    Position Overview

    Pact seeks a Capacity Development (CD) Director for the USAID-funded Strengthening Youth and Women’s Civic Participation Activity which aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches.  
    This program is in year two of an anticipated five-year activity, with a dramatic shift in the operating context in response to the onset of violent conflict in Sudan. This position will support Sudan programming from a program office in Nairobi, Kenya or Kampala, Uganda with regular travel in the East Africa region.
    The Capacity Development Director is accountable for leading the Activity’s strategy for strengthening the capacity of local partners and leading the development and realization of local organizations’ resource mobilization and sustainability strategies. The director will lead a team that drives and monitors implementation of CD activities by mentoring technical teams, ensuring adherence to targets, timelines, budget management and achievement of objectives. In addition to leading the technical and contextual adaptation of Pact and partner’s CD tools and approaches to support achievement of Activity objectives and targets, the Director will be responsible for CD related resource sharing, knowledge management, best practices, cross learning, and innovations that yield sustainable CD results.

    Key Responsibilities

    Lead strategy development, implementation, and monitoring of all project activities concerning capacity development.
    Provide input to the development of annual implementation plans, project reports, and other key project deliverables that contribute to the development of the project’s analytical products including research policy briefs, presentations, project updates, environment scans, or newsletter articles, etc.
    Facilitate network analysis and strengthening activities to identify barriers and opportunities for advancing shared civil society strengthening programming and to improve coordination and integration of activities.
    Complete capacity and performance assessments of partners/subgrantees and support the development of Institutional Strengthening Plans for each partner/subgrantee.
    Identify partner/subgrantee training needs, identify trainers, and support the development of curriculum for all trainings.
    Identify opportunities for partner/subawardee mentoring needs and provide mentoring on a range of organizational development topics.
    Regularly review subgrantee capacity needs and contribute to the development of resources/ documents for specific technical areas identified for capacity development of subgrantees, including training, mentoring, and coaching, etc.
    Support collaboration with donors, multilateral organizations, host country governments, and implementing partners to apply civil society strengthening approaches and best practices for the purpose of capacity building, especially though training, mentoring, and learning activities.
    Lead capacity building on quality assurance/continuous quality improvement of project tools, methodologies, and approaches. Document CD-related best practices. Regularly collect, analyze, and report on CD data.
    Provide written inputs and/ contribute to the development of tools required to monitor the implementation and monitoring of project capacity CD activities.
    Coordinate on/off-line training sessions, workshops, mentoring of subawards to ensure the efficient and timely implementation of project activities.
    Conduct CD learning sessions/ coordinate peer exchange sessions for subawards on various technical areas. Conduct regular field visits to provide technical support, capacity development, mentorship, or coaching to subawards.
    Orient Pact program team on a range of CD tools like ITOCA, OPI, CAP, CSP. Orient and coach new team members on CD tools and approaches.
    Provide written inputs and/ contribute to the development of tools required to monitor the implementation and monitoring of project capacity development activities.
    Perform other duties as assigned by the Deputy Chief of Party.

    Basic Requirements

    Master’s degree and 9+ years relevant experience or equivalent combination of education and experience, including 5 years of management experience. Bachelor’s and 11 years of experience. 
    At least seven to ten (7-10) years of experience in designing and implementing technical and organizational capacity building programs and application of CD tools (ITOCA, OPI, CAP, CSP).
    Knowledge of, and experience with, USAID’s collaborating, adapting, and learning (CLA) approaches.
    Knowledge of the political, social, and economic context of Sudan.
    Demonstrated ability to partner successfully with team, partner/subgrantee organizations, and other stakeholders.
    Professional fluency in written and spoken English and Arabic.
    Proficiency in Microsoft Office.

    Preferred Qualifications

    Knowledge of, and experience with, key democracy, human rights and governance programming in Sudan is a strong advantage, as is experience building the capacity of civil society organizations.

