    The job activities include but are not limited to;

    Ensure the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardised protocols.
    Where PMTCT is implemented, ensure implementation of the PMTCT protocol in the ANC/delivery and PNC consultations (pre counselling, test and post counselling
    Collaborate with the medical doctor and /or nurse in the management of Sexual Violence cases
    Assess the feasibility for referral of pregnant women from the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries.
    Ensure hygiene and sterilization criteria (including universal precautions) are met according to MSF specifications.
    Properly follow up all newborn babies from delivery until discharge, informing mothers and relatives about importance of breast feeding, vaccination and possible complications resulting from harmful traditional practices.
    Ensure patients’ right to privacy and confidentiality is respected Supervise that administrative procedures of admissions and hospitalizations comply with MSF protocols , as well as verify patients are properly informed and receive the documents required (birth certificate, vaccination card, etc
    Participate in the organisation of the ward in collaboration with other midwifes and the maternity ward supervisor.
    Ensure transfer of relevant information to the next shift team (specially identifying risk cases) According to MSF protocols in force, conduct normal deliveries independently Manage obstetric emergencies; identify cases needing referral and send them in time, clean up the newborn, executing and registering first neo-natal medical acts (cutting and cleaning the umbilical cord, vaccination, etc.), detecting possible anomalies/infections of the newborn and reporting them to the doctor, in order to ensure successful interventions
    Supervise the use of drugs, facilities and obstetric material, in order to ensure, in accordance with number of patients and prescriptions, a rational use as well as pharmacy stock levels are permanently updated, kept under appropriate conditions and above minimum safety point. 1 BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation. 2 CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparatomy), safe blood transfusion and care to sick and low birth weight newborns
    Ensure sensitization activities and health talks, are carried when necessary a therapeutic education of the patient (and family) using a patient based approach.
    Ensure that routine laboratory tests are performed, interprete the results and adapt the approach if necessary
    Be responsible for regulation, documentation and proper utilization and storage of the departmental medical supplies including the controlled drugs.
    Participate actively in the monitoring and the reporting of medical activities (Make sure that the department registration, patient files, forms, and HIS reports are updated on time and participate in the analysis of these statistics.
    Identify high risk client antenataly and postnataly and refer them to high risk clinic or maternity for management and monitoring.
    Educate and book high risk client for review at high risk clinic on discharge from Maternity ward.
    On discharge educate patients; advice mothers on useful topics for their home return; breastfeeding, emergency signs of post-partum complications, family planning (importance of child spacing) Ensure the patient’s correct understanding of possible treatment and verify that the patient has received the documents: birth certificate, vaccination card, etc.

    Main Tasks include:

    Ensure the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to granting quality of patient case management.
    Promote and maintain confidentiality regarding all patient cases and records

    The HRH Management Advisor will provide strategic direction and technical oversight for the planning and implementation of interventions and mechanisms required for effective management of HRH systems in the focus Counties and sub-counties. This will include: evidence-based human resource planning; development and management including recruitment, deployment, and retention; and health education and health workforce regulation. The Management Advisor is expected to strengthen human resource directorates in the focus Counties and provide training in HRM to selected staff so they can become effective HR managers. S/he will contribute to HRM program learning and research.
    S/he is responsible for achieving required project results through effective project planning and management, technical assistance, administration and oversight, monitoring and evaluation. S/he ensures a comprehensive approach to workforce capacity development and provides programmatic leadership to ensure seamless planning, implementation of activities, and technical support, in close collaboration with USAID funded HRH Kenya Project.
    The ideal candidate will have technical expertise and prior experience in HRH program implementation, and more specifically HRM, and experience networking with Ministry of Health and other key stakeholders. Previous USAID experience is a plus.
    Specific Responsibilities
    Planning and project development, implementation and delivery of technical results:

    Conduct HRH assessments and employee satisfaction surveys.
    Strengthen the staff training needs assessment system, enhancing staff management and leadership development and strengthening the link to external pre-service training.
    Design and implement long- and short-term retention schemes that are relevant to the Nakuru and Baringo County contexts, including strategies specifically focused on retention of health workers in hard-to-staff sub-counties.
    Support the overall change management process related to improving HRH management in the context of devolution.
    Strengthen HRH coordination forums.
    Develop leadership and management skills of frontline health workers and managers based on MSH’s Leadership Development Program (LDP) to improve service delivery.
    Ensure the alignment of daily HRH activities with project goals, approved workplans and standards for high quality, within-budget, and on-time product delivery.
    Contribute to the development and on-going use of a project monitoring and evaluation plan, including indicators linked to results that meet all MSH and USAID reporting requirements.

    Qualifications and Experience

    Graduate degree in human resource management, public administration, management, social sciences or a related discipline.
    A minimum of 7 years experience in the following areas:
    Designing and implementing HRH quality improvement programs.
    Providing technical leadership to district health offices on HRH quality improvement activities.
    Guiding and providing technical assistance to Project/host country government staff working on HRH.
    Interacting with donors, implementing partners, and host country government in HRH quality improvement issues.

