    Task description

    Under the overall guidance of the Chief of the Environmental Conventions and Policy Branch, Law Division, and direct supervision of the BCH III Project Manager, the International UN Volunteer, in close collaboration with the Project Assistant in the Division and Regional Advisors, will ensure effective and timely implementation of the BCH III Project by:

    Providing the overall support to the project manager and ensuring effective execution and visibility of the project daily by:

    Assisting with the planning, coordination, reviewing and reporting processes at the United Nations Environment Programme level.
    Maintaining an updated record on progress of the project activities.
    Providing administrative and technical expertise required by the BCH III participating countries and other implementing partners of the project.

    Specific responsibilities, under the supervision of the Project Manager will include, but are not limited to the following:

    Technical and Programme Support to BCH III Project
    Assist in the implementation, monitoring and evaluation the Biosafety Clearing House (BCH) project, review documents and reports.
    Identify priorities, tracks problems and issues to be addressed and propose corrective actions; liaise with partners;
    Identify and initiate follow-up actions for the management of day-to-day operations of the project; provide assistance to the work of the Biosafety Clearing House teams.
    Assist in preparation of contracts and agreements with appropriate partner institution, organizations and individuals;
    Assist in the production and dissemination of informative material on new capacity building opportunities for effective participation in the BCH project;
    Assist in organizing of orientation and training workshops for trainers;
    Assist in the organization and convening of national and regional workshops.
    Provide administrative and substantive support to BCH meetings, including preparation of background documents, presentations, handling of logistics and participation in field missions.
    Assist in the coordination of a network among BCH operatives and provide support to the Regional Coordinators in establishing linkages and mainstreaming the BCH into national/regional biosafety implementation projects and facilitate transfer and sharing of experience and information between participating countries.
    Participate and in the external review and self-evaluation of the BCH project outputs to the UNEP-GEF Project Steering Committee Group (Global Environment Facility);
    Coordinate and monitor the progress of experts and consultants and the process on national sub-projects in participating countries; providing input into the GEF-managed monitoring and evaluation activities, particularly the annual Project Implementation Review;
    Assist in the preparation of inputs to quarterly progress reports to UNEP on the BCH project; and of inputs to Annual Progress Reports to UNEP for transmission to GEF.
    Contribute to activities related to budget a financial management of the project and assist in the preparation of financial reports to UNEP and other co-financing organizations and partners.
    Undertake other relevant duties as directed by the Project Manager and the Branch Chief as necessary.

    Furthermore, UNV volunteers are encouraged to:

    Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
    Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;
    Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
    Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;
    Assisting with the UNV Buddy Programme for newly arrived UNV volunteers; and
    Promoting or advising local groups in the use of online volunteering or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible

    Requirements
    Required experience

    3 years of experience in project planning and management, analysis, and research at the national or international level.
    Experience in the management of environmental projects, including monitoring and evaluation, is a plus.
    Good knowledge of the work of UNEP, the MEAs, or other relevant programmes; experience with management of projects is an asset, as is experience working in the UN or other international development organization;
    Excellent oral and written skills; excellent drafting, formulation, reporting skills;
    Accuracy and professionalism in document production and editing;
    Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

    Expected Outcome

    AAIK is seeking a qualified Consultant (team of consultants) to facilitate a two (2) day Board retreat and evaluation process between 6th and 8th December 2023 and would like to have activities that would help enhance the board’s engagement and governance oversight in the journey as a popular organization which aims to build a large constituency of people behind it for legitimacy. It is expected that at the end of the assignment, the Board members will have reviewed and adopted processes that will expand their knowledge on governance and oversight AAIK’s influence in building public constituency and solidarity movements as well as advocacy, influencing and campaigning in support of movements against poverty and injustices.
    In addition, the Board intends to conduct an annual evaluation and peer to peer review among the members. Hence the retreat and evaluation facilitator will be expected to develop appropriate tools and pathways aimed at enhancing bold leadership that evolves and adapts to the internal and external context.

