    Summary of Position:
    The Co-Principal Investigator will be responsible for the overall technical oversight of the program, including providing technical leadership in the design, planning and execution of sound technical strategies and best practices in the program areas targeted by this program. Reporting to the PI, the Co-PI will take a leadership role in ensuring technical implementation and ensure the program meets stated goals and reporting requirements. The Co-PI will directly supervise the program’s senior technical and program staff and will lead development of the project’s annual work plans, overseeing the achievement of targets set in the work plans and reporting on progress toward achievement on a weekly, monthly, quarterly, semi-annual and annual basis. S/he will work closely with the  CDC technical teams to review and re-align program implementation strategies to achieve the expected program outcomes. S/he will take a technical leadership role in coordinating overall technical implementation strategies with program technical leads, Government of Kenya (GOK) structures at the national and county levels, and other partners.
    Duties and responsibilities

    Work in close collaboration with the PI to plan and oversee senior level technical assistance for the program;
    Provide the overall program technical leadership and direction in the design, planning, implementation, and monitoring of program activities  and ensure seamless integration, coordination of all components of the program to facilitate timely delivery on planned activities.
    Identify technically sound, cost-effective, and practical approaches to enhance provision of comprehensive HIV prevention, care and treatment services that are consistent with CDC’s strategies/regulations, international standards and GOK policies and priorities.
    In consultation with the GOK county counterparts, ensure timely co-development, co-implementation and  co-monitoring of the annual work planning process that will strengthen the capacity of the county, sub-county, and health facility levels to deliver comprehensive high-quality HIV prevention care and treatment interventions.
    Work closely with PI and technical teams to ensure that all program activities and deliverables are programmatically sound and of the highest technical quality.
    Ensure that regular quarterly, semi-annual and annual program reports, along with ad hoc reports requested by the donor are accurate, of the highest quality, and submitted in a timely manner.
    Serve as a member of the project senior management team, providing input to decision making and action planning and helping to communicate decisions and important issues to program staff accordingly.
    Work closely with M&E Lead and other Technical Leads to ensure that quality management is well integrated into both program interventions and internal processes and procedures.
    Provides day-to-day supervision to technical staff in the program and ensures technical quality of the work of the technical unit/team.
    Support the PI in programmatic representation, strategic development, and quality control duties, including liaison with CDC and government stakeholders to respond to their informational, data and monitoring requirements.
    Contribute to the tracking of progress, analysis of data and preparation of project reports for the donor; and participate in key meetings and presentations with external stakeholders; and
    Perform other duties as assigned.

    Desired knowledge, skills, and attributes

    In-depth knowledge of Kenyan public health sector and clinical settings, including governmental and non-governmental contexts.
    At least five years of demonstrated, recent experience within the capacity of a senior staff in HIV/AIDS prevention, care and treatment; and/or quality improvement/quality assurance; health systems strengthening; M&E; and operations research.
    Demonstrated ability to work effectively with government representatives, other implementing partners, local community organizations, donors, and other stakeholders, particularly at the county level.
    Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among project staff, consultants, and recipients of project TA and support.
    Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff.
    Articulate and able to communicate in a clear, professional manner with clients and staff; and
    Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections.
    Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

    Minimum Requirements

    A minimum qualification of medical doctor (MD) plus Master of Degree in public health infectious disease, or related discipline.
    Concrete and clear understanding, and knowledge of Kenya’s health care system and National HIV program.
    At least ten years of proven and demonstrated experience in technical and strategic planning, implementation, monitoring, and supervision of comprehensive HIV program.
    At least 10 years of reputable technical leadership and program management experience in large complex public health programs.
    At least five years of demonstrated senior- level experience in the design, planning, implementation, and overall technical management of donor funded HIV programs.
    Demonstrate decision making ability, problem solving ability, competency to work independently when required and under stressful conditions, and the experience of operating in a management culture built on consensus and results.
    Experience in supervision of senior technical staff within an NGO setting.  
    Expertise in care, treatment, and support for adult, pediatric HIV/AIDS/eMTCT, and TB at the clinical level, with the ability to understand full range of issues around the clinical management of HIV/AIDS and TB including provision of ART.
    Sound knowledge of HIV prevention strategies such as Recency testing, Smart testing approaches, VMMC, PreP and cervical cancer.
    At least 5 years of senior-level experience within INGO-led, USG-funded public health programs focusing on HIV/AIDS, including ART.
    Demonstrated ability to interact professionally with, gain credibility/respect from, and maintain strong relationships with key project stakeholders, especially county and national governments officials, and the donor.
    Experience in reporting writing based on USG/CDC guidelines is an essential requirement for the position; and
    Should have the knowledge of and experience in training and capacity building and must be fluent in written and spoken English

