    Functionally manages the Medical Coordinators for each mission within his/her designated country portfolio.

    OBJECTIVE(S) OF THE POSITION
    To work in tandem with the Operations Manager to ensure MSF-OCA interventions effectively address the unmet health needs of the populations we serve. Medical leadership is a collaborative and equal engagement between our operational and medical staff, working in tandem, which is key to the choice, design implementation and success of strategies, policies, and programmes.
    Within this tandem the Health Program Manager will:

    Provide medical and public health leadership to projects and missions within his/her portfolio
    Ensure each country has an updated medical vision and strategy to best address the needs of the target population

    Through the country medical coordination, the Health Program Manager will offer the mission appropriate direction, support, and coaching to:

    Ensure the implementation and delivery of health programmes with a focus on safeguarding quality and standards.
    Ensure missions are working to an agreed quality assurance system

    Coordinated specialist advice from internal/external advisors In the OCA Public Health Department (PHD) and East African Section, the Health Program Manager will

    contribute to the maintenance of institutional knowledge and actively engage on health topics of relevance to the organization.
    Line management as needed

    THE HEALTH PROGRAM MANAGER WILL BE ACCOUNTABLE FOR:
    1. The medical strategy for health programming within his/her designated countries portfolio
    The key responsibilities and activities are as follows:

    The medical strategy related to the annual control cycle (AP/MYR) and ad hoc proposals as framed by the latest agreed Country Strategy.
    Presenting and defending the medical strategic choices contained in project proposals at Ops platform or other relevant fora.
    The HPM will also ensure that health strategies within the country strategy align with the direction as set out in the MSF-OCA strategic plan and other relevant position papers, policies and strategies;
    Ensure the prioritization and de-prioritization of strategic medical choices and define the support needed to implement the medical strategy;
    Through the Medical Coordination, encourage and support field teams together with the relevant specialists to develop and investigate key research questions;
    Through the medical coordination, encourage and support field teams to consider innovation initiatives to improve health programming.

    2. Active engagement in the HA Platform and other PHD-forums

    The HPM is a standing member of the HA platform as described in the platform ToR (mandatory attendance)
    HPM will use this key forum for sharing successes, challenges and dilemmas with other health managers and specialists, and leveraging institutional knowledge.
    The HPM will be also accountable for constructive engagement in the MSF-OCA Public Health Department and its several forums with discussions, presentation, trainings, debate or positioning in medical topics of relevance for the organization. These forums include: PHD meetings and Block days, Ops Platform/OST’s, Block weeks.

    3. Functional management of Field Medical Coordinators (MedCo) within his/her designated country portfolio This includes:

    Providing direction, support and mentoring especially but not exclusive to medical strategy, field medical team management, data governance, medical supply management, implementation and quality;
    Enable an effective working collaboration with relevant medical specialists;
    In collaboration with the Head of Mission, ensure MedCo performance management;
    Briefing and debriefing of all medical and medical-related staff of the mission;
    Minimising gaps in MedCo staffing by close collaboration with HR;
    Assuming responsibility for key MedCo activities where there is a gap in the MedCo position in a mission.

    4. Lead the Medical Support Team (MST)
    Under the direction of the HPM, this team will meet on a regular (monthly or agreed frequency) basis with an agreed terms of reference and deliverables for the team. The agenda will include:

    For more vertical health programming – ensuring space for medical specialists to provide strategic direction;
    For integrated health programming- coordinating and prioritizing input and direction from relevant specialists;
    Support design and development of relevant and effective health programming;
    Support development of advocacy strategies and plans for missions, along with OSCAR department
    Review of specialist field visit recommendations and implementation at the MST meeting;
    Ensure a periodic assessment process to (a) re-assess strategic direction (b) horizon scanning to ensure awareness of emerging or changing health needs. This should ideally align with annual planning and midyear review processes.

    5. Ensure missions are working to an agreed quality assurance (QA) system In close collaboration with the Medical Coordination, adherence to the agreed QA system will be delivered through:

    Monthly reviews of MMR/HIS and other quality monitoring data with QA issues addressed by the field and highlighted to the Quality Advisor/Medical Direction (as appropriate)
    Ensuring that each mission (or individual project, when appropriate) has a quality strategy with monitoring and improvement plan
    Ensuring that the medical incident policy is implemented in all missions, that relevant incidents are reported in line with the policy and planned improvements are implemented and followed up;
    Ensuring that referrals to other reporting systems occurs in a timely manner (RBU, Healthcare Worker Professional Conduct Review, etc);
    Fostering patient safety culture (using medical incident reporting and other feedback mechanisms as proxy)
    Regular field visits based on agreed terms of reference, with visit report recommendations followed up according to the agreed timelines
    Initiating and leading discussions on medical red flags and deviations within the MST and with Medical Coordinators;
    Ensuring that MSF-OCA field practice meets internationally agreed medical ethics, standards and laws (quality of medicines, treatment protocols, transport of biological and pharmaceutical materials), while considering contextual constraints;
    Coordinate specialist input into an agreed quality improvement plan and support implementation needs;
    Responsible for validating the mission supply list, justification files and keeping some oversight over mission medical ordering, supply and related budget.
    Responsible for feedback and approval of publications to ensure that they are in line of defined mission advocacy and mission research agendas.

    6. Other general duties and responsibilities

    PROFILE: HEALTH PROGRAM MANAGER
    Required

    Registered Health Professional (includes MDs, Nurses, Midwives)
    Relevant post graduate academic qualifications (e.g., Master of Public Health);
    Proven ability to provide strong leadership and vision in a health project/programme management;
    Proven strategic and analytical skills in medical programming;
    Excellent communication and negotiation skills (oral and written);
    Knowledge and experience in the humanitarian world; commitment and passion for the goals and work of MSF;
    At least 3 years field experience with a medical-humanitarian or equivalent organization
    Ability to provide emergency support to field programmes for up to six weeks per year at short notice (i.e., 48hrs);
    Flexibility to travel and support projects (up to 30% of the job will be spent on project visits);
    Fluency in English.

    Preferred / desirable:

    At least three years’ experience with MSF, experience in medical coordinator role is preferable
    Good command of one or more of French, Swahili, and Arabic languages.

    Position Overview
    Under the supervision of the MOMENTUM Country and Global Leadership Capacity Development Project Lead in Washington DC, the Regional Manager – Capacity Development (RMCD) will be responsible for providing timely and efficient technical assistance to MOMENTUM local partners in the Africa and South Asia region. This includes support to NGOs/CBOs, professional associations, private and government institutions to strengthen their organizational and technical capacity to implement MNCH/FP/RH services in their communities.
    The RMCD will be responsible for achieving the overall project’s goals by contributing to project strategy and partnership and cooperation with local partners and MOMENTUM consortium members. This includes high-quality design and implementation of capacity development activities, including adaptation and scaling up of tools and approaches in project countries. They will also provide targeted technical assistance for each local partner and routine monitoring and learning from activities. The position will also oversee additional project staff or consultants brought on to support technical assistance needed by the local partners.
    Key Responsibilities

    Technical support
    Lead the development and implementation of the project’s overall CD strategy to strengthen the technical and organizational capacity of country institutions and local organizations.
    Responsible for day-today monitoring implementation of CD activities of the program’s global portfolio by mentoring technical teams in the field, ensuring adherence to targets, timelines, budget management and achievement of objectives.
    Lead the technical and contextual adaptation of Pact’s CD tools and approaches, with an eye towards transitioning local organizations to direct donor funding (where identified), including Integrated Technical Organizational Capacity Assessment (ITOCA), Organizational Performance Index (OPI), network analysis, and institutional strengthening plans.
    Provide inputs and participate in adaptation of tools, implementation and monitoring of all project capacity development activities.

    Basic Requirements

    Bachelor’s Degree in Public Health, International Development, or related field; Master’s Degree preferred.
    At least seven (7) years’ experience, including at least five (5) years supervisory experience, providing capacity development technical support to large complex, donor-funded projects in the health sector in developing or transitional countries.
    Demonstrated experience developing organizational capacity in financial and grant management, human resources, USG compliance, and related topics.
    Excellent grasp of participatory CD methodologies.
    Excellent facilitation and training skills, including virtually in a variety of public health and organizational development topics.
    Experience working with different stakeholders, service providers, and national and international institutions.
    Ability to travel internationally periodically.

    General position Objective and Job Environment

    The main objective of the Head of Regional Protocol Office (HRPO) position is to ensure efficient & effective coordination and management of the MSF Protocol office on implementation of the HCA in close collaboration with the Regional Representative (RR), Technical Support Committee and Intersectional Board in Kenya. The Intersectional Board is composed of representatives from the 5 MSF Operational Centers in Kenya and the Eastern Africa Section Office General Director.
    He/she will be the first line technical advisor & focal point on relational and compliance issues of MSF with the concerned Government ministries and departments (MDAs), and any other interlocutors (NGO/PBO Board, other International and Inter-governmental organizations) on any matters touching on the implementation of the HCA.

    Main tasks & responsibilities
    GENERAL HCA IMPLEMENTATION and OFFICE COORDINATION and MANAGEMENT

    Follow-up and analyse geo-political, legal and economical context with possible implications on HCA holders/MSF;
    Periodically update a risk analysis that reflects the position of MSF with regard to potential adverse operational impact while implementing the HCA and advice accordingly;
    Ensure the office set-up and organisation reflects and is adapted to its function and tasks;
    Draft, propose and ensure HCA implementation strategy and vision (validated by the Intersectional Board);

    Provide and maintain institutional history/memory for the context on the HCA and related matters, with necessary documentation.

    Job Description

    Advises CMT and Head of Mission/Medical Coordinators on perception related to positioning and operational strategy with a particular view on increasing local/national visibility and ensuring good acceptance for MSF projects/presence.
    Drafts regular situation reports for mission/HQ as well as reports for external use in line with mission advocacy strategy.

    Data collection – Analysis

     Design and support the implementation of data collection systems with regards to the mission context (focus on national level with potential regional/global repercussions, and local developments in project locations), and medical-humanitarian issues, in order to provide reliable information for operational and strategic decision-making.
    Provide data and discourse analysis in support of the Country Representative to inform MSF positioning in-country (project-level and at national level), particularly in terms of political / operational environment (regulation frameworks, donor/aid agreements, trade and economic developments).
    Propose improvements in the methodologies and tools used, and provide trainings to field teams as required
    Undertake actor mapping and stakeholders’ analysis on behalf of projects and mission, while providing strategic advice to Head of Mission / Medical Co for national-level organizational positioning. 

    Representation – Communication 

    Define, draft and review advocacy messages and targeting (including communications and dissemination strategies) to raise awareness of medical-humanitarian issues across MSF projects and at national level (transversal thematic).
    Link with other MSF sections in-country to develop inter-OC advocacy and/or communications initiatives
    On request by the Country Representative, interact with the international MSF advocacy network (reflection centres, HART, ACCESS) to provide updated contextualized medicalhumanitarian content (country-level information)
    Lead discussions, trainings, briefings, etc. on the country’s medical-humanitarian context, MSF principles, international humanitarian law, medical ethics, and advocacy activities/strategies to raise awareness of MSF national and expatriate staff on these topics.
    Provide recommendations and be a propositional voice for opportunistic communications (unplanned) from operations/medical activities’ analysis.

    Undertake field assessments (in relation to data gathering/context analysis or exploratory missions) and other work-related traveling as required.
    Draft Terms of Reference, supervise, and evaluate other expatriate humanitarian affairs staff deployed to the mission (Advocacy / Humanitarian Affairs Officers).

    Additional tasks

    Act as central point and liaison between heads of programmes, medical department and others, is information management related to humanitarian affairs.
    Perform data collection and research concerning local and international context, with regards to security, medical, nutritional and humanitarian issues, in order to provide reliable information for further decision-making.
    Support the operation and medops management in the analysis of the data collected, in order to better orientate the programmes and projects, to provide an optimal response to population needs.
    Compile regular updates of the ongoing (inter-)national activities and plans of NGO’s, UN, ICRC, donors, authorities and other actors on lobby, policy and operational plans and initiatives in order to adequate MSF ’s activities and objectives.
    Promotes and assists in the implementation of advocacy activities locally, nationally and internationally.

    Job Description
    The Hospital Nursing & Midwifery initiative constitutes the biggest pillar of the MSF Academy portfolio and will continue to in the coming years. At present, we are currently active on a few fronts: Creation of various learning programmes, such as the basic clinical nursing care (BCNC-40 learning units, almost finalised), the nursing OT and the midwifery modules, and relevant learning tools, all undergoing validation by all 5 OCs.
    Adapt the BCNC module’s content into e-learning, to be uploaded onto Tembo, the MSF e-learning platform
    Implementing BCNC learning activities in various mission countries, with teams based in the field. Today we have field implementation of our programmes in Sierra Leone, Central African Republic and South Sudan, and soon to follow in Mali.
    Specifically, as regards midwifery, the first project to implement the midwifery learning programme will take place in the Kenema paediatric hospital in Sierra Leone beginning of 2022, and others will follow suit in the course of the year. Until now, the midwifery expertise of the MSF Academy has always been outsourced, mainly to develop the competency-based framework and to develop curriculum content and learning activities. However, to finalise this, and to guide and support field implementation of the learning programme, we will require the technical expertise of a referent within the MSF Academy’s global team. In addition, it is important to make sure that the proposed programmes, while striving to cover all relevant skills and competencies required for the profession, also remain realistic for feasible field implementation within operational needs; this also means that hourly volume for each programme remains viable.
    Position within the organisation
    While the Midwifery referent will respond to the deputy director of the MSF Academy, they will also work in close collaboration and symbiosis with the nursing science referent and the pedagogical referent of the global team.
    RESPONSIBILITIES
    In order of priority

    Garant of the quality of the implementation of the learning strategy for the Midwifery programme
    Provide technical guidance and support the field teams in the daily implementation of the activities in the field, and make sure that the theoretical and practical learnings are always coupled with bedside clinical mentoring, seeing that this is the determinant element to ensure application of learnings and improvement of the quality of care. In general, but most specifically for clinical mentoring, we need to support the teams to identify creative solution to identify the best approach
    Active guidance and contribution to the development of the content and learning tools for the various modules currently in the pipe
    Responsible for the follow-up and analysis of the midwifery field activities, together with the pedagogical manager in the field and the project manager & the pedagocial referent of the global team
    Assists the project managers in defining and designing the right strategy and starting new projects in 2021
    Coordinate vision, strategy and content on nursing with the Intersectional Midwifery working group and other intersectional groups as required
    Responsible to develop a professional network in the field of midwifery for the MSF Academy
    As the MSF Academy is a small team, participate and contribute to various team tasks and bring support to colleagues when needed.

    REQUIREMENTS
    Required qualifications and experiences 

    At minimum a bachelor’s level in midwifery, preferably also with nursing qualifications
    Proven experience of minimum 5 years practicing midwifery at hospital level, and 2 years as a midwife supervisor
    MSF field experience of 2 years minimum in clinical or Project Medical Referent role.
    Proven experience in hands-on clinical mentorship / preceptorship
    Experience of working in an African context
    A sound experience in the field of learning and/or curriculum development is a plus.

    INTRODUCTION
    Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation. MSF International is the associative legal entity that binds MSF’s 25 institutional members, branch offices and other satellite organizations. Registered in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested. MSF International also provides administrative support to the MSF Access Campaign. Within MSF International, the international finance team consists of: the International Finance Coordinator (IFC), the Senior International Finance Officer (SIFO), the International Financial Officer (IFO), the International Finance Senior Analyst (IFSA), the volunteering treasury advisor and the project manager for the implementation of a treasury centre pilot. The international finance team works under the stewardship of the FinDir platform, the executive body of MSF governance for financial matters.
    GENERAL OBJECTIVE
    The IFO will work under the supervision and the coordination of the SIFO. The IFO position seeks to improve and develop the financial and technical aspects related to the preparation of the International Financial Report and the production of other international combined financials.
    MAIN RESPONSIBILITIES
    The IFO responsibility and activities include:

    International Combined Accounts
    The IFO will assist for the planning, production and audit of the annual international combined accounts for the MSF movement in its different key phases.

    Preparation phase

    Participate to the design of the timeline for the combination process.
    Communicate the timeline on combination process through various and appropriate channels.
    Inform and train financial staff from reporting entities on procedures, policies and tools (SAP/FC) needed for the financial reporting.
    Support and guide the entities (currently 23 sections, 9 branch offices, MSF International and 9 satellites) in their financial reporting (combination in Swiss GAAP/RPC), specifically:
    Reporting and reconciliation of inter-company transactions

    Reporting their statutory accounts and adjustments into Swiss GAAP/RPC
    Contribute to follow-up Swiss GAAP/RPC development, as well as best practices in terms of external financial report, to suggest improvements in the International Financial Report.

    Production of the International Financial Report

    Give direct support to the reporting entities.
    Set-up the right level of documentation on the combination process.
    Participate to the preparation of the International Financial Report.
    Support the international audit, including the documentation and analysis as requested by the international auditors.
    Contribute to the International Financial Report, in collaboration with the International Editor and other key stakeholders.
    The IFO will also where required, escalate to the SIFO, issues concerning any lack of compliance, weaknesses or problems concerning accounting, audit or any matter of concern that needs to be addressed by the International Finance Coordinator, Financial Directors of reporting entities and/or the International Treasurer.

    Capitalization phase

    Propose and implement improvements that will create further efficiencies or reinforce the internal controls within the combination process.
    Summarize feedbacks to reporting entities and lessons learnt into a summary report.
    Follow-up on recommendations with reporting entities.

    International Finance Reporting and Tool Management

    The IFO will proactively report to the SIFO any improvement and maintenance needed of the current systems (SAP/FC) and processes to improve the International Reporting and create efficiencies.
    The IFO will also train the financial staff of the reporting entities on the tools.

    Additional responsibilities and activities
    The IFO will:

    Participate to the working group meetings about the financial reporting standards (expense allocation committee, field chart of account committee…) and assist the SIFO in taking minutes, following-up and communicating the outcomes.
    Be invited to participate actively in the IO and MSF topical debates by attending information meetings and discussions.
    Provide other support to the International Finance Team as required.

    Job requirements

    At least four years relevant finance experience, with exposure to accounting consolidation.
