    The International Potato Center (CIP) is seeking to recruit a highly skilled, results-oriented Research Technician I CIP is a not-for-profit International Agricultural Research for development with a global mandate to conduct research on potato, sweet potato, and other roots and tubers and on the improved management of natural resources.
    The Position: CIP is entering into phase 2 of the Accelerated Value Chain Development (AVCD) project to scale out to Bungoma and Taita Taveta counties the successful interventions of phase 1. AVCD concentrates on improving livelihoods of farmers engaging in the potato value chain through improving access to seed and good agricultural practices, along with supporting farmer producer organizations to equitably engage in potato marketing. To support field activities, CIP is seeking a Field Officer to be based in Taita Taveta, Kenya.
    Key Responsibilities:

    Identify the target project beneficiaries in the county;
    Participate in identification, designing, monitoring and evaluation of potato learning farms;
    Follow up through in-field visits and technical backstopping to ensure quality training for potato farmers is carried out by the TOTs;
    Coordinate and participate in the organisation and publicity of potato field days, cooking demonstration and shows;
    Promote and create awareness on potato technologies;
    Coordinate Agri-Nutrition activities that promote dietary diversification;
    Facilitate linkages between seed merchants and trained farmer’s/farmer’s groups to ensure timely procurement and delivery of certified seed;
    Facilitate linkages between markets and trained farmer’s/farmer groups to ensure organised marketing of potatoes;
    Coordinate and support evaluation meetings, field visits and data collection;
    Prepare regular technical reports covering all the project activities in the county;
    Any other tasks as assigned by supervisor.

    Selection Criteria:

    Completed High School;
    At least three years’ experience working with a community based organization with emphasis on potato field activities;
    Good understanding on potato production systems including emerging technologies;
    Experience in designing potato learning farms and organizing field days and other events;
    Experience in collection, compilation and submission of field and activity monitoring data on potatoes;
    Proven experience in preparation and submission of project progress report.

    Overview

    MSH seeks to recruit a highly-motivated and result-oriented individual as a Technical Advisor (TA) for a five-year program (2018-2024), funded by the U.S. Agency for International Development (USAID). The Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program provides pharmaceutical system strengthening assistance for sustained improvements in health system performance and to advance USAID’s goals of preventing child and maternal deaths, controlling the HIV/AIDS epidemic, and combatting infectious disease threats, as well as expanding essential health coverage. The position is based in Nairobi with frequent travel (60%) to selected counties.
    The TA will provide assistance to MTaPS Country Project Director and Senior Technical Advisors in technical activities focusing on Global Health Systems Innovation (GHSA) interventions in improving infection prevention and control (IPC), water, sanitation, and hygiene (WASH), and antimicrobial stewardship (AMS). S/he will support in-country teams in the design and implementation of technical activities ensuring their adequate contribution to GHSA and MTaPS results.

    Specific Responsibilities

    Conducting technical assistance activities including support to activity implementation, program quality reviews, activity reporting, and knowledge management activities as designated by senior technical staff.
    Participating in the design and implementation of GHSA/IPC/AMS field activities including the development of tools and implementation of data analysis plans; also assist in data interpretation and technical activity reporting.
    Supporting country activities under the guidance from the CPD and STA and in collaboration with the Monitoring and Evaluation (M&E) Unit, in the development and implementation of portfolio specific M&E plans.
    Collaborating internally and externally to develop country-specific capacity building material, strategies and roll out plans in support of IPC and AMS.
    Assisting Ministry of Health (MOH), AMR secretariat, Public Health Programs and County Health Management Teams to design and review AMR related policies, standards, guidelines, procedures and other relevant materials.

    Collaborating with stakeholders for the development, deployment and implementation of appropriate tools necessary to improve pharmaceutical management information systems

    Qualifications and Experience

    The ideal candidate should have a minimum of a Bachelor’s degree in medicine, pharmacy, public health, nursing or other relevant area. A minimum of 6 years’ experience in international public health with a focus on strengthening health and/or pharmaceutical systems in developing countries, specialized training and/or practical experience related to infection control and other areas of AMR containment such as WASH and antimicrobial stewardship. Experience with programs supported by bilateral agencies such as USAID, CDC and international agencies. S/he should have experience in providing technical assistance to government agencies, ability to write lucid technical reports.
    The successful candidate needs to be a strong team player with excellent interpersonal, facilitation and negotiating skills, computer proficiency in word processing, databases, spreadsheets, presentation programs and data analysis programs is required.  S/he should work with minimal supervision and ability to work independently and in a team.

