Through BES-Net, UNDP contributes to the capacity building work of the Intergovernmental Platform for Biodiversity and Ecosystem Services (IPBES) .

    Face-to-face capacity building support through Regional Trialogues : Trialogues bring together BES-Net’s three target communities of science, policy and practice for face-to-face dialogues around the themes of the completed IPBES Thematic Assessments, particularly on pollinators/pollination and land degradation/restoration. Fostering mutual learning, inter-cultural understanding and interinstitutional coordination on specific policy-relevant questions at the national and regional levels, Trialogues strengthen the interface between these communities and enhance national capacity to integrate scientific findings of the IPBES assessments into policy, decision-making and on-the-ground practices. Special geographic focus is placed on Eastern Europe, the Caribbean, Anglophone/Francophone Africa and Central Asia;
    National Ecosystem Assessments (NEA) : BES-Net supports the development of national capacity to conduct NEAs in pilot countries, namely Cameroon, Colombia, Ethiopia and Vietnam, complementing the global assessment being undertaken by IPBES. Leveraging the expertise of the Sub-Global Assessment Network (SGAN), the NEA process encompasses not only the production of national assessment reports but also the development of a set of policy support tools to integrate assessment findings into decision-making; and
    Online platform for global networking : The BES-Net web portal provides a comprehensive knowledge resource library on biodiversity and ecosystems services, and a rich database of organizations and experts working on the IPBES thematic assessment areas. More specifically, under the supervision of the Project Manager and day-to-day guidance of the Project Coordinator, the consultant is expected to improve the BES-Net project’s partnership building and stakeholder engagement efforts by performing the following tasks:

    Lead the stakeholder analysis, mapping and consultation vis-à-vis the geographic and thematic foci of the upcoming Regional Trialogues, particularly for Central Asia (October 2019) and Francophone Africa (2020), and provide advisory and technical backstopping support on their engagements in different stages of Trialogue process. Due consideration must be given to various key criteria such as policy-science-practice balance, gender mainstreaming, sub-regional representation, meaningful participation of indigenous people and local communities, etc.;
    Provide technical advisory service in nurturing, expanding and strengthening the BES-Net’s global network of registered users and expert, institutional partners and NEA teams, and support in rolling out the innovative partnership building/stakeholder engagement approaches;
    Provide regular technical support and quality assurance in the engagement of stakeholders with various BES-Net online activities, including the web portal online discussions, social media posting and communications, contributions to e-newsletters;
    Provide advisory service on the project visibility/publicity enhancement by providing technical backstopping on knowledge management and communication efforts and supporting the development of visibility/publicity resources, news articles, technical reports, etc., on different BES-related thematic areas in online and printable formats, in coordination with relevant partners and contractors as required;
    Provide technical inputs to the periodic project activity review and target monitoring process from partnership and stakeholder engagement perspective; and
    Review the BES-Net Communication and Stakeholder Engagement Strategy and Gender Strategy and recommend the area of improvement in strategies as well as the project implementation process.

    Expected Outputs And DeliverablesAll the outputs/deliverables and corresponding estimated number of working days and due dates as stipulated below must be reviewed by the relevant BES-Net team member(s) and certified by the BES-Net Project Manager prior to payments.

    Inception report on how to provide analytical, advisory and technical support with workplan, methodology and timeframe (5 days);
    Comprehensive list of stakeholders for the Central Asia Trialogue and their actual engagement in the Trialogue before, during and after the event (15 days);
    Comprehensive list of stakeholders for the Francophone Africa Trialogue and their actual engagement in the Trialogue before, during and after the event (15 days);
    Expanded and strengthened BES-Net partnership and stakeholder engagement (48 days over 16 months with monthly progress report on the implementation at the end of each month)
    Proactive facilitation of stakeholder engagement in online discussion, social media communication and e-newsletter (64 days over 16 months with monthly progress report on the implementation at the end of each month)
    Sets of project knowledge management resources based on effective advisory and technical support (40 days over 9 months with monthly progress report on the implementation at the end of each month)

    Institutional Arrangments And Implementation ModalitiesThe consultant will work under the supervision of the BES-Net Project Manager and in close consultation with collaboration with the Project Coordinator, other BES-Net team members and relevant existing BES-Net partners. During the assignment, the consultant is expected to ensure regular communication with the BES-net team, and ensure a timely delivery of the expected outputs, regularly informing the team of the progress as well as any obstacles that might occur.Travel

    Any necessary missions must be approved in advance and in writing by the supervisor;
    The Basic Security in the Field II, Advanced Security in the Field and BSAFE courses must be successfully completed prior to the commencement of travel, as well as, obtaining a security clearance(s);

    The role of the UN Women ESARO in relation to UN Women’s presence within the region is to provide: strategic programme development and policy/technical advice; programme and operational oversight, support and quality assurance; monitoring and support in the formulation and implementation of high quality and relevant country programmes/projects and oversee the appraisal and approval of UN Women programmes in line with corporate strategies, policies and guidelines. UN Women ESARO also provides support to UN Women’s presences in the region on UN Interagency Coordination, in close consultation with UN Women Headquarters Coordination Division; and through participation the UNDG Regional Team to ensure that gender equality and women’s empowerment issues are well integrated into UN planning and programming processes.
    Under the overall guidance of the Chief of Procurement in Headquarters and the daily supervision of the Regional Operations Manager, the Procurement Analyst facilitates the management of procurement and promotes a strategic approach to sourcing within the Region in all areas from procurement process of goods and services, procurement contracts, long-term agreements, lease agreements.     Develop a simple data monitoring system on procurement issues at Regional Office that supplements (but does not duplicates) information/data available elsewhere within the organization;
    Track implementation of Audit recommendations related to procurement within the Region and keep HQ and RD informed.

    All procurement services and administration are provided in compliance with UN Women rules, regulations and policies;

    Education and certification:

    A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
    Procurement Certification from an internationally recognized provider such as CIPS (level 3) is an asset.

    Experience

    At least 2 years of progressively responsible experience at the national or international level or at a Regional level, in procurement;
    Experience in leading a team is an asset;
    Experience in working in a computer environment using multiple office software packages, experience in handling of web based management systems and ERP systems, preferably PeopleSoft;
    Experience in general administration is highly desirable;
    Work experience in the UN system is an advantage.

    Language Requirements

    Fluency in English is required;
    Knowledge of the other UN official working language is an asset.

    Human Resources Analyst

    Under the guidance and supervision of the DRR-O and the Finance and Operations Specialist, the HR Analyst is responsible for transparent implementation of HR strategies in COs, effective delivery of HR services and management of the CO HR Unit. He/she analyses, interprets and applies HR policies, rules and regulations, establishes internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Analyst promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale.
    She/he provides guidance and supervision of the implementation of the HR Strategies, coordinate the delivery the HR Services to UNDP Kenya and UN Agencies; establishes internal efficient HR procedures; provides solutions to a wide spectrum of complex HR issues; serves as a member of the UN OMT HR Working Group supports and contributes to the CO the Learning Committee; act as the Learning Manager; supervises the HR team.
    The HR Analyst works in close collaboration with the operations, programme and project teams in the CO and UNDP HQs, peers in other UN Agencies staff ensuring successful CO performance in HR management.
    Incumbent is expected to display initiative, a positive approach and a strong client orientation. As such, s/he might be required to undertake other emerging tasks and additional duties as required by direct supervisor or senior management.

    Ensures effective human resources management focusing on achievement of the following results:

    ?    Management of recruitment processes including job descriptions, job classification, vacancy announcement, screening of candidates, chairing interview panels, making recommendations on recruitment. Oversight of recruitment under UNDP projects.
    Review and certification of submissions to the Compliance Review Panels.
    Management of contracts in and outside Atlas. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits and entitlements and separations through Atlas. Upon delegation of responsibility, performs HR Manager functions in Atlas.
    Management of International staff entitlements and position funding delegated to the HR Unit.
    Development and management of rosters.
    Validation of cost-recovery charges in Atlas for HR services
    Proactively seeks ways to enhance and improve the efficiency and timeliness of recruitment processes without sacrificing accountability and quality
    Communication with HQs focal points pertaining to the correct administration of staff member entitlements and benefits.

    Ensures proper staff performance management and career development focusing on achievement of the following results:

    Elaboration and implementation of the protocol for performance appraisal process, facilitation of the process, elaboration of performance evaluation indicators in consultation with the Senior Management.
    Support to effective learning management including establishment of the Whole Office Learning plan and individual learning plans in collaboration with the Senior Management and Learning Manager. Implementation of the Universal Access strategy ensuring access to role appropriate learning activities.
