    Tasks & Responsibilities
    Major Functions: 

    Provide technical assistance for hardware and software issues reported by end users.

    Support users in accessing Office 365 services and assist with Windows 10 deployments and computer setups.
    Troubleshoot internet connectivity issues.

    Qualifications

    Bachelor’s degree in Computer Science, Information Technology, or a related field.
    At least 3 years of experience in an IT support role, with experience in network/internet, physical and virtual server infrastructure, access control systems, video conferencing equipment, and IT security.
    Experience with Office 365, Windows 10, and Wi-Fi access points.
    Strong technical skills and knowledge of IT infrastructure and support best practices.
    Excellent communication, collaboration, and project management skills.
    Ability to work well independently and as part of a team.
    Ability to prioritize and manage multiple tasks in a fast-paced environment.

    Main objectives of the role
    Under the supervision of the ICT & Facilities Coordinator, the Applications and Development Specialist will lead the business automation efforts of MSF Eastern Africa through the identification and implementation of solutions that increase operational efficiency.
    The Specialist will perform comprehensive systems planning and assessments, allowing for the development and implementation of digital strategies that address operational requirements.     Duties and Responsibilities: 
    Major Functions:

    SELECTION CRITERIA
    Qualifications & competencies required

    Minimum of 5 years of experience in software application development (including experience with modern web technologies, databases, and application frameworks), with at least 2 years in a leadership role.
    Strong technical skills in app development, programming languages, and software development methodologies.
    Experience leading technical projects e.g Tier 1/Tier 2 ERPs from conception to completion
    Experience with project management, including project planning, budgeting, and resource allocation.

    PURPOSE OF THE FUNCTION
    The main objective of the function is to be the focal point for staff health issues for all staff working under MSF EA and staff visiting/transiting/training or referred for medical attention in Kenya. H/She will be responsible for MSF EA Office staff health, MEDEVAC and transit support for temporary staff in country, as well as punctual medical support of staff in the MSF EA pool for international mobile staff. As a member of the HR team of MSF EA, the Staff Health Officer reports to the Director of HR.     MAIN RESPONSIBILITIES
    MSF EA Office Staff Health

    Review and support the implementation of staff health and safety framework for all MSF EA staff to ensure their overall safety and taking into account the Legal frame as well as MSF minimum standards.
    Support the development of the necessary policies and guides. Prepare and implement the same, ensuring adherence through adequate sensitization/awareness and training of all staff where necessary.
    Staff Focal point on the Medical insurance application for MSF EA, and link with the insurance, medical specialists and hospitals for follow-up, while ensuring the confidentiality, privacy, and integrity of staff information is maintained.
    Ensure confidentiality of personal/medical information of staff; compliance to General Data Protection Regulation, and will be the GDPR champion for the Staff Health area.
    The medical focal point for all health insurance issues, inform/brief all staff (newcomers and recruits) on MSF EAS health coverage.
    Inform/brief all staff on the health situation and risks in Kenya and ensure the availability of preventive measures when necessary (prophylaxis and appropriate advice to travellers or residents etc.). This also includes a watchdog role to alert in case of a new situation in the country (epidemics; situation affecting good access to care etc.) and to take the necessary measures to ensure that staff have access to information and prevention measures, if relevant and according to the situation.
    Be part of the occupational health and safety committee for the MSF EA office, ensure compliance with the Occupational safety and health (OSH) ACT, through license acquisition and following up implementation of the OSH recommendations.

    MSF Staff in Transit/MEDEVAC

    In collaboration with the OC Staff health Units (SHUs) and Mission Medical responsible, support any staff referred for medical care (normal/emergency) as per the MedEvac guidelines or transiting through the MSF EA office:
    Review from time to time the health structures in Kenya (outpatient and inpatient facilities, laboratories and other diagnostic structures, pharmacies, vaccination & travel medicine centres) in order to maintain an up-to-date list of the level of quality available. Ensure that this is covered through the applicable staff insurance plan and providers lists in the country.
    Identify through this review medical institutions (hospitals, clinics, specialists) and where necessary facilitate agreements to ensure efficiency in provision of care and support of staff.
    Provide support to MSF staff referred to Nairobi (and dependents if in Kenya) suffering from serious medical conditions/illnesses:
    Coordinate contact with the referral hospital in Nairobi prior to and during the entire period of stay or follow up of the staff.
    Liaise with ISOS and the MedCO/Staff health referent in cases where further medical intervention is required, due to life-threatening conditions that require care beyond what is available in Nairobi.
    Act as family liaison if needed, providing support to the person/family and make a recommendation for Psychological support to the Psychologist where needed (in close collaboration and on request of OC’s).

