    Program Officer

    The Program Officer will provide technical input and guidance on conflict management and peace-building components of the proposed European Union-funded three-year collaboration in Cross-Border Areas of the Horn of Africa Region: Southwest Ethiopia –Northwest Kenya border. S/He will be responsible for bringing out best available practices and innovative approaches in implementing the proposed project in accordance with the EUTF agreement, under the direction of the EUTF SEEK Team Leader. This position is based in Lodwar.
    Roles and responsibilities:
    · Propose and implement, in conjunction with partner agencies, programming strategies to include women, youth and other minority and marginalized groups and individuals into peace-building processes.
    · Together with partner agencies, identify the root causes of conflicts in the conflict systems.
    · In consultation with the partner agencies and the communities identify suitable innovative interventions that are culturally appropriate to address the root causes of conflicts identified in the conflict systems.
    · Assist with general program operations and field-based activity.
    · Liaise with and support key program staff to ensure that SEEK program is running effectively and making best use of project resources.
    · Provide written and oral translation and report writing for program staff, as necessary.
    · Monitor program activity to provide weekly overviews to the Program Manager on progress, challenges, and suggestions.
    · Data-entry of program information, as assigned.
    · Track project development throughout the target area.
    · Assist program staff in coordinating logistics and project activities.
    · Maintain, monitor, and measure project implementation data entry.
    Qualifications and experiences:

    Bachelor’s Degree with 3-5 years of experience in Conflict, CVE, Peace Building, Migration, or a related field.

    · Three years’ experience in managing complex peace building programs, cross border programs, CVE and/or migration programs of similar scope and size is desired.
    · Experience in program management and administration, financial management, award cooperative agreement compliance, sub award management, and tracking project performance and costs.
    · Flexibly to changing situations, overcomes obstacles and recovers quickly from setbacks.
    · Ability to work in partnership with team members, partner agencies and community members of both the international and national communities.
    · Excellent written and oral communication abilities.
    · Strong computer (word processing) literacy, skills in graphic/web design a plus.

    Data Protection
    Since entering into force in May 2018, the EU General Data Protection Regulation (GDPR) applies to all entities in the European Economic Area (EEA) and – due to the extended territorial scope – to a large extent also to entities outside of the EEA. The GDPR has led to a significant rise in data protection compliance duties.
    In Kenya, The Data Protection Act, 2019, was signed into law back in 2019. The Act, whose comprehensive legislation borrows heavily from the European Union’s General Data Protection Regulation (GDPR), seeks to create an institutional framework and legal guidelines for processing personal data in Kenya and belonging to Kenyans. Kenya’s first data commissioner was sworn in October 2019 to ensure protection, proper handling and processing of personal data by different entities.
    As the GDPR came into force, MSF acknowledged that we were not sufficiently compliant globally and locally. In response, an International Data Protection Steering Committee was created by higher MSF executive level in 2017 and a steering committee created. The creation of data protection board has been approved in 2021.
    Main responsibilities
    Under the general Director and in collaboration with the Head of finance, the project manager will develop the Data Protection and implementation strategy, assuring compliance with GDPR, and other applicable data protection laws. She/he will implement MSF Baseline and will be developing a system to prevent or deal with violations of legal guidelines and internal policies.  She/he will utilize the Data protection Software “OneTrust”  to support the development of the data protection system.
    Key tasks include:

    Gap analyses :  In order to assess MSF-EA data protection To Do’s, a “gap analysis” between the current status of data protection compliance and the obligations deriving from the GDPR and Kenyan Regulation should be carried out.
    Risk Analysis – prioritization:  The Project Manager-Data Protection will have to assess what kind of data processing activities are of biggest risk/ and arrange its resources respectively.
    Project drawing / resources & budget planning; Draw the Road map for the GDPR implementation process with planning of activities, stakeholder identification, assigning responsibilities, change management plan.
    Implementation of a compliant data protection structure: Implement the Baseline and the selected GDPR requirements; Organizational requirements, Notification obligations, IT/Cyber Security requirements, Contractual requirements.

