    Responsibilities

    Under the technical supervision of the CFU’s Market Development team Lead and the overall guidance of the Head of the Climate Finance Unit, the consultant will support the country deployment of two programs aimed at developing business and finance skills amongst restoration project developers, the Restoration Explorer and the Restoration Factory.

    The consultant will help scope out the deployment of the Restoration Explorer for the UN Decade on Ecosystem Restoration’s Great Green Wall and SIDS flagships, including mapping, identifying and connecting with potential delivery partners;
    The consultant will refine the Restoration Explorer’s training materials to match the needs of the identified beneficiaries in each country.
    The consultant will participate in the scoping study for the deployment of the Restoration Factory in the Democratic Republic of Congo;
    The consultant will help coordinate the Factory incubation program in DRC, in close collaboration with partners from Bridge for Billions, which includes coordination between program’s partners, manage communication with and between participants, check program’s progression, review program’s performance and propose amelioration in light of the program’s results;
    The consultant may be asked to provide inputs to other initiatives led by other team leads of CFU.

    Qualifications/special Skills

    Bachelor’s Degree in business administration, entrepreneurship, Environmental Science or another relevant scientific background is required.
    At least two (2) years of professional experience working in the field of business management, entrepreneurship development and/or sustainable finance is required.
    Knowledge of the UN system, or other international and multi-cultural working environments, is desirable. Having a solid understanding of the operations of incubators, accelerators and innovation hubs is also preferred. While not required, prior knowledge on ecosystem restoration, will be considered an advantage.

    The GEF-Biodiversity and Land Degradation unit is seeking to recruit a consultant (Level B) to conduct the Midterm Review of the project to assess the overall achievements of the project at midterm, the challenges faced and engage with project counterparts to overcome the issues through effective corrections in project activities and outputs, M&E, resource allocations and related GEF and co-financing.     The consultant will prepare the following documents, in consultation and collaboration with the Project team:

    Inception Report: containing an assessment of project, project stakeholder analysis, review framework and a tentative review schedule.
    Preliminary Findings Note: typically, in the form of a PowerPoint presentation, the sharing of preliminary findings is intended to support the participation of the project team, act as a means to ensure all information sources have been accessed and provide an opportunity to verify emerging findings.
    Draft and Final Review Report: containing an executive summary that can act as a stand-alone document; detailed analysis of the review findings organized by review criteria and supported with evidence; lessons learned and recommendations and an annotated ratings table.

    The consultancy will be home-based with one field visit to Maldives.

    Qualifications/special Skills

    Minimum of a least MSc level or equivalent degree in environmental sciences, international development or other relevant political or social sciences area is required
    At least 8 years of technical / evaluation experience is required

    Background:

    The Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to multilateral environmental agreements (MEAs). To fulfil its mandate, the work of the Law Division focuses on: leading the international community in the progressive developmental of environmental law; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UNEP and those agreements; working with MEA Secretariats to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental law and governance.
    The United Nations Environment Assembly (UNEA) through UNEA 5.2 resolution 5/2 on Sustainable nitrogen management, adopted on 2 March 2022, encouraged Member States to accelerate actions to significantly reduce nitrogen waste globally by 2030 and beyond through the improvement of sustainable nitrogen management. The co-chairs of the UNEP Working Group on Nitrogen are facilitating the implementation of the resolution and have come up with a Zero Draft voluntary action plan.
    The UN Environment Management Group (EMG) is a system-wide coordination body on environment and human settlements consisting of 51 specialized agencies, programmes and organs of the UN including the secretariats of the MEAs. The EMG identifies issues on the international environmental agenda that warrant cooperation, and finds ways of engaging its collective capacity in coherent management responses to those issues. UNEP, through the Fifth Montevideo Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme V) supports countries to develop and implement legal responses to enhance compliance with and enforcement of legislation to address pollution.
    At the initiative of UNEP and the Food and Agriculture Organization (FAO), the EMG recently held a nexus dialogue on sustainable nitrogen management and recommended that a mapping be done of the mandates and activities within the UN to address nitrogen waste. In line with UNEA 5.2 resolution 5/2, the work of the UNEP Working Group on Nitrogen, Target 7 under the Global Biodiversity Framework, and the Montevideo Programme V, and with a view to supporting countries to strengthen, develop, and implement laws, policies, and regulations to accelerate actions to significantly reduce nitrogen waste, UNEP requires an environmental law and policy specialist to prepare a mapping of the international context in which excess nitrogen is addressed as well as specific guidance on legal, policy, and regulatory changes required to reduce the nitrogen footprint from sectors to lead to establishment of integrated regulatory and policy changes required to reduce nitrogen waste globally. The consultant will report to the Head of the Environmental Rule of Law Branch, and the Special Assistant to the Director, Law Division.

    Responsibilities:

    Prepare an overview of UN mandates, activities and initiatives related to nitrogen.

    Conduct a desk study followed by a survey and select interviews among EMG members.
    Analyse the UN system-wide (actual and potential) contribution to support Member States in addressing nitrogen.
    Draft and submit a report mapping out visually and in a narrative the UN’s engagement on nitrogen.
    Organize a review and online consultation with stakeholders on the baseline information.
    Finalize the analysis and present the findings to UNEP, FAO, EMG and others as requested.

    Conduct consultations and prepare guidance on legal, policy, and regulatory changes required to reduce nitrogen footprint from sectors to lead to establishment of the regulatory changes required to the reduction of nitrogen waste. More specifically:

    Facilitate initial consultations on legal, policy, and regulatory changes required to reduce nitrogen waste, with specific attention to programmatic work under the Environmental Rule of Law Branch and Environmental Conventions and Policy Branch, to identify opportunities for action by the Law Division under the Medium-Term Strategy 2022 – 2025.
    Draft and submit draft guidance on legal, policy, and regulatory changes required to reduce nitrogen footprint from sectors.
    Organize consultations with legal and technical experts in the field to validate and get feedback on the quality of the guidance to identify legal, policy, and regulatory changes required to reduce nitrogen footprint from sectors drawing feedback from examples in select countries.
    Finalise guidance on legal, policy, and regulatory changes required to reduce nitrogen waste.

    Responsibilities

    Provides assistance in support of planning and implementation activities/processes of the Collective Intelligence programme and any other activities of the unit.
    Review programme/project documents, especially partner agreements, procurement documents and work orders, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distributes project documents to relevant parties upon approval.
    Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics. Assist in the maintenance of websites by scanning, converting and posting a variety of documents onto the Unit’s websites.
    Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
    Assists in the preparation and analysis of the Collective Intelligence programme’s budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.
    Assists in the monitoring and evaluation of the Collective Intelligence programme; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures.
    Collaborates with programme/project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the PB and various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
    Drafts programme/project summaries, coordinates review and clearance process, and coordinates with editor, translation services on finalization and publication of report multiple languages.
    Serves as focal point for coordination, monitoring and expedition of the Collective Intelligence programme’s implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organisation of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services.
    Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
    Drafts correspondence and communications related to all aspects of the Collective Intelligence programme’s administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
    Provides guidance and training to new/junior staff.
    Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.

    Experience in using Enterprise Resource Planning systems and reporting systems is required.
    Experience in research and compiling information is desirable.
    Experience in preparation of presentation data, generating statistical data and website data entry is desirable.
    One (1) or more year of experience in data analytics or related area is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
