    Duties and Responsibilities

    The UNEP Secretariat to the OEWG will be responsible for:
    The organization and delivery of a stakeholder engagement plan in the lead up to the OEWG meetings to include webinar events, panel discussions, videos and surveys.
    Coordination of inputs from member states and major groups and stakeholders to the intersessional process.
    Under the guidance of the Bureau and Chair of the OEWG, develop informational documents on key aspects of operations of the new panel, to include, but not be limited to the scope, functions, operating procedures and governance of the new panel, as well as modalities around the provision of technical and secretariat support to the new panel, and related budgeting and resource mobilization. It is foreseen that the consultant will support the Secretariat in the development and delivery of item one (1) above plus support the delivery of items two (2) and three (3) as required.

    Qualifications/special skills

    Budget and Finance:

    The role will be integrated into countries offering Finance Shared Services support to 2 or more countries in the federation (Centres of Support).
    The Finance Manager, maybe deployed to Country Program Offices, in various countries on a temporary basis. The position therefore requires flexibility in terms of physical movement from country to country for short duration of assignments.
    Annual workplans for this role will be signed off by the Shared Services Lead role, to align to Service level agreements between Centres of Support and countries receiving services.
    Financial Control

    Support country teams to maintain an effective & efficient system of internal controls which comply with ActionAid Financial Management Framework and Local Financial Policy and Procedure Manual guidelines.
    Ensure that all financial records & accounts are compiled timely, accurately and in line with international accounting standards & donor regulations.

    Finance Reporting

    Finalize accounts for external auditor and act as main ActionAid Country Office focal point during external audit process looking to ensure that the approved financial statements are delivered before the internal deadline.

    Provide any ad-hoc year reports as might be required by the ActionAid Federation Finance Reporting Team.

    Financial Systems

    Ensure that country financial management systems & records are adequate in order to identify and protect the assets & interest of the organization.
    Ensure that the systems in place, enhance, as far as possible, the efficiency & effectiveness of the manner in which assets are utilized.
    Ensure that the Global Finance System (as recommended by ActionAid Federation), is maintained in a proper manner, and utilized in an appropriate & effective manner.
    Establish & maintain a donor financial management system in order to optimize funding & to ensure efficient & accurate reporting to donors.
    Establish & maintain a mechanism for monitoring those grants given to partners, and ensure proper financial reporting & records of same, in line with donor guidelines, where necessary.

    Education

    Have a Bachelor of Accounting or a professional certification in accounting or its equivalent from a recognized University;
    ACCA/CPA accredited, or equivalent professional degree.

    Experience

    Have at least seven (7) years working experience in finance/accounting function in an INGO or a large organization of which at least three (3) years must have been at management position;
    Experience working in multiple countries is an added advantage
    Have demonstrated high understanding of finance and accounting matters.
    Have experience in development and implementation of financial systems; and
    Have practical experience in donor reporting, international accounting standards and statutory reporting.
