    Rationale/Objective for Position

    As an organisation founded by journalists and doctors, communications play a specific role within MSF. We hope to alleviate suffering by providing medical assistance and by speaking out about what we witness in the course of our work. Communications helps to further our organisation´s wider objectives, including by helping us to grow our human and financial base, by communicating to our patients about the services we provide or by sharing health promotion messages.
    MSF Eastern Africa is the regional institutional office for MSF. The office focusses on representation and networking, recruiting and supporting staff from the region, communications and fundraising, as well as on other dossiers of importance to MSF such as Equality, Diversity and Inclusion (DEI), mutualization, trainings, medical operational support and environmental health.
    The multimedia producer will be part of MSF Eastern Africa´s communication team which includes a director of communications and fundraising who oversees activity in the unit´s media, digital and events and fundraising workstreams. Whilst sitting within this team, the position´s main liaison will be with communications staff working for our projects in the region for which the producer will assist in creating compelling content for distribution to media and our offices around the world.
    The position reports to the director of communications and fundraising and receives technical support as needed from AV production teams across MSF. 

    Tasks & Responsibilities

    The position will take a journalistic approach to seek out and tell strong stories to raise awareness of the humanitarian crises in East Africa and the work of MSF in response to them. This will involve project managing the production of compelling multimedia content for MSF´s online platforms and for external media.
    Adding to the diversity of our communications is also a core objective of the position, and the producer will contribute to ensuring that people from East Africa are given a strong voice in our regional and global output.  It will also contribute to the conversation and action around how MSF represents affected populations. 
    Content will be aimed at audiences both within the region and outside of it.

    Production

    Responsible for creating compelling multimedia content which tells strong and engaging stories, for use on MSF social media channels and that can be pitched externally to media partners by communications colleagues. Although most dissemination will be undertaken by the social and media team, the producer will from time to time send BROLL and other formats as needed to external and internal contacts. 
    Production will take place both within the MSF EA office and in the organisation´s regional project locations, involving travel to the field including at short notice including during emergencies, and must align to MSF´s ethical standards and guidelines.
    Works with HQ production teams on different versions of the communications products for use in different markets. 
    Working together with the wider team, helps to develop content styles and products that engage with East African audiences.  Adapts international communications packages and materials from the MSF movement that can be relevant to our regional audience, again working with the wider team to determine the most appropriate adaptations. 
    Promotes innovation, staying aware of trends within multimedia production and media outlets, regularly testing new approaches and formats to engage better with our audiences. 
    Creates a list of trusted freelancers that can be called on to work with MSF in the field; manages the commissioning of freelancers based on clear objectives and terms of reference for each project.  
    Disseminates content in line with MSF´s internal standards, to colleagues within MSF as well as to external outlets as needed. 
    Trains colleagues in the region and provides advice and support on elements of multimedia production, such as storytelling, editing and project management, as needed, either remotely or by visiting project locations. 

    Liaison with colleagues across MSF

    Liaises with communications and production colleagues across the movement in order to manage production and internal dissemination of content according to MSF standards, contributing to the international coordination of MSF video activity. 
    Works with communications colleagues across the MSF movement to develop and deliver packages, including validating materials. 
    Sits within the MSF Eastern Africa communications department, attending regular meetings to contribute to the overall strategy.

    Others

    Contributes to analysing the performance of packages and the creation of reports, alongside the members of the EA comms team. 
    Manages the purchase and upkeep of equipment. 
    Ensures all materials are filed and archived correctly, on the offices local hard drives and on MSF´s international multimedia database. 
    Responsible for maintaining and updating licensing and copyright audit trails.
    Upholds MSF´s ethical standards around production, including patient consent, representation and confidentiality, as well as our principles and contributes to the conversation and actions around this important dossier.