    The successful candidate reports to the Human Resource Coordinator. Objective of the Position:

    Support the external administrative service in obtaining work & travel permits for all international staff of MSFOCP, as well as all other administrative work related to the presence of international staff in the mission (medical licenses, PIN certificates, etc..).
    Support the mission in obtaining travel permits, visa, etc. for all staff from the mission.

    Accountabilities  

    Together with the Human Resource Coordinator, ensure that all MSF staff have applied and obtained on time any visa, stay, travel or working permits in the mission country according to needs, and keep information on legal, administrative procedures.  
    Maintain the support travel service in HQ informed about ongoing processes, specific situations or changes in the procedures related to visas, work permits and other travel related issues.  
    Establish and maintain professional contact with relevant authorities, depending on the context and the needs of the mission.  
    Arrange meetings related to administrative issues for the Head of Mission or the Human Resource Coordinator as well as attend them.  
    Keep a complete and updated detailed list of all useful contacts in the Country/Mission with names, telephones, addresses and other relevant details.  
    Ensure that no illegal money is paid to any authorities or any individual ,promoting and sharing MSF principles and values at all levels.  
    Keep all documentation and files updates, properly filles and easily accessible for the internal users.

    MSF Section /Context Specific Accountabilities

    Visitor and IMS planning & administration: in – and outgoing  
    To create the planning for all incoming and outgoing visitors and IMS in the mission.
    To share weekly planned arrivals and departures with the Coordination and the Admin projects  
    To prepare all the documents needed before arrival: LOI, welcome kit.  
    To share timely the briefing/ de-briefing schedules with all coordination.  Together with the HQ, create a debriefing schedule for outgoing IMS from the mission.  
    Arrange the pick-up of new arrivals at the airport and provide welcome documents, visitor phones house keys and advance on Per diem.
    Organisation and follow up of local transit and movements  
    To coordinate the local movements and transits of Visitors, IMS and LHS. This includes booking of local flights and hotels.  
    Maintain a monthly planning for all movements with departure and arrival dates, in collaboration with the LOG department.  
    Update on a weekly basis the Movement plan/ Guest houses with log base and share to the coordination.  
    Book taxis for the staff where necessary, based on the planned travel.  
    Update the COFIHR on sensitive issues and possible problems (tickets non re-routable, non-refundable…)
    IMS immigration support, work permit and Medical Licences  
    Update regularly the Expat excel file with administrative information – departure/arrival date, passport details, visa, work permit details and expiration dates.
    Ensures all necessary documentation to obtain work permits (and medical license where applicable) are received before the arrival of the IMS.  
    Coordinates the immigration administrative procedure for all IMS (initiation and follow-up), in collaboration with the HQ.  
    Prepares the documentation for the work permit/special pass applications for IMS and coordinates with the RPO office on the same.  
    In collaboration with the RPO office, ensure cancellation of work permits and deposit recovery are done after expatriates’ departure.  
    Fill the Pro D and deactivate the KRA PIN after expats departure and maintain the records. IMS & LHS support for (Schengen) Visa and planned travel abroad (trainings, etc.)  
    Supports the IMS and LHS in the obtaining of Schengen visa, in collaboration with the HQ departure team and/or the Training Support team.  
    Ensures that all IMS and LHS requiring Schengen visa have the needed documentation and supports them in making appointments with the respective embassies.  
    Stay informed about the latest processes and procedures for the main Embassies (France, Belgium, Spain, Swiss, Germany) on obtaining Schengen visa, and updates the procedures in a written document to share with staff.  
    Inform the COFIHR of any significant changes in the procedures that could affect the obtaining of a Schengen visa. Information Management  Maintains and shares a monthly contact list of the mission.  
    File all correspondence received.  
    Coordinating and arranging meetings (workshop venues, refreshments, stationery needs etc.)  
    Upon request, create memos, verify information with the Administration Department, and distribute them with the mission.  
    Keeps a record of all leave requests from all IMS in the mission and updates the leaves in the Expatriate Excel file.
    Administrative support to the Coordination  
    In collaboration with the HR assistant, maintain the front office by organizing the items on a weekly basis, adding new items to the inventory, updating the list regularly and tracking items borrowed to ensure they are returned.  
    In collaboration with the HR assistant, provide forms for staff and assist to prepare internal requests for the stationaries.  
    Follow up on taxi / telephone bills to ensure national / expatriate staff are charged for personal usage.

    Other Duties as requested  

    To assist the Coordinators and Head of Mission with various tasks as requested.  
    To participate in meetings and training as needed.

    Tasks & Responsibilities
    Strategic Responsibilities

    Develop and implement digital strategies, liaising with colleagues across the continent and throughout MSF to coordinate and strengthen MSF´s wider digital communications efforts.
    Develop and oversee the implementation of specific digital marketing strategies to support the office´s broad agenda and continually improve campaigns dependent on their performance.

    Technical and Operational Responsibilities
    Digital

    Develop and oversee implementation of evolving digital and social media plans, including devising content strategy, creating engaging materials, events, and campaigns for different channels.
    Develop and oversee implementation of ideas and opportunities for reaching new online audiences and increasing online followers / visitors and engagement.
    Promote innovation in MSF’s digital communication approach, following digital innovations and social media evolution and trends, taking special consideration of the specificities of the East African context and those of the various channels we manage.

    Publication and dissemination of online contents

    Ensure timely the dissemination of content on MSF EA digital channels by the digital content and digital marketing officers.
    Produce or adapt specific online content aimed at Kenyan and East African audiences in line with MSF´s editorial, style and communication guidelines and following established validation procedures.
    Oversee creation of engaging content for EA channels by the content officer.
    Establish regular contact with operational communications colleagues in Kenya and East Africa missions, for information, responses and to produce content to be featured in the social media channels.
    Oversee the production and dissemination of digital communications to external audiences.
    Help to strategize and organize regular digital events, in collaboration with the wider team.

    Representation

    Represent MSF EA in international platforms (such as the digital working group), with communications colleagues in the region, and on external platforms as needed.

    Monitoring and Analytics

    Ensure proper monitoring setup on key platforms to support reputation management and crisis support.
    Track, analyze and report on online metrics, providing insights and acting on the information to improve performance, impact and reach including contributing to regular reporting from the department to the Board and MT.

    Other Responsibilities

    Contribute to the development and delivery of the office´s communications and fundraising agenda.
    Working with the Head of Communications and Operational Support, contribute to keeping oversight of the digital expenditure for the department´s budget.

    Qualifications
    Education

    A Bachelor’s degree in Communications, Marketing, New Media, Public Relations, or an equivalent qualification from a recognized institution.
    Knowledge of Drupal and HTML.
    Knowledge of web and social media metrics and analytics tools, including Google Analytics.
    Demonstrable knowledge of humanitarian work and commitment to its principles.
    Fluency in English is required, and knowledge of Swahili and a third language is an added advantage.

    MAIN RESPONSIBILITIES
    Provide direct technical implementation support through visits to emergency and existing nutrition projects (for emergencies, scale up, project opening and quality improvement)  

    Assess the quality of nutritional and nursing care linked to nutrition, fluid management, triage, patient documentation, and standard IPC precautions

    Registered Nurse (RN) qualification

    At least 3 years of clinical experience working as a professional nurse 
    At least 2 years of experience in humanitarian NGO in low-resource health settings, of which at least 6 months MSF experience 
    Experience in providing nutrition care to patients affected by malnutrition and/or in the management of nutrition programs, as well as initiating or managing nutrition interventions (inpatient & outpatient settings) 
    Experience in hospital- based nutrition in ICU, surgery, burns units, advanced HIV and TB wards is an asset 
    Experience in community health and outreach activities is an asset