    MSF EA International Mobile staff pool

    Provide support to International mobile Field staff in collaboration with the OC Pool management and Staff health Units (SHUs);
    Ensure that staff are adequately briefed and de-briefed, with the information necessary provided by and shared/discussed with the contracting OC.
    Fitness for field deployment:  On OC SHU request, provide support with annual/periodical health international mobile staff who may need to come to Nairobi for a health check, ensure that the system is implemented and functioning well.
    Follow-up on post-mission health issues of international/regional staff.
    In conjunction with the Field HR teams in MSF EA and staff health referent (or Psychosocial support lead) in the OC’s, ensure that all MSF staff have access to psychosocial care, prevention and treatment if necessary.
    Update lists of, and foresee agreements, with hospitals/clinics/facilities/specialists where staff can be supported.

    Purpose of the consultancy
    The purpose of the consultancy is to build a comprehensive picture of the social, health, environmental, governance, economic vulnerability of selected communities as well as the effects of the ongoing drought, in Marsabit Isiolo, Laikipia and Samburu the assessment will identify opportunities for future development in the selected areas. The result of this identification will be compiled into a needs assessment report.
    Objectives of the assessment

    Assess the status of selected communities in social, health, environmental, governance, economic issues as well as the effects of the drought, in selected sub counties of Marsabit, Isiolo, Laikipia, and Samburu.
    Conduct systems mapping to understand complex social problems by visualizing the relationships, dynamics of the system, and identify leverage points, gaps, and opportunities for change.
    Identify current level of implementation by different stakeholders and the gaps that exist in fulfilling the needs of the vulnerable communities.
    identify key opportunities and strategies for future programming in each of the sectors in the assessed area

    Scope of the assignment
    The data collection will be carried out in the 4 counties in selected Sub counties and Wards through secondary data review, Key Informant Interviews (KII), Focus Group Discussions (FGDs), survey with community members, and assessment of various facilities. The development of the study design and tools for data collection will be done jointly with Food for the Hungry Kenya with the support of Food for the Hungry regional and global office and the selected consultant, the consultant will take lead in analyzing the data and development of an actionable comprehensive report. All field logistical support will be provided by Food for the Hungry Kenya.
    Methodology

    Desk review: to conduct a desk review of the available thematic information on the areas under assessment.
    Key Informant Interviews: to assess perceived satisfaction, problems, and barriers social and economic issues as well as leadership and governance issues .
    Focus Group Discussions: to conduct focus group discussions with community members (with emphasis on inclusion of vulnerable groups).
    Survey with community members: to conduct a questionnaire with community members to assess social and economic needs.
    Assessment of economic and social infrastructure: to assess the capacities, strengths, weaknesses of economic and social systems to provide quality economic and basic social services.

     Coordinate, maintain, and be lead focal point for MSF’s global structures in the back end of major social media platforms (Facebook, TikTok, Twitter)
     Inform, train, provide access and support users within the MSF digital community according to their status and objectives daily
     Contribute to designing international strategies for social media platforms to achieve common objectives, helping to find international/regional/local synergies
     Coordinate global initiatives to transform MSF social media presence according to digital industry evolution
     Keep up to date information on MSF social media footprint and, in collaboration with the International Web Officer, produce an annual report on MSF’s digital footprint with recommendations
     Promote best practices and guidelines to improve MSF’s digital presence

    Chair the Digital Working Group (DWG) for operational communication and contribute to its activities

     Organise, prepare, and record meetings of the DWG and report on its activity
     Support the members of the DWG on identifying priorities and planning for digital activities in support of MSF operations
     Provide strategic advice to DWG on global digital engagement activities and opportunities
     Facilitate training sessions and produce guidance material for field staff when required

