    Regional Grants and Contracts Manager

    The International Potato Center (CIP) is seeking an experienced Grants & Contracts (G&C) Manager with excellent skills and demonstrated experience in drafting and negotiating funding awards and providing guidance and oversight of G&C’s portfolio and ensuring the processes are compliant with donor’s and CIP’s requirements.
    About the role: The Regional G&C Manager position will be based in Nairobi, Kenya managing SSA Regional Grants and Contracts portfolio (donor and partner portfolio); ensuring compliance of projects in accordance with donor, CIP and CGIAR guidelines, procedures and requirements in the post award phase of the project life cycle. The position will support the capacity building of CIP field-based staff on the subject of G&C compliance.
    Key responsibilities:

    Manage part of SSA Regional portfolio of awards (donor, prime, sub recipient) as G&C contact point, acting as representative of the G&C HQ unit, in coordination with SSA Regional Director, G&C Manager SSA, Program Leaders, Principal Investigators, Project Managers and Regional Staff;
    Review of all donor and subrecipient (partner) award transactions, in collaboration with other functional areas such as Program, Project Management Unit (PMU), Finance, Legal/Intellectual Property, Administration and/or HR for review and approval;
    Responsible for drafting, negotiating and approval for signature (as defined in the delegation of authority) of subrecipient agreements and project-related collaboration MoUs in collaboration with other functional areas such as Program, PMU, Finance, Legal/Intellectual Property, Administration and/or HR for review and approval;
    Conduct change management of transactions that require a modification to donor or subrecipient awards;
    Ensure adherence to applicable delegation of authority policies as they relate to signatory delegation of authority powers;
    Maintain up-to-date database and repository of all SSA regional signed awards, project related MoUs and Hosting Agreements in OCS *and/or Knowledge Management G&C public and internal sites and PMU Project sites;**
    Participate in development of institutional policies, guidance documents and procedures;
    Support the Unit Head in the provision of contractual input at pre-award phase of project life cycle;
    Support HQ and Regional initiatives to build capacities and train CIP regional and field staff on grants and contract compliance and donor’s requirements;
    Support HQ technical reporting function ensuring timely follow up with SSA principal investigators on submission deadlines and response to donor queries;
    Participate in project life cycle reviews and meetings (Start up and Close-out Meetings);
    Comply with national and international health and safety laws, regulations and standards. *

    Master’s degree in International Development, Business Administration or related field, or Bachelor’s degree in Law or an equivalent combination of education and experience.
    At least 7 years of relevant work experience in an international organization / NGOs or project-based organizations.
    Demonstrated experience in grants and contracts management, with at least 2 multinational development organizations, at a global scale.
    USAID experience preferred;
    Familiarity with best practices in grants and contracts management.
    Project Management for Development certification preferred

    What are the conditions?

    Job Details

    The successful candidate will act as Support to the implementation of safety and security policies and protocols including crises management plans across Sub Saharan Africa (SSA). This position will be based in CIP’s Nairobi, Kenya offices and will report directly to the Global Risk Safety and Security Manager in Lima, Peru.
    Key responsibilities:

    Systematically monitor CIP leadership regarding the execution and adherence to CIP’s safety and security policies and protocols through the management of key performance indicators and other information;
    Coordinate and lead training procedures for CIP staff to mitigate risk and execute their respective roles in response to incidents/crises;
    Review and update safety and security information provided to CIP Staff including, orientation and other training sessions, country specific visitor briefs, record of emergency documents, country evacuation plans, vehicle management systems, vehicle GPS program and tracking systems, MS Sharepoint information;
    Assist in assessing high risk independent travel and provision of recommendations for CIP staff;

    We are looking for a Project Coordinator to lead the operational response for the project of Dagahaley. In close collaboration with the Mission Coordination Team defining the operational strategy for the project. Being responsible for MSF’s operational response in the project and coordinating MSF’s programme execution and identifying the population’s health needs and the humanitarian issues at stake.
    The position is currently based in Nairobi therefore currently, the management of the project is made distantly with frequent travels to Dadaab town. In the course of this employment, more field presence is to be anticipated, both in Dadaab town and Dagahaley camp, possibly in Garissa, therefore the position can’t be understood as based in Nairobi.
    Your Responsibilities
    The Project coordinator will be responsible for:

    In close collaboration with the Head of Mission, representing MSF and defending its interests before local authorities / elders and community representatives, local NGO’s, donors, military organizations and media to realize an active positioning and a positive public image.
    Monitoring and analyze the political and humanitarian situation in the project area (including North East Provinces which are the Areas of MSF OCG responsibility for Emergency Response) in order to identify the population’s health status and needs. Establishing and maintaining contacts with key stakeholders and carrying out exploratory missions in order to identify potential fields of intervention. Leading negotiations for access and defining risks and constraints in order to make project proposals, set project targets and to calculate material, human and financial resources needed.     The International Potato Center (CIP) is seeking to recruit a highly skilled, results-oriented Junior Research Assistant. CIP is a not-for-profit International Agricultural Research for development with a global mandate to conduct research on potato, sweet potato, and other roots and tubers and on the improved management of natural resources.
    The Position: CIP is entering into phase 2 of the Accelerated Value Chain Development (AVCD) project to scale out to Bungoma and Taita Taveta counties the successful interventions of phase 1. AVCD concentrates on improving livelihoods of farmers engaging in the potato value chain through improving access to seed and good agricultural practices, along with supporting farmer producer organizations to equitably engage in potato marketing. To support field activities, CIP is seeking a Junior Research Assistant to be based in Bungoma, Kenya.
    Key Responsibilities:

    Identify the target project beneficiaries in the county.
    Participate in identification, designing, monitoring and evaluation of potato learning farms.
    Conduct trainings for extension officers (TOT) and seed multipliers on seed and ware potato production system.
    Follow up through in-field visits and technical backstopping to ensure quality trainings for potato farmers is carried out by the TOTs.
    Coordinate and participate in the organization and publicity of potato field days, cooking demonstration and shows.
    Promote and create awareness on potato technologies.
    Coordinate Agri-Nutrition activities that promote dietary diversification.
    Facilitate linkages between seed merchants and trained farmers/farmer’s groups to ensure timely procurement and delivery of certified seed.
    Facilitate linkages between markets and trained farmers/farmer groups to ensure organized marketing of potatoes.
    Any other tasks as assigned by supervisor.Selection Criteria:
    Bachelor’s degree in General Agriculture, Agronomy, Horticulture or related field.
    At least one years’ experience working with potato farmers in the field.
    Good understanding on potato production systems including emerging technologies.

    Working closely with the Country Project Director, the Senior Accountant in collaboration with the Finance & Administration Director will be responsible for ensuring that financial resources are allocated for maximum program impact and used in compliance with contractual requirements, applicable regulations, and appropriate MSH standards and procedures. S/he is a key contributor to the program management strategy and organizes human, financial, and logistical resources for activity implementation.
    The M TaPS Senior Accountant In collaboration with Country Project Director, Regional Finance & Administration Director and focal US-based MTaPS Finance team will participate in preparation of reports for donor agencies as required.

    S/he will provide hands on support in budget management, financial analysis, accounting, operational and management support for MTaPS, under the supervision of the regional Finance and Administration Director. To this end, s/he develops routine and ad hoc reports, budget updates for different technical activities to ensure the regular flow of accurate and relevant financial information for enhanced project management and planning. This position will prepare and enter in accounting transactions, prepare payroll and make vendor payments.
    S/he will provide hands on support on all operational and administrative services for the MTaPS in country. S/he ensures that MTaPS project in country operates as a cohesive, neutral, functional unit that provides high-quality, responsive, timely and cost effective services within the framework of local laws, MSH policies and standard operating procedures, and donor requirements. S/he is a member of the Project management team and is expected to play an active role in assisting the Country Project Director develops a strong and strategic country presence, as necessary.
    S/he will assist in safeguarding the assets (financial and physical) of MSH and ultimately the U.S. Government or other donor against fraud, loss or misuse. This position is responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency. H/She is aware of, and adheres to, MSH’s procurement integrity standards in all activities.
    This position has primary responsibility for ensuring that MSH operations in country are functioning efficiently and effectively, and aligned to support attainment of project results, donor regulations and client expectations and MSH policies.
    S/he will assist and oversees core systems by implementing and proactively engaging, coordinating and working with the following HO colleagues: human resource management in conjunction with the HO Human Resources Manager, financial budgeting and budget management with MTaPS Director of Finance and Operations, and the MTaPS Finance Manager, general management and operations with the HO Senior Manager and HO Senior/Project Officer field accounting and cash management in conjunction with MSH’s regional office; payment of payroll; management of local contract, consultant and vendor agreements; procurement and purchasing with HO Procurement; travel, fleet management and logistics; security; and facilities and communication services.
    S/he will participate in preparation of payroll information. The Senior Accountant is aware of and adheres to the MSH Procurement Integrity policy and is responsible for safeguarding the assets (financial and physical) of MSH and ultimately USAID against fraud, loss, or misuse.
    S/he will partner with Project Director, Regional F&A Director and US MTaPS HQ team to lead and conduct the annual work planning process. S/he help ensure that the work plan activities are feasible, and that all activities and costs comply with MSH’s and donor policy. S/he will assist in revising work plan budget when warranted and will work with MTaPS HQ teams throughout these processes to ensure a seamless flow of information.

    The ideal candidate should have a minimum of Bachelor’s degree in Accounting or Business Management and CPA (K). At least six (6) years’ experience in administrative and financial management of large international projects including experience in management of USG projects with USAID experience preferred.
    The candidate should have experience in working with USAID funded projects. Ability to create and monitor budgets. Understanding of the basic tenets of Cash Control, Asset Management and Bank Reconciliation.
    S/he should have demonstrable experience and skills in developing and managing large budgets. In addition, s/he should be proficient in relevant computer applications and databases with mastery of Excel spreadsheets. QuickBooks or similar accounting software is preferred.
    The successful candidate needs to be a strong team player with excellent communication and interpersonal skills. S/he should work with minimal supervision with ability to work independently and in a team.