    Overview
    The Principal Technical Advisor (PTA) provides technical leadership and advice for the design and implementation of innovative strategies and programs to strengthen pharmaceutical systems and bring forward Global Health Security Agenda (GHSA) in MTaPS countries. The PTA supports pharmaceutical management (PM) and GHSA activities of the country and contributes to the MTaPS GHSA strategies and work plans. The PTA works with MSH Country Director, the Ministry of Health and country partners and stakeholders on the development of PM and GHSA strategies based on country evidence, MSH standards and best international practices to achieve sustainable results. The PTA provides guidance to technical staff assigned to specific activities to ensure that the work is of the highest quality. The PTA works closely with other Principal Technical Advisors and Portfolio and Health Element Managers to identify opportunities to use new and existing tools, to coordinate technical work, and to ensure that global (core-funded) initiatives are based on and informed by country-level needs and priorities.
    Specific Responsibilities

    Technical Support (30%)

    Provide technical leadership and support to MSH Country Director, MoH and national counterparts on the development of country strategies, interventions, and results metrics related to the MTaPS PM and GHSA portfolio, which may involve work in regulatory system strengthening, pharmaceutical services, governance, pharmacovigilance, disease control, antimicrobial resistance, infection control, and performance monitoring.
    Provide technical leadership and manage country technical teams as needed.

  • Consultancy: Peace III Exploratory Systems Analysis: Supporting Positive Resilience in Kenya’s Boarder Communities

    Consultancy: Peace III Exploratory Systems Analysis: Supporting Positive Resilience in Kenya’s Boarder Communities

    Background
    CONTEXT
    Peace III is a USAID funded project implemented by Pact in coordination with twenty local NGOs and one other international partner (Mercy Corps) across the Kenyan boarder with Somalia, Ethiopia and Uganda borders. The goal of the project is to contribute to stability in the Horn of Africa Region by strengthening the horizontal and vertical linkages within and between local, national and regional conflict management actors. The program has been operating since April 2014 and is due to end in September 2019.
    THE PROBLEM
    Since the program began in 2014, anecdotal evidence has emerged that the program has had positive impacts beyond its core peace-focused objectives, on a broader range of development and resilience-related themes. This anecdotal evidence has been further substantiated by the Outcome Harvesting report, completed in June 2018, and the Mid-Cycle Portfolio Review (MPR), completed in November 2018. However, PEACE III still lacks clear and compelling evidence that the increased stability supported by the program has generated greater change in the overall status quo and strengthened the positive resilience of the targeted borderland areas, as previous evaluations did not set out to construct a larger story around impact and sustainability.
    Additionally, through implementing the PEACE III program, Pact has developed an intricate understanding of the complex ecosystems in which borderlands sit and believes that future programming can be better designed to respond to this complexity. However, the team lacks a clear theoretical framework and evidence base from which to advocate for unique approaches to working in borderland areas.
    Given this lack of robust evidence on 1) PEACE III’s wider impact and 2) the complexity of working in the borderland areas, the Pact Kenya team would like to commission an exploratory systems analysis to generate the evidence needed to respond to the two key problems stated above.
    Objectives:
    The wider objectives of the exploratory systems analysis are therefore to:

    Provide a robust analysis of the wider impact of the PEACE III program: this study will draw upon evidence from previous evaluations and from program-generated M&E data, combine with deep dive fieldwork in at least one borderland community, to produce a compelling story of change beyond anecdotal evidence.

    Serve as a basis for advocacy for future programs to take a more integrated approach to supporting positive resilience in borderland areas: through the development of a wider resilience framework and by highlighting the successes and gaps of the PEACE III program, this study will construct a compelling argument for a unique approach to programming in the borderlands.

    The study will target several audiences:
    I. Pact, Inc: the research and analysis will provide valuable lessons on what works and what can be done better in the borderlands of Kenya, for the benefit of the current EUTF program and the development of future projects. It will also serve as a building block for the development of a larger resilience for peacebuilding framework, applicable to the global Pact portfolio.
    II. USAID – Kenya: the study will seek to provide evidence of why peace matters (i.e. what it lays the foundation for) and how PEACE III has contributed to a wider impact beyond its peacebuilding objectives.
    III. The wider donor community (EU, DFID, USAID – Washington, etc.): the work herein commissioned will sit alongside a wider advocacy effort to lobby for greater integration of programming and for regional approaches to building positive resilience.
    PROPOSED AREAS OF ENQUIRY
    The exploratory systems analysis will investigate the following areas of enquiry:

    What have been the wider impacts of the PEACE III program for borderland communities, beyond improved peace and security?

    a. Hypothesis to test: Peace is a necessary foundation for strengthening sustainable positive resilience in the borderlands;
    b. Hypothesis to test: PEACE III has contributed to strengthened sustainable positive resilience in the borderlands.

    How is sustained, positive resilience best supported by programs in the borderlands?

    c. Hypothesis to test: programming is more likely to be effective in building sustained, positive resilience when it is integrated and context-aware.
    Developing a research and analysis process to explore these areas of enquiry will help us understand where PEACE III has had in impact on wider resilience and development-related areas (in relation to the first area of enquiry above), as well as where it has not (in relation to the second area of enquiry), in order to inform thinking around future program design and implementation.
    Deliverables:
    The consultant will work with Pact to co-develop and deliver a range of products that strongly complement one another, and which offer value greater than the sum of their parts. We anticipate that a robust written report will be produced, capturing the main findings and analysis.

