    Job Summary  
    The Gender Advisor is responsible for overall designing and implementing integration of gender related aspects throughout FH USAID Development Food Security Activity (DFSA) project cycles in Ethiopia and the DRC, as well as other regional technical assistance as needed. This includes providing technical support to the gender analysis at project start-ups and how best to integrate analysis findings into project implementation. The Advisor will ensure that the USAID’s Gender Equality and women empowerment policy, Food for Peace gender guidance, ADS 205 and other relevant guiding principles, policies and regulations are applied throughout the DFSA initiatives. The Advisor will also ensure that gender is integrated within the monitoring, learning systems, budgets and evaluations as appropriate.   
    The Gender Advisor will work closely with the Region and Global Service Center (GSC) team and sector experts in Health and Nutrition, Livelihoods and Food Security, Monitoring and Evaluation, and Relief and Humanitarian Affairs to facilitate coordination and harmonization of FH’s DFSA and other programs. The Advisor will build the capacity of the DFSA Gender Staff in Ethiopia and the DRC to ensure effective gender program design and implementation. The Gender Advisor will have technical oversight for behavior-change programming efforts around gender norms. While the majority of effort will be directed towards DFSA gender backstopping, the Advisor will also be required to provide technical writing and guidance for proposal development as needed.   
    Principal Responsibilities  

    Provide technical support to FFP-funded projects.  
    Provide technical support for the integration of gender findings from the gender analysis studies into program activity plans, strategies, budgets, and monitoring, evaluation and learning systems.  
    Ensure FH’s compliance with USAID’s Gender Equality and Women Empowerment Policy, Food for Peace Gender Guidance, ADS 205 and other relevant guiding principles, policies and regulations throughout the DFSA initiatives and other USAID funded projects as applicable.  
    Continuously recommend adjustments to project strategies and activities to respond to gender findings throughout the life of the program, ensure strategies and activities to prevent and/or mitigate gender-based violence is included during project implementation.  
    Evaluate project monitoring systems and adjust as necessary to disaggregate data by sex, include gender sensitive indicators and have strategies for monitoring unintended consequences.  
    Represent FH to identify and facilitate relationships with Universities and other learning partners; identify learning questions related to gender, manners of meeting those information needs, and their fulfillment and documentation.  
    Develop gender- sensitive empowerment approaches for all program design, implementation and monitoring activities, considering the special interests and needs of women and men to promote behavior change; provide technical support for the integration of gender and youth within DFSA Theory of Changes (TOCs).  
    Build staff capacity in gender, possibly including gender sensitization training of project staff in Ethiopia and the DRC in coordination with DFSA gender staff in-country.  
    Conduct field visits to the DRC and Ethiopia and monitor implementation as it relates to gender concerns.  
    Provide technical and managerial oversight for any gender programmatic aspects as relevant, such as behavior change initiatives to transform gender norms.  
    Represent FH and communicate with the USAID Food for Peace staff and/or other USAID staff in order to support on-going and potential gender programming.  
    Provide technical support for the development of new programs.  
    Write technical components related to gender for proposal development, such as new DFSA applications.  
    Ensure that gender and youth is well integrated within proposal TOCs.  
    Provide technical guidance in development of proposal strategies to ensure that gender (and youth) are well integrated within every sector.  
    Advocate to ensure that gender is adequately budgeted for in proposal budget applications.  
    Evaluate the appropriate gender assessments required based on the specific needs of an opportunity; identify or develop appropriate assessment tools; and support and/or conduct the assessments.  
    Represent the organization at Private Voluntary Organization (PVO) coordination and forum meetings.  
    Represent FH at relevant forums and working groups (TOPS program and Core Group) in order enhance FH’s technical work and reputation in the international development community.  
    Collaborate with other Private Voluntary Organizations (PVOs) on gender best practices through working groups and information sharing.  
    Attend meetings that are related to innovations, technical approaches and/or best practices and strategies.  
    Document lessons learned in the field, especially new lessons gained from operational research, and share these lessons and new programmatic methodologies/strategies with relevant working groups.  
    Participate in the development of new tools within working group(s) in the area of gender.