    The consultant is expected to carry out the following key activities:

    A review of AAIK key documents to produce a highly summarized presentation connecting the outcome to the governance and oversight function of the Board.
    Equip the Board with knowledge on bold governance and oversight processes for a popular Organization.
    Ability for the Board to Manage risks that emanate from a popular organization strategy and approaches.
    Knowledge of the board’s role in initiating and responding to demands for social movement approach and agitation for change
    Facilitate conversations among Board members to apply AAIK Values and approaches to building principles for normalcy and crisis management.

    The Proposal Development Officer main task is to be a great English-speaking communicator (verbal and in writing) to be able to assure high quality, well written and edit concept notes and proposals for BRAC Internationals country and program operations.
    The role is part of the Global resource mobilization and partnership team and will primarily support BRAC Internationals country offices and technical units with the writing and editing of high-quality Concept notes/Expression of interests/Proposals / Resource mobilization documents with clearly defined program designs, outputs, outcomes, and M&E systems responding to the context and donor expectations. The work will respond to BRAC International’s Country Program Strategic Plans and the relevant program sector strategies.

    Key Responsibilities:
    Proposal development: (85%)

    Write and edit high quality concept notes, EOI’s/proposals in partnership with country, GRP, and technical teams.
    Support Proposal development workshops

    Communication: (15%)

    Support the updates of Country fact sheets and program updates in partnership with the GRP BI team including circulation and engagement with BI Communication.
    Support/coordinate the process of updating/reviewing Resource Mobilization Plans for BI Country offices.
    General resource mobilization work

    Safeguarding

    Duties and Responsibilities

    Responsibilities
    Programme Management:

    Manage the relevant sections of the Big Science Branch (BSB) and provide strategic directions to accomplish the mandated functions and approved objectives:

    Analyze the assessment programme mandates, particularly as stated in General Assembly (GA) and United Nations Environmental Assembly (UNEA) decisions, and translate the mandates into strategic programme directions, policies, outputs and concrete work programmes including budget allocations and the UNEP Medium Term Strategy.
    Integrate the work programme of the Branch with other programmes of the division and as well as those of other UNEP divisions.
    Secure approval of the work programme by the UNEP’s Project Review Committee (PRC).
    Consult, negotiate and develop cooperation with appropriate assessment programmes within the UN system, such as United Nations Development Programme (UNDP), World Bank, World Health Organization (WHO), Food and Agriculture Organization (FAO), World Meteorological Organization (WMO), United Nations Educational, Scientific Cultural Organization (UNESCO), Governments and Non-Governmental Organizations (NGOs) etc. and relevant national, regional and international organizations and secure agreement on collaborative mechanisms.
    Develop, direct and coordinate the different projects of the Big Science Branch related to thematic and integrated assessment, and Global Environment Outlook (GEO).
    Coordinate the development of policy relevant summaries and forecasts based on the findings of the major scientific assessments and the identification of emerging issues of potential international importance and organize their effective and targeted dissemination: including United Nations Environmental Assembly (UNEA), other relevant UN bodies and governments.
    Develop and direct the implementation of strategies and frameworks for the integration of scientific assessments and reports produced at global and regional levels or in thematic areas and their integration with national and regional activities.
    Report on programme performance to appropriate authorities in the organization and to UNEA e.g. through the Committee of Permanent Representatives (CPR) and the United Nations Environmental Assembly (UNEA).
    Undertake regular analysis of the EWAD assessment mandate and activities and propose, as required, policy options and recommendations for modification and change in the overall implementation of the work programmes.

    Programme Implementation:

    Direct and coordinate the implementation of activities and projects of the Branch work programme so as to ensure that the approved goals and objectives are met and outputs delivered in a timely fashion;

    Discuss ongoing and planned assessment and reporting activities of the Branch with other divisions of UNEP and ensure that these are incorporated into an integrated programme of work for the division and for UNEP.
     Identify and discuss potential assessment and reporting activities with other divisions of UNEP, negotiate and coordinate the development of joint activities with UNEP divisions and external partners and oversee the implementation of the identified joint activities.
    Undertake regular monitoring of progress of the Branch programme of work and the individual projects and activities, assess the effectiveness of the results achieved and develop proposals to enhance performance as appropriate.
    Develop and direct the development of new approaches, procedures, methodologies and tools for UNEP’s assessment and reporting activities.
    Evaluate procedures, methodologies and approaches used by national and regional institutions and international organizations to assess environment and development interactions and support informed decisions.
    Analyze alternative approaches and methodologies and their global, regional and thematic relevance in function of targeted user communities or policy and decision-making processes.