    As Mental Health Psychiatrist referent, you support the quality improvement of MSF-OCB projects by Providing technical and programmatic support throughout the whole project cycle (situation analysis, planning, implementation, monitoring and evaluation, supporting the capture of lessons learned) when dealing with mental health components or psychosocial-related issues.
    Reporting to the Medical Technical Manager based in Brussels, you achieve this by working within the MSF OCB Medical Department in close collaboration with headquarters, MHPSS colleagues, and all other stakeholders. The MHPSS team in OCB consists of two full-time advisor positions (a psychologist and a psychiatrist – this position). In addition, investment is underway in regional MH implementation support positions, which are under functional management of the MHPSS advisor team. Both advisors generally share the portfolio of countries among them but keep each other informed to facilitate back-up during absence. As psychiatrist, you will support – beyond your assigned countries/projects – also for specific psychiatry questions coming from the other countries/projects.

    MAIN RESPONSIBILITIES
    Provide quality and timely support to colleagues, project and country staff concerning the implementation of MHPSS services throughout the entire project cycle, ensuring quality and continuity of care and supporting that activities are based on the best available evidence
    Technical focus:

    Respond to technical queries, discuss cases, provide feedback on context adaptation of protocols and other tools to support quality, continuity of care including the use of Telemedicine to ensure that MH activities are based on best available evidence
    Provide strategic and technical advice on clinical management with a particular focus on complex cases and severe mental health conditions
    Conduct site visits to enhance the quality of mental health and psychosocial interventions and enable prioritization and sustainability of MH activities (30%)
    Ensure the technical briefing & debriefing of MH professionals, medical and project coordinators as well as the respective headquarter counterparts
    Contribute to the staff development by:

    Identifying training needs and facilitating access to remote learning, communities of practice and through trainings, webinars and workshops. This includes one-on-one sessions, joint meetings, and co-facilitation of internal trainings such as MHPSS, Survivors of Violence (including gender-based violence), Health Promotion trainings
    Supporting and facilitating mhGAP (mental Health Gap Action Programme) and training to strengthen multi-disciplinary interventions that meet the needs of people with mental health conditions in Primary Health Care (PHC) and community-based health care
    Supporting effective information knowledge management
    Identifying needs and promotion of relevant external resources and training
    Facilitating exchange at project and coordination level to support peer-learning

    Support innovation and participate in the development of relevant operational research following the established framework and Support presentation and publication of operational research results
    Stay updated on new developments and research in psychiatry and relevance for MSF settings

    Strategic and programmatic focus:

    Collaborate with the project and country medical and operational managers, headquarters and medical department referents to provide strategic guidance to projects. Participate in strategic meetings e.g., annual review of operations (ARO)
    Provide expert advice regarding MHPSS components of the program: assessment, design, implementation, monitoring of MHPSS services within the project. This includes objectives, population target, and relevant activities
    Ensure appropriate choice and use of monitoring and evaluation methodologies at project level
    Advise country and project teams on different MHPSS Human resources mobilisation and the potential for task shifting
    Support strategies at project, country and international levels through data analysis, identification of problems or needs and technical advice in terms of proposed solutions
    Participate to the active monitoring of mental health projects and their activities through visits, debriefings, report-reading, etc., and regularly share this analysis with the relevant stakeholders

    In cooperation with MHPSS colleagues, co-lead the development and implementation of mental health policy and strategy in MSF-OCB operations

    Identify and evaluate new developments (evidence, approaches, techniques and tools), to ensure:
    MHPSS policy and strategy are in line with new developments in the mental health/psycho-social/psychiatry field
    MHPSS activities are adapted to incorporate best-practice
    The development/revision of essential documents (policies, guidelines, protocols, tools, and other strategic papers) of other disciplines, incorporating relevant MHPSS components
    Participate in interdisciplinary working groups (e.g. migration circle, violence, palliative care) when required/relevant
    Identify major gaps or concerns in mental health care provision at project level and recommend strategies to address these at global level
    Contribute to the writing of the mental health activities chapter in the annual medical report and participate, promote organisational learning through project experience

