURE of the series – Humanity Living in Harmony with Nature on a pollution free and climate stable planet- on the following:

    Kelp report +
    Seagrass report (Combined with 2014 and 2022)

    Ensure editorial / stylistic alignment with WCMC interactive feature on Mangrove and former UNEP interactives on Coral and Pollution to Solution.
    Provide review and recommended versions of KEY MESSAGES for Mangrove report to best articulate the science for wider audiences.

    NOTE: The above tasks to be completed for World Ocean Day (June 8) and UN Ocean Conference (June)

    Write and edit, to final, Sustainable Blue Economy brochure and supporting material.
    Editorial review and cut down for final background document to UN Ocean Conference:
    Managing, protecting, conserving and restoring marine and coastal ecosystems.
    Writing and editing of 9 feature stories for the UNEP website / Marine & Freshwater pages / other outlets in accordance with the content calendar.
    Input to creative development for content workstreams for MPA Knowledge Platform.

    Qualifications/special skills

    Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in communication, marketing, international relations, other related discipline, is required. A first-level university degree (Bachelor’s degree) in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
    Experience: At least 10 years of professional experience with proven strength in communications or work experience associated with this post is required. At least two (2) years in private sector preferably at the international level is desirable.

    Language:
    English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required, and knowledge of another United Nations language is an advantage.

    ROLE OVERVIEW

    In collaboration with other team members, devise mobilisation and engagement tactics that will enable ActionAid (AA) member countries to recruit, engage, organise and activate campaign supporters to achieve short-term political change goals and develop a stronger popular base over the longer term.
    Provide the day-to-day operational management of specific campaigns and project-manage key campaign activities.
    Facilitate and support campaigning capacity development, learning and knowledge development with relevant actors.

    AREAS OF RESPONSIBILITIES
    Strategic Impact and contribution

    Supports development of, coordinates, manages and delivers campaign actions, events and mobilization activities, in order to meet the campaign’s agreed objectives and targets. Working with ActionAid member countries and other Global Secretariat stakeholders, ensure effective ownership of these activities across the ActionAid Federation.
    Ensure a strong knowledge and learning campaigns culture in the Federation. Ensure there are clear supporter targets accompanying all multi-country campaign pushes that have been agreed by all countries involved in the push. Ensure there are clear plans and assigned responsibilities for the effective monitoring and reporting of indicators for multi-country campaign pushes; contribute to monitoring of agreed campaign indicators.

    System, Policies and Procedures, and Product Management

    Ensure that public and supporter campaigning and communications strategies for the campaign can reach and engage large numbers of potential supporters. Devise and produce actions for supporters and the wider public to contribute to campaign objectives. Work closely with communications team colleagues to produce or manage the production of print and web communication materials for the campaign and for regional or international events organized for the campaign.

    Issue Resolutions, Crisis/Risk Management

    With the Campaigns Lead, identify risks that may arise from campaign pushes and develop plans with GS and country colleagues to address and manage them.

    Communications, Influencing, and Coordination 

    Playing a coordinating role internally to ensure all of the structures of ActionAid are contributing. Liaise with heads of strategic priorities and their teams, to develop clear political influencing plans and messaging linked to campaign strategies and annual plans. Work with the Digital Organizer to ensure online mobilization approaches are effectively incorporated into national strategies and jointly plan with the Digital Organizer on multi-country campaign pushes, ensuring linkages to national offline mobilization plans.
    Support AAI countries with their campaign plans especially for jointly coordinated activities and ensure information about campaign actions nationally and globally are effectively transmitted across the federation to enhance coordination and shared learning. Work closely with movements in countries and at a global level.
    Maintain a high level of up-to-date knowledge of national activities, plans and challenges for the campaign and ensure information is circulated to relevant stakeholders in the GS and Campaign Project Team for purposes of joint planning.

    PERSON SPECIFICATIONS
    Education and Qualifications

    Bachelor degree in human rights, human rights law, political science, social science and related fields

    Essential Experience

    At least two years’ experience of planning and executing (preferably multi-country) campaigns aimed at engaging the public and influencing decision makers
    Experience in working with grassroots movements at local, national and/or regional and global levels, particularly involving people living in poverty.
    Experience of working with people from different organisations, functions, countries and cultures to deliver objectives and projects.

    The Minamata Convention on Mercury was adopted in January 2013 and will come into force once the required number of countries ratifies the Convention. The GEF project “Development of Minamata Convention on Mercury Initial Assessment in Africa (MIA)” is aimed at facilitating the ratification and early implementation of the Minamata Convention by providing key national stakeholders in participating countries with the scientific and technical knowledge and tools needed for that purpose. Participating countries will benefit from new and updated information about the mercury situation in the country and from increased capacity in managing the risks of mercury. The sharing of experiences and lessons learned throughout the project is also expected to be an important contribution to other similar countries.
    UNEP’s Africa Office is the Executing Agency of the MIA regional project for Angola, Malawi, and Zimbabwe (MIA II).
    An international consultant will be hired to carry out the activities under the project component 3 “Development of a mercury inventory using the UNEP mercury tool kit and strategies to identify and assess mercury contaminated sites” related to execution of the project in Angola
    The requirements of the Job Opening will be carried out online thus home-based. The Consultant will provide operational support and will play a critical role in the implementation of UN Environment Programme related activities.
    The Consultant shall work under the direct supervision of the Acting Regional Sub-programme Coordinator for Chemicals, Waste and Air Quality of UNEP Africa Office (UNEP ODED ROA).
    Specific tasks and responsibilities of the consultant include the following:

    Conduct an inventory of mercury in Angola utilizing the most current Level II version of the UNEP Toolkit for Identification and Quantification of Mercury Releases, which is a comprehensive description of all mercury sources, as well as a quantitative analysis of mercury;
    Prepare a the Minamata Initial Assessment (MIA) for Angola following the most recent guidance;

    Corporates legal and institutional support and opinion:

    Assists in the review of agreements, amendments and other legal instruments under UNEP Programme of Work and under Multilateral Environmental Agreements administered by UNEP.