    Defined roles and responsibilities in the involved Company entities: Set up a structure of persons responsible for data protection in foreign stakeholder entities as well as within MSF EA.
    Procedures and concepts: Ensure that concepts, policies and standard operating procedures (cumulatively “SOPs”) are in place where needed to ensure effective implementation of Baseline and GDPR selected obligations
    Training: Train Employees on their obligations and responsibilities deriving from the GDPR.
    Documentation of Compliance: Implement appropriate measures allowing EAS to demonstrate compliance with GDPR requirements.

    Data processing agreements: Due to the agreements that MSF EA must conclude with internal and external parties, implement a sensible data processing contract management strategy.

    Care and Treatment Programs in Nairobi County/Western Region of Kenya under PEPFAR

    Summary of Position:
    The Co-Principal Investigator will be responsible for the overall technical oversight of the program, including providing technical leadership in the design, planning and execution of sound technical strategies and best practices in the program areas targeted by this program. Reporting to the PI, the Co-PI will take a leadership role in ensuring technical implementation and ensure the program meets stated goals and reporting requirements. The Co-PI will directly supervise the program’s senior technical and program staff and will lead development of the project’s annual work plans, overseeing the achievement of targets set in the work plans and reporting on progress toward achievement on a weekly, monthly, quarterly, semi-annual and annual basis. S/he will work closely with the  CDC technical teams to review and re-align program implementation strategies to achieve the expected program outcomes. S/he will take a technical leadership role in coordinating overall technical implementation strategies with program technical leads, Government of Kenya (GOK) structures at the national and county levels, and other partners.
    Duties and responsibilities

    Work in close collaboration with the PI to plan and oversee senior level technical assistance for the program;
    Provide the overall program technical leadership and direction in the design, planning, implementation, and monitoring of program activities  and ensure seamless integration, coordination of all components of the program to facilitate timely delivery on planned activities.
    Identify technically sound, cost-effective, and practical approaches to enhance provision of comprehensive HIV prevention, care and treatment services that are consistent with CDC’s strategies/regulations, international standards and GOK policies and priorities.
    In consultation with the GOK county counterparts, ensure timely co-development, co-implementation and  co-monitoring of the annual work planning process that will strengthen the capacity of the county, sub-county, and health facility levels to deliver comprehensive high-quality HIV prevention care and treatment interventions.
    Work closely with PI and technical teams to ensure that all program activities and deliverables are programmatically sound and of the highest technical quality.
    Ensure that regular quarterly, semi-annual and annual program reports, along with ad hoc reports requested by the donor are accurate, of the highest quality, and submitted in a timely manner.
    Serve as a member of the project senior management team, providing input to decision making and action planning and helping to communicate decisions and important issues to program staff accordingly.
    Work closely with M&E Lead and other Technical Leads to ensure that quality management is well integrated into both program interventions and internal processes and procedures.
    Provides day-to-day supervision to technical staff in the program and ensures technical quality of the work of the technical unit/team.
    Support the PI in programmatic representation, strategic development, and quality control duties, including liaison with CDC and government stakeholders to respond to their informational, data and monitoring requirements.
    Contribute to the tracking of progress, analysis of data and preparation of project reports for the donor; and participate in key meetings and presentations with external stakeholders; and
    Perform other duties as assigned.

    Desired knowledge, skills, and attributes

    In-depth knowledge of Kenyan public health sector and clinical settings, including governmental and non-governmental contexts.
    At least five years of demonstrated, recent experience within the capacity of a senior staff in HIV/AIDS prevention, care and treatment; and/or quality improvement/quality assurance; health systems strengthening; M&E; and operations research.
    Demonstrated ability to work effectively with government representatives, other implementing partners, local community organizations, donors, and other stakeholders, particularly at the county level.
    Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among project staff, consultants, and recipients of project TA and support.
    Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff.
    Articulate and able to communicate in a clear, professional manner with clients and staff; and
    Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections.
    Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

