    Head of Gender Equality and Social Inclusion

    The Head of Gender Equality and Social Inclusion will be responsible to provides strategic and technical leadership to ensure that gender equality and social inclusion (GESI) is integrated into all BRAC International programmes including design and implementation; monitoring, evaluation and learning; and advise on organizational systems and processes. As a member of the senior management team of BI, this role will steer the development of BRAC International’s Gender Equality and Social Inclusion policy, strategy and action plans, establish a team in the BI countries of operation, advise BI technical teams on GESI mainstreaming, spearhead and chair the GESI Working Group for BI and lead capacity building efforts across all the country offices spanning Asia and Africa.
    The incumbent shall represent BRAC International in relevant networks and forums, conduct needs assessment and training for staff capacity development and support the preparation of high-quality communications and reports for various mediums. The ideal candidate will have strong leadership and technical skills, able to collaborate with a large geographically dispersed teams spanning Africa and Asia, able to build up trusted relationships and influence a range of internal stakeholders across locations and programmes.

    Key Responsibilities:

    Provide strategic and technical leadership on gender quality and social inclusion mainstreaming across BI programmes, considering the context of BRAC International countries of operation.
    Steer the development/implementation of a Gender Equality and Social Inclusion Policy and Strategy for BRAC International through coordination with different BI stakeholders and ensure its application through a GESI Action Plan.
    Establish a GESI team in BI countries of operation and build their capacity.
    Provide oversight and guidance to the programme teams to ensure that thematic components are technically sound and ensure that implementation methods are consistent with international strategies and best practices.
    Lead the establishment of a GESI working group at BRAC International chairing regular meetings of the working group to develop its ToR, plan activities, develop guidance documents, share lessons learned, and incorporate these into the delivery of programmes as well as the organizational systems and processes.
    Review programme workplans, reports and data collected, analyzing outcomes and desired impact making recommendations to maximize gender transformative potential.
    Work closely to guide and support the monitoring team to design and implement a MEAL system appropriate for gender-transformative programming; and to conduct monitoring and evaluation activities using methodologies that promote gender equality and social inclusion.
    Guide programme and monitoring teams on data collection of programme activities’ impact with regard to GESI; ensuring that intended and unintended activity impacts are monitored and adapted through constant learning and improvement.
    Work with HR teams to ensure GESI integration in organizational policies, systems and procedures and review progress.
    Lead GESI integration in project proposal development for new projects, through the resource mobilization and fundraising team.
    Work with country teams and grants management to ensure that sub-contractors are in compliance with BI’s GESI policy and strategy.
    Lead BI-wide events for international campaigns (IWD, 16 Days of Activism, etc.)
    Prepare reports, case studies and success stories to promote the successes of the GESI strategy and its implementation.
    Participate in programme design meetings and workshops to facilitate GESI inclusion in programme planning.
    Represent BRAC International at external networks and working groups.

    Safeguarding

    Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
    Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
    Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

    Educational Requirements:

    Master’s degree in Gender and Women’s Studies, Sociology, Development Studies, International Development, Anthropology, Economics or any relevant discipline.

    Experience Requirements:

    At least 10 years of experience in the development or humanitarian sector.

    Task description

    Under the direct supervision of a Data Specialist in Enterprise Solutions Section/UN Environment’s Corporate Services Division, the UN Volunteer will take the following tasks:
    Development of an analytical solution for the Global Climate Fund Unit
    Draft requirements documents based on the unit needs.
    Understand/explore required datasets, assess existing dashboard, and conceptualize new or improved design and new features.
    Develop dashboard based on the requirements.
    Develop a risk management component to flag critical projects with respect to the timeline, fees consumption, etc.
    Develop a country profiles component to enable GCF team members to have an overview of ongoing and planned projects (GCF and others) in each country and perform analysis by sector and other parameters to inform project proposal design.
    Explore applications of LLMs, including prototyping a Chatbot that users can use to query the projects data and supporting them in the drafting of new project proposals.

    Assist with other data-related activities

    Qualifications/special skills

    Masters’ Degree in journalism or another relevant scientific background in communication is required.

The recommendations from the CSACP and sector-specific data and information products will be used to conduct sector specific training by DNMG for the five GFCS priority.

    Education

    An advanced university degree (Master’s degree or equivalent) in Engineering, Environment, Economics, Energy or Climate Change related field. 
    A first-level university degree in the relevant field in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    A minimum of seven (7) years of relevant experience in the area of climate change mitigation reporting to the United National Framework Convention on Climate Change (National Communications and Biennial Update Reports) is required
    At least two (2) years’ hands-on experience in engaging and negotiating project development and implementation with a wide range of Government institutions in Least Developed Countries and Small Islands Developing States is required.
    International experience in developing and implementing Global Environment Facility climate change mitigation (non-land use) project is required.
    Experience in managing and providing technical advice to at least fifty multi-country, global and complex UNFCCC reporting programmes on climate change mitigation is required
    Experience in managing geographically dispersed teams and overseeing a large global portfolio of climate change projects is required.
    Experience working with the United Nations system is desirable.
    Two (2) years or more of experience in data analytics or related area is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

    Task description
    Under the direct supervision of the OzonAction Regional Network Coordinator Compliance Assistance Programme-Anglophone Network, the UN Volunteer will undertake the following tasks:

    Support RNCs and other regional CAP staff in the implementation of national and regional projects related to Montreal Protocol activities.
    Prepare Small-Scale Funding Agreements (SSFAs) on specific OzonAction-related activities in close consultation with the Activity Leaders,
    Review financial and progress reports from countries and project financial commitments to ensure they are equal to the approved project budgets;
    Review country reports required within the specified project reporting period.
    Assist in implementing a sustainable system of activities status tracking and reporting in IPMR.
    Provide administrative and substantive support to Network or other meetings, conferences, workshops by proposing agenda topics, identifying and proposing participants, assisting in the preparation of background documents and presentations, handling logistics, etc.
    Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
    Coordinate secretarial and logistical services for meetings in cooperation with local or-ganizers and assist network coordinator in preparing and finalizing meeting reports
    Assist in the preparation of background documents and presentations, handling logistics
    Perform any other duties as may be assigned by the supervisors.

    Furthermore, UN Volunteers are required to:

    Task description

    Under the overall guidance of the Chief of the Environmental Conventions and Policy Branch, Law Division, and direct supervision of the BCH III Project Manager, the International UN Volunteer, in close collaboration with the Project Assistant in the Division and Regional Advisors, will ensure effective and timely implementation of the BCH III Project by:

    Providing the overall support to the project manager and ensuring effective execution and visibility of the project daily by:

    Assisting with the planning, coordination, reviewing and reporting processes at the United Nations Environment Programme level.
    Maintaining an updated record on progress of the project activities.
    Providing administrative and technical expertise required by the BCH III participating countries and other implementing partners of the project.

    Specific responsibilities, under the supervision of the Project Manager will include, but are not limited to the following:

    Technical and Programme Support to BCH III Project
    Assist in the implementation, monitoring and evaluation the Biosafety Clearing House (BCH) project, review documents and reports.
    Identify priorities, tracks problems and issues to be addressed and propose corrective actions; liaise with partners;
    Identify and initiate follow-up actions for the management of day-to-day operations of the project; provide assistance to the work of the Biosafety Clearing House teams.
    Assist in preparation of contracts and agreements with appropriate partner institution, organizations and individuals;
    Assist in the production and dissemination of informative material on new capacity building opportunities for effective participation in the BCH project;
    Assist in organizing of orientation and training workshops for trainers;
    Assist in the organization and convening of national and regional workshops.
    Provide administrative and substantive support to BCH meetings, including preparation of background documents, presentations, handling of logistics and participation in field missions.
    Assist in the coordination of a network among BCH operatives and provide support to the Regional Coordinators in establishing linkages and mainstreaming the BCH into national/regional biosafety implementation projects and facilitate transfer and sharing of experience and information between participating countries.
    Participate and in the external review and self-evaluation of the BCH project outputs to the UNEP-GEF Project Steering Committee Group (Global Environment Facility);
    Coordinate and monitor the progress of experts and consultants and the process on national sub-projects in participating countries; providing input into the GEF-managed monitoring and evaluation activities, particularly the annual Project Implementation Review;
    Assist in the preparation of inputs to quarterly progress reports to UNEP on the BCH project; and of inputs to Annual Progress Reports to UNEP for transmission to GEF.
    Contribute to activities related to budget a financial management of the project and assist in the preparation of financial reports to UNEP and other co-financing organizations and partners.
    Undertake other relevant duties as directed by the Project Manager and the Branch Chief as necessary.