    Experience  
    Minimum of 7 years of experience in gender programming; most preferably related to food security, livelihoods, health, nutrition, WASH and emergency response.  
    Education/Certifications  
    Master’s degree in Gender Studies or a related field (agriculture, nutrition, development studies, social sciences, health).  
    Language  
    Proficiency in spoken and written English. Knowledge of any other language such as French, Spanish or Portuguese, at least at the intermediate level will be a plus.     Pact Kenya and Somalia Office is implementing the Regional Approaches for Sustainable Conflict Management and Integration (RASMI) project which is funded by the European Union Trust Fund for Africa (EUTF).
    RASMI works in three strategic cross border conflict systems spanning three countries, Kenya, Ethiopia, and Somalia (the Mandera Triangle).
    The project adopts a conflict systems-based approach to promote peacebuilding, conflict management, and conflict resolution capacity at the community and cross-border levels. RASMI consortia consists four local partners: Inter-Africa Group (Ethiopia) Mandera Women for Peace and Development (Kenya) NEPED (Kenya) and IDF (Somalia).
    The RASMI project has three main objectives: a) to increase social capital and cohesion; b) to strengthen peace structures and c) to influence other institutions to be conflict sensitive.
    THE ASSIGNMENT: Pact is seeking to engage the services of a reputable media firm to undertake media campaign on COVID-19 and it’s impact on peace and security. RASMI project is cautious about the interplay between the spread of Corona virus, the economic devastation and the link to conflicts and insecurity in the border areas, and therefore proposes to support the cross-border local government authorities through innovative public outreach messages to help contain the spread of the virus and mitigate it’s long term impact on peace and security.
    The firm will develop campaign messages to promote the key actions people must follow to protect their health, in line with WHO guidance and focused on handwashing, coughing etiquette, not touching your face, physical distance and staying home if feeling unwell.
    It will also raise awareness on what COVID-19 is and bust some of the myths and fake news that are currently proliferating.
    The media campaign will also be used to sensitize the communities on the long-term effect of COVID-19 on peace and security.
    SERVICE DESCRIPTION
    COVID-19 and Peace Campaigns

    A video campaign comprising of 10 videos on key topics, adapted and translated from materials WHO has shared globally, and those developed by RASMI beneficiaries including, peace messages. The videos will also reflect the innovations being developed by community peace champions to contain the spread of COVID-19 in order to mitigate its impact on peace and security.
    Pictorial/Infographic Posts – Adapt and translate existing infographics from WHO and design and create a few based on local priorities. Some of these can be animated and designed based on the context and discussions with the program team.
    These messages will be shared via social media and other media platforms targeting border communities. All informational videos and pictorial posts should be WhatsApp compatible so that they can be spread more widely.

    Reporting Measurement
    The firm will collect and share social media engagement metrics from all COVID-19 and peace messaging posts from all their social media channels on a weekly basis.
    Geographic focus areas
    The assignment will cover the RASMI project operation areas of Mandera County- Kenya, Dollow, Luuq, Belet-Hawa- Somalia, and Dollow Ado, and Mubarak Woredas of Ethiopia.
    SUPERVISION AND QUALITY ASSURANCE: The Consultant will be supervised by the EUTF Team Lead.
    PERIOD OF CONSULTANCY: This consultancy will take a total of 3 months.

    The Director of Finance and Administration will establish and maintain sound financial management practices and ensure the project’s compliance with FHI 360 and USAID procedures, rules and regulations.     The Position: The International Potato Center (CIP) is seeking a dynamic and ambitious Consultant – Senior Research Associate (Agronomist) to contribute to Development and Delivery of Biofortified Crops at Scale (DDBIO) – Kenya project implementation. The Consultant will provide expertise in the design and direct implementation of a cost effective and sustainable sweetpotato seed system for DDBIO in Kenya. He/she will contribute to efforts to ensure and assure affordable, accessible and quality sweetpotato planting material needed to scale up the orange-fleshed sweetpotato (OFSP) in Kenya.
    The consultant will work closely with the DDBIO Kenya Team Leader, project implementing partners, and with the CIP country and global teams
    Key responsibilities:

    Contribute to the design and direct the implementation of a sustainable sweetpotato seed systems strategy for DDBIO – Kenya that will assure quality and accessibility of sweetpotato planting material for production and commercialization of the sweetpotato value chain.
    Design and implement a working, cost-effective and timely planting material dissemination approaches and root production plans with partners to enhance OFSP production among households both for food and nutrition security as well as commercialization.
    Work and collaborate with national government partners (KALRO/KEPHIS) and other stakeholders to initiate, coordinate and manage the National Performance Evaluation (NPTs) and varietal release process for developing commercially viable OFSP varieties.
    Participate in the development and, where possible, delivery of appropriate training modules in priority topics such as production, agronomy, post-harvesting management etc. The training will target sweetpotato value chain actors including farmers, extension agents, aggregators, processors etc.
    Provide support for the DDBIO M&E by facilitating timely, accurate and routine data collection required for project reports.

    Consultant – Monitoring Learning and Evaluation (MLE)

    The International Potato Center (CIP) is seeking to recruit a highly talented Monitoring Learning and Evaluation (MLE) on a consultancy basis.**
    Objective of the Position:
    The EU financed CIP agriculture for nutrition project in SNNPR Ethiopia “Quality Diets for Better Health” (QDBH) has collected data for its end-line report in November and December 2019. In 26 kebeles in three woredas 2605 households were interviewed using a slightly adapted version of the standard MLE tool developed by the CIP MLE team in December 2018. The end-line report will allow the measurement of the impact on agricultural, dietary and knowledge indicators in three treatment arms.
    Due to the complexity of the sampling frame, the size of the data set, and the fact that the QDBH team doesn’t have in-house MLE capacity, CIP intends to hire a consultant who can support data cleaning, data analysis and reporting. The consultant will be based in Nairobi but frequently interact with the data entry staff in SNNPR,

    The Position: SweetGAINS is an ambitious three-year project designed to modernize sweetpotato breeding in Africa. SweetGAINS will improve breeding operations and methodologies, ensure integration between breeding outputs and early generation seed availability, and strengthen a joint SpeedBreeders and Seed Community of Practice (CoP) by 2022. Due to the COVID-19 situation – physical meetings and workshops have been stopped. Therefore, we propose to run a virtual training for SweetGAINS colleagues (CIP and partners) on how to prepare and organize virtual meetings and workshops. This training should include review of potential ICT platforms for different types of meetings (together with CIP IT and data management team); on-line meeting process management; maintaining engagement to achieve meeting/workshop outputs.
    Key responsibilities:

    Preparation of virtual training e.g. needs assessment (content, process and ICT platforms), training plan, and sending pre-training tasks and notifications (2 days).
    Facilitate training: report on training, participants’ evaluation (8 hours to be allocated over a number of days/groups -to be agreed as part of point 1)
    Preparation of resource materials (e.g. 2 x quick tips) (1 day)

    Job Summary / Responsibilities:
    The Senior Diagnostic and Health Security Advisor (SDHSA) will provide leadership, and technical oversight to support implementation of diagnostics systems capacity building work for an anticipated  CDC Global Health Security Agenda (GHSA) Grant for East and Central Africa. The project will support GHSA through implementation of programs and activities that focus on preventing and improving health globally through partnerships to advance the prevention, detection, and response to mitigate threats from infectious diseases of international concern. The project has the following general objectives:

    To improve prevention of avoidable epidemics including naturally occurring outbreaks and intentional or accidental releases of dangerous pathogens
    To improve ability to rapidly detect threats early, including detecting, characterizing
    To report emerging biological threats by responding rapidly and effectively to public health threats of international concern.

