    Duties and Responsibilities
    The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This consultancy is located at Headquarters in the Evaluation Office which reports directly to the Executive Director. The consultant reports to the Evaluation Officer managing the project and the Director of the Evaluation Office (EO).

    The Project

    The Terminal Evaluation is undertaken at operational completion of the project to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The Evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP and Nepal Agricultural Research Council, Nepal; Department of Agriculture (DoA); Local Initiatives for Biodiversity Research and Development (LIBIRD) Nepal; and Bioversity International, Italy. Therefore, the Evaluation will identify lessons of operational relevance for future project formulation and implementation, especially where a second phase of the project is being considered. Recommendations relevant to the whole house may also be identified during the evaluation process.

    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:
    Inception phase of the Evaluation, including:

    preliminary desk review and introductory interviews with project staff;
    draft the reconstructed Theory of Change of the project;
    prepare the evaluation framework;
    develop the desk review and interview protocols;
    draft the survey protocols (if relevant);
    develop and present criteria for country and/or site selection for the evaluation mission;
    plan the evaluation schedule;
    prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

    Data collection and analysis phase of the Evaluation, including:

    conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
    regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
    keep the Project/Task Manager informed of the evaluation progress.

    Reporting phase, including:

    draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
    prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
    (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

    Managing relations, including:

    maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.

    Qualifications/special skills
    Academic Qualifications:

    A university degree (Bachelor’s) in environmental sciences, agriculture, international development, or other relevant sciences area is required, and an advanced degree (Master’s) in the same areas is desirable.

    Experience:

    A minimum of 10 years of professional experience is required. Experience in evaluation is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of agrobiodiversity, food security, and climate change adaptation. Working knowledge of the UN system and specifically the work of UNEP is an added advantage.

    Language:

    For this consultancy, fluency in oral and written English is a requirement; knowledge of Nepali would be highly advantageous.

    This position supports UNEP’s work in relation to One Health. In March 2022 UNEP joined the Food and Agriculture Organization of the United Nations (FAO), the World Organization for Animal Health (OIE) and the World Health Organization (WHO) to form the Quadripartite Alliance for One Health. UNEP will specifically aim to strengthen the environmental dimensions of human and animal health and contribute to the joint objectives of the expanded One Health alliance and the Global Action Plan on One Health, which is currently under development. UNEP has also embarked, in partnership with seven other organizations, in a new Nature for Health Fund.
    Under the direct supervision of the Senior Programme Officer for One Health, the incumbent will perform the following functions:
    Responsibilities

    Develops, implements and evaluates assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
    Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

    Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,

    At least three (3) years of international work experience is required.
    Experience working on interdisciplinary approaches to environment, including through one health approaches is desirable.
    Experience managing diverse teams is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

    Activities:

    Review the curriculum sourcing and skills mapping completed for the project
    Gather open source curriculum to fill identified gaps
    Create a curriculum map and wireframe
    Assemble, edit, and develop (as needed) lesson plans while accounting for contextual adaptations; including AGYW and women (three age groups), ABYM (1-2 age groups),parent, microfinance client curricula, community leadership; content will cover social empowerment and economic empowerment
    Adapt and update facilitator manual
    During testing of curriculum, support feedback processes and complete adaptations recommended
    Support local contextualization in partnership with BRAC staff
    Support creation of an orientation for the curriculum delivery

    Do-No-Harm Approach: As BRAC adheres to the do-no-harm principle, the potential risks to participants linked to this analysis and mitigation plans to overcome risks should be outlined.
    Reporting, performance assessment, and finance:
    The consultant will report to Regional Advisor for Youth Empowerment, BRAC International You will report to Regional Advisory for Youth Empowerment and work in close collaboration with the Associate Director of Education and Empowerment, Head of Youth Empowerment and Head of Programme, Accelerating Impact for Young Women as well as interact with multiple teams across the organization.
    The consultant’s performance will be assessed along the consultancy duration particularly the quality of work produced, their timely implementation, time commitment, and meeting the scope and objective of the task. Other conditions like incidental liability, intellectual property, non-disclosure policy, ethical standard and data protection protocol, and safeguarding policy will be applicable as per BRAC’s related policies.
    The maximum budget threshold is USD 42,000, payable in monthly installments upon submission of a work update and invoice indicating days worked per task and subject to approval by the Assignment Manager.
    The Consultant will be reimbursed for all reasonable travel and related expenses with prior approval by the Assignment Supervisor. The Consultant should provide a timely summary report of expenses on a monthly basis or as relevant – all expenditures must be supported by receipts or invoices to qualify for reimbursement.

