    Main objectives of the role
    Under the supervision of the Finance & Facilities Director, he/she will supervise and manage the Facilities and service desk teams.

    The Coordinator will manage and coordinate the support functions of the office infrastructure and processes, assure technology and communication platforms that are robust, fully supported, secure and available.
    The coordinator will ensure MSF provides adequate technical capacity and support from the facilities and Service unit/area.
    They will mainstream MSF Data Protection capabilities and security posture consistent with the Data Protection principles.
    The ideal candidate will bring exceptional technical, organizational and project management skills to support the vision of MSF, and the department goals.

    Duties and Responsibilities: 
    Major Functions: 

    Develop and deliver MSF ICT & Facility strategy and services, particularly around technical knowledge management, innovation, and collaboration to support MSF  teams and objectives.
    Identifies, develops, and implements technology strategies, frameworks, plans and improvements which deliver measurable benefits
    Formulates and directs ICT & facilities strategies, policies, plans and budget.
    Incorporates current industry trends across MSF and other INGOs and the broader technology industry promoting network collaboration on ICT trends and solutions
    Provides a broad range of technical expertise and capabilities
    Manages the ICT & Facilities team to deliver consistent, robust, and cost-effective services
    Ensure utilization of available resources to incorporate value for money principles into ICT & facilities operations.
    Develops, provides, and manages the operation of ICT infrastructure for Programs
    Directs the running of MSF facilities and creates a safe and efficient work environment that improves business performance and optimizes staff productivity.
    Ensures that the supply chain is efficient and effective throughout their organization.

    ICT:

    Establishes the necessary change management processes in close collaboration with key stakeholders and department managers, and ensures their effective implementation, in adapting existing applications and technology and the implementation of new infrastructure, applications, or technology.
    Ensures the confidentiality, integrity, availability, and resilience of MSF information systems and assets
    Develops and establishes technology standards, policies and governance for ICT services including ensuring services are adequately protected and there are adequate disaster mitigation strategies are in place
    Manages/ensures a proper management of key / strategic technology vendors for the software and hardware procured.
    Ensures the appropriate risk assessments and made when introducing new technologies in MSF, proposing mitigation strategies as necessary.
    Enforces written policies and standards/procedures regarding all ICT systems and infrastructure throughout MSF.
    Develops and manages technology partnerships associated with delivering on the ICT strategy.
    Builds the capability of MSF  IT staff and IT users utilizing an appropriate combination of internal and external training and knowledge management processes.
    Works with ICT departments throughout MSF to identify and implement global solutions which deliver clear benefits to MSF and to MSF globally.

    Office Facilities:

    Ensures policies and safety procedures are developed and implemented minimizing hazards.
    Engages with vendors and contractors
    Oversees facilities budgets and expenditure monitoring.
    Forecasts space needs and ensures that facilities capacity is adequate and properly utilized.
    Oversees remodeling and refurbishment initiatives.
    Supports on major projects such as office move relocation, construction & infrastructure developments.
    Manages the procurement function for the office and provides technical support & solutions for the teams.
    Supervises the movement, distribution, and storage of supplies and materials in a company.
    Negotiates lease agreements for MSF premises.

    Data protection:

    Provides oversight and direction to MSF Eastern Africa section in scaling their internal data protection capability and determining strategic priorities and urgent needs.
    Engages in targeted capacity building to upskill the Data protection Team to implement Data Protection strategies and initiatives
    Provides feedback on improvement of the Data Protection strategy, framework, and RoadMap
    Updates and advises the management on the relevant Data Protection implementations and developments
    Supports, shadows, and grows the Data Protection Team

    Team management and Supervision

    Manage & supervise the IT Manager, and the facilities, service & procurement team.
    Provide direction to the team and participate in planning functions for contribution towards strategic direction of the department/Unit.
    Support with identification of resources/staff and various capacities that can be part of the local/regional or global network & support structure. 

