    Job Summary
    The Senior HR Officer, Employee relations-Kenya will work closely with the Head of HR, Kenya to ensure the implementation of Human Resource policies, procedures, and regulations which are aligned to Strategic and Business goals considering application of relevant law and company policy. The incumbent will contribute towards the development of a fair, respectful, diverse, and high-performance environment enabling people to contribute their best.     Key Responsibilities

    Lead in the on-boarding and induction of new staff including training on HR policies, disciplinary code and code of ethics.
    Promote employer-employee engagement by providing guidance and consultation regarding problem solving, dispute resolution, regulatory compliance and strive to resolve internal conflict both formally and informally through appropriate conflict management and mediation techniques.

    Keep updated with changes to employment and labour relation laws and regulations and make recommendations to management on the adoption of best practice.

    The three consultants will ensure together that all evaluation criteria and questions are adequately covered.

    The Evaluation Team members will undertake the following: Inception phase of the Evaluation, including:

     preliminary desk review and introductory interviews with project staff;
     draft the reconstructed Theory of Change of the project;
     prepare the evaluation framework;
     develop the desk review and interview protocols;

     develop and present criteria for country and/or site selection for the evaluation mission;

    Data collection and analysis phase of the Evaluation, including:

     conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
     conduct an evaluation mission to selected countries, interview project partners and stakeholders, including a good representation of local partners and stakeholders. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
     regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
     in consultation with the Evaluation Manager, keep the CTCN Secretariat and Evaluation Reference Group informed of the evaluation process.

    Reporting phase, including:

     draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
     liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
     prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
     (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

    Managing relations, including:

     maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
     communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.

    The Evaluation Specialist shall have had no prior involvement in the formulation or implementation of the work of CTCN and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.
    The Evaluation Specialist will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract.
    Comprehensive terms of reference will be shared with the consultant separately.
    Qualifications/special skills

    A first level university degree in environmental sciences, international development or other relevant political or social sciences area is required

    A good/broad understanding UNFCCC processes and climate convention in general is required

    Plan, manage and review the development and implementation of projects in the field of national environmental law.
    Supervise and participate in preparing legal publications of the Division.
    Provide advice on legal issues concerning a range of institutional, political and procedural matters.
    Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

    Education

    An advanced university degree (Master’s degree or equivalent) in law, environmental law or related fields is required.
    A first-level university degree in law in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    A minimum of ten (10) years of progressively responsible experience in the field of environmental law, including legal analysis, research and writing is required.
    Experience in managing a multicultural team is desirable.
    Experience in data analytics or related area is desirable.

    Manager, Youth Empowerment Programme

    The Manager – Youth Empowerment Programme will be responsible for providing technical and operational support to the country programme teams focused on adolescents and youth related programming across Asia and Africa. The incumbent is expected to be experienced in leading adolescents and youth programming and/or economic empowerment and technical capacity development of field teams in the Global South.
    Key Responsibilities:
    Technical and Programmatic:

    Coordinate with multiple country teams to ensure effective programme implementation by managing projects under the youth empowerment programme in BRAC International countries.
    Provide support to youth empowerment senior leadership teams in regional and head offices to implement, monitor and evaluate adolescent and youth programme implementation across country contexts.
    Assist with and coordinate stakeholder engagement to support the curriculum development process for projects under youth empowerment programme.
    Work closely with other technical programme and support units at HO and in the countries to ensure cross-unit collaboration and adolescent and youth programme integration.
    Contribute to the development of new and innovative approaches to support project implementation and address challenges faced by adolescent and youth, especially girls/young women.
    Work closely with country programme teams to innovate and coordinate collaboration across global BRAC adolescent and youth programming.
    Contribute actively to youth empowerment initiatives and projects as assigned by supervisor and other Youth empowerment senior leadership.

    Quality Assurance:

    Ensure operational quality and integrity of country youth empowerment programme operations through support and guidance to programme teams in countries.
    Ensure mechanisms are in place to measure and improve the quality of programmes.
    Ensure effective data collection and documentation to capture and disseminate lessons learned and promising practices from the programmes operating across countries with internal and external stakeholders.
    Ensure capacity development of field staff through training, mentoring, and/or other guidance and transfer of technical skills to the local staff.
    Practice, promote and endorse all aspects of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

    Others:

    Educational Requirements:

    Masters/Bachelors in the relevant field. Youth Development, Education, Social Science, Development studies, International Development, Gender studies, and Community Development is preferred.

    Required Competencies:

    Demonstrated technical expertise in the subject area (education, youth sector, youth employment, AGYW empowerment)
    Experience and knowledge of Global South (particularly in the countries of Asia and Africa) development challenges, particularly in the sector of education and youth.
    Experience in connecting youth programming to social and economic opportunities/engagement with decent work-related activities.
    Project management experience.

    This position is in the Law Branch at UNEP’s Headquarters in Nairobi, Kenya. The incumbent will report to the Senior Programme Management Officer in the International Environmental Law Unit (ILU) and will be responsible for the following duties:
    Responsibilities

    Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle for, typically, a large and highly complex component of the departmental programme/project initiatives, seeking guidance only in exceptional circumstances.
    Researches, compiles, analyses, summarizes, and presents basic information/data on wide range of programmes/projects and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties.
    Tracks resolutions and other legislative decisions that affect programme/project content and oversees the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes enacted by legislation.
    Reviews, appraises and revises, as necessary, all submissions for substantive programmes/projects, ensuring compliance with guidelines and programme/project objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action.
