Scope of workTo inform Somalia’s request for renewed PBF eligibility, an independent conflict analysis will be undertaken to inform the articulation of new peacebuilding priorities for the next five-year period. The conflict analysis will draw on national policy frameworks such as the new National Development Plan, the four government roadmaps on inclusive politics, justice and security, economic development and social development, the National Reconciliation Framework, and the National Stabilisation Strategy.The specific task of the consultant will be to produce an independent conflict analysis based on desk research and interviews with key national and international stakeholders in Somalia. Primary consideration shall be given to the overall peacebuilding environment in Somalia and opportunities to strengthen peace. The conflict analysis shall be informed by desk research and interviews with national and international stakeholders in Somalia during visits to Nairobi and Mogadishu.Duties And ResponsibilitiesExpected DeliverablesThe Individual Contractor Is Expected To Deliver The FollowingInception Report Outlining structure of conflict analysis, listing reference documents, and indicating stakeholders to interview – Within first week of the assignment (3 Working Days)Desk Research Second week of assignment (7 Working Days)Visits to Mogadishu and Field locations For interviews with key stakeholders – Third week of assignment – (4 Working Days)First Draft Report Fourth week of assignment (4 Working Days)Final Report Fourth week of assignment (3 Working Days)Institutional ArrangementsThe principal responsibility for managing the individual contractor resides with the Integrated Office of the DSRSG/RC/HC with the UNDP Country Office in Somalia issuing the contract. The individual contractor shall work under the direct supervision of the PBF Coordinator for Somalia.Reimbursement of cost of air ticket to join duty station and return to home country not to exceed the cost of any economy class air ticket on the most direct most economic routes. Travel costs will be reimbursed on actual but not exceeding quotation from UNDPs approved travel agent. The UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the selected individual choose to travel on a higher class, they will do so at own cost. Costs related to mission travel during the assignment will be borne by UNDP.The UNDP Country Office will release payment of living allowances and the payment of the consultancy fee will be linked to the acceptance of deliverables by the PBF Coordinator for Somalia. Required Skills And ExperienceThe individual contractor should present the following qualifications:
Advanced university degree (Master’s or PhD) in political science, international relations, law, development, conflict studies, or related field;
Over 10 years of relevant professional experience n political science, international relations, law, peacebuilding, or related field;
Substantive and proven experience of senior level conflict analysis, peacebuilding or development engagement in conflict environments;
Established international and national network in Somalia, including government, civil society and diplomatic community is an added advantage;
Excellent English communication skills.
