    Background
    The United Nations Entity for Gender Equality and the Empowerment of women (UN WOMEN) is the UN organization dedicated to gender equality. Established in 2011, UN Women focuses on accelerating the attainment of the rights of women globally through the promotion of women’s equal participation in all aspects of life by working with UN Member States to develop and apply global standards and frameworks for achieving gender equality, and support national governments and the civil society to design and develop laws, policies, programmes and services needed to implement these standards.
    In 2012, UN Women established a Humanitarian Unit anchored within the Women, Peace and Security pillar that works to consolidate and support humanitarian work, including DRR- disaster risk reduction, preparedness, risk prevention and mitigation, at the global, regional and national levels. UN Women’s engagement in humanitarian action and DRR is to ensure consistency and sustainability in addressing gender equality concerns across the humanitarian-development continuum. The importance of gender integration in DRR/DRM is embeded in the United Nations Security Council Resolution 1325, the ground-breaking resolution that acknowledges the impact of conflict and disasters on women, recognizing the importance of utilizing women’s contribution and active participation in conflict prevention, peace-building and relief and recovery and DRR/DRM. UN Women works with government, humanitarian and disaster risk reduction stakeholders to achieve Resolution 1325 and to ensure that women, men, boys and girls have equal responsibilities to manage disaster risks, to respond and recover from emergencies. In addition, gender has been recognized as a key factor in achieving resilience of disaster affected communities in the Sendai Framework for Disaster Risk Reduction as was a key commitment in the World Humanitarian Summit. 
    Kenya is affected by regional instability and spill-over effects from politically unstable and volatile neighbors, Somalia, South Sudan and the Great Lakes Region. This has resulted in a refugee influx to the country with Kenya currently hosting some of the largest refugee camps globally, with over 485,000 registered refugees and asylum-seekers, which women and children constitute 80% according to the latest data from UNHCR Kenya.  As of February 2018, a total of 113,008 South Sudanese refugees are in Kenya, constituting 23.4% of total refugees.  With the unresolved conflict in South Sudan, the number is expected to continue raising beyond this figure. Women and children are the majority of new arrivals, referencing insecurity and food scarcity as the reason for leaving their homes.
    The Government of Kenya (GoK) and partners continue to provide assistance in Kakuma, however food rations only meet 70% of the nutritional requirements and women may be more severely impacted due to intra-familiar dynamics. In-kind and cash-based support is provided to refugees in Kakuma and Kalobeyei. Both refugees and host communities are facing severe food insecurity exacerbated by the ongoing drought in Kenya impacting livelihoods and crops. Currently there is no gender analysis or assessment available providing information on the specific needs and interests of women refugees in Kenya and the Refugee Response Plan has no provisions for gender-based needs beyond protection issues.
    Within the IASC Cluster response, gender is identified as one of four priority cross cutting issues to be integrated in all stages of humanitarian action in the interest of helping to ensure quality and accountability of humanitarian assistance. Gender-responsive humanitarian action helps to ensure a more accurate understanding of a humanitarian situation, facilitates the design of more appropriate responses, highlights opportunities and resources within an affected community, and can provide a link between humanitarian assistance and long-term development. It helps to ensure that humanitarian assistance is planned and implemented in a way that benefits all sectors of the affected population, in line with an analysis of their specific rights, needs, and capacities.
    Duties and Responsibilities
    The UN Women’s Humanitarian and DRR work in Kenya seeks to support government and key stakeholders in the development and implementation of gender responsive humanitarian policies, strategies and programmes to promote women leadership and participation in key decision making, build the capacity of key stakeholders including women and men to ensure their equal participation in the humanitarian and DRR work and to strengthen and coordinate gender mainstreaming amongst different stakeholders including the UN System.
    UN Women, through the Women’s Leadership, Empowerment, Access and Protection in Crisis Response (LEAP) seeks to provide and strengthen technical, coordination and capacity support to humanitarian stakeholders working in the Kakuma Refugee Camp as well as the surrounding drought and conflict affected host communities. UN Women will leverage ongoing work, including the development of a localized Gender and Gender-based Violence Humanitarian Training Manual and strengthening the use of IASC gender Marker.
    UN Women will furthermore facilitate the engagement of women-led CBOs working in humanitarian settings in the humanitarian architecture. The programme will contribute to improved access to urgently need livelihood options and skills of women from both settlements and host communities building social cohesion between the two, drawing on best practices from the UN Women Dadaab Women Integrated Livelihood Project. Coupled with strengthened protection services and SGBV prevention efforts, the vulnerability and food insecurity of South Sudanese women and women from host communities will be reduced. Furthermore, their participation in decision making will be enhanced through coalition building and leadership development, to engage in local structures such as peace, food, relief and water committees to allow their needs and priorities to be taken into account. Research and documentation of existing innovative resilience strategies by displaced and host community women and girls will inform the programme approaches.
    It is in this context that UN Women’s Peace & Security and Humanitarian Action unit seeks to hire a gender expert to undertake a Gender Analysis and Assessment in Kalobeyei-Kakuma Refugee Camp to determine the level of gender mainstreaming in key coordination structures within the Camp. The assignment will focus on:

    The level or awareness of key existing tools for gender mainstreaming in humanitarian work;
    Analysis on; the level of gender mainstreaming in the coordination structure within the camp, capacity of the coordination structures to deliver gender-responsive services, existing gaps in gender mainstreaming and actionable recommendations for strengthening gender mainstreaming in the coordination structures.

    It is expected that the selected consultant will prepare a comprehensive report that will meet the standards and expectations of UN Women in terms of structure and content. The report findings will inform programming and policy.
    SPECIFIC TASKS AND RESPONSIBILITY:
    Under the overall supervision of the Women Peace and Security Specialist and in close consultation with UNHCR in Kakuma Refugee Camp, the Consultant will be expected to undertake the following tasks:

    Review available background data on gender issues related to coordination structures within the camp;
    Map out the  existing coordination structures within the camp;
    Conduct quantitative and qualitative assessment of the gender mainstreaming in the coordination structure in the camp;

    Consult with key institutions within county government that are addressing humanitarian and disaster risk reduction work as well as the gender machinery;
    Consult with humanitarian partners within the UN System, INGOs, NGOs, CBOs and FBOs among others to gather their views on gender mainstreaming;
    Visit Kalobeyei camp to gather views from humanitarian stakeholders on the level of gender mainstreaming in the coordination structures in the camp;

    Assess the capacity of the coordination structures to deliver gender-responsive services and the existing gaps;
    Identify gender-based constraints and recommendations of suggested actions for ensuring that both men and women benefit from the project’s activities;
    Produce a comprehensive report highlighting the level of gender mainstreaming in the coordination structures in the camp; the existing gaps and actionable recommendations for strengthening gender mainstreaming in the coordination structures.

    DELIVERABLES

    Provide detailed workplan for assignment (approaches, logistics, tools, timing, etc.) of field work for approval;
    Draft report according to the outline provided by UN Women for review and input. The report should:

    comprehensively highlight the level of awareness of key existing tools for gender mainstreaming in humanitarian work;
    analysis on the level of gender mainstreaming in the coordination structure within the camp;
    capacity of the coordination structures to deliver gender-responsive services;
    existing gaps in gender mainstreaming;
    actionable recommendations for strengthening gender mainstreaming in the coordination structures; 
    the contact details of the key coordination structure and produce a simple guide on mainstreaming gender in humanitarian coordination structure;

    Final report that incorporates UN Women feedback.

    METHODOLOGY
    The research methodology will include as a minimum:

    Compilation of a list of reference documents as extensive and detailed as possible;
    Desk review of a number of selected documents from the list above, that may provide the information necessary for the core sections of the gender analysis. In this desk review, relevant recommendations and strategies that have not yet been addressed may be compiled in a preliminary “Recommendation list”;
    List of key informants covering a wide range of stakeholders (government, UN, INGO, NGO etc) in the camp.

    Required Skills and Experience
    QUALIFICATIONS AND EXPERIENCE:

    Master degree in social science , gender and development  or humanitarian studies with over 10 years of professional experience working on gender responsive programming in development and/or humanitarian/post-conflict settings;
    Familiar with humanitarian programming, the coordination system and practical experience working with international organizations, such as the UN, or other regional or international intergovernmental / non-governmental organizations is an asset;
    Proven experience combining formal expertise on gender mainstreaming and gender equality with experience of applying these concretely to specific humanitarian programmes sectors, plans, policies and business processes;
    Strong communication skills, with proven expertise in writing coherent and analytical policy and programme documents;
    Good planning, goal-setting and prioritization skills;
    Effectiveness in establishing and fostering good relations with government counterparts, UN Agencies, multispectral coordination mechanisms, donors and NGO partners;