    Qualifications
    Essential

    Minimum five years’ experience of producing strong multimedia content that tells compelling stories, with a background in either charity, broadcast/digital journalism, or agency production, preferably within East Africa.
    Solid project management and production skills, preferably within a journalistic role.
    Strong examples of recent work which includes producing engaging content for social media platforms.
    Experience with mobile journalism equipment and techniques.
    Experience filming with a DSLR camera kit.
    Experience of conducting on camera interviews.
    Copy/script-writing skills and the ability to adapt style to suit a range of audiences.
    Good understanding of editing workflows, including transcoding, ingesting and archiving footage.
    A highly collaborative and cooperative person, with the ability to work with colleagues in different counties.
    Thorough understanding of online video channels, social media, emerging technologies and innovative approaches for content creation within the COVID-19 context.
    Expert knowledge, skill and experience of Adobe Creative Cloud suite, in particular Adobe Premier Pro.

    Main Purpose

    Plan, Organize and carry-out all nursing activities related to the operating theatre (OT) running, according to MSF health protocols, universal hygienic standards and in coordination with the surgeon and anesthetist, in order to ensure a smooth functioning of the surgical activities (pre, during and post-operative care) offered to patients.

    Accountabilities

    Ensure the preparation of the material and equipment (checking the quantity and quality), in the OT and carry-out the reception, transport of the patient from the preparation room to the OT and ensuring his/her installation for surgery.
    Assist the surgeon and anaesthetist during the operation, anticipating their needs, in order to facilitate their job and helping throughout the whole process.
    Checks vital parameters of the patient with the nurse anaesthetist
    Organize the patient’s transport and installation from the operating theatre to the recovery room and carry-out and/or supervise all the post-operative activities (used material collection, OT’s cleaning and disinfection, resetting all equipment and material back), in order to prepare the OT for next surgical intervention or any emergency.
    Implement and follow-up the hygiene, sterilization, asepsis and disinfection protocols and procedures at all times, in pre, during and post-operative activities, in order to ensure the patient and staff’s safety conditions. i.e. waste containers availability, sharps container, checking no material or needles remain in the surgical towels, placing instruments into soak container, take instruments/linen to sterilization unit, etc.).
    Supervise and train the nurse-aids and cleaners while in the OT in following all appropriate protocols and procedures, in order to ensure the quality of the healthcare given to patients. and train NS where applicable
    Perform cleaning and minor maintenance for biomedical equipment used. Follow user manual and protocols and alert supervisor in case of malfunctioning of any device.
    Control all equipment and material stock to be used in the OT, in order to ensure an efficient and rationale use of material resources while preventing damage and deterioration.
    Carry-out and supervise administrative procedures and documents (check identity of patient and his/her consent for the operation, fill in patients files, forms, statistics, quantitative surgical data collection, etc.), and report any problematic situations and cases arising, in order to have updated and correct information about the day-to-day activity and ensuring proper transfer of information.
    Participate in data and reporting
    Intervene in support of other services whenever needed and work particularly in close collaboration with the accident, emergency department and with obstetrics
    Plan patient care activities at the OT daily using OT lists and other regular OT schedules
    Prepare the materials and equipment (checking the quantity and quality), in the OT prior to any procedures
    Carry-out reception and transportation of the patient from the preparation room to the OT and ensuring his/her installation for surgery.
    Monitor the patients scheduled for operation pre-op and post-op
    Perform timely ordering of pharmaceuticals and non-pharmaceuticals for consumption in the OT
    Oversee and implement proper cleaning services within the OT and sterilization department

    Main Purpose:

    Contributing to the implementation of operational communication strategy in the mission according to MSF standards. Aiming at building MSF visibility, acceptance and leverage inside the country. Focusing on media alert, local media management and content production and diffusion.

    Other tasks include, but are not limited to:
    Media Management and Monitoring

    Under the supervision of the Field Communications Manager, the FCO establishes and maintains regular relations with key local media contacts (journalists, bloggers, photographers, and cameramen).