    The Security Manager will oversee and ensure mitigation of risks posed to the program, personnel and assets of Pact through provision of specialized, coordinated and focused security management support for the proposed European Union Trust Fund, a three-year collaboration in Cross-Border Areas of the Horn of Africa Region: the Kenya-Ethiopia-Somalia border to prevent local conflict and mitigate its impact. This position is based in Mandera and will report to the Country Director.
    Roles

    Review and make recommendations regarding safety/security requirements of the Mandera/Lodwar offices and liaise regularly with the Country Director on emerging threats and specific security conditions.
    Develop a solid understanding of the Pact security management system and keep abreast of all changes and developments as they occur.
    Ensure all relevant safety/security information is disseminated in a timely manner to all staff and to the extent possible the partners.     The Nairobi Branch office has identified a new Office Location, and intends to move the current office by end of March 2018, and handing over the current premises back to the owner by/before 30th April 2018.
    The main objective for this position will be to ensure that the change/move of office is done effectively and efficiently, and that all processes and activities linked to moving of the office and hand over of the current premises are done within the defined timelines.

    RESPONSIBILITIES AND TASKS

    Carry out the review of the current service contracts, and identify needs for new contracts of supply for various services, activity license, etc. that are necessary for a proper operation.
    Engage with the service providers to ensure that smooth transition occurs for all activities, and guaranteed support after completion of the works.
    Review the inventory of office materials to ensure proper orders as per the specific needs identified.
    Engage with various departments/staff to ensure specifications and requirements are met.
    Carry out the procurement of (new/additional) furniture and fittings to meet and address the needs of the office.

    Main tasks & responsibilities

    Coordination /Management and support in the Regional Office

    Provide input & analysis on the geo-political context locally & in the region that may impact on the HCA implementation environment.
    Provide administrative & other local fiscal support to the intersection functions in the country in collaboration with the operational centers.
    Contribute to the shaping of priorities and activities of these support services, including the development and implementation of an annual plan.
    Prepare and periodically update a risk analysis that continually reflects the position of MSF with regard to potential adverse operational impact while implementing the HCA and advice accordingly

    External Representation & networking (as delegated by the regional Representative &/or HCA Board

    Develop, review periodically and implement a long term engagement strategy to be approved by Intersectional Board. It should be updated according to context evolution and key actors dynamics and changes.
    Represent MSF in all HCA dealings with (principally) MoFA and other relevant interlocutors (diplomatic missions, agencies, international organisations).
    Maintain regular contacts with the key interlocutors to keep abreast of on goings and share/update & advise MSF missions
    Create and update a mapping of all interlocutors and their contacts identifying main actors and relationships/links within GoK and with MSF entities.
    Provide advice and input where necessary on internal/external communication to INGO, governmental agencies and civil society in as far as it may impact on the Host Country Agreement in Kenya.
    Support to develop and facilitate networks and representation for and with the Intersectional Board towards relevant ministries and other relevant institutions/ international organisations / NGOs as defined by the HCA Intersectional Board (activity further to the actor mapping).
    Follow up on the implementation of the HCA with various external interlocutors, including the NGO/PBO Act transition & implementation once commencement date is announced, and advice appropriately.
    Where needed, identify and justify the need for extra resources to facilitate the lobby & networking activities.

    Sit on the Intersectional Board as a Secretary taking minutes of regular meetings and keeping up to date information on all communication between members.
    Adequately brief incoming HoM’s & any MSF country representative of any MSF entity in the country.
    Ensure cohesion & coordination of information flow between various MSF entities under the Intersectional Board.
    Ensure that all technical issues related to HCA/common support services are well appropriated and implemented by relevant MSF coordination/entities in the country.

    Reporting

    Ensure all necessary statutory/compliance reports to MoFA, NGO Board and other relevant entities are properly and timely done.
    Support the operations with input on any reports/information required at the Intersectional Board level.
    Submit a quarterly report on the activities of the Protocol Office to the Regional Representative & Intersectional Board and SHIELD referents
    Provides and maintain institutional history/memory for the context on the HCA and related matters, with necessary documentation.

    Other

    Keep contact with the SHIELD and other missions’ regional offices (mainly in EA, or as deemed relevant) to capitalise on experiences and resources, and offer support where required.

    Selection Criteria
    Essential

    A university-level degree in International Relations, Political Studies or Management; or Diploma in a similar discipline with working experience in similar role.
    Masters degree and professional training in management, compliance (tax, administration) is a plus.
    2 years successful experience as Deputy MSF HoM or of comparable/equivalent experience in other entities or International organisations. Experience in
    Government, embassies or diplomatic missions are desired
    Must be fluent in English & Swahili, French and or Spanish will be an asset

    Conditions

    Based in Nairobi MSF office with occasional travel to the field, around the region and visits to Barcelona HQ and Europe.
    Minimum commitment of 2 years

    Annual gross salary: 3,827,887. KES plus secondary benefits based on MSF OCBA Reward Policy.