    The United Nations Volunteers (UNV) programme adopted its second strategic framework (2018-21) in January 2018. The major focus of the SF is to strengthen UNV’s support to members states and the UN system for peace and development through volunteerism. Since 2014, UNV has decentralized its presence by setting up Regional Offices.
    The UNV Regional Offices (RO) provide oversight and strategic guidance to the UNV Field Units in their respective geographical assignments and are mainly accountable for the placement of UN Volunteers mobilized for UN Agencies, Funds, and Programme focused on peace, development and humanitarian needs.
    Furthermore, the Regional Offices represent, and strategically position, UNV and bring UNV’s services and solutions closer to its partners from governments, UN entities, civil society and private sector. The Regional Offices also lead in scoping and delivering UNV’s advisory service offer on volunteer infrastructure.     Duties and Responsibilities

    Background
    As an integral part of the UNDP’s Regional structure in Africa, the East and Southern Africa Sub-Regional Platform (SRP) has been established as an anchor for strategic sub-regional initiatives and strategic support to and representation of UNDP in the Regional UNDG Team. The sub-region is confronted with significant development challenges, most prominently visible during the 2011 Horn of Africa drought and the continued peace and security challenges in the Great Lakes Region.
    Thus there are two primary geographic areas of focus for the assignment of the intern:
    Great Lakes
    The deteriorating security and humanitarian situation in eastern DRC and the Great Lakes region resulted in the adoption of UN Security Council Resolution 2076, in November 2012. On 24 February 2013, recognizing the recurring cycles of conflict and violence that permeate the eastern Democratic Republic of Congo (DRC), eleven countries of Africa signed a Peace, Security and Cooperation Framework for the Democratic Republic of Congo (DRC) and the region.? At a five- year anniversary workshop in Addis Ababa in February 2018 the guarantors of the PSC-F noted the limited progress in implementing the PSC-F commitments and called for stronger action to address deficits in trust and to implement concrete regional and cross border socio economic and peacebuilding initiatives.
    In May 2014 in Kigali, UN Resident Coordinators (RCs) and the Special Envoy of the Secretary General for the Great Lakes region discussed appropriate responses by UN Country Teams (UNCTs) to crises in the region. Subsequently in 2015, based on a joint regional conflict and socio economic analysis, a? Great Lakes regional strategic framework (the GLRSF- www.glrsf.org) focusing on the core area of conflict namely the eastern border area of the DRC with Burundi, Rwanda, Tanzania and Uganda was developed aligning the development work of the UN with the Road Map of the Special Envoy to facilitate PSC-F implementation..? In December 2015, the GLRSF was validated, by UNCTs, R-UNDG, regional organizations and IFIs. It was further endorsed by the UN Security Council in March 2016 during the Open Debate on the Maintenance of International Peace and Security: Prevention and Resolution of conflicts in the Great Lakes region.
    The implementation of the GLRSF is co-championed by UNDP and WFP, and coordinated by the Chair of the R-UNDG for Africa and the UN Special Envoy for the Great Lakes.
    The GRLSF is a fine example of the New Way of Working, bringing together the peace and security, development, humanitarian and human rights pillars of the UN in accordance with the agenda of the new Secretary General. The member states of the UN Peacebuilding Commission strongly supported the GLRSF’s cross pillar approach at a dedicated meeting on the GLRSF in November 2017.
    The UNCTS of Rwanda, Burundi, Democratic Republic of Congo, Uganda and Tanzania are strongly engaged in the implementation of this regional strategic framework, both in terms of coordination efforts of the development approach and in ensuring the timely response of GLRSF Pillars specific initiativesThe sub regional platform is also responsible for ensuring appropriate UNDP technical input to the work of the pillars.in particular on justice, conflict prevention, economic integration and durable solutions. .
    Horn of Africa
    In October 2014 the UN Secretary General, the World Bank President, the President of the Islamic Development Bank, the African Development Bank and the European Union launched a joint regional effort to address the drivers of conflict in the Horn of Africa. The initiative aims to boost economic growth, increase stability, reduce poverty and promote business activities in the Horn of Africa (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda) through, among others, cross-border cooperation particularly in borderland areas in the Horn.
    UNDP promoted in 2015-2016 an assessment to identify the strategic responses to development challenges in the Horn of Africa. The assessment seeks to generate fresh approaches to ‘ending need indeed’ in the Horn of Africa, through breaking cycles of climate and conflict-related emergency, addressing root causes, and improving development outcomes. UNDP will seek to ensure that the wider strategy for the Horn builds on the work already underway in the existing UNDP regional project in support to IGAD and the cross border initiative between Kenya and Ethiopia. The Regional UNDG is committed during 2018 to develop a coherent regional approach reflecting the humanitarian development nexus.
    Duties and Responsibilities
    Programme Management and Support

