    As eHealth Mobile Implementation Officer (MIO) you will be part of the MAST team and you will primarily be working in the field. You will provide support in all aspects of the design, tailored implementations of health information systems, that enable efficient capture, transmission, analysis and visualization of medical data. While being the key onsite service provider in the projects, you will also provide general expertise and support to HMIS users in HQ.

    RESPONSIBILITIES
    Projects data management support:

    Engage with relevant project stakeholders to define goals for health information management support.
    Review project log frames and support field teams to update and align their log frames to current medical objectives.
    Support medical managers to define and select a set of appropriate medical indicators to be monitored routinely
    Conduct mapping of health information systems, medical data flow from collection to reporting, processes used, quality of data captured, and people involved.
    Identify, analyze, document and resolve procedural and/or system related challenges that hinder quality data: Provide recommendations for improvement and promote adoption of best practices in health information management.
    Work with the projects teams to entrench appropriate changes in existing health information systems, propose new ways of working and devise project specific data errors mitigation measures.
    Support projects to ensure data protection best practices are implemented and followed.
    In collaboration with the team of Epidemiologists, support data use activities including reviewing key indicators for project monitoring.

    HMIS implementation:

    Support projects in the set up and prepare for deployment of standard HMIS.
    Pilot HMIS tools, capture users’ experience and requests necessary to improve the system to meet the projects’ needs.
    Work with other MAST team members to organize and deploy standard HMIS.
    Lead implementation of the HMIS on site or remotely
    Participate in the initial “after go live” review of the system’s configuration and output displays and identify changes or improvements required.
    Debrief and handover to the MAST support team after HMIS implementation.

    Capacity Building

    Identify training, coaching and professional development needs of medical and projects data management staff.
    Provide user training to projects and HQ personnel on Ariadne supported applications/ tools and on general data management and use.
    Assist with the development and revision of training materials whenever needed.

    Business Analysis

    Assist in writing HMIS use cases in the projects and HQ to inform new features, applications, and system interfaces.

    REQUIREMENTS
    Education & Experience

    Medical or paramedical diploma with training in healthcare/project management, public health, epidemiology, or health informatics
    At least 3 years of experience in health information management, project monitoring and surveillance with MSF or with a similar humanitarian organization (as epidemiologist, Project Medical Referent, Medical coordinator…)
    Experience in implementing and/or maintaining HMIS and in working with MS Excel
    Experience in conducting trainings [face to face and online] for a diverse audience.
    Experience with data visualization using power BI, DHIS2, Tableau, etc is an asset.

    Tasks & Responsibilities

    The position will take a journalistic approach to seek out and tell strong stories to raise awareness of the humanitarian crises in East Africa and the work of MSF in response to them. This will involve project managing the production of compelling multimedia content for MSF´s online platforms and for external media.
    Adding to the diversity of our communications is also a core objective of the position, and the producer will contribute to ensuring that people from East Africa are given a strong voice in our regional and global output.  It will also contribute to the conversation and action around how MSF represents affected populations. 
    Content will be aimed at audiences both within the region and outside of it.

    Production

    Responsible for creating compelling multimedia content which tells strong and engaging stories, for use on MSF social media channels and that can be pitched externally to media partners by communications colleagues. Although most dissemination will be undertaken by the social and media team, the producer will from time to time send BROLL and other formats as needed to external and internal contacts. 
    Production will take place both within the MSF EA office and in the organisation´s regional project locations, involving travel to the field including at short notice including during emergencies, and must align to MSF´s ethical standards and guidelines.
    Works with HQ production teams on different versions of the communications products for use in different markets. 
    Working together with the wider team, helps to develop content styles and products that engage with East African audiences.  Adapts international communications packages and materials from the MSF movement that can be relevant to our regional audience, again working with the wider team to determine the most appropriate adaptations. 
    Promotes innovation, staying aware of trends within multimedia production and media outlets, regularly testing new approaches and formats to engage better with our audiences. 
    Creates a list of trusted freelancers that can be called on to work with MSF in the field; manages the commissioning of freelancers based on clear objectives and terms of reference for each project.  
    Disseminates content in line with MSF´s internal standards, to colleagues within MSF as well as to external outlets as needed. 
    Trains colleagues in the region and provides advice and support on elements of multimedia production, such as storytelling, editing and project management, as needed, either remotely or by visiting project locations. 

    Liaison with colleagues across MSF

    Liaises with communications and production colleagues across the movement in order to manage production and internal dissemination of content according to MSF standards, contributing to the international coordination of MSF video activity. 
    Works with communications colleagues across the MSF movement to develop and deliver packages, including validating materials. 
    Sits within the MSF Eastern Africa communications department, attending regular meetings to contribute to the overall strategy.