    The position will be based in the FHI 360 office in Nairobi, Kenya and will involve frequent international travel. Technical responsibilities include working with the Principal Investigator/Project Lead, country diagnostic specialists, monitoring, evaluation, and surveillance staff, FHI 360 senior leadership, and partner representatives across the project consortium to enhance diagnostic networks (both human and animal health) in focus countries as well as the broader surveillance systems. The successful candidate will coordinate activities across multiple countries and will facilitate sharing of best practices across that network working with other laboratory programs and partners.

    Technical Responsibilities:
    The SDHSA DA provides technical support to the design, implementation and monitoring of technical strategies to strengthen diagnostic networks that provide comprehensive coverage and universal access to diagnostic services. This will include diagnostic network and facilities assessments, capacity building initiatives of both human and animal diagnostic networks, and implementation of strategies, programs or tools to support diagnostic network capacity building in support of the GHSA. Specifically:

    Leads the development and implementation of technical assistance, diagnostic network and facility strengthening and quality improvement interventions in line with joint external evaluation (JEE) reports, country national action and strategic plans, and other assessment reports.
    Leads the development of country-specific workplans and budgets for diagnostic network activities aligned with national action plans and local stakeholder improvement goals.
    Leads the implementation of diagnostic network enhancement activities in countries which may include capacity building activities for core diagnostic components such as specimen referral mechanisms, quality management systems, supply chain, management information systems, diagnostic SOPs and tools, qualified workforce, expansion of point-of-care diagnostic service points, and biosafety and biosecurity.
    Leads and implements country and regional strategies for south-to-south technical assistance and sharing of knowledge, experience, resources, and lessons learned.
    Support the establishment and implementation of country and regional strategies to enhance diagnostic networks to mitigate complex emerging infectious disease threats.
    Supports country diagnostic staff to strengthen biosafety and biosecurity through updates to national strategies and guidelines, locally adapted SOPs, mentorship, and training.
    Collaborates with country diagnostic leaders to establish and test systems to detect and respond to emerging infectious threats.
    Leads reporting of diagnostic network strengthening activities.
    In close collaboration with project staff and diagnostic network leaders supports the implementation and monitoring of network enhancement activities as per approved country or regional workplans.
    Provides technical support based upon expertise with implementation of diagnostic systems strengthening, methods and strategies, current practice, and established diagnostic and operational standards while also being locally relevant and sustainable.
    Designs and leads interoperability initiatives to facilitate sharing of resources and knowledge between the human, animal, and environmental sector.
    Assists in coordinating the implementation of multi-sectoral activities to strengthen and improve relationships cross relevant ministries, which includes high level coordination of key stakeholders, donor and other partners for decision making and knowledge exchange.
    Builds capacity in country-level, regional or global diagnostic staff.
    In close collaboration with project surveillance staff, provides technical assistance to diagnostic networks to strengthen the accuracy and timeliness of reporting into national reporting databases such as DHIS2.
    Will be required to coordinate and work with a diverse group of organizations, such as; the Ministry of Health and Agriculture, diagnostic leaders and facility staff, several international and national development partner organizations, and the donor.

    Qualifications and Experience

    A minimum of an MSc in clinical diagnostics with a focus on microbiology or an international equivalent.
    8-11 years of experience (combination of long-term in-country placement and short-term technical assistance) in the oversight and implementation of diagnostics strengthening in developing countries in Africa (East and/or Central Africa preferred) with a focus on GHSA priority pathogens and concerns.
    Proven knowledge and experience in the diagnosis of infectious diseases and anti-microbial resistance including specific hands-on clinical and/or veterinary diagnostics experience.
    Competent in current developments in the diagnosis of infectious diseases including point-of-care and molecular methods.
    A demonstrated ability to work with multiple partners on collaborative projects;

    Demonstrated strategic planning, staff development and capacity building experience.
    Demonstrated experience in leading and managing complex projects that span multiple countries.
    Must be able to read, write, and speak fluent English.
    Strong consultative and negotiation skills.
    Ability to build teams, recognize, acquire and retain talents.
    Sensitivity to cultural differences and understanding of the ethical issues surrounding research and surveillance

    Travel Requirements:
