    Main Purpose
    Organize and ensure medical consultations for patients and/or a target population providing treatment to patients within the scope of his/her medical competencies and referring patients with conditions falling beyond his competencies, in order to guarantee quality and efficiency of the service provided. This will be done in accordance to the context, MSF protocols, procedures and the universal hygiene standards.
    Accountabilities

    Ensure the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to granting quality of patient case management.
    Promote and maintain confidentiality regarding all patient cases and records
    Implement diagnose, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate.
    Participate in the planning and supervising, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols.
    Carry out first aid care and treatment according to protocols in case of an emergency in order to reduce mortality rates
    Record in individual patient’s card and registration books all medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc) performed keeping data traceability in order to ensure patients treatment continuity.
    Participate in data collecting and reporting when required
    Know and implement Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions.
    Know and promote the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.

    MSF Section/Context Specific Accountabilities

    Perform consultations to patients due to undergo surgery, evaluating the risks of operating in collaboration with the surgeon/Medical officer, checking that patients authorize their operations in writing, providing them with appropriate information on their illness and treatments, and deciding on what type of anaesthetics to be used, in order to collaborate in setting everything up before surgery.
    Evaluate the risk of operating in collaboration with the Surgeon Doctor.
    Carry-out all nursing anaesthetics related activities during surgery, according to the procedures set before-hand by the doctor anaesthetist (if any); to collaborate in patient’s adequate anaesthetized state and safety during the process.
    Prepare beforehand the drugs, material, and equipment required.
    Administer and maintain anaesthetics following the rules of hygiene and asepsis in force.
    Monitor patients throughout the whole intervention.
    Provide post-operative care, including immediate post-operative surveillance in the recovery room (ensuring patient’s recovery of consciousness and setting analgesic protocol) and special patients present in the intensive care unit, to adapt the prescriptions (hydric resuscitation, anti-biotherapies, analgesics), with special focus on patient’s pain relief, during the stabilization and recovery process.
    Do round consultations with the Surgeon/ Medical officer once or twice a day, discussing therapeutic orientations with the department manager, renewing prescriptions and ensuring they are followed and systematically evaluating patients’ pain to adapt prescriptions and/or therapies for their relief.
    Implement and follow at all times hygiene rules, procedures and protocols, as well as look after the integrity of anaesthesia material (decontamination, sterilization, storage conditions, etc.) and other equipment, in order to ensure the safety and protection of patients and other staff. Know accidental blood exposure policy and procedure and implements them when necessary.
    Carry out all pharmacy related activities (stock control, station’s re-stocking, inventories, expired drugs, etc.) and other equipment of anaesthetic ward, doing special follow-up of narcotics and sedatives (register, consumptions, empty phials, etc.), ensuring enough stockup and the good functioning to carry-out the medical activities. Draw up pharmacy orders according to needs.
    Collaborate with other departments within the project (responding to accident emergency department requests, intervening in support of other services when needed, etc.), to support the overall MSF project with his/her expertise and capabilities.
    Carry out administrative procedures and documents (fill in of patients files, forms, statistics, data base, etc.), to have updated and correct information about the day-to-day activities.
    In collaboration with the Surgeon/ medical officer Doctor, carry out quantitative surgical anaesthesia data collection, draw up and send out reports for the monthly follow up of perisurgical mortality and for the quality of anaesthesia/pain management and informs immediately the direct supervisor in the event of medical error.
    Support other medical services whenever needed, particularly accident and emergency department and midwifery and obstetrics team in the maternity department (specially to resuscitate newborns).
    Reference person for pain problems within the health facility.
    When applicable train other medical staff.

    Requirements
    Education

    Essential clinical officer diploma and higher diploma in Anaesthesia

    Experience

    Essential, 2 years of relevant working experience.
    Experience with NGOs/MSF is desirable.

    Languages

    English Essential, local (Kiswahili/Somali) language desirable.

    Main Purpose
    Execute administrative tasks and do follow up of project accountancy, according to administration manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources.
    Accountabilities

    Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
    Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
    Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
    Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
    Update Social security Tax office employee files in order to meet legal requirements and duties.
    Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.

    Follow up all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
    Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
    Process the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
    Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.
    Make all administrative information available to the staff (posting, meetings, etc.)
    Classify and prepare all accounting pieces as requested by the Administration Manager.
    File the accounting documents and enter the accounting pieces in the accounting software, with the support from the Administration Manager and/or the Accounting Manager (ACMA).
    Support the Administration Manager in translating documents into local language. Assists the Administration Manager in meetings upon request.
    Ensure encoding in Unifield is done on a daily basis and updated as required.
    Prepare the weekly or monthly cash and bank reconciliation.
    Ensure all specimen of signatories for SKID and technical referent are up to date and/or changed if needed.
    Send requests to the Bank for the transfer of funds or transfer for payments after approval of SKID Finance Manager.
    Respect validation table and procurement procedure
    Make sure that all documents needed are in the staff file (contracts, job descriptions, ID documents, certificates, acceptance for local staff, disciplinary process, etc.), organize the files in a proper and clear way.
    Make sure that all needed documents from staff files are scanned and kept in a safe and proper place and properly organized.
    Organize the recruitment files (archiving) and ensure that the old ones are destroyed (more than 2 years old)

    Requirements

    The FSU is responsible for first and second line support to field logisticians and operational decision makers, and for developing relevant mission specific policies, procedures, guidance, and tools to support the field logisticians in their daily work. Daily management of the FSU is delegated to one Coordinator for direct Operational support, and one Coordinator for Technical logistics. The Logistics Advisor (Front Office) reports to the Coordinator responsible for direct operational support (Operational Logistics Coordinator).
    The Logistics Advisor (Front Office) works as an advisor to the operational cell managing our activities in a number of countries, and  acts as the first line of contact for senior logistics staff (logistical coordinators) in those missions. He/she co-operates closely with other members of the Field Support Unit (Front & Back office), the Procurement Unit, and other support departments.
    Overall objective: 
    MSF OCA field missions receive effective and appropriate logistical support

    To pro-actively support and provide expert advice to field staff responsible for the management of logistics and to the Operational Manager (OM), Operational Support Team (Health Program Manager, Operational Advisor and the other members of the OST), Back Office specialists in FSU and members of Amsterdam Procurement Unit (APU)
    To implement the operational policies (development, introduction and continuous improvement of the logistics/technical processes) of the Logistics Department;
    To support, set priorities and guide the missions in creating, maintaining and implementing mission specific logistics strategies and tactics, definition of services and service levels, localised policies and support structures.

    Responsibilities and Activities:

    Provides and ensures the quality, efficiency and availability of logistics/technical support to project countries in his/her portfolio. Highlights logistical issues in the supported portfolio and provides regular logistical updates to OM;
    Provides expert advice on the portfolio to Operations, Logistical Coordinators and Heads of Missions regarding the development of operational policies and strategies for their countries in line with the MSF OCA strategic plan, annual plans and MSF medical policies and supports the missions with the implementation thereof. This includes but is not limited to applied security, safety and air operations services, updating field missions’ greenlighted Airlines List and justification and green lighting of the specific logistics items/orders in line with OCA Justification Policy;
    Keeps up with new developments in the logistics/technical area, analyses these and advices about the best suitable solutions taken into account the views from the relevant stakeholders (FSU BO, Watsan Unit, IT, APU), the budget and the circumstances in the countries;
    Monitors compliance to policies and the logistical quality, integrity, outcomes and achievements of programs through field visits, the country planning and control cycle, data analysis, reviewing objectives on a regular basis, identifying problems and initiates improvements;
    Instructs and advises Logistical Coordinators in implementation of the above, if necessary on site and available for (short) field deployments on technical and/or emergency assignments;
    Assists in deciding of human resources by supporting pool management;
    Provides guidance to field staff by organising and/or facilitating in workshops and training and coaching of field staff, and performs briefing/debriefings of field staff, taking action where necessary ;
    Participates in Back Office projects or (logistics) working groups, tests new tools, equipment and guidelines if requested;
    Provides on time logistic/technical specific information as input for all kinds of reporting;
    Assures that HQ input and involvement in field support is well organized, functioning and aligned, and that, as a consequence, HQ speaks with “one voice”;
    Represents APU in OST and flags/highlights to the operational teams on various issues related to the timely provision of the supplies to the field missions and upstream part of the supply chain management of the supported portfolio;
    Aligns strategy and services with counterparts in other MSF sections where opportune or needed;
    Validates all the field trip reports & recommendations/action points provided by FSU BOs/FSU Flying staff/ICT field advisors and responsible for the timely follow-up on all recommendations with the field teams.

    Key Responsibilities:
    General:

    Support the implementation of risk, safety and security policies and protocols including business continuity and crises management plans across Africa and Asia.
    Systematically ensure that CIP leadership are executing and adhering to CIP’s safety and security policies and protocols through the management of key performance indicators.
    Coordinate and lead training procedures for CIP staff to identify and mitigate risk and execute their respective roles in response to incidents/crises.

    Provide staff orientation briefing sessions for both local and international staff.

    Assist in assessing high risk independent travel and provision of recommendations for CIP staff.
    Maintain awareness of security issues and emergencies in the Countries CIP operates in using available resources. Provide timely and relevant summaries to key staff. Work to have staff registered for online notifications / alerts from CIP travel security providers.
    Support Country Offices to establish and maintain emergency notification systems using WhatsApp and CIP’s contracted SMS texting service.
    Maintain awareness of Globally Recruited Staff (GRS) family and dependents in Africa and Asia. Support SFP knowledge of localized security situation to inform GRS of appropriate locations to live and manage their security and evacuation plans.
    Support Incident Reporting in Africa and Asia. Summarize, analyze and report key trends and statistics regarding safety or security issues experienced by CIP staff and GRS families, and recommend preventive actions as necessary.
    Assist in conducting risk assessments as needed for current or prospective CIP office locations and project work areas. Provide timely and thorough reports to management regarding particular safety concerns.
    Participate in Internal Safety and Security Committee at ILRI Campus and stay informed of industry best practices, trends and discussions regarding occupational health, safety, and security. Help ensure that CIP is in compliance with relevant laws, regulations and current best practices related to health, safety and security.
    Understand insurance coverage that is in place, work with the Country Mangers and Human Resource Managers to ensure that staff are aware of their coverage and how to use it in an emergency. Work with Country Managers to have designated persons and procedures in place to respond in case of need.
    Work closely with the CIP Global Risk, Security and Safety Manager and Africa and Asia Regional Manager to identify any areas of concern and/or evaluate health and safety conditions at existing or potential future CIP project sites.
    Respond to inquiries from staff regarding CIP’s occupational health, safety, and security policies, protocols and resources.

    Coordinate/execute/monitor course of action (COA) in response to crises, events, or incidents:

    Help coordinate Africa and Asia Incident Response including communications to ensure that CIP’s response is effective and consistent.
    Ensure key staff are informed and aware of incidents and any high risk activities that are being undertaken in CIP’s Africa and Asia offices.
    Conduct investigations and participate in after-action reviews to identify opportunities for training/improvement of CIP practices.
    Be available for after-hours incidents.
    Monitor Africa and Asia events regarding health, safety and security that may impact CIP operations and staff. Support Africa and Asia Country Managers and Security Focal Points to do so.
    Keep the Global RSS Manager informed of alerts and announcements of Africa and Asia events, including how our operations or participants are being affected and any relevant response by CIP or host organizations.

    What are we looking for?

    Bachelor’s Degree in business administration, Emergency Management, or Industrial Engineering. (Required).
    At least 6 years of experience in related or similar positions.
    Relevant experience in risk management, security, safety, emergency readiness, and occupational health. Prior police or military service is preferred.
    Experience living, studying, interning, volunteering, or working outside of home country.
    Knowledge of relevant laws and standards such as ISO 18788, 45001, 35000 related to Risk, Security, Occupational Health and Safety, Emergency Management, Business Contingency Planning.

    POSITION BACKGROUND
    In recent years, there has been a significant development in MSF’s medical and operational activities that has been sustained by an upsurge in MSF’s operational budget and complexity. Every year, approximately half of MSF’s budget is spent in procurement (services and goods).
    The MSF Strategic Procurement Program (MSPP) has been launched to intensify collaboration between the different MSF entities and streamline the existing MSF procurement set up, in order to achieve optimal operational efficiency by avoiding duplication, waste and operational complexity.
    The ultimate goal of the program is to develop and implement a global, common approach to strategic procurement across all entities (OCs, ESCs and Partner Sections) at international, regional and national level.
    In this context, MSF wants to develop strategic procurement support for field indirect spend.
    PLACE IN THE ORGANISATION
    The Field Procurement Expert for Indirect Spend will:

    Report hierarchically to the Field Strategic Procurement Project Manager
    Work closely with the Procurement, Supply and Log field referents from the 6 Operational Centers and the other MSPP team members.
    Interact with other stakeholder groups within the MSF movement (Operations, Logistics, Medical, Finance, Legal and HR).

    OBJECTIVES OF THE POSITION
    The overall objective of the Field Procurement Expert for Indirect Spend is to coordinate the development and implementation of service strategy for the main categories & countries while building a business case and supporting the movement with service procedures and guidelines.
    SCOPE
    The Field Procurement has the mandate to support the 6 Operational Centers regarding the development of procurement strategy for Indirect Categories, rising awareness of the procurement added value for the field.
    The Field Procurement Expert for Indirect Spend position is not a substitute for the local team (including Procurement Manager where there is one in place) in the mission nor the Partner Section. He/She is not accountable for the local purchasing.
    The main responsibilities are as follows:

    Lead the spend analysis for indirect categories based on the information provided (historical spend, budget and forecast) by the MSPP/Monitoring Project manager
    Continue the alignment and definition of the priorities regarding indirect categories with the main stakeholders from HQ and Field (Ops, Logistic, Supply, Finance, HR, Procurement, other technical referents);
    Develop and support the implementation of the procurement strategy for the selected indirect categories, as they are not covered today by supply/procurement staff in the field, based on the lessons learned from the pilots;
    Develop and manage knowledge concerning local and regional markets, local commercial laws & regulations and politics, as well as about MSF operational contexts and needs for the selected indirect categories;
    Develop market assessments and benchmark analysis (including local, regional, and international options) in order to collect all required information to feed the procurement strategy of the selected priority categories;
    Identify and implement synergies between MSF entities and Operations whenever possible;

    Job requirements
    Education:

    Bachelor’s Degree in Business and/or Supply Chain with ideally a specialization in procurement or project management or a combination of relevant education and professional experience.