    Provide strategic advice for international digital engagement initiatives

     Provide strategic and technical support for social media tools and platforms managed by the International Office Communications team (IO comms)
     Act as online advertising expert for IO comms (SEM, social media advertising) and manage corresponding ads accounts
     Provide strategic advice to the International President on managing his social media channels and produce dedicated content in collaboration with the International Content Manager
     Lead the process of defining an international engagement strategy for MSF Global presence in LinkedIn in collaboration with the International Human Resources Communication Advisor and the corresponding working group
     Provide strategic guidance on how to produce and disseminate social content across MSF teams on request

    Contribute to MSF Digital Initiatives (led by others)

     Contribute to reporting system on sensitive content in coordination with the Disinformation Officer
    Contribute to international social media listening efforts and back up the International Digital Data and Insights Advisor
    Be an active member of different MSF communities of practice, especially advising the Fundraising community on digital engagement activities
    Act as the International Office online fraud focal point and support the Intersectional Legal Department with strengthening MSF response mechanisms to tackle online fraud across the organisation
    Support the creation of online branding standards
    Support the digital Communication and Fundraising community during emergencies & crises, coordinating international efforts and leading initiatives

    Other

     Be part of the evening/weekend on-call rota for publishing to website and social media;
    Undertake any other tasks as delegated by managers

    Job requirements

     Genuine interest in, and commitment to, the humanitarian principles of MSF.
     At least five years of proven experience in a similar position.
     Proven experience in digital marketing
     Excellent command of written and oral English
     Strong written and editing skills
     Solid knowledge of SEO/SEM (AdWords certifications is a plus) and of social media advertising
     Experience with managing social media crisis situations
     Excellent organisational skills with demonstrated ability to execute projects on time

    Objective of the Position:
    Defining, coordinating and monitoring the epidemiological activities, ensuring the development of appropriate methodology and the quality of studies according to MSF protocols, standards and procedures in order to identify risk factors for diseases and to determine the optimal treatment approaches to clinical practice and the preventive medicine to be used in the missions.
    Tasks & Responsibilities:
    In collaboration with the other MSF team members:

    Set up and/or maintain an alarm monitoring system for early warning related to outbreak prone diseases, malnutrition and conflict, investigate and verify alerts based on predefined scenarios or events, perform frequent analysis on the alerts identified.
    Perform horizon scanning and epidemic intelligence activities to feed the alarm monitoring system.
    Support the team to respond to emergencies.
    Lead and/or support health needs assessments and exploratory missions in collaboration with the emergency team.
    Perform outbreak investigations (lead and/or support the team) using the 10 steps in outbreak investigation as a guide including final report writing.
    Set up new or improve existing mission surveillance and monitoring systems and maintain them according to the mission needs and the new projects/interventions performed by the emergency team.
    Implement and maintain the intersectional Nutrition Surveillance System.
    Identify the need for, design and implement surveys or rapid assessments (e.g. vaccination, nutrition, mortality, etc.).
    In collaboration with the team, identify appropriate operational research questions and develop relevant Operational Research activities including protocol writing and submission to Ethics Committee, study implementation, analysis and scientific communication.
    Develop and/or implement appropriate epidemiological tools to support the above mentioned activities.
    Perform data cleaning and management, descriptive and advanced analysis, synthesis, regular and adhoc reporting and scientific communication.
    Interprete appropriately available data and information and provide relevant and timely evidence-based advise and recommendations to the operations to guide programmatic and response decisions, promote innovative thinking for new strategies and models of care.
    Train, coach or mentor other team members in epidemiological methods, data management, analysis and reporting when appropriate.
    Develop and execute the annual epidemiological activity plan with its respective budget.
    Perform networking: maintain and expand the current network of national public and academic institutions inlcuding the Kenyan Field Epidemiology and Laboratory Training Programme, attend revelant meetings and represent MSF when necessary (cluster meetings, etc.).