    Detailed workplan, within one week of contract award;
    Conceptual framework for positive resilience;
    Main report, capturing findings and analysis on the ‘why, what and how’;
    Development of an advocacy agenda in response to research findings;

    Supervision

    FHI 360 is currently recruiting for the position of Director of Research for an anticipated project, East Africa Building Resilience in Civil Society (BRICS) Phase II. BRICS II will implement a holistic approach to preventing Violent Extremism (VE) including working with national and subnational authorities to improve their ability to prevent VE, working with and in at-risk communities, conducting research to inform VE interventions and facilitate dialogues among stakeholders. It is anticipated that this program will focus primarily on Kenya, with a secondary focus on Tanzania and Mozambique and a third line of effort in Uganda and Ethiopia.
    The Director of Research will serve as the primary investigator and manager of all research undertaken as part of the BRICS II activity, and will be the primary project expert on CVE. S/he will report to the Nairobi-based Chief of Party, supervise a research team, and will be based in Nairobi with project-funded travel throughout the region.
    Essential Job Functions: Duties and Responsibilities

    Lead the development of research themes and activities in collaboration with local research partners, and serve as primary point of contact for research teams;
    Oversee the solicitation, design and dissemination of research to project stakeholders;
    Provide technical direction and capacity building to stakeholders to conduct research into countering violent extremism, mitigating conflict, and/or peacebuilding;
    Provide briefings as requested to donors, government stakeholders and other relevant parties, including policy briefings targeted to policy-makers;

    Position Purpose
    The Gender, Youth and Social Dynamics Lead (GY&SD Lead) will be responsible for effective integration and mainstreaming of gender and youth considerations in a USAID Title II Food for Peace funded Development Food Security Activity (DFSA) throughout the entire award period to ensure compliance with the USAID Food for Peace commitment to gender integration and female empowerment, and positive youth engagement in development as keys to realizing intended outcomes. The GY&SD Lead should have an in-depth understanding of gender, age, and other socio-cultural factors in the context of food security programming; a demonstrated capacity to design and implement a gender analysis, including the collection and analysis of sex-disaggregated data (qualitative and quantitative) from a broad range of sources to identify gender and youth-based issues (constraints / weaknesses and opportunities / strengths) that must be considered for the project to achieve its intended outcomes; and the ability to integrate the findings from the gender and youth analysis into project design, implementation and monitoring and evaluation. This role will also have skills in participatory data collection and facilitating collaborative problem solving; and the ability to foster commitment and build capacity among activity staff and in-country actors to support gender integration and female empowerment. This position will work closely with the COP to understand program goals, to meet expectations and lead assessments to identify protection risks to gender issues, to map points of entry and support structures for reinforcement. The GY&SD Lead will analyze trends of gender and youth engagement and identify national gaps and develop/adjust program strategies to meet needs; contribute to program design and the preparation of concept notes and proposals; identify needs of implementing partners for training and supervision.

    Key Result #1 – Program Management, Development, Monitoring and Evaluation.

    Provide leadership in planning, implementation and monitoring of gender and youth focused strategies and interventions;
    Ensure gender and youth considerations are integrated/mainstreamed throughout the various sectors of the project;
    Conduct formative researches to identify gender and youth specific barriers/constraints (such as social and economic) inhibiting inclusive development, as well as gender- and youth- based strengths/opportunities that could foster development in the operational areas and provide recommendations;
    Lead the design and implementation of gender and youth analysis studies, including, developing research protocols and data collection tools, supervising data collection, facilitating focus group discussions, and analyzing sex-and age-disaggregated data from a broad range of sources for the identification of gender and youth specific issues;
    Develop a gender and youth integration plan drawing from the findings from the gender and youth analysis to effectively guide gender and youth integration into all aspects and stages of the project ( design implementation and monitoring and evaluation) as applicable, and throughout the project’s duration;
    Develop a gender and youth integration strategy for DFSA;
    Demonstrate in-depth understanding of gender, the unique needs of youths by gender, age and other socio-cultural factors in the context of food security programming;
    Establish and maintain relationships with stakeholders to ensure gender and youth integration in the project is achieved;
    Design gender training and train consortium field staff and staff of government and other stakeholders on gender and youth integration and empowerment in food security programming;
    Identify and document best practices of the project in implementing gender and youth components for learning with partners;
    Participate in monitoring and evaluation to ensure gender and youth sensitivity in the monitoring and evaluation process;
    Collect data and figures from field team and compile and submit monthly quarterly and annual reports of ongoing projects to the COP.

    Develop and maintain strong working relationships with all stakeholders – including community leaders, NGOs, UN agencies, and community based organizations to enhance multi-agency and multi-sectoral cooperation and coordination.