    Experience:

    At least 3 years of experience in indirect spend (such as customs and transport, insurances, office, warehouse, housing, ICT…) including data analysis, sourcing, complex negotiation and contracting or a position in a different domain entailing the same components;
    Experience in category management;
    Computer literacy: proven ability to work with Office and ERP, in particular a good command of excel is a must
    Field missions in procurement /supply chain functions with MSF or another NGOs is a plus
    Experience in project management is an added value
    Proven track record of change management.

    Main Purpose
    Perform clinical laboratory activities according to MSF protocols, security and hygiene measures in order to obtain results to determine the patient’s treatment.
    Accountabilities

    According to medical prescription, preparing and performing clinical exams/tests with appropriate techniques and following MSF protocols and procedures. This function includes, among others:
    Taking blood, vaginal and urethral samples.
    Centrifuging blood and urine samples.
    Performing laboratory exams (serology, hematology, biochemistry, bacteriology or parasitological, according to context of the mission).
    Ensuring proper reporting and registration of the sample results in order to keep a written track of activity and give information to the relevant persons, ensuring confidentiality.
    Taking care, manage and organize efficiently the laboratory material/equipment:
    Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning
    Applying hygiene and safety protocols, doing daily cleaning /maintenance, sterilization, washing general glassware after procedures are done.
    Ensuring proper sample waste disposal according to MSF protocols and highest safety standards.
    Supplying orders, do stock, storage conditions follow-up, keep inventory.
    Keeping organized the data collection system of laboratory results and all information generated from the analysis done. 
    Reporting all relevant information linked to the activity in the laboratory to the line manager, especially the loss/robbery/damage of laboratory equipment or medicines.
    Performing minor maintenance and cleaning of the biomedical equipment following user manual and protocols. Alerting the supervisor in case of malfunctioning of any device. List item

    MSF Section/Context Specific Accountabilities

    Respect the universal hygiene standards and follow the disposal guidelines.
    Disinfect the working benches/tables before and after work according to the MSF protocol.
    Do proper and optimal waste segregation to reduce accidents and ensure safety in the department.
    Place order (weekly/monthly) for reagents and materials based on consumption with the support of the direct supervisor.
    Keep record of all investigations done: that is, the patients’ names, age, address/block, date, diagnosis, requester and result of the investigation(s) done.
    Ensure that results are dispatched according to the departmental units in a timely manner.
    Be able to prepare, stain and examine TB smears, peripheral blood film, gram’s staining and Indian Ink staining.
    Report problems and other relevant information related to patient services to the supervisor in a timely manner.
    Chart the fridges in the morning and evening and monitor the coldchain.
    Dust the microscope and the haematology machine, clean the hemoCue 301 machine according to the SOPs.
    Do blood grouping for expectant mothers sent from ANC and record the rusults correctly.
    Facilitate the transfer of samples to other centres in coordination with the lab supervisor and/or the HD.
    Do pre and post counseling, grouping, screening and bleeding of blood donors. Give them appropriate care.
    Do investigations in the departments/units/wards if required.
    Perform tests without any unnecessary delay. 
    Prepare Fresh Frozen Plasma (FFP) for transfusion.
    In the absence of the lab supervisor, supervise the auxiliary laboratory assistants and the allocation of duties pertaining to laboratory work. Keep communication with the Hospital Director (HD).
    Generate daily, weekly and monthly reports/data from the activities of the department.
    Facilitate any needs relating to epidemic surveillance.
    Run quality controls for machines used in the lab and other departments – glucometers and hemoCue 301.
    Perform training or refreshment for auxiliary laboratory assistants when needed.
    Apply personal protective measures while working in the lab; this includes MSF recommended scrubs/tunic trousers.
    Ensure that quality control tests are carried out regularly or as required by SOPS/MSF.
    Observe punctuality and work in the laboratory at odd hours if required by MSF policy.

    Requirements
    Education

    Essential Laboratory Technician diploma /degree.

    Experience

    Minimum 1 year working experience essential.

    Languages

    Mission language essential (English) and local language essential (Kiswahili/Somali).

    Knowledge

    Essential computer literacy (word, excel and internet)

    Job requirements
    Education:

    A Project Management Professional (PMP) Certification may be advantageous.

    Experience:

    5+ years work experience in complex organization, of which 2+ in project management including planning, risk management and cost control.
    Direct work experience in a complex multi-entities organization
