    HUMAN RESOURCES MANAGEMENT:

    Organization setting and Background:

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
    This consultancy is managed by UNEP’s Early Warning and Assessment Division. The Early Warning and Assessment Division is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyze and promote international cooperation and action on the environment.
    Development of a strategy to engage private sector for WESR and Implement the fit-for purpose WESR MPTF, better mobilize resources from Private Sector and Foundations.
    The success of World Environment Situation Room (WESR) will not only bring benefit to the UNEP and UN family, but more profoundly, it will make digital public good datasets on the environment discoverable, accessible and interoperable so that that they can be used by private sector actors and civil society for decision-making, monitoring progress, and creating innovations and entrepreneurship opportunities. The private sector is not excluded from the development of WESR. On the contrary, it is a vital player in this process.
    The development of WESR follows a phased approach and its long-term target towards 2030 is to evolve into a phase of a federated data system with networked data, users and applications enabling users to create their innovations. In this phase, the private sector, together with governments and civil society, will be not only using data, products and services provided by WESR but creating innovations powered by WESR. Therefore, at the current initial phase of WESR development, UNEP needs to consider how to engage the private sector and set out strategies to create access for the private sector’s contribution in the long run.
    Engaging with the private sector and philanthropy sector will play a hugely important role for the WESR to implement its strategy for three phases in 2023-2030, from “setting the foundation to increased engagement &capacity development’ and “a network of users, data, applications” and “knowledge for transparent access and sharing of ‘environmental data’ supporting policy and action for sustainable development and humanitarian action” at the national levels, regional levels and global levels.
    In addition, those target groups will provide advanced technology and massive funding opportunities for WESR to address the funding gap of WESR implementation in different stages of strategy in 2023-2030. Ultimately, all the above work will be dramatically beneficial for extensive integration and alignment with the “Global Environmental Data Strategy” of WESR UNEP.
    In this regard, setting up the UN WESR Finance Facility-The sustainable funding Initiative for World Environmental Data and Early Warning. UN WESR Finance Facility will play a hugely important role in addressing the funding gaps WESR facing in 2023-2030. Subsequently, it will make enormous contributions to the “Global Environmental Data Strategy” of WESR UNEP to better implement its strategy and vision as a “one environment data approach for all”, for the place, for the people and the planet, aligning with the UNEP-mid-term strategy.
    To this end, UNEP seeks to identify a consultancy to develop a strategic roadmap to engage private sector as a critical component of WESR development. This consultancy will ultimately contribute to mobilize the resources from the private sector and philanthropy sector, so that it will dramatically contribute to implement Science-Policy foundational subprogramme and Digital Transformation enabling subprogramme.

    Key Accountabilities and Deliverables

    Establish and maintain a MEL system that is adaptive and tailored to the programme, including the design of a baseline, mid-term evaluation and final evaluation.

    Responsibilities

    Works with key clients to facilitate the development, implementation and evaluation of the climate and Water workstream of the International Climate Initiative (IKI) Congo project, providing a liaison function with the other workstreams of the project, to support the coordination office in the Congo’s support and connect to UNEP’s implementing and collaborating partners including the UNEP- Danish Hydrological Institute (DHI) Centre on Water and Environment and Food and Agricultural Organization (FAO).
    Monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    Assists the freshwater unit with the design and dissemination of global freshwater data collection tools and methodologies; specifically related to the global data drives for the three Sustainable Development Goal (SDG6) indicators within UN Environment’s custodianship – including identifying and liaising directly with national indicator and SDG6 focal points, communicates data requests and disseminating indicator methodologies, guidance and complementary training and resource materials, as well as data reporting processes and procedures.
    Contributes to the day to day running of a help desk system to manage data submissions and country queries and supports coordination with technical expert partners during the global data drive in 2020.
    Contributes to the preparation of various written outputs, by gathering inputs, providing edits and contributing to the preparation of reports and other materials related to SDG indicators and targets.
    Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
    Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
    Participates in field missions, including provision of substantive and administrative support, data collection, etc.
    Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).

    Work Experience

    A minimum of two years of progressively responsible experience in Environmental management, water management or related fields is required.
    Experience working in international and intergovernmental settings is desirable.
    Experience of project work in developing countries on water issues is desirable.
    Experience of supporting capacity building activities is desirable.
    Experience of working with data bases, statistics and working with global data sets, including satellite-based data is desirable.
    One year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

    Duties

    The Individual Contractor will deliver on this by carrying out the following duties

    The work will involve supporting social and environmental performance of investments in AATIF’s portfolio, evaluating social and environmental risks and impacts as well as supporting impact measurement and reporting along the Fund’s development impact objectives.

    Support preliminary assessment and screening of social and environmental risks and impacts of potential investment opportunities to determine whether any of the activities are part of the exclusion list
    Analyse major social and environmental risks and impacts related to the respective sectors and countries of pipeline projects under considering for financing
    Conduct social and environmental due diligence of potential direct investee companies, intermediary investee companies and financial institutions to determine their level of compliance with the International Finance Corporation (IFC) environmental and social performance standards
    Present key social and environmental issues to the investment committee members as well as the potential development impact of new investment opportunities
    Categorize activities of AATIF potential clients to determine which activities will require further assessment in terms of their level of social and environmental risks and impacts.
    Identify gaps against specific S&E Performance Standards for assigned projects and provide appropriate mitigation measures for risk and impact management
    Identify opportunities for value add in project structure, including providing AATIF clients with guidance in establishing Social and Environmental Management Systems (SEMS) to ensure compliance with the Fund’s Social and Environmental Policy
    Monitor the social and environmental performance of AATIF investments to ensure Action Plans and recommended undertakings are being implemented in accordance with Facility Agreement signed with partner institutions
    Identify major development opportunities aligned with AATIF’s impact measurement framework to make the case for the Fund’s consideration of each investment opportunity
    Analyse monitoring reports and impact reports to prepare impact snapshots of respective partner institutions for publishing in the AATIF website in order to build onto the Fund’s impact trajectory
    Undertake outreach activities; participate in the development of social and environmental training workshops, seminars, sessions etc.; participate in and make presentations on assigned topics/activities
    Identify opportunities for sustainability initiatives and projects by Partner Institutions that could be supported through the Technical Assistance Facility
    Capacity building for AATIF stakeholders and Partner Institutions on the Fund’s social and environmental performance management as well as impact management
    Develop handbook to operationalize AATIF impact spider tool for management of the Fund’s development impact
    Any other duties that may be assigned by the Supervisor in line with the Unit workplan.

    The Individual Contractor will be working under the Resource Efficiency and Sustainable Consumption and Production (SCP) sub-programme in the Africa Office in UNEP. Working under the supervision of the Regional Coordinator, the Individual Contractor will contribute to Environmental Compliance Advisory to AATIF stakeholders and partners on respective investments along the agricultural value chain in Africa.

    Qualifications/special Skills

    A bachelor’s degree in Sustainable Development, Environment, Project Management, Natural Resources Management, Economics, Engineering or a related discipline is required.
    A minimum of 5 years’ work experience in an international development organization, working in the field of environment and sustainable development related projects is required,
    Experience supporting projects financed by a Development Finance institution (DFI), is desirable
    Ability to analyze and synthesize diverse social and environmental related data and information, is desirable
    A sound understanding of resource efficiency and sustainable consumption and production (SCP), is desirable
    Experience supporting projects financed by a Development Finance institution (DFI) is desirable
    Ability to analyze and synthesize diverse social and environmental related data and information, sound understanding of resource efficiency and sustainable consumption and production (SCP) issues in the region including the application of SCP Policy into national planning agendas and application in the business sector and relevant work experience in developing countries, as well as a deep understanding of context in Africa is desirable