    Minimum Requirements

    A minimum qualification of medical doctor (MD) plus Master of Degree in public health infectious disease, or related discipline.
    Concrete and clear understanding, and knowledge of Kenya’s health care system and National HIV program.
    At least ten years of proven and demonstrated experience in technical and strategic planning, implementation, monitoring, and supervision of comprehensive HIV program.
    At least 10 years of reputable technical leadership and program management experience in large complex public health programs.
    At least five years of demonstrated senior- level experience in the design, planning, implementation, and overall technical management of donor funded HIV programs.
    Demonstrate decision making ability, problem solving ability, competency to work independently when required and under stressful conditions, and the experience of operating in a management culture built on consensus and results.
    Experience in supervision of senior technical staff within an NGO setting.  
    Expertise in care, treatment, and support for adult, pediatric HIV/AIDS/eMTCT, and TB at the clinical level, with the ability to understand full range of issues around the clinical management of HIV/AIDS and TB including provision of ART.
    Sound knowledge of HIV prevention strategies such as Recency testing, Smart testing approaches, VMMC, PreP and cervical cancer.
    At least 5 years of senior-level experience within INGO-led, USG-funded public health programs focusing on HIV/AIDS, including ART.
    Demonstrated ability to interact professionally with, gain credibility/respect from, and maintain strong relationships with key project stakeholders, especially county and national governments officials, and the donor.
    Experience in reporting writing based on USG/CDC guidelines is an essential requirement for the position; and
    Should have the knowledge of and experience in training and capacity building and must be fluent in written and spoken English.

    Ensure threats / incidents that could potentially impact regional operations or personnel are being formally communicated and escalated to relevant stakeholders in a timely manner, and conduct incidence analysis and share the information with country leadership and the Security Department.
    Responsible for information management during a critical event and maintain all notes, logs, and information.
    Conduct annual drills and scenario exercises to build incident response capacities in the field.
    Report and update incidents using the established protocols and IR platform.
    Support the Security Department and regional leaders with incident response, reporting and post incident action and follow-up.

    Experience

    Position Overview
    The Team Leader will provide technical leadership and management to the KDP. They will be the project focal person for all communication and engagement with FCDO. Specifically, the jobholder will provide sound project planning and management, manage and track all terms of the sub agreements with Consortium partners. They will lead stakeholder engagement with FCDO, National and respective County Governments. The Team Leader will foster a positive and collaborative relationship with the Council of Governors (COG), Regional Economic Blocks, Ministry of Devolution and ASAL (MODA), Sector Ministries, Departments and Agencies (MDAs), target county governments, multilateral organizations collaborating in KDP and host communities.     Key Responsibilities

    A post graduate qualification in public policy and administration, international development, or any other relevant qualification.
    Extensive experience with devolution and decentralization in Kenya or a similar context.
    Experience in governance, political economy and public policy issues on devolution including wide experience partnering with a range of government and non-governmental organizations to work on devolution, public expenditure management and inter-governmental relations
    Good understanding of the functioning of national and devolved governments, civil societies and how they interface with host communities.
    Knowledge of the political, social, and economic context in Kenya and ability to adapt programming to leverage opportunities and avert risks.

    We are currently seeking qualified candidates for the position of: Care and Treatment Lead  
    Summary of Position:
    The Care and Treatment Lead will provide overall technical leadership and support in the design, planning and implementation of all aspects of HIV care and treatment component of the program, including PMTCT and TB, as well as integration of the same with Reproductive Health (RH)/Family Planning (FP). This will include development of relevant technical strategies and innovations.  The incumbent will ensure that technical assistance leads to high quality services; increased coverage and uptake of HIV care and treatment, PMTCT, TB/HIV services, adherence support and retention for all populations, including key and priority populations. This position will collaborate closely with other program leads, technical officers from county and national governments, CDC, and other relevant stakeholders to lead capacity transfer strategies, achieve targets, utilize evaluation to inform program strategy and sustainably strengthen the health systems for HIV/TB/PMTCT services. The position will be based at the project’s main office with significant travel to supported counties, sub counties and health facilities. The Care and Treatment Lead will report to the Co-Principal Investigator.
    Duties and responsibilities