    Qualifications & Requirements:

    Education: Essential medical or nursing related diploma; essential degree (or masters) in Epidemiology or Public Health with extensive training in statistics and epidemiology. Desirable diploma in Field Epidemiology and Laboratory Training Programme (FELTP; desirable specialization or training in tropical diseases or Public Health.
    Experience: Essential working experience of at least two years in epidemiological activities related jobs. Desirable working experience: in MSF or other INGO’s; in low and middle-income country(ries).
    Knowledge: Essential computer literacy (MS Office Suite) and an analytical/statistical software (Epi-Info, STATA, R, etc.). Desirable knowledge of DHIS2, QGIS, Osmand, PowerBI, KoboCollect, ODK, RedCap/ A reference manager software (Zotero, Mendeley, etc.).

    Specific accountabilities include but are not limited to:
    Import / Regulatory

    Facilitate the importation of medicines and medical products from the European Supply Centers (ESCs) on behalf of MSF Holland Missions in the region, according to Kenya’s legislation and the validated Country Constraints (CC) file;
    Responsible for relations and follow up with Pharmacy and Poisons Board (PPB) and any other Kenyan authority regarding any challenges relating to importation medicines and medical products, in collaboration with the Intersectional Regional Pharmacist,;
    Liaise with the Intersectional Regional Pharmacist, MSF ESC Regulatory Affairs Pharmacists, KO Transport Manager and/or other relevant actors for professional information sharing and/or to discuss regulatory challenges;
    Responsible to maintain and implement an internal Standard Operating Procedure for KO’s importation activities, aligned with the current validated CC file.
    Regularly update information on pharmaceutical legislation, in particular on importation and legal requirements that can impact MSF operations. Inform the Intersectional Pharmacist, the Section Pharmacist and other coordinators (HoM/LogCo/) accordingly.
    Actively participate in meetings with the other coordinators where pharmaceutical information is exchanged, and problems are shared in order to find common solutions; participate in other cross-departmental meetings whenever necessary to share updates on ongoing pharmaceutical issues.

    Good Storage & Distribution Practices (GSDP)

    Responsible for annual renewal of license and ensures KO adheres to the regulations related to it;
    Responsible for KO’s warehouses (WHs) compliance with PPB’s Good Distribution Practices (GDP) guidelines, as well as MSF standards for storage and distributions of medicines;
    Responsible for the development and continuous update of KO’s Quality Management System (QMS), through Documents, SOPs, Work Instructions (WIs), etc.
    Responsible for the capacity building of KO’s team members on managing medicines and medical goods, through routine trainings on the QMS procedures and MSF’s policies, protocols, guidelines and tools;
    Perform regular GSDP self-inspection on KO’s WHs and reports the findings to the respective Managers and the LogCo;
    Create a Corrective Action Preventive Action (CAPA) plan to address and follow-up on any deviation of processes (either identified during the self-inspection or during a routine activity);
    Responsible for outsourced services that contribute to KO’s GDP compliance, guaranteeing that those activities are clearly defined, agreed and controlled (i.e. maintenance of cold room; fumigation; cleaning services; waste management etc;
    Responsible for handling, sharing and recording claims, complains, alerts and recalls, following the specific procedures linked to each type of issue, and also the origin of the products, as per MSF’s guidelines;

    MSF’s Procurement Policy

    Responsible for KO’s adherence of the MSF’s Policy for the Procurement of Medical Products, in regard to both international and local purchase;
    Provide additional technical information and feedback on local medical purchase requests shared by Procurement Department, in collaboration with the Intersectional Regional Pharmacist;
    Consults Mission Pharmacists and Mission Medical Coordinators if additional clarification is needed to ensure what is available with the supplier is meeting their needs;
    Responsible for physical checks of medicines and medical products locally procured during cargo reception;
    Responsible for liaising with the Intersectional Regional Pharmacist for non-standard local (NSL) codes needed for medical articles, as well as pending subscriptions in UniData (UD).

    Requirements
    Education

    Essential: Pharmacy Degree (or equivalent 4-5 years diploma according to the country of origin of the pharmacist)

    Experience

    2 years’ demonstrated experience in (warehouse) pharmacy management
    Registered with Pharmacy & Poison Board (PPB) Kenya with valid PPB license

    Desirable

    Experience in importation of medical goods
    Experience with quality assurance e.g. as a responsible pharmacist for a warehouse (GSDP)

    Essential: Experience in working with MSF
    Languages