    Ensure good collaboration and representation within and outside MSF

    Participate actively in the MH intersectional Working group in the development of guidelines, trainings and clinical guidance and in the implementation of the action plan with a particular focus on psychiatric care
    Collaborate with other referents in the medical and operations department on subjects of common interest: health promotion, anthropologists, intercultural mediators, sexual and reproductive health, paediatrics, nutrition, non-communicable disease, researchers, health information system, etc.
    Participate in the medical meetings, OCB working groups (“circles”), as required and other MSF OCB gathering or events
    Support the communication and analysis departments as required
    Collaborate and coordinate regularly with the human resources department in the management of MH staff, including recruitment, skills assessment, matching and evaluation
    Contribute to the building of a relevant network of experts in mental health issues and in humanitarian aid around mental health to foster exchange, influence, and partnership possibilities
    Participate in workshops, international expert groups organized by WHO, academic institutions or other validated initiatives, when relevant

    REQUIREMENTS

    Post graduated training in psychological therapies is a strong asset

    Main Purpose

    Accountabilities

    Participating actively in the definition and monitoring of annual project planning and budgets and the Emergency Preparation Plan, defining strategies, and advising the Logistics Coordinator in the translation of the identified needs into objectives, priorities, and resources needed for intervention

    Defining, monitoring, evaluating, and ensuring the implementation of the strategies and activities in the mission of the following activities, as defined in the delegated tasks, according to MSF standards, protocols, and procedures

    Operational support

    Draft and review the SOPs, CSPs, and standardization of any technical family and validate them with Logistics Coordinator and Operational department.
    Guarantee the safety and security implementation, and well-being of both, colleagues and beneficiaries within our premises and supported structures as per the MSF standards and requirements (in relation to IPC, hygiene, security, and accessibility).
    Award guidance in the budget preparedness for both, Mid Year Review  and Plan Of Action, and all the means for the preparation of any technical activity are reviewed accordingly (fundamentals, BLS).
    Liaise with Logistics  supervisor and manager, to maintain accurate tracking and updating of TMS as related to all assets, and also ensure the efficiency of the TMF.
    Foresee the integration of the planetary health approach into the technical families, mainly the motorized fleet, energy, and Wash management.
    Oversee the administration management of the motorized fleet in collaboration with SKID and the RPO (regional Protocol Office).
    Pursue the project monthly report analysis, the progress and technical aspects of the work, to provide guidance to the field team.
    Ensure the EPREP logistics storage fits the medical scenarios (cholera, measles, dengue, natural hazards floods, IDPs) related to the mission context, and guarantee its replenishment upon each intervention’s closure, when required by LogCo.

    HR

    Advise, coach, and supervise the technical team (ISS, GIS, Log Supervisor, and Wash manager), including the logistics team of Mombasa and SKID
     Undertake and validate any HR structural change within the supervised logistics team (creation or removal of any position) as per the workload of the project/mission.
    Participate in the drafting of any administrative documents and processes (recruitment, MI, JD, objectives, and appraisals) for the team under his/her supervision.

    Applied security

    In collaboration with the logistics  at the project, all passive and active security means are implemented, controlled, and adapted to the context at any time given as per our PSSP and MSSP.
    Followup all security changes into the context and report to LogCo and Ops to strengthen operational strategic plans and also the contingency, hibernation, and evacuation plans when essential.
    Act as the security lead person in the absence of the LogCo to guarantee the progress of the operations while reducing the risks, and to brief new colleagues.

    Requirements

    Education: Essential technical/logistics degree/diploma
    Experience: • Essential working experience of at least two years in relevant jobs experience with MSF or other NGOs in developing countries
    Languages: English and Swahili