    You have the capacity to both develop a strategic vision and align implementation of L&D standards as well as a demonstrable ability to cooperate and maintain effective relationships with key stakeholders;

    Job description and Objective 
    As part of the Human Resources Department and hierarchically under the supervision of the Head of the Psychosocial and Mental Health Support for HR, the general objective of the Technician for Mental Health Support to Field Human Resources is to contribute to the improvement of the psychosocial health of the teams and its members, guaranteeing mental health support by:

    Providing psychosocial support in case of critical incidents.
    Support the implementation of interventions aimed at the mental health of the field teams

    He/she will cooperate with the Operational Cells and with the “Country Management Team” of the missions, in order to analyze the psychosocial situation of the teams as well as to prepare proposals and implement them.
    The primary counterparts in the Operational Cells are Medical Technician of the Operational Cells (TESACOs) and HR Technician of the Operational Cells (REHUCOs)
    He/she will promote the information facilitating the best understanding of the role of the PSU, the benefits of psychological support and ensure the collaboration with counterparts in the field.
     
    Main Tasks
    Critical Incident support

    He/she is back up for the on-call service for critical incidents. 
    Participates as Crisis Team back up to Head of PSU.
    In order to strengthen the PSU response, identifies among East African Section, team members able to be part of the Security Incident team as internal resources accompanying and supporting the PSU response.  
    Will participate in critical incident field visits.
    Will provide remote support to team members affected by security incidents
    Will reinforce the CI PSU external team identifying trained psychologist in the region able to be part of this roster.
    Will be available for OCBA teams evacuated in NAIROBI and will ensure their psychological follow up during the evacuation and liase with the relevant services in HQ.

    Coordination and implementation of psychosocial DBF procedures

    To participate in the coordination of the procedures ensuring international OCBA staff, and especially in the region, have a return talk organized on return (emotional debriefing).
    To carry out return talks.
    To refer expatriates to an external referral network of psychologists when needed.
    To identify volunteers motivated to reinforce the PSU capacity to ensure return talks for the people from the region working with OCBA.
    To register the interventions done in PSU data bases.
    To participate of BFs – DBFs of HOMs, Medcos, HRCOs, Fieldcos and PMRs as they have a psychosocial responsibility linked to their role.

     Psychological Support

    To provide psychological support to team members in the field, national and international, remotely and during field visits.
    Support punctually in the referrals of HQ personnel presenting mental health distress.
    Medical Evacuations: supporting staff members and their families evacuated to NAIROBI;
    To advise on the management and support of team members in distress. To advise and provide support to the Mission Coordination Teams (HQ cell and field coordination teams) in the management and follow up of issues related to the team’s mental and psychosocial health.
    To maintain regular contact with counterparts in the field (HoM, MedCO, FC) and in HQ (in the cells: Rehuco and Tesaco; in the partner section, dir HR).

    Trainings

    To participate in awareness and preparatory programs for the psychosocial support of the field teams, advising, proposing and developing actions
    To carry out context-specific briefings to coordinators and key personnel.
    To prepare and participate in training modules in HQ or in the field.
    To prepare and develop psychosocial workshops  
    He/she will participate to the definition of the TOR for OCBA field visits and for other OC’s missions visit when they will express their interest to OCBA’s PSU of taking advantage of programmed field visits OCBA will do  to a given country in the region.
    Subject to availability, to participate in the support of other OC’s team members in the countries where OCBA is doing a field visit.