    Provide support to strategic planning and development in the Great Lakes Region AND/OR Horn of Africa and contribute to the overall implementation of the Regional Frameworks;
    Assist in preparation of the work plan, activities, targets, budget, standards for measuring progress and results;
    Support in drafting donor reports and other corporate reporting
    Contribute to the assessment of programmes impact and assist in providing accurate monitoring of progress and results.

    Knowledge Management

    Assist in knowledge extraction, analysis, documentation, codification of results/lessons learned, ensuring that knowledge sharing and content management is in line with guidelines and performed using corporate tools;
    Support horizontal sharing of good practices between the COs to increase the efficient implementation of the programmes;

    Communication and advocacy

    Support in the design of products/tools for external communication on the regional frameworks;
    Assist in the identification of key advocacy messages and development of an information kit and/or joint calendar of advocacy events or special occasions and/or appropriate tools on the regional frameworks;

    The International Maritime Organisation (IMO), Headquartered in London, is a specialised agency of the United Nations with global responsibility for the technical regulation of maritime transport. The Organisation also provides machinery for cooperation among Governments. The Council of IMO approved the establishment of a scheme for the promotion of IMO’s Regional Presence in selected developing regions, as a strategy of facilitating IMO’s input into national and regional development policies and providing active field-level participation in the development and execution of IMO’s Integrated Technical Cooperation Programme (ITCP). The Government of the Republic of Kenya and UNDP have offered to support the operations of IMO’s regional presence for East and Southern Africa. The Regional Coordinator will be located within the UNON compound in Nairobi while UNDP Nairobi shall be responsible for the IMO Regional Presence office.
    The overall objective of the IMO Regional Presence is to establish a presence in selected developing regions, thereby facilitating IMO’s input into national and regional development policies and providing active field-level participation in the development, execution and coordination of the delivery of IMO’s Integrated Technical Cooperation Programme (ITCP).
    Duties and Responsibilities
    This Will Include, Inter Alia

    The incumbent will report to the Geographical Focal Point (GFP) under the immediate supervision of the Director, Technical Cooperation Division, and will undertake any duties assigned to him/her in connection with IMO’s Integrated Technical Cooperation Programme (ITCP).
    To identify maritime needs and priorities in conjunction with the relevant countries, institutions or networks for subsequent review and consideration by the GFP for integration into the ITCP;
    To plan, coordinate in conjunction with the Principal Programme Assistant and ensure the delivery of IMO’s ITCP in the subregion under the direct supervision of the GFP;
    To cooperate in capacity building programmes so as to achieve national/subregional execution of projects in the maritime sector;
    To promote IMO’s technical competence, experience and comparative advantage during the formulation of country-specific United Nations Development Assistance Framework (UNDAF) through active participation in the UN Country Teams (UNCT) activities with a view to aligning the delivery of the ITCP with relevant programmes in collaboration with UNDP
    To assist in identifying potential funding sources at bilateral and multilateral levels;
    Promote IMO’s Country Maritime Profiles (CMP) as a tool for the implementation of the 2030 Agenda, and its alignment with national policies and strategies taking into account cross-cutting issues, UNCT’s work and the work of UNDAF;
    To identify and establish good working relationships with key organizations and individuals in the subregion that deal with IMO and other maritime matters;
    To represent the Organization as directed, at national, subregional and international meetings and conferences, to advice on relevant aspects of the work of IMO and of IMO’s ITCP;
    To provide information for inclusion in documents on matters related to technical cooperation for presentation to the Assembly, Council, Technical Cooperation Committee,
    Economic Commissions, donor meetings, etc.;
    To report on a regular basis to the GFP, including submission of quarterly and annual progress reports; and
    To undertake any other tasks assigned either by the Director, TCD or the GFP.