    Other duties:

    S/he actively seeks and implements ways to deliver and use information, collaboration, and communication technologies to reduce the environmental footprint of MSF.
    S/he represents MSF  at ICT & Facility related meetings, platforms and events including, where appropriate, external events.
    S/he advises management on current and future ICT trends.
    S/he support office security management and provides technical support for the Critical incident management team where required.
    S/he performs any other work as may be assigned by the Finance/Facilities director

    SELECTION CRITERIA
    Qualifications & competencies required 

    University or Technical school degree in Computer Science, Information Systems, or related discipline.
    Extensive experience in management of team, Project management and planning.
    Proven experience in running a Technical/IT department, project or unit within a multi-location Organization.
    Experience in a broad range of technological solutions and the ability to analyze new and existing tools to propose more efficient, effective, and environmentally sound ways of working.
    Experience in the NGO sector is a plus.

    Good experience in strategy development, implementation and change management.
    Credibility and the ability to establish confidence and respect – both internally and externally demonstrated through superior communications skills, especially when explaining complex technical details to non-technical staff.

    GENERAL OBJECTIVE AND PLACE IN THE ORGANIZATION
    Among other responsibilities, the Projects & IT team in MSF OCBA is responsible for the life cycle planning of business applications through the phases of strategize, architect, select, deploy, operate, evolve, and retire. As a key actor in the department, the Head of Applications manages the Applications Unit teams, that have specific responsibility for managing an important part of that lifecycle, including building or c onfiguring,maintaining, bug fixing, enhancing, administrating and eventually decommissioning applications. Some of our application delivery work might need to be managed as products, regardless of the main customer being internal.
    The Head of Applications will directly supervise the team leaders of the different applications teams in the unit, including eHealth/Apps4Ops, ERPs, CRMs and websites. The Head of Applications will work within the Projects & IT team, and s/he will be accountable to the Projects & IT Department Leader.
    MAIN FUNCTIONS AND RESPONSIBILITIES

    Provide leadership, innovative thinking and vision to the Applications teams, to ensure they contribute to MSF OCBA achieving its social mission goals.
    Work with the Projects & IT Leader and other IT heads to develop overall IT strategy in the context of the overall MSF OCBA strategic orientations.
    Develop productive and strong relationships with leadership and key stakeholders across the organization to influence how applications can enable value for MSF social mission and field needs.
    Develops and controls the annual applications budget to ensure that it’s consistent with the overall strategic objectives of Projects & IT and MSF OCBA and is within plan. Creates a culture of continuous cost optimization.
    Manage talent in the Applications unit, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting criteria to address new needs and skills gaps and aiming to improve diversity in the teams.
    Jointly with the application team managers and administrative support staff, ensure the appropriate day-to-day management of the Applications Unit, including staffing, administration and other relevant functions.
    Drive the development and adoption of technology standards, policies, procedures, governance processes and performance metrics for the application lifecycle management.
    In close collaboration with the IT Service Management area and key stakeholders, oversee the implementation and management application life cycle management status reporting, metrics and benchmarks.
    Manage the development of application sourcing strategies and provide oversight for key vendor and partner relationship management.
    Oversee the conduction of regular feedback processes on stakeholder satisfaction with applications, ensuring a transparent communication of results and the implementation of action plans to improve satisfaction.
    Work with the Head of PMO & IT Governance to ensure an appropriate management and delivery of application-related projects, as well as to establish appropriate coordination between project managers and applications teams and activity prioritization mechanisms, including handover of new services or products to regular IT operations.
    In close collaboration with key users and stakeholders, as well as the Architecture team and the Projects & IT Leader, oversee the assessment of the functional and technical fitness of the applications portfolio and their associated costs and risks, with a focus on portfolio optimization.
    Closely work with stakeholders to facilitate the application governance process, to define sets of measurable outcomes that applications must support, and the work to accomplish those outcomes within the limitations of the applications budget. This includes a continuous evaluation of the added value of applications, including the use of metrics such as Key Performance Indicators (KPI), and Objectives and Key Results (OKR).
    Oversee the application unit’s successful delivery of the previous outcomes in partnership with the key users and stakeholders in other departments, with a focus on benefits realization.
    Oversee support activities in conjunction with the Head of Infrastructure & Service Desk and the Head of Field ICT, to ensure the applications perform well in production and from the perspective of the users.
    In close collaboration with the Head of Architecture, key users and stakeholders, ensure the adoption of OCBA-level data and information strategies, policies and practices in the applications portfolio, and their alignment with standardized practices at global level, to facilitate digital interoperability and integration between OCBA applications, as well as at the MSF intersectional level.
    Establish the necessary coordination mechanisms with the Head of Information Security to ensure that MSF OCBA’s applications are effectively secured and that risks are mitigated.
    Lead the applications teams in their effort to contribute to the overall digital capacity and skills building across the organization, collaborating with peer Projects & IT leaders to ensure knowledge and insight can be freely shared.
    Participate in MSF international working groups, platforms, collaboration networks or steering groups as necessary, particularly those related to the applications delivery discipline.

