    This position is located within the Sustainable Development Goals (SDGs) Data and Statistics Unit of the Office of the Director Capacity Development and Innovation Branch in the Science Division at the Nairobi duty station. The incumbent will perform the following duties:

    Manages the SDG Indicators under UNEP custodianship:
    Manage the systems analysis, design, development, and implementation of environment statistics data processing system(s) for the collection, processing, presentation and dissemination of statistical information on the Sustainable Development Goals (SDGs) under UNEP custodianship and for the inclusion of this data in the World Environment Situation Room and the UNSD SDG Global Database.
    Generates survey initiatives.
    Designs data collection tools.
    Reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
    Confer with national statistical offices and other national, internal and external stakeholders to gain understanding of needed changes or modifications.

    Manages the SDMX standard implementation in UNEP:
    Review, analyze and evaluate user needs for the design, development, and implementation of the system to ensure Statistical Data and Metadata eXchange (SDMX) compliance.
    Represents UNEP in the SDMX Statistical and SDGs Working Groups and in the SDMX Experts meetings.
    Develop customized Data Structure Definitions (DSD) for data exchange of indicators with no existing DSDs, and other functional specifications and user documentation.
    Manages UNEP Environmental, Social and Economic database :
    Maintain the Environmental, Social and Economic data in World Environment Situation Room database up to date and add required indicators and their data by linking new data sources to the database.
    Manages and maintain the SDG Interface Ontology (SDGIO) in collaboration with the ontology experts and link it to broader SDGs and domains related ontologies as part of Linked Open Data.
    Write detailed descriptions of user needs, program functions and steps required to develop or modify computer programs.
    Supervise and provide guidance to junior staff, UNV’s and interns.
    Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    Performs other duties as required.

    Project Accountant

    Duties and Responsibilities:
    The Project Accountant will be responsible for the day-to-day cash management, transaction recording, and accounting system updating on a daily basis, and for ensuring correctness of support documentation for the projects implemented. He/she will report to the Program Administrator (PA) and collaborate with the Project Manager (PM) for all financial and accounting-related activities. The project Accountant will support the reporting on expenditures related to projects implemented in Somalia, and will collaborate with the team in the regional office (Nairobi) as well as field team based in Somalia.
    Detailed Responsibilities:

    Record all transactions into the accounting system while ensuring proper coding as assigned and exhaustive description of all the expenses;
    Coordinate with field teams in Somalia to ensure that monthly project accounting documents are received, verified, recorded and properly filed;
    Prepare and process all project related financial transactions into CEFA’s Accounting System (such as vouchers, requisitions, etc.);
    Support the PA and PM in maintaining monthly bank and cash reconciliations and ensuring the trial balances are reconciled every month;
    Comply with CEFA financial system and help staff to understand and work with them as needed;
    Provide support in all other financial matters in collaboration with the PA and PM;
    Support the PM to manage and account for day-to-day cash inflows and outflows ensuring proper systems and procedures;
    Preparation of payrolls and statutory deductions, in line with CEFA internal policies and local norms and legislations;
    Follow up on Partners supporting: compile and check expenditures and supporting documents of project implementing partners;
    Archiving and filing staff contracts and HR documents;
    Management and disbursement of petty cash, in line with CEFA’s internal policies and procedures and in coordination with the PA and with the PM;
    Ensure operations adhere to CEFA’s and the donor’s internal policies and regulations;
    Maintain an up to date Inventory register for the project and ensure all assets are properly tagged.
    Ensure timely payment of all statutory taxes to the relevant national authority/institution;
    Ensure that all administrative and financial records are properly kept and filed based on;
    Ensure monthly PIT/withholding remittance to the Authority within the set time frame at all times;
    Facilitate all audit processes availing documents as needed;
    When needed, handle logistical requests for the project;

    Key Qualifications and Requirements:

    Bachelor’s Degree in finance, Accounting or Economics;
    Minimum of 4 years of work experience as accountant;
    Minimum of 2 years of work experience as an Accountant with NGOs;
    Familiarity with the Microsoft package. Good professional use of MS Excel is mandatory. Familiarity with computerized accounting packages will be a definite added advantage. Knowledge of QuickBooks is desired.

    Ability to use own initiative and to work with minimal supervision.

    Duties

    Provide ongoing technical and strategic advice on preventative One Health implementation, in the context of the Nature for Health initiative, including on aspects of multi-sectoral collaboration and coordination, as well as on zoonotic disease emergence/reemergence and spillover events;
    Advise on and review approaches and specific studies relevant to the development of a global approach to reduce environmental aspects of risk, including risk of zoonotic pandemics;
    Prepare various strategic and technical written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, strategic documents, guidelines and policy recommendations etc., as required by UNEP to carry out the duties of N4H Secretariat;
    Provide technical and expert input into the development of funding proposals and project concept notes;
    Provide technical support to N4H Consortium and Country Partners on strengthening One Health systems and implementing the N4H Terms of Reference.
    Provide technical support for the process of collaboratively building and maintaining the N4H partnership, its governance mechanism and programmatic structure
    Co-design N4H operational work and in the particular the enquiry and design phase to enable Country Partners and Consortium Partners to submit a detailed work plan for implementation, which and might include engagement and training, toolbook development and rollout of approach.

    Facilitate Consortium Partner’s meetings and working groups for the operational phase to share technical knowledge and ensure there is an evidence-based discussion and shared outcomes for stakeholder groups.
    Provide technical papers and materials to support the Technical Advisory Group and ensure they can contribute effectively to achieving the N4H objectives.

    Qualifications/special Skills

    Required education qualifications: An advanced university degree (MSc level or higher) in ecosystem health, environmental health, public health or veterinary medicine or a related field relevant to One Health is required.

    A minimum of 7 years of relevant post graduate experience is required.

    Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
    Reviews adequacy of departmental space requirements.
    Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
    Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting
    Performs other related work as required.

    Education

    Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required.
    A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
    Work experience in organizational programme planning, HR, budgeting, monitoring and reporting is required.
    Working experience with drafting reports and guidance documents/policies/standard operating procedures is desirable.
    Two (2) years or more of experience in data analytics or related area is desirable.
    Work experience in the United Nations system or other comparable international organization is desirable.