    Policy Advice and Guidance:

    Act as the principal advisor in the area of integrated scientific assessments and reporting.

    Conduct high level technical and policy related consultations on matters related to the programme with policy makers and directors of institutes and international assessment programmes.
    Develop policy initiatives on programme issues for intergovernmental and interagency meetings of minister and other high-level officials.
    Provide regular updates and briefs to the Director, EWAD, Executive Director and Deputy Executive Director on issues related to policy servicing and planning in the context of programme implementation.
    Provide technical advice and appropriate support to governments and assist in organizing and convening intergovernmental meetings of policy makers and technical experts to formulate, adopt and implement global, regional and national assessment programmes.
    Represent EWAD and/or UNEP at external meetings, as requested by the EWAD Director and/or the UNEP Executive Office.
    Ensure that UNEP’s BSB functions are integrated across UNEP Sub-programmes.
    Carry out additional tasks from time to time as requested by the Director of EWAD.

    Programme Budget and Supervisory Responsibilities:

    Serve as the principal head of the Branch.

    Provide supervisory leadership to professional and general service staff of the Branch, setting objectives and targets with them, inculcate in them, UN and UNEP ethical values and principles, monitor and appraise their performance, ensuring compliance with performance Appraisal System, identify their training needs and facilitate an environment of teamwork and high productivity.
    Manage all non-human resources matters of the Branch in the most effective and efficient way.
    Review human and financial resource requirements for programme implementation and determine priorities for budget allocation.
    Liaise with the Budget and Fund Management Service and Division of Administration Services of UNON on financial, personnel and administrative matters.
    Monitor financial performance of the activities and projects to ensure cost effective implementation of the work programme.

    Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

    Education

    An advanced university degree (Master’s or Doctorate degree, or equivalent) in natural and environmental sciences, natural resources management, economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    Minimum 15 years of relevant working experience delivering and managing scientific assessments and network of scientists including at least five (5) years at the national, regional and global levels is required.
    Experience  with the operation and requirements of the UN or similar International organization particularly with regard to developing countries is required.
    Progressive working experience in the management of programmes/projects and supervision of staff in a multicultural setting is desirable.
    A mixture of working experience in developed and developing countries and training in scientific assessment tools, methods and processes is desirable.
    Experience in diverse areas and pertaining to different aspects of environment and development is desirable.
    Experience in data analytics or related area is desirable.

This role involves collaborating with multiple country teams, providing technical and operational support, and ensuring the successful execution of youth empowerment initiatives. The ideal candidate will have prior experience in youth programming, project management and administration, and capacity development in the Global South.

    Key Responsibilities:
    Technical and Programmatic:

    Collaborate with country teams to oversee and facilitate the effective implementation of projects under the Youth Empowerment Programme in BRAC International countries, including BI’s AIM program.
    Support the senior leadership teams in regional and head offices in monitoring, evaluating, and adjusting adolescent and youth programmes across diverse country contexts.
    Support monitoring of the implementation of BRAC Adolescent & Youth Empowerment Strategy and support organizational lesson learning in the region.
    Assist in stakeholder engagement activities

    Develop the capacity of field staff through training, mentoring, and skill transfer.
    Complete site visits and capacity building follow up, including to AIM projects
    Review and keep abreast of research and best practices that can support program quality improvements

    Senior Manager, Youth Empowerment Programme

    This role plays a pivotal role in supporting the implementation and coordination of technical assistance for adolescent and youth-related programming across Africa within the framework of the Youth Empowerment Programme at BRAC International. This role involves collaborating with multiple country teams, providing technical and operational support, and ensuring the successful execution of youth empowerment initiatives by partners. The ideal candidate will have prior experience in youth programming, technical assistance, project management and administration, and capacity development in the Global South.