    Consultant to Develop the Regional Policy Brief on the Cost of the Gender Gap in Agriculture

    Job description
    Background
    To provide specific evidence on the links between women’s economic empowerment, sustainable agricultural production and economic growth, UN Women Regional Office for Eastern and Southern Africa (ESARO), the UNDP-UN Environment Poverty-Environment Initiative (PEI) Africa, and the World Bank in 2015 undertook a joint study ‘Costing the Gender Gap in Agricultural Productivity in Malawi, Tanzania and Uganda ’. In 2017, UN Women and UNDP-UN Environment PEI undertook similar studies on the cost of gender gap in agricultural productivity in Ethiopia and Rwanda in 2017.The 2015 report estimates the gender gap in agricultural productivity in Malawi to be 28%, Tanzania 16% and Uganda 13%. The 2017 analysis estimated the cost of the gender gap in agricultural productivity in Ethiopia and Rwanda to be 9.8% and 11.7% respectively. The gender gap in agricultural productivity in the listed countries translates to high loss of GDP per annum. For instance, the gender gap in terms of GDP loss in Malawi is USD 100 million; Tanzania USD 105 million; and Uganda USD 67 million per annum while the one-off GDP loss in Ethiopia is USD 256.6 million. The reports further estimated that closing the gender gap could lift many people out of poverty. For instance, 238,000 people could be lifted out of poverty in Malawi, 119,000 people in Uganda, and approximately 80,000 people in Tanzania on an annual basis, while in Ethiopia 1,323,886 people and Rwanda 2,100,000 people could be lifted out of poverty on a one-off basis. The findings of the report are striking and send a strong signal to policy makers in Africa as well as development partners that closing the gender gap in agriculture is smart economics.Following the costing exercises and the dissemination of the findings, there has been a growing demand from the target countries to build on the existing evidence through qualitative field studies to dig deeper into the findings of the 2015 studies. To respond to this demand and with the overall goal of influencing agricultural policies, programmes and investment frameworks in 2017, PEI and UN Women conducted follow up country field qualitative studies in Malawi, Tanzania and Uganda. The follow up studies build on the existing evidence and contextualize the findings to expand on the national policy analysis including costing of the solutions. The studies included field work analysis and in country validation workshops as a form of building capacity among national stakeholders on the recommendations to close gender gaps in agricultural productivity. The studies also tend to explore and quantify the link and impact of CSA on the gender gap productivity and suggest strategies and tools that could help in closing the gender gap in productivity through the adoption of CSA practices by the women farmers.
    UN Women and PEI seek a consultant to develop a regional policy brief based on the 1st studies (quantitative analysis) conducted in Malawi, Tanzania and Uganda in 2015; Ethiopia and Rwanda in 2017; and follow up studies (qualitative analysis) conducted in Malawi, Tanzania and Uganda in 2017. The purpose of the policy brief is to create synergies on the different country studies with regards the cost of gender gap in agricultural productivity and highlight lessons learned from the different countries. The policy brief will also be an opportunity to elicit key gender issues on agricultural productivity prominent in the quantitative studies and in the qualitative studies and provide key regional recommendations. This includes linking the different aspects of climate smart agriculture approaches that have been highlighted in the follow up reports in Malawi, Tanzania and Uganda. The brief shall employ the use of innovative presentation formats including infographics and multimedia communications hence the need for inclusion of key facts and figures from the review.
    Duties and Responsibilities

    Review the first phase reports on Tanzania, Uganda, Malawi (2015 report), and Ethiopia and Rwanda (2017 reports) and provide an analysis of key trends, differences and lessons learned;
    Review the second phase of the follow up studies in Malawi, Tanzania and Uganda on the factors driving the gender gap in agricultural productivity highlighting key trends, differences and lessons learned in adoption to climate smart agriculture and sustainable Environment and Natural Resource Management (ENRM);
    Based on the analysis, develop a policy brief highlighting key challenges that cause the gender gap in agricultural productivity in Africa and highlight key findings, policy and investment options and recommendations;
    Propose actions for the partners on how to move forward in implementing some of the recommendations of the studies focusing on actions required at the regional level;
    Distill similarities and differences among the countries of study and seek possible attributions;
    Attend and contribute to the roundtable discussion on the regional policy brief during the Africa Summit on Climate Smart Agriculture on 14-15th May, 2018.

    Deliverables

    A draft report of the Policy Brief;
    Revised report upon incorporation of comments from both UN Women and PEI;
    Proof read revised draft report after design and editing;
    Final report incorporating comments following the round table discussions during the Africa Summit on CSA.