    UNEP representation, counseling and guidance in conflict resolution:

    The Minamata Convention on Mercury was adopted in January 2013 and will come into force once the required number of countries ratifies the Convention. The GEF project “Development of Minamata Convention on Mercury Initial Assessment in Africa (MIA)” is aimed at facilitating the ratification and early implementation of the Minamata Convention by providing key national stakeholders in participating countries with the scientific and technical knowledge and tools needed for that purpose. Participating countries will benefit from new and updated information about the mercury situation in the country and from increased capacity in managing the risks of mercury. The sharing of experiences and lessons learned throughout the project is also expected to be an important contribution to other similar countries.
    UNEP’s Africa Office is the Executing Agency of the MIA regional project for Angola, Malawi, and Zimbabwe (MIA II).
    An international consultant will be hired to carry out the activities under the project component 3 “Development of a mercury inventory using the UNEP mercury tool kit and strategies to identify and assess mercury contaminated sites” related to execution of the project in Angola
    The requirements of the Job Opening will be carried out online thus home-based. The Consultant will provide operational support and will play a critical role in the implementation of UN Environment Programme related activities.

    Rationale
    A recent gender sensitive situational analysis of five communities in Kenya commissioned by ETP and its partners highlighted high instances of all forms of gender-based violence (GBV) on smallholder tea farms, and among informal workers.
    Weak and insensitive institutional policies, structures, and processes, as well as structural issues including poverty and cultural attitudes towards violence against women and girls contribute to these high levels. GBV prevention and response services are inadequate across all locations and access to justice services are inaccessible for survivors. The situational analysis also highlighted instances of child labour on smallholder tea farms with household poverty identified as the key driver.
    Workers are typically hired by farmers on a casual basis without formal contracts and are paid a piece rate per kg of tea plucked. The seasonality of tea work, which varies month to month and year to year depending on climatic conditions, adds to workers’ economic insecurity. These informal employment arrangements and the seasonality of available work mean these workers lack job security, living incomes and access to basic services and entitlements such as medical care, safe housing and education. They are largely ‘invisible’ in the international tea supply chain and their rights, both as workers and as citizens, are therefore overlooked. This makes them one of the most vulnerable groups in the tea supply chain.
    It is from this backdrop that the project seeks to undertake a policy review to understand key relevant policies at collection center, county, national, and international level, including identifying policy gaps in the tea sector in Kenya.
    Specific focus areas of the consultancy
    The consultancy will be guided by the following focus areas:

    Policy review (desk review) to understand key policies relevant to labor and worker’s rights at international, national, county and collection center level, including identifying policy gaps. This should include but not limited to provision of personal protection equipment’s, housing standards for workers, collection center Bylaws etc.
    A review of two ETP member company policies to identify gaps between theory and practice, including whether the policies are aligned with international codes e.g., Ethical Trade Initiative Base Code and UN Guiding Principles on Business and Human rights.
    Mapping of policies at county, national and international levels to protect women from violence.
    Stakeholder mapping to identify key stakeholders in each of the three communities.

    Call for expression of interest.
    AAIK is looking for a consultant to undertake and deliver on the task highlighted in section 4.0 of this ToR.
    Management of the Consultancy
    The overall guidance and supervision of the consultancy shall be provided by the Programme Manager for Resilient Livelihoods and Emergencies who will closely consult with the Programme Manager – Kenya at the Ethical Tea Partnership as required. The consultant will work closely with the Coordinator and Officers (to be recruited) implementing this project, and the Monitoring Evaluation Accountability and Learning Coordinator. There will also be points of contacts with the Programme Manager for Women’s Rights and Governance at ActionAid International Kenya.
    Role of the Consultant
    The consultant will be responsible for the following tasks and duties:

    Design the research methodology and develop the tools to be used for data collection.
    Undertake table review of literature on the subject.
    Where applicable conduct interviews with key informants.
    Prepare a detailed report of relevant policies and gaps.
    Pull out a clear summary of the relevant policies and gaps.
    Prepare a PowerPoint presentation of the findings.
    Make a presentation of the findings in a session organized by ActionAid.

    Expected deliverables.

    Research design/ methodology in place, share with and agreed with ActionAid Kenya.
    If applicable, tools for data collection developed.
    Detailed report (not more than 20 pages) of relevant policies and gaps is submitted.
    A clear summary report of the relevant policies and gaps submitted.
    If applicable, high-resolution photos of public facilities e.g., housing, sanitation, health facilities etc.
    Power point presentation of the findings submitted.

    Required expertise.
    The applicant should possess the following desired knowledge, skills, and expertise:

    Expertise with and deep knowledge of institutional policies, structures, programmes, and processes preferably in the tea sector.
    Excellent knowledge and understanding of the country context with respect to smallholder farmers and informal workers’ rights issues.
    Exceptional skills in reporting
    Ability to work in team and collaborate with all team members.
    A good time manager with ability to remain respectful, objective, and flexible.
    Previous experience in conducting similar policy reviews.
    Excellent analytical skills (for both quantitative and qualitative data).

    Bid’s document and timeframe
    The validity period for this consultancy shall be 30 days. All logistical expenses incurred in delivering the task shall be covered by ActionAid subject to prior approval. The consultant shall submit an expression of interest capturing the following details:
