    Responsibilities

    Conduct Research and Analysis on specific topics related to UN Development System Reform, as per the Unit’s requirements.

    Support in designing and maintaining a back-end database of environment in Common Country Analyses and Cooperation Frameworks. Recommend changes in datasets, data models and structures where necessary.

    Duties And Responsibilities

    Conduct a systematic review of previous and ongoing work in South Africa to prioritize geographic areas for ecosystem restoration and types of restoration interventions, specifically focusing on savannah, grassland and thicket biomes. The review should summarize relevant existing initiatives, provide an assessment of their links to government priorities, provide the results in maps where possible, and detail the availability of underlying data. To the extent that the exercises summarized include information on the type of restoration activities (complementary to location) this information should also be included.
    Develop a set of criteria against which a longlist of possible sites for restoration activities as part of the project can be assessed. The criteria should include environmental, economic and social dimensions. Where possible, the criteria should be assessable via the existing available data sources documented as part of the above systemic review. Where additional data are desirable but not available, this should be documented in the form of recommendations for future data generation that would improve the robustness and relevance of the criteria list.
    Provide a preliminary assessment of a longlist of possible intervention sites based on these criteria. The longlist will be provided by the project for the consultant to provide a preliminary assessment of the desirability and viability of sites based on the environmental, economic and social criteria identified.

    Qualifications/special Skills

    An advanced university degree (Master’s degree or equivalent), preferably with a specialization in environmental geoinformatics, environmental management, law, social anthropology, environment and development, sustainable development, economics, applied economics, agriculture, or related fields is required.

    Responsibilities

    BACKGROUND

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
    UNEP, with financial support from the European Commission and in collaboration with EU Delegations in participating countries and other regional and national partners, is implementing SWITCH Africa Green Programme. The overall objective of SWITCH Africa Green programme is to support 7 countries in Africa (Burkina Faso, Ethiopia, Ghana, Kenya, Mauritius, South Africa and Uganda) to achieve sustainable development by engaging in transition towards an inclusive green economy, based on sustainable consumption and production patterns, while generating growth, creating decent jobs and reducing poverty.
    The specific objective of the project is to support the development of green businesses and eco entrepreneurship, and use of Sustainable Consumption and Production (SCP) practices by having in place (i) Micro, Small and Medium Enterprises (MSMEs) and business service providers that are better equipped to seize opportunities for green business development, ii) better informed public and private consumers, and (iii) enabling conditions in form of clear policies, sound regulatory frameworks, incentives structures, tax, other fiscal and market-based instruments influencing key sector(s) in 7 African countries (Burkina Faso, Ethiopia, Ghana, Kenya, Mauritius, South Africa, and Uganda)
    The SWITCH Africa Green project combines work at the micro and macro-levels, providing targeted support to green private sector development initiatives. M&SMEs are supported through intermediary business organizations that facilitate changes in practices and choices by producers and consumers. The project also supports the development of policies, which influence investment choices. The Project has three main components: i) Policy support for each pilot country which will build on and scale up activities to strengthen institutions and appropriate tools and instruments; ii) Green Business development to enable Micro, Small and Medium Enterprises (M&SMEs) to start and develop resource efficient and green business based on sustainable production practices; and iii) Networking Facility to enable dissemination of lessons learned from the project. The project is implemented in close coordination and cooperation with other UN Agencies, including UNDP, UNOPS and other regional partners.
    The IC will work under the direct supervision of the Regional Coordinator, Resource Efficiency and Sustainable Consumption and Production, in the UNEP Resource Efficiency and Sustainable Consumption and Production (SCP) sub-programme in the Africa Office

    Qualifications/special skills

Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.
    The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

    Job – Specific Qualification

    Additional technical training in the field of accounting, finance and business administration is desirable.

    Work Experience

    Seven (7) years of experience in project fund management, finance, budget, accounting, administrative services or related area is required .
    One (1) year or more of experience in data analytics or related area is desirable
    Work experience with an Enterprise Resource Planning System (ERP) e.g. SAP is desirable.
    Experience with the United Nations System or similar international organization is desirable
    Work experience interpreting and applying administrative and financial policies is desirable.

    Languages

    Responsibilities

    The incumbent will report to the Senior Political Affairs Officer, Office of the UN Special Envoy to the Horn, with a second reporting line to the Chief, Environmental Security Unit, UNEP and will perform the following duties:

    Supports the UN Special Envoy in all aspects of work relating to environment, climate change, natural resources, biodiversity, and related issues.
    Develops analysis relating to the environment and climate change; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
    Performs advisory functions/assignments, in collaboration with UN, government and international counterparts, including IGAD counterparts, by identifying scientific analysis relevant to the situation on the ground; facilitating the introduction of science-based analysis into policy making processes; facilitating meetings and workshops to communicate analysis; assisting in developing action plans to address identified environmental challenges, with all relevant partners.
    Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, and serving as rapporteur for Pillar 4 of the UN regional strategy for the Horn of Africa.
    Generates survey initiatives; designs data collection tools; reviews, analyzes, and interprets responses, identifies problems/issues and prepares conclusions.
    Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
    Provides substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
    Initiates and coordinates outreach activities; conducts training workshops, seminars, makes presentations on assigned topics/activities.
    Works with government and other relevant counterparts, including donors, to propose action plans to address priority environment- and climate-related issues.
    Leads and/or participates in field missions, including provision of guidance to UN and government officials and other parties and drafting mission summaries.
    Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    Performs other related duties as required.

    Education

    A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
    Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desired.

    Work Experience

    A minimum of seven (7) years of progressively responsible experience in international affairs,project or programme management, administration or related area is required.
    Experience working in an international organization in a conflict-affected or developing country context, especially in the Horn of Africa, is desirable.
    Experience working with government counterparts is desirable.
    Two (2) years or more of experience in data analytics or related area is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required ; knowledge of French is desirable. Knowledge of another UN official language is desired.