    The Evaluation

    The Evaluation Consultant
    For this Evaluation, the Evaluation Team will consist of an Evaluation Consultant who will work under the overall responsibility of the Evaluation Office represented by an Evaluation Manager, in consultation with UNEP/GEF Task Managers, Fund Management Officers and Coordinator of Health and Productive Ecosystems Sub-programme.

    Comprehensive terms of reference will be shared with consultant separately.
    Qualifications/special skills

    Sign off all content for social media, including daily posts to share news and AA generated content.
    Provide key messaging for use as social media messaging.
    Work closely with the Digital Content Lead to feedback and sign off graphics, video and image-led digital content for federation-wide use.

    Content generation – Proactively support the development of quality content

    Objective of the Consultancy

    Duties and Responsibilities
    Under the general supervision of the Head of the Nairobi Convention Secretariat and the direct supervision of the Project Coordinator of the SAPPHIRE Project, the consultant will be responsible for the following:

     Organize the technical components and write a report on a national validation workshop for Blue Economy study in Kenya.
     Work with countries and partners in the development of new project proposals for additional funding under the SAPPHIRE project

    Qualifications/special skills
    Academic Qualifications:

    Advanced university degree (a Master’s degree or equivalent) is required in Marine Sciences, Environmental Sciences, Natural Resources Management or similar disciplines. A first level degree with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Experience: Experience :

    A minimum of 3 years of professional experience is required; experience working in a multidisciplinary environment and demonstrated broad understanding of developmental matters in the WIO region is required; working on regional marine and coastal-related projects at a technical level; development/review of proposals for small-scale interventions in coastal ecosystem conservation, natural resources management (ecosystem management, climate change, community engagement, water resource management etc.); working with different stakeholders at both strategic and technical levels is desirable. Demonstrated ability to produce quality products in a timely manner and working knowledge of the Western Indian Ocean (WIO) region and experience of working with the Governments of the WIO region would be desirable.     A key role in delivering UNEP’s digital transformation change management process is the Chief Digital Officer (CDO). The CDO provides leadership for and support to UNEP’s digital transformation in line with the Medium-Term Strategy 2022-2025 and the Programme of Work 2022-2023. The CDO leads the Digital Accelerator Lab, which, drawing from several experts, will act as an internal centre of excellence to deliver rapid “on-demand” digital expertise, training and advisory services to the UNEP divisions and regions. The CDO will also lead the Digital Accelerator Network, which connects all UNEP staff under the Digital Transformation Sub-programme. As a digital champion in the organization, the CDO energizes and supports staff and their respective offices in transforming and enabling UNEP digitally.
    The CDO reports to the Executive Director and is a member of the UNEP Senior Management Team to ensure strategic alignment and direct engagement with corporate priorities. The CDO will also work closely with the Chief of Enterprise Solutions and the Subprogramme Coordinator for Digital Transformations to ensure that information technology structures and systems for UNEP are responsive to business needs and strategic priorities. Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.
    Education

    An advanced university degree (Masters or equivalent) in Information and Communication Technology, Informatics, Management Information System, Computer Science, Business, Management, environmental science, or related disciplines is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

    Work Experience

    A minimum of fifteen (15) years of progressively responsible work experience in the field of innovation, green technology, digital strategies, organizational management, digital change management, corporate ICT services is required.
    A minimum of five (5) years of strategic and managerial experience at a senior level and in managing complex processes and portfolios is required.
    Experience in identifying/developing and applying digital solutions to an organization’s (either public or private sector), business challenges, with demonstrated application of new technologies to one or more business areas is required.
    Experience in forming partnerships in the field of digital technologies to advance organizational objectives is required.
    Experience in undertaking change management and culture change activities to support an organization’s transformation is desirable.
    Experience working with the United Nations Common System or other international organizations is desirable.
    Direct experience in implementing digital transformation programs across different sectors in developing countries is desirable.