    Provide technical leadership and technical support related to clinical management of HIV/AIDS, PMTCT and its integration with Reproductive Health/Family Planning strategies.
    Coordinate the design, planning and implementation of HIV clinical care/ART, PMTCT, RH/FP.
    Provide technical assistance in non-ART clinical care including the management of opportunistic infections (OI) and TB; and by strengthening the capacity of field staff and health care workers.
    Provide technical assistance in capacity building to strengthen capacity of program staff and facility staff, in collaboration with CDC, County Health Management Teams (CHMTs) and Sub County Health Management Teams (SCHMTs) to achieve program objectives and results, including achieving HIV epidemic control. 
    Develop guidelines, tools, standard operating procedures, and recommendations related to the implementation, evaluation of clinical management of HIV/AIDS, PMTCT and RH/FP. 
    Provide leadership in the development of lessons learned related to clinical management of HIV/AIDS, PMTCT, RH/FP and apply these lessons to improve the program.
    Monitor and ensure that the program meets the milestones and targets set by the donor in accordance with the program work plan, ensures all activities are conducted in close coordination with the donor and County Governments, and are aligned with Government of the Kenya (GOK) standards, protocols and policies;
    Use technical quality, leadership, and accountability (TQLA) as a central strategy to provide technical assistance to program staff to design, develop, implement, monitor, and evaluate strategies to effectively integrate various components of service delivery elements as appropriate.
    Liaise with the Co-Principal Investigator and counterparts within the health system at national and county levels to ensure quality service provision in the high burden sub-counties/areas.
    Stay abreast of latest technical developments in the field of care and treatment and support the CHMTs and SCHMTs to apply cutting edge strategies to the HIV programming.
    Work closely with program staff in the field offices to ensure coordination in implementation of technical strategies.
    Oversee the development of all regular and ad hoc care and treatment technical reports, as well as other deliverables; Represent the program on issues of clinical management of HIV/AIDS, PMTCT and RH/FP with external audiences at conferences and other fora as needed.
    Support the Co-Principal Investigator in project management to achieve strategic goals.
    Support performance management and professional development of direct reports, including ongoing feedback, coaching and career support; and
    Perform other duties as assigned.

    Desired knowledge, skills, and attributes

    Knowledge of health and development programs in Kenya.
    In-depth knowledge of Kenyan public health sector and clinical settings, including governmental and non-governmental settings.
    Clinical management and training experience and ability to understand full range of issues around the clinical management of HIV/AIDS, including provision of ART.
    Advanced training in HIV Clinical Care/ART and/or CT/PMTCT.
    Registered member of the Kenya Medical Practitioners and Dentists Board
    Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among program staff, health care workers, county and sub-county officials, consultants, sub-awardees, program beneficiaries, other stakeholders; Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff;
    Articulate and able to communicate in a clear, professional manner with clients and staff.
    High degree of proficiency in written and spoken English communication, including presentation and training skills.
    Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections.
    Ability to manage tight deadlines and deliver high volumes of work with minimal supervision, and well-developed computer skills.

    Minimum Requirements

    MBChB/MB.BS/MD/ or similar degree with 10 years of relevant experience, and at least 5 years of progressive experience working in the health or development field in Kenya.
    Possession of an MPH or post graduate degree in a related field is required.
    A minimum of 5 years of experience in designing, implementing, managing, and leading HIV care and treatment programs (especially with ARV programs) for a large project involving multiple partners, stakeholders, and geographic target areas in Kenya.
    Prior experience as a Technical Director/ Care & and Treatment Lead or senior leadership role at a similar level of a PEPFAR or CDC-funded project is required.
    Strong knowledge and familiarity with cutting-edge HIV programmatic strategies and clinical expertise, with the ability to perform complex data analyses and make recommendations based on findings. Must also have the ability to articulate and disseminate information via multiple channels with clear communication in English.
    Previous experience in providing technical assistance, strengthening health systems, and building capacity of program staff. Previous experience with TQLA will be an added advantage.
    Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines, as well as to lead and work collaboratively with others. Must be able to develop and maintain sound professional relationships among project staff, partners, host government and other stakeholders.
     Proven experience in project development, planning and facilitating technical training. 
    Familiarity with Kenya public sector health system and NGOs is highly desirable; and
    Ability to undertake extensive local travel, and limited international travel as assigned.