    SELECTION CRITERIA

    University degree in a relevant field (Computer Science, Electrical/Telecom Engineering, IT/IS Management, etc.), or equivalent work experience.
    Minimum experience of 7 years working in IT or technology, with 4 or more working in management.
    Relevant experience managing big and/or complex teams.
    Oriented to service provision and management.
    Relevant knowledge of IT applications, operations, service and support organizations.
    Experience on financial management and reporting for IT, including budget development and cost allocation.
    Experience in Service Level Agreement and Services Portfolio Management.
    Experience in managing technology providers including development of strategic partnerships, negotiation of technology contracts, monitoring service delivery, and addressing vendor performance issues.
    Knowledge of ITIL or similar service management practices.
    User-level knowledge of Microsoft technologies.
    Relevant knowledge on ERPs, CRMs, web technologies, Health Information Systems, Business Intelligence.
    Enterprise Architecture Knowledge is an asset.
    Experience in Service Management definition.
    Desirable knowledge of some best practices frameworks and standard methodologies for service management and project management: ITIL, COBIT, SCRUM, Agile, PMI, PRINCE2, LeanIT…
    Previous experience working with MSF or other humanitarian organizations is an asset.
    Experience working with a diverse, non-technical, geographically dispersed organization is a strong asset.
    Fluency in English is required. Spanish will be highly valued as well. French is an asset.

    Technical Advisor II Policy and Programming

    The Technical Advisor II (TA) will support both the MOSAIC and EpiC projects and will be responsible for supporting country level technical activities related to the rollout of biomedical prevention products across the EpiC and MOSAIC programs and ensuring access of these products to young women and other vulnerable groups in select sub-Saharan African countries. Reporting to the Regional Technical Advisor (RTA) MOSAIC, the TA will provide overall technical guidance to country activities and work with project leadership in development of technical activities in support of country-level introduction and access of these products. The TA will also be expected to provide technical assistance to countries already implementing HIV prevention activities, especially pre-exposure prophylaxis (PrEP) to ensure gaps are promptly identified and relevant strategies developed to address those gaps to meet program targets. S/he will also be responsible for working with HQ-based staff supporting country work.
    Key Responsibilities/Accountabilities:

    Provide technical leadership in developing strategies and interventions to improve the quality and responsiveness of PrEP programming and service delivery for adolescent girls and young women, and key and other priority populations.
    Establish standards for quality PrEP service delivery, assess programs against these standards and provide assistance and guidance to ensure technical standards are achieved.
    Provide key linkage between product introduction research and TA project (MOSAIC) and large service delivery project (EpiC). S/he will be a core member of both projects, facilitating the uptake/use of MOSAIC-developed tools and resources to support PrEP policy and program and providing TA across countries in the EpiC project to support efficient and effective PrEP rollout.
    Support the implementation of country level activities for the projects, provide technical guidance to country-based staff, ensure that work is carried out according to the timeline established in the country implementation plans and alert project leadership of any deviations to these plans.  Provide technical guidance to country staff and project leadership to ensure any changes made to implementation plans continue to support project objectives. 
    Work with the EpiC technical team to ensure HIV prevention targets are met across supported countries.
    Work closely with MOSAIC Project research utilization team to ensure knowledge products are responding to country-level needs identified, contribute toward RU efforts for project tools and resources, provide guidance on learning technology and collaborative exchange sites.
    Liaise with other projects/programs across FHI 360 to identify and leverage market development/product introduction efforts.
    Provide technical guidance to PrEP Learning Network and other global product introduction information exchange platforms.
    Responsible for planning and scheduling own workflow and timetables, within area and function guidelines.
    Develop and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and provides technical guidance as requested.
    Stay abreast of new developments and initiatives within the product introduction technical area.
    Develop tools for the design and implementation of biomedical prevention products implementation and rollout activities. Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.

    Education: Medical doctor degree or paramedical studies with extensive experience in emergencies. Desirable specialization or training in Emergency and project Management Course.
    Experience: Essential 2 years working experience in paramedics and previous MSF field experience.

    Key Tasks and Responsibilities

     Coordinate with the administrative coordinator to ensure that all contracted vendors have current and up to date agreements reflective of agreed service periods, price listings and expectations.
     Responsible for receiving invoices, processing, preparing payments by verifying documentation to ensure internal controls are adhered to, completeness, adequacy, and accuracy of supporting documentation and proofs of purchase are valid (contracts, orders, bills, invoices, delivery receipts, etc.) – Give attention to detail while processing payments to ensure accuracy of financial data
     Monitoring the Account Payable (AP) cycle from invoice processing to payment to ensure that timelines and quality meet the KPIs and targets – Ensure all open/overdue items are being attended to and resolved in a timely manner including vendor invoice follow up and reconciliations.
     Prepare upload payments to Mobile Money payment system and ensures beneficiaries details are correct, real and active, and beneficiaries are paid in time.
     Prepare and control advances – assist in issuing program activity and travel advances ensuring that all costs and travels have adequate authorization and approval prior to payment remittance and closely monitor accounts receivables to ensure retirement of the same after conclusion of activities and/or travel including reviewing and processing expense submissions/reconciliations.
     Actively participate in reviewing and liquidating petty cash and promptly process replenishment.
     Engage with the administrative and program coordinators to provide financial support for technical related activities, meetings, workshops, and trainings in ensuring costs are recognized in the correct category and performs integrity checks of project and accounting codes to ensure completeness and accuracy of financial data.
     Participates in monthly closing activities to ensure local accounts are prepared timeously and accurately.
     Track VAT expenditures for all applicable projects and ensure value added taxes (VAT) are treated properly, prepare, and submit DA1 forms for VAT exemption, liaise with the USAID and vendors on any resultant VAT issues and maintain an accurate VAT Tracker.
     Support internal/external audits as required, ensure audit recommendations are implemented and actions are taken to address weaknesses in financial controls and procedures identified in the financial and other forms of audit reporting.
     Support new and existing team members through proper knowledge transfer, sharing of resource, knowledge, and experience
     Always keeps files up to date and guarantees proper filing of relevant financial project documentation including copying, stamp all payment and journal vouchers ‘’PAID’’ after payments have been done, scanning and maintain an effective filling system in line with organizational requirements for ease of access and retrieval.
     Performs other financial tasks assigned and agreed upon with the Finance and Administration Director and program staff which are consistent with his/her qualifications, this Scope of Work and the general requirements of the project.