    Capacity Building

    He/she will identify and develop a network of regional psychologists in different countries able to collaborate with the incidents response from the PSU, to participate in programmed field visits and support return talks with the regional pool working for OCBA.
    He/she will organize update and training meetings aimed to consolidate a roster of collaborators familiar with OCBA’s PSU protocols, material for interventions and ways of management developed in OCBA PSU

    The Scope and mandate of EAS HR in the section office will be to support and manage staff recruited from the region, while the (instutional) office provide representation and contribution to global HR issues/topics and positioning as a strategic partner to Operations, other platforms and actor’s within the movement.
    General objective of the position:
    The Human Resources Manager (HRM) reports to the Head of HR & Administration (HoHR) of the MSF EAS.
    He/she is responsible for ensuring that the Office HR & Administration of the section meet’s the MSF EAS HR standards.

    Key Tasks and responsibilities 
    HR Planning, Management, Reporting and Communication

    Participate in the HR annual plan and give inputs to the Head of HR in development of the HR unit in line with the HR strategy.
    Implement actions/decision of the Action Plan and ensure proper accountability on HR/Admin unit/team. 
    Support the EAS transition plan under the direction of the HoHR.
    Implement all HR policies of the office and ensure proper communication on the same.

    Informs HoHR in case a legal risk is detected within her/his area of responsibilities and suggests actions to take in order to prevent it. Follows up employees’ claims and keeps HoHR informed at any time.
    Support the HoHR with any global HR initiatives for the office.

     Recruitment and Orientation

    Participate in the (annual) planning of recruitment, together with the relevant department’s.
    Ensure that every position has updated job profiles.
    Support in drafting adverts for vacancies within the organisation and distribute through approved channels.
    Coordinate the Office recruitment process at MSF EAS and serve on the panel for HR consideration/input.
    Lead the recruitment and enrolment of interns through the application of the Intern Policy.
    Develop and implement orientation and evaluation sessions for interns.
    Assist in the review of Job profiles for Scoring of positions according to Hay methodology for professional and senior level positions for final review/validation by the HoHR.

    Administration 

    Review the monthly office Payroll and ensure proper management and application of the Legal and EAS employment frame on remuneration and rewards for all category of staff.
    Responsible for HR & staff audits. 
    Manage and implement the Staff Health policy application for office staff; including Medical Insurance contracts, MEDEVAC procedures, and statutory obligations as required by Law and Health guidelines/policy (including Group Personal accident, 3rd party Liability, other).
    Responsible for Administrative contracts and ensuring that Legal considerations are considered/applied to mitigate risks.
    Advice HoHR and management on administrative considerations for the office, staff and any risks or liability that may arise.
    As a member of the Occupational safety and Health Committee (OSH) and HR representative in the committee, ensure all safety and health issues are considered for staff and reflected in policies.
    Ensure that Global Data Protection Regulation (GDPR) and Protection of Personal Information Act is applied in all HR & administrative policies & processes of the Office, in compliance with local and international requirements.
    Ensure an efficient filing system (physical and electronic files) of all administrative files, granting strict confidentiality of employees’ personal files and other administrative private documents upon request of HoHR.

    Responsibilities
    1) Strategy, vision, planning and general management

    Lead the EAS team in the implementation of short- and long-term vision, strategies and policies that maximize its contribution to the wider MSF movement.

    Actively advocate for MSF’s positions and interests, maximizing its impact on behalf of populations in danger with key constituencies by playing a leading role in carrying out international movement campaigns in Kenya.
    The GD EAS will work closely with the HART team, Access Campaign and the International office for all issues and campaigns of global interest. This applies mostly to humanitarian diplomacy and communication activities.

    The Technical Advisor (TA) provides assistance to MTaPS Country Director and Senior Technical Advisors in technical activities focusing on GHSA interventions in improving infection prevention and control (IPC), water, sanitation, and hygiene (WASH), antimicrobial stewardship (AMS) and pharmacovigilance for safety monitoring.
