    Senior Technical Advisor, Health Economics & Financing

    The STA will support MSH-led health financing projects and be responsible for increasing worldwide knowledge and understanding of MSH’s health financing work publications in journals; presentations to donors, stakeholders, and other development partners; and at conferences. The incumbent will also be expected to identify other project opportunities with health financing elements and participate in developing new business development proposals.

    More specifically:
    Technical Assistance and Expertise 70% LOE

    Provide technical oversight on current and future projects and technical activities related to Health Financing for current MSH project.

    External representation 15% LOE

    Ensure strong representation of MSH Health Financing activities to local, regional and global partners – including USAID, governments, and other donors. Strengthen collaboration with these partners to advance MSH’s global mission.
    Establish and manage relationships with partner organizations. This will include prime and subcontractors.
    Partner and build strong relationships with thought leaders and engage new audiences in the area of practice.
    Represent MSH at industry conferences and workshops as appropriate and as funding permits.

    Business Development 15% LOE

    Use network and connections to identify and build relationships with strategic partners and funders on practice priorities.
    Support the development of strategic plans for growing the business portfolio for MSH in Health Financing.
    As a technical leader, participate in new business development efforts and act as a reviewer of proposals.
    Work in close coordination when needed with MSH’s Business Development (BD) BD Unit reviewing bid opportunities, determining the opportunities that MSH should pursue in the practice area.
    Provide critical strategic guidance and insight into pre-positioning for practice area bids as needed.
    Work in coordination with BD Unit to track funding opportunities. Lead and/or participate in pitching ideas to donors and funders on practice area topics.
    Build and maintain strong relationships with key players among US government and non-US government donors and partners.
    Partner with MSH’s BD in scanning both the market and potential competitors.

    Qualifications

    Required Education:

    Masters in Health Economics, Economics, Public Health, Public Policy, or other related field.

    Required Experience:

    Minimum of seven (7) years of relevant work experience in leading health sector projects and activities in low-resource settings with an emphasis on managing and coordinating economic evaluations and analytical assessments.
    Significant and successful experience in providing technical assistance in the development, design, implementation, and evaluation of health finance policies and programs at the country level.
    Demonstrated success in leading successful proposals to donors, especially USAID, Bill and Melinda Gates Foundation, or the World Bank.
    Extensive experience in providing capacity-building training in LMICs.

    Knowledge And Skills

    Strong analytical and quantitative analysis skills and a track record of leading technical activities in the field of Health Financing.
    Excellent written and verbal communication skills with a track record of publications in the field of health economics in established peer-viewed journals and presentations at international conferences.
    Good interpersonal and relationship-building competencies in both developed and developing country settings coupled with strong written and oral communication skills.
    Fluency in English required, working professional knowledge of French, Spanish, or Portuguese language preferred.

    The Supply Chain Manager provides operations support on all issues related to the supply chain of missions in the cell 6 portfolio (when taking up this role, this will be South Sudan, Liberia, of Chad and the reintegration of Sudan planned by June – subject to modifications depending on emergency situations).
    You are under the hierarchical responsibility of the Cell Manager (RC) and work in close collaboration with all members of the cell (Med, Log, HR, Fin).

    As a member of the cell team, you participate in defining the program objectives of the portfolio countries and their management.

    Your main activities are:
    Be responsible for the purchasing and supply strategy for portfolio missions

    Support and support the coordination of each portfolio mission on the definition, update and implementation of a strategy for all pillars of the Supply Chain (planning, local purchasing, order management, inventory management, warehousing, transport, imports).
    Analyze Supply Chain issues specific to the unit’s countries, identify risks and implement mitigation measures

    Coordinate the operational implementation of the purchasing and supply policy on the missions in its portfolio:

    Guarantee the dissemination and compliance with Supply Chain policies, procedures, tools and best practices, ensure their effective application in the unit’s missions and the adequate justification of exceptions
    Supervise and advise the implementation of the operational supply chain by field teams: identification of the various relevant local or regional purchasing sources, positioning and sizing of stocks, entry and transit points, international modes of transport and local
    Inform the rest of the unit of the specific Supply Chain issues of the programs and alert on the risks and constraints having a potential impact on operations
    Be responsible for adapting procedures to the context by relying on business advisors/experts
    Define the measures to be put in place to ensure reduced exposure to the risk of fraud, in collaboration with the logistics, medical and financial managers of the unit, as well as internal control