    Qualifications
    Essential

    Minimum five years’ experience of producing strong multimedia content that tells compelling stories, with a background in either charity, broadcast/digital journalism, or agency production, preferably within East Africa.
    Solid project management and production skills, preferably within a journalistic role.
    Strong examples of recent work which includes producing engaging content for social media platforms.
    Experience with mobile journalism equipment and techniques.
    Experience filming with a DSLR camera kit.
    Experience of conducting on camera interviews.

S/he also supports field communication teams in addressing communication needs and requests relayed from the MSF movement. And s/he contributes to achieving MSF’s social mission of bearing witness (temoignage) and speaking out outlined in our strategic communication orientations.

    Communications Strategy

    Together with the team in the cell unit and, jointly with the field coms teams working with the missions, assesses communication needs and priorities in order to advise and support in defining and designing a communication strategy and plan of activities to meet the objectives for each country/project;
    Advises and works with the cell, the mission and advocacy/humanitarian affairs colleagues, as needed, on MSF’s public positioning linked to the operations and to the issues identified as priorities where we operate; contributing to bearing witness (temoignage), drawing attention, alerting, mobilizing and/or denouncing on situations and conditions of populations we are assisting, as well as to ensure transparency and accountability towards our different stakeholders at local, regional and  global levels
    Works closely with the operational colleagues at both HQ and field levels to define the communication objectives and messaging and based on the targeted audience, propose the most optimum way in terms of format and channel to ensure the relevance and impact of the communication;
    Advises and supports field communication teams in implementing and assessing impact of communications strategies;
    Works closely with the OCBA Digital Advisor for operational communications to ensure operations and field communications teams engage in proper analysis of digital needs and integrate them in the overall communication strategies and plans as well as properly equip them to address these specific needs;
    Coordinates with CAs from other Operational Centers covering the same portfolio of countries to inform and understand each other’s priorities, strategies and plans, collaborate when possible on joint initiatives and enable intersectional field communication resources to implement our respective activities;
    Works in collaboration with Advocacy Managers/Humanitarian Affairs Officers (HAOs), members of OCBA’s reflection and analysis team (ARHP) to support advocacy efforts on topics and issues at stake in the countries covered according to the needs;
    Works in collaboration with the communications hubs based in the region to identify opportunities of media and digital engagement at international, regional and local levels and reinforce overall the implementation and impact of the communication strategies defined for the countries in the region.

    Communication Assessment, Monitoring, Analysis & Reporting

    Ensures with the support of the field communication resources, digital advisor and regional communication hubs as needed that the communication landscape (traditional and digital) is integrated in the context analysis of the country and is regularly updated (through the country communication framework, digital assessments);
    Ensures with the support of the field communication resources and digital advisor that monitoring is in place and is relayed to the operational colleagues;
    Keeps abreast of the public discourse, debates, narratives around the countries/projects/issues of the portfolio to advise Operations on opportunities for public positioning that would contribute to achieving operational objectives;
    Contributes to assessing risks identified by operations and advises on the role and potential impact of public positioning in mitigating those risks;
    Follows and analyzes the changing communications environment particularly on audience, segmentation, consumption of media, tools, timing, platforms, dissemination, etc.
    Supports field communication teams in assessing and reporting back on impact of coms initiatives by engaging relevant regional communication hubs, partner sections, IO depending on the targeted audience to gather their respective feedback;
    Overall contributes to reporting on OCBA’s operational communication unit’s goals and metrics linked to OCBA’s strategic orientations.

    Media management

    Advises and supports field coms teams in their media dissemination strategies including identification and segmentation of audience, deciding on choices of channels and types of content, as well as engaging relevant colleagues in the movement to optimize impact of communications. This includes proactively connecting the field and the region-based communications hubs as well as partner sections to maximize impact of the communication.
    Maintaining a network of media representatives following their relevant contexts and issues and facilitating exchanges between them and cell/field colleagues;
    Identify partnership opportunities with media in collaboration with MSF Spain’s media unit and that of other partner sections or regional hubs for communication initiatives (production and dissemination);
    Supports, facilitates and manages as needed with the field communication teams direct media requests and those from the movement, including field visits;
    Closely monitors the way contextual evolutions/MSF operations are reported in the media for each country/project to alert Operations and other CAs anytime an issue might/has come out in the media and provide guidance on how to handle it, together with Field Communications.

    Crisis Management

    Provides strategic advice to the desk and supports field coms teams in ensuring monitoring is in place, coms strategies (incl. scenarios, coms responses) are in place and relevant material is produced and shared for both internal and external communication;
    Acts as a key member of crisis incident management team when put in place;
    Contributes to crisis management related reviews and trainings

    Field operations & communications support

    Provides direct comms support through regular field assignments to the projects as needed (emergency, priority dossier, gap-filling…) and, together with the Field Communications resources (if in place), carry out field visits to assess communication needs, better understand the communications/media environment, define communication priorities with the field and coordination teams and support in developing key documents and material (e.g. a Country Communications Framework).
    Briefs and debriefs expatriates going to/from the field about MSF´s communications practices, guidelines, expectations and activities;
    Participates in the conception, preparation and implementation of communication training modules for both field operations and communications staff;
    Provides media/communications training to key spokespeople in the field and conduct information sessions on the role of communications to local staff, if Field Communications staff is not in place;
    Supports recruitment of Field Communications staff and provides induction about MSF’s communications practices, guidelines, expectations and activities;
    Advises and supports field coms teams by establishing concrete objectives, assisting them in prioritizing their workload, providing guidance and training, conducting appraisals & debriefings at the end of their assignment as well as supporting them in the implementation of their work as outlined in the earlier points;

    Content Production

    Oversees the production of communications materials gathered by field communication resources or directly by him/her (from field assignment), for the various audiences and channels targeted;
    Ensures that communications initiatives are made with proper preparation, implementation and dissemination (e.g. communication initiative framework, dissemination strategy, etc.) by engaging relevant colleagues (Creative Content Unit, relevant regional hubs or partner sections); 
    Ensures that communications strategies, action plans and materials, including those created by Field Communications teams, are consistent and compliant with MSF´s identity, as well as diversity, equity and inclusion guidelines and ethical standards;
    Works closely with the Creative Content Unit, relevant regional comms hubs or potential external partners, to jointly define and develop creative projects on OCBA’s operational comms priorities; 
    Contributes to- content for various MSF internal and external publications, such as the annual International Activity Report, newsletters, etc.;
    As needed, and in close coordination with Creative Content Unit and field comms teams, occasionally collects material (stories, digital content, photos, videos, etc.) and contributes to the production of content for external dissemination.

    Coordination, Back up & On call

    Participates in the relevant cell and operational meetings as needed;
    Participates and engages regularly with other communication colleagues from other sections covering same portfolio (regular calls, meetings); 
    Participates in the regular operational communication team and wider communication department meetings;
    Meets regularly and coordinates production of content with members of the Creative Content Unit;
    Covers temporarily for other team members or upon request of the Head of Operational Communication on other countries or topics;
    S/he is “on-call” for emergency communications some weekends and evenings.

    SELECTION CRITERIA

    Degree in communications, journalism, political science or other related degrees;
    Minimum four years of professional experience in communications/ advocacy/ humanitarian affairs with an international NGO;
    Knowledge and understanding of the media landscape internationally and regionally;
    Proven skills and experience in digital engagement and social media;
    Field experience with MSF or another humanitarian organization – highly desirable;
    Direct experience and knowledge of the region of the portfolio and its different political/humanitarian stakes;
    Excellent writing, editing, and proofreading in English / French and main language of the region. Knowledge of other languages of the region is an asset;
    Good understanding of humanitarian interventions, their principles and ethics;
    Track record of developing successful communication strategies;
    Experience in production of communications tools (written, digital and multimedia);
    Ability to analyze and synthesize complex and sensitive material accurately to produce content.

    Others

    Ability to handle a large volume of work and know how to prioritize ongoing vs. immediate needs appropriately;
    Strong capacity to deal with stress and short deadlines;
    Availability to travel to unstable contexts with very short notice;
    Possibly spends around 20-30% of his/her annual working time in the field.

    Main Purpose

    Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities, and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect condition and collaborate in the development of the mission.

    Accountabilities

    Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
    Ensuring the check and follow-up of facilities under the line manager’s supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor’s instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
    Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
    Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person’s task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
    Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
    Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensuring reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment
    Management of fleet at coordination including the liaison with JMW. In addition to that, I act as a focal point for the mission fleet to ensure all files and documents are up to date

    General facilities management of all the premises in Nairobi (1 OFF + 8 GHs)
    Partial Gap covering other technical managers in Logistics coordination.
    Support the projects in Gaps covering LS and LM.
    Management of the security guards and acting as a focal point with the security company
    Ensure the regular update of TMS at the mission level.
    Create a Mission data base for all service providers that we are engaging at the mission level with yearly appraisal of their performance
    Any additional tasks delegated by the line manager.

    Requirements
    Education

    Essential: Bachelor’s or Diploma in Logistics. Any formal technical training in the logistics family would have an added value

    Experience

    Essential: Minimum 2 years of working experience in a similar position. At least one year of experience within the MSF logistics department is desirable.

    Profile:
    Experience:

    Significative experience on the field as log coordinator in an NGO is required
    Experience in a coordination role in an NGO is an asset

    Skills:

    Basic technical knowledge in multiple logistics families (electricity, biomed, construction, mechanics…)
    Demonstrated experience in project management
    International supply and importation experience is an asset
    Familiarity with the supply and logistics policies and tools in place in MSF-OCP is an asset
    Skills in IT are necessary (office suite), specialized tools are an asset (CAD, ArcGIS…)