    He/she organizes events for local media (Press conference, Press briefing etc). The FCO may act as a spokes-person for local media, particularly in local languages not spoken by members of the field coordination team.

    The FCO supervises the production of local communication tools and products (leaflets, brochures, posters, radio spots, articles, photos, videos) according to local strategy and budget.
    In particular, he/she will help identify the right communications tools and will adapt/translate communications materials to targeted local audiences.
    The FCO actively diffuses MSF content in the country in local languages and among local media. If judged applicable, he/ she uses social media (twitter, blogs, Facebook etc.) to promote this content.

    Social Media Management

    The FCO is responsible for creating and administering content on MSF local social media platforms to build an audience and ensure community engagement. The FCO will also monitor site metrics and respond to comments.
    The FCO will organize and coordinate social media ambassador’s refresher training in liaison with the FCM. He/She will also support with digital media assessments when needed. 

    Internal Communication

    The FCO will help in promoting MSF external communications principles and material towards the national staff (Why does MSF communicate, what does MSF communicate about, how does MSF communicates) although it is not his/her prime responsibility.
    He/ she will sensitize national staff about potential external communications risks.
    If need be, he/ she can edit the production of internal communication tools (newsletter, etc.) under the supervision of the FCM.
    When applicable the FCO will provide communication training for other staff.

    Reporting

    The FCO will participate in communication data-collection and reporting as required.

    Education

    Essential: Degree in Journalism, Communications or related university degree.

    Experience

    Essential: previous working experience of at least two years in communications, journalism or public relations in the country.
    Essential: previous working experience in dealing with media in the country.
    Experience working and traveling in Somalia and in-depth understanding of Somali culture, geography, and development issues is required

    Language

    Strong written and verbal fluency in English and Somali languages is required.

    Knowledge

    Excellent writing skills.
    Thorough knowledge of traditional media and good under-standing of social media.
    Good networking and media relations skills
    Essential computer literacy (word, excel and internet).

    Main Purpose

    Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiary’s health conditions.

    Accountabilities

    Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
    Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
    Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctorsand informing their family about the patient’s evolution.
    Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
    Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
    Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
    Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
    Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.
    MSF Section/Context Specific Accountabilities
    Use appropriate personal and protective equipment (PPEs) provided by the facility while in the clinical setting and also when attending to patients.
    Ensure proper triaging, timely consultation and intervention of patients in the clinical setting where the officer is designated to work (ER or wards).
    Ensure activities in the reproductive health and newborn unit are organized. Support / collaborate with the midwife in charge of department in the management of obstetric emergencies or other obstetric problems.
    Responsible of the care and treatment of pregnant mothers(including ANC-PNC-FP high risk clinic ) ,Gynaecological patients and neonates in NBU and maternity ward by ensuring Daily ward rounds & routine reviews in Maternity ward and NBU is done.
    Perform basic procedures like MVA, assist the nurses during difficult deliveries, perform C/S as soon as it is necessary etc.
    In coordination with the maternity supervisor, conduct the High-risk clinic and ensure a follow up strategy is in place with the outreach team CHW / TBA s visits all High-risk mothers and remind them of the danger signs.
    Ensure on the job training of Clinical officers and ANC-RH working in the department on management of pregnancy complications, neonatal care and conduct CME at least once in a month in collaboration with hospital director &/Nursing activity manager.
    Examine and treat all SGBV cases in a confidential manner and be responsible for the P3 forms for the SGBV cases.
    Actively participate in the project’s quality of care activities such as CMEs, case reviews, Mortality audits & rational prescription audits.
    Perform any other duties assigned by the supervisor.

    Requirements
    Education

    Medical Doctor Degree

    Experience

    2 years’ experience minimum as a Medical Doctor or in clinical work (can be within medical training).
    Desirable in tropical medicine, or post-registration experience in Public Health, obs and gynae, pediatrics, A, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.

    Languages

    Mission language essential (English).
    Local language desirable (Kiswahili, Somali).