    Qualification:

     Bachelor’s degree in accounting, finance, commerce, or other comparable/equivalent qualification.
     Accounting professional qualification – Chartered/Certified Accountant (CPA, ACCA) or other comparable/equivalent qualification.
     At least 2-3 years’ relevant experience, preferably in a similar/equivalent position in an INGO.
     Hands-on experience QuickBooks and/or a similar accounting system would be considered an asset.
     Good Knowledge of Electronic Tax Payment System, VAT exemption procedures of USAID, Kenya Revenue Authority (KRA) and Ministry of Finance would be considered an asset.
     Knowledge of Generally Accepted Accounting Principles (GAAP) and/or International Financial Reporting Standards (IFRS).

    Skills and Competencies

     Advanced knowledge of Microsoft Office, especially Excel and Word required
     Strong organizational and problem-solving skill and meticulous attention to detail.
     Good management, administrative and communication skills.
     Must be organized, multi-task oriented and able to work in a team or as an individual, adapt to and work effectively within a fast paced/evolving work environment, under a variety of situations and with various individuals and groups.

    OVERALL RESPONSIBILITIES
    This position will be responsible for the REACH program’s malaria in pregnancy activities across the specific region of operation and will work with the guidance and support of the Senior Malaria Technical Advisor.
    SPECIFIC ACCOUNTABILITY

    Provide technical support and oversight for the project’s malaria in pregnancy activities and ensure the efficient implementation and timely reporting of these project activities to regional and country-specific donors, MSH headquarters and the project team.
    Coordinate project liaison and collaboration with partners, donors, various USAID country missions, clients, and stakeholders, including MSH headquarters. Maintain a USAID/REACH partnership that engenders trust and respect and build USAID’s confidence in MSH’s ability to get the job done.
    Support planning and technical oversight of MSH and partners activities in the selected countries. Ensure that the malaria in pregnancy activities are coordinated at all levels. Ensure that technical work plans are linked so that the monitoring and evaluation plans are integrated. Provide technical oversight and best practices across the countries to promote sustainable malaria in pregnancy practices that lead to direct impact.
    Define specific, quantifiable performance indicators and targets for programs and report results as related to malaria in pregnancy service delivery. Work with the Monitoring and Evaluation Director to assess activity progress to ensure that the project maintains close adherence to work plans and meets designated milestones, deliverables, and benchmarks.
    Work in close collaboration with the project leadership team including regional and country levels, to ensure coordinated and effective operational support for the project and for MSH within the various countries and regions.
    Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for global project staff, as well as to support team members in the Home Office.
    Ensure effective coordination is established and maintained with the relevant MSH or REACH project country Operational Support Team (OST).
    Advise the project Technical Director in alignment of human resources with project work plans and emerging SOW from the donors, MSH and partners including on external sourcing of human resources and consultants.
    The MiPA will contribute to annual workplan development, implementation, and review.  They will ensure alignment with regional frameworks and strategies, national and donor strategies in each country – including USAID strategies. The MiPA will identify opportunities for integrated planning and implementation creating synergies between the various malaria service delivery areas.
    The MiPA will work closely with country teams to provide technical guidance related to malaria in pregnancy activities.
    Contribute to a knowledge management and help develop technical briefs, abstracts, success stories and related manuscripts that highlight project work related to delivery of malaria in pregnancy services
    An advanced degree at the Master’s level or above in social science, public health, or other appropriate area is required.
    At least 10 years of professional experience working on malaria control or public health programs, with at least 5 years of technical leadership designing and implementing malaria-related or public health service delivery activities in collaboration with developing countries.
    Respected and recognized leadership in the malaria or malaria in pregnancy sectors.
    Technical expertise in prevention and management of malaria in pregnancy.
    Understanding of current key WHO, Roll Back Malaria Partnership, the President’s Malaria Initiative, and Global Fund to Fight AIDS, Tuberculosis and Malaria issues essential.
    Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, host country officials including National Malaria Control Program and MoH Reproductive Health technical and management leaders, NGOs, private sector groups, USAID, and other donor organizations.
    Direct experience with USAID projects is strongly preferred.
    Must have a proven track record of working on teams and fostering collaboration to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
    Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
    Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
    Fluency in English is required and fluency in a second language (either French or en Portuguese) is strongly preferred.