    Key Responsibilities:
    Technical and Programmatic:

    Act as the primary point of contact for partner NGOs seeking technical assistance to facilitate effective partnerships, communication and issue resolution.
    Develop a deep understanding of the specific needs and goals of each partner NGO.
    Lead assessments of partner NGOs to determine advisory packages that customize services and resources to align with their mission and objectives; done in partnership with the Head of Youth Empowerment
    Provide expert technical knowledge, training, curriculum development and guidance on relevant tools, resources, and solutions from BI’s Youth Empowerment Programme
    Effectively troubleshoot and resolve complex technical challenges to ensure the success of NGO partner implementation of the BI Youth Empowerment Programme components agreed upon in the advisory package
    Offer recommendations for enhancements and improvements based on partner NGO feedback.
    Manage YEP Manager dedicated to the technical assistance team
    Collaborate with cross-functional teams, including program development, IT, and advocacy, to ensure a seamless experience for partner NGOs.
    Contribute to the development of innovative approaches to address challenges faced by the NGOs, adolescents and youth, with a focus on girls and young women.
    Actively participate in assigned youth empowerment initiatives and projects as directed by the supervisor and senior leadership.

    Quality Assurance:

    Create and maintain technical documentation, guides, and resources tailored for partner NGOs, including the TA toolkit
    Organize and lead training sessions or workshops, curriculum development, and meetings to enhance the technical capabilities of partner NGO staff.
    Establish key performance indicators (KPIs) to measure the impact of technical assistance provided.
    Support organization of all materials necessary for youth empowerment programs to effectively build capacity of teams and pursue resources
    Continuously monitor partner NGO performance and proactively identify areas for enhancement and growth, including through site visits
    Review data and provide analysis to capture lessons learned and best practices for internal and external stakeholders.
    Review and keep abreast of research and best practices that can support program quality improvements
    Champion and uphold safeguarding policies among team members and ensure their implementation in all activities.

    Documentation and Learning:

    Participate in stakeholder engagement meetings, preparing reports on the project for the meetings, as requested
    Share valuable insights and feedback from partner NGOs with internal teams to drive improvements.
    Generate regular reports on technical assistance activities, partner NGO satisfaction, and issue resolution metrics.
    Leverage data-driven insights to make recommendations for process improvements and operational efficiency.

    Others:

    Demonstrate a willingness to learn and apply the BRAC approach to programmatic models across different contexts.
    Engage in resource review, data monitoring, and budget modifications as required.
    Advocate for and network with youth platforms, youth policymakers, and implementing organizations to establish partnerships and guide the future direction of youth empowerment programmes in respective countries.

    Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
    Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
    Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

    Requirements:

    Bachelor’s degree in a relevant field (Master’s preferred) in a relevant technical field
    Proven experience in a technical support or assistance role in youth programming, economic empowerment, or related fields in the Global South.
    Strong project management skills.
    Strong technical acumen and the ability to quickly grasp intricate technical concepts.
    Excellent communication and interpersonal abilities.

    Required Competencies:

    Demonstrated experience in the subject area (education, youth sector, youth employment, AGYW empowerment)
    Experience and knowledge of Global South (particularly in the countries of Asia and Africa) development challenges, particularly in the sector of education and youth.
    Experience in connecting youth programming to social and economic opportunities/engagement with decent work-related activities.
    Excellent communication and interpersonal skills, with the capacity to convey technical information clearly to non-technical stakeholders.
    Management experience of 1+ staff members

    Responsibilities
    Under the direct supervision of the Chief of Operations and Risk Management Section, the Associate Administrative Officer will be responsible for the following duties:
    Human Resource Management

    Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.

    Budget and Finance

    Work Experience

    A minimum of two (2) years of progressively responsible experience in the environmental management or related field with a national government/administration, a large firm or an international organization is desirable.