    Functionally manage the teams in the field within its scope:

    Supervise, advise, provide support, motivate, and develop the skills of coordinators in charge of the Supply Chain and all field Supply Chain staff, where applicable by mobilizing support teams (referents, flying) for targeted visits
    Participate in the orientation and evaluation of their work in collaboration with the Head of Mission, in particular through a roadmap for SupplyCo and/or STL positions
    Guarantee the adequacy of the operational objectives of the programming defined by the SupplyCo
    Ensure the appropriate composition of the field Supply Chain teams by advising missions on the HR set-up and by collaborating with pool management and the Purchasing & Approval department on matching

    Transmission of skills and capitalization:

    Ensure the capitalization of knowledge and methods acquired in the field, write feedback and ensure adequate archiving of key documents and information in your field for the unit’s missions
    Ensure briefings and debriefings of IMS on all supply and pharma positions (including the organization of Purchasing & Supply and MSF Logistics department briefings when relevant), and participate in briefings and debriefings of all coordinators
    Participate in the training of supply chain, pharma and logistics managers in the field or during international sessions (SUFITRA, SUTETRA, SUMATRA, TLB, etc.)

    Participate in the life of the unit and the Purchasing & Supply department

    Participate in meetings or other team and department events
    Contribute to cross-functional projects and institutional objectives related to the Supply Chain (e.g. reduction of the carbon footprint of freight and purchasing, “know your partner”, supply chain transformational topics)
    Collaborate with the business and tools department on the continuous improvement of the Supply Chain repository, as well as with the Global Procurement Unit, BI, MSF Log.
    If necessary, provide backup to another Supply Cell (short periods)

    Experiences:

    Significant experience of 2 years in supply chain in the humanitarian field, including experience as a Coordinator (supply, log, pharma) is essential.
    MSF OCP experience is desirable.
    Experience in the private sector in positions of responsibility in several areas of the Supply Chain (supply, transport, purchasing, stocks) is an asset
    Languages: Fluent French and English at minimum B2 level (written and oral)

    Organize and plan the visits to the field: elaborate and communicate Terms of Reference prior to visits, provide a visit report with clear recommendations to be followed, and follow-up progress on recommendations with logistics managers on monthly basis
    Establish a monthly Sitrep on the activities in the country, mentioning highlights on achievements for the previous month, providing updates on key indicators to be followed and analyze (number of WOs in MEMO, % of WOs that are late and reasons why, any cold chain ruptures), and objectives of the following month.

    Additional requirements:

    Computer literacy essential
    Good project management and record keeping skills (especially for electrical design and layouts)
    Fluency in the use of electrical wiring drawing software (AutoCAD or similar)
    Knowledge of international electrical standards, systems, design and layout.

    The Data Protection Advisor Assistant is responsible for assisting the Data Protection Advisor in implementing the data protection action plan within missions in Kenya and the region.     Tasks & Responsibilities

    Implement data protection best practices, with some relevant and realistic means such as provision of advice and recommendations on data protection to departments and field missions and assist in their implementation
    Provide training in data protection, pairing up with the IT officer to guarantee 100% of the staff are aware and autonomous in their actions
    Draft or review policies and procedures necessary to apply data protection principles to MSF activities
    Map the data flows generated by the activities and ensure proper maintenance and updating of the register of processing activities
    Ensure that data protection is considered when choosing MSF service providers and partners, particularly in contracts

    Carry out the necessary data protection impact assessments with the missions

    Qualifications
    Education

    Bachelor’s Degree in any of the following fields: Law, Computer Science, Information Communication Technology, Informatics, Statistics or their equivalent from a recognized and accredited institution
    Technical data strategy and protection certification standard such as protection information management (PIM), Certified Information Privacy Professional (CIPP/E) or Certified Data Privacy Solutions Engineer (CDPSE) is an added advantage

    Experience

    Legal and technical expertise in data protection and at least 2 years of experience in data protection
    Experience with digital security awareness topics and best practices, particularly cybersecurity is a plus
    Strong experience in change management and process implementation
    Previous experience with MSF/ NGOs is a plus
