    Background

    The Office of the High Commissioner for Human Rights (OHCHR) is the leading UN entity on human rights with a unique mandate to promote and protect all human rights for all people. The United Nations human rights programme aims to ensure that the protection and enjoyment of human rights is a reality in the lives of all people. OHCHR also plays a crucial role in safeguarding the integrity of the three interconnected pillars of the United Nations – peace and security, human rights and development.

    The UN Entity for Gender Equality and the Empowerment of Women (UN Women) is the UN entity dedicated to gender equality and the empowerment of women. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life.

    In December 2019, OHCHR, UN Women and Physicians for Human Rights jointly published a report, Breaking Cycles of Violence: Gaps in Prevention of and Response to Electoral-Related Sexual Violence in Kenya , documenting the findings and recommendations of a human rights based analysis of gaps in prevention of and response to electoral-related sexual violence during the 2017 electoral period. The research, focused on Nairobi, Kisumu, Bungoma and Vihiga counties where the highest number of incidents of sexual violence were documented by the Kenya National Commission on Human Rights, revealed there was inadequate budgeting by the national and the four county governments for prevention, protection and response to sexual violence during the electoral period. As a result of this gap in budgetary allocations, the prevention and response to 2017 electoral related sexual violence by national and county governments was insufficient in these four counties.

    OHCHR and UN Women are currently implementing a programme, Let It Not Happen Again: Prevention of and Accountability for Violence against Women in Elections (VAWiE ) that aims to implement the recommendations of Breaking the Cycles of Violence report. A key recommendation is for the Government to fulfil its human rights obligations to allocate adequate financial resources for effective prevention and response to sexual violence, including electoral related sexual violence, at national and county levels.

    Duties And Responsibilities

    Under the guidance and direct supervision of the OHCHR Senior Human Rights Adviser and working closely with the OHCHR Project Officer – Human Rights and UNWomen Violence against Women Specialist, the short-term consultancy aims to:-

    Develop and deliver a training package on monitoring budgetary allocations and execution, for the prevention and response to sexual violence targeting survivors of sexual violence, and grassroots organisations;
    Assist the VAWiE programme to engage the county governments, the national treasury and Parliament to allocate adequate budget towards prevention and response to sexual violence.

    Under the overall guidance of OHCHR-Kenya and UNWomen the consultant will perform substantive activities that include: –

    Analyse the four counties’ budgetary allocations and execution for prevention and response to sexual violence through review of previous financial years’ budgetary estimates, sectoral Medium Terms Plans, County Integrated Development Plans and allocations towards implementation of national policies, guidelines, regulations and Standard Operating Procedures for provision of post rape care health services and provision of 24-hour specialized, integrated and comprehensive medico-legal services at county level;
    Based on the analysis, develop training materials on budgetary allocation and execution by the county governments for enhanced prevention and response sexual violence at county level; and participation in budget-making process and budget-tracking;
    Conduct a pre-training and post trainings needs assessment for the participants;
    Conduct trainings to the participants that include representatives of grassroots organisations, survivors of sexual violence network, human rights defenders and county government officials;
    Work together with the participants to develop road maps and action plans for their participation in the county budgetary processes including budget-tracking on the county budgetary allocation and execution to realise the objectives of the VAWiE programme.

    Key Deliverables

    Inception report with a workplan on how the consultancy will be executed including the methodology that will be employed in conducting the trainings;
    Training needs assessment tools;
    Summary of analyses on county budgetary allocation and execution on prevention and response to sexual violence and training materials to be used for training;
    Detailed report includes the roadmaps and action plans for participation in county budgetary processes and tracking;
    Delivery of training workshops.
     

    Competencies

    Excellent proven written and spoken English and Swahili with strong oral and written communication skills;
    Demonstrable understanding of human rights approach; and committed to human rights and gender equality;

    A minimum of 5 years of professional experience at national and/or international levels in development indicators, poverty, human rights and social inclusion analysis, data collection, measurement, methodological development and other areas of applied statistics. Experience in data interpretation is required. Demonstrable understanding of human rights approach; and committed to human rights and gender equality. Ability to adhere to timelines and work with minimum supervision.

    Evaluation

    Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicant’s qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

    Responsive/compliant/acceptable; and
    Having received the highest score out of a pre-determined set of weighted technical,oral interview and financial criteria specific to the solicitation.

    Only those candidates who obtain at least 70% of points, or a minimum of 49 points, in the technical evaluation will be considered for financial evaluation.

    Evaluation Criteria

    Position Summary:
    ICAP at Columbia University seeks experienced and qualified experts to serve as a Health Workforce Specialist for several proposed CDC-funded projects related to improving and protecting global health security (GHS) through developing capacities of government health ministries, institutions, and local partners; strengthening health information and surveillance systems and promoting initiatives that support International Health Regulation core competencies. ICAP is recruiting multiple Health Workforce Specialists who will oversee all aspects of the workforce strategy development and implementation for the CDC-funded projects. Reporting to the Project Director, s/he will provide strategic leadership, guidance, expertise, and technical support, and be responsible for the overall development, implementation, and management of the workforce development approaches and initiatives for the CDC-funded project. The incumbent will work with health professionals, educational institutions, local organizations and governments, and other key stakeholders to support in-service training and professional development activities. S/he will also be responsible for ensuring that an adequate supply and skill-mix of health professionals meet the current and outbreak needs.
    The Health Workforce Specialist positions will be based in the Democratic Republic of Congo, Kenya, Nigeria, Sierra Leone, and Tanzania. The positions are subject to a successful funding application and final approval by the CDC.
    Major Accountabilities:

    Leads the design, implementation, and management of evidence-based and effective approaches to build the competencies of various human resources for health (HRH) cadres to fulfill relevant core competencies and increase the number of trained human resources in the relevant animal and human sectors.

UN Women stands behind women’s equal participation in all aspects of life and supports the formulation and implementation of policies, global standards, and norms at both regional and national levels that seek to enhance gender equality and inclusive governance.

    The Constitution of Kenya has clearly articulated Kenya’s constitutional commitments to gender equality and the empowerment of women. Achieving gender parity in all spheres of life and the actualization of gender-responsive laws, policies and planning is expected to empower women on their economic, social and political rights and make progress towards achieving gender equality. The progressive rights-based Kenya Constitution 2010 provides the legal framework for the Government to fulfill basic rights, and for marginalized and vulnerable groups, especially women and children, to claim their rights. UN Women seeks to increase accountability for national and devolved planning with a goal to ensure that national and devolved planning fully reflects accountability for gender equality commitments and priorities.

    Violence against women and girls is one of the key persistent gender inequality in Kenya. Violence against women and girls (VAWG) exists in many different forms and persists as a pervasive violation of human rights and a major impediment to achieving gender equality or any development goals in Kenya. There is a lack of reliable, comparative and properly disaggregated statistical data on the prevalence of VAWG. Harmful attitudes, social norms, and practices continue to encourage VAWG, impunity, victim-blaming, and stigmatization of survivors. In response to this, UN Women is implementing a fully-fledged programme on EVAW, grounded in the Joint Programme (JP) on the prevention and response to GBV, the Ending Violence against Women and Girls (EVAWG) impact area and is premised on two UNWOMEN flagship programmes being (i) Prevention and Access to Essential Services to End Violence against Women and Girls and (ii) the safe cities and safe public spaces FPIs.

    The EVAWG work by UN Women seeks to enhance the prevention and response of VAWG. This includes access to justice for survivors, coordination of implementation and monitoring of policies and programs at a national and devolved level and strengthening referral mechanisms among service providers and duty bearers including both state and non-state actors. Lessons from the evaluation of the previous UN Women Kenya Strategic Note (SN) and internal annual reviews have shown that laws and policies supported and adopted provide a comprehensive framework for addressing VAWG, but they need to be complemented by adequately funded implementation strategies to show results. UN Women aims to support the strengthening of Kenya’s legislative and policy environment so that it is in line with international and regional standards on EVAWG. Further, the voice of survivors and their families in this discourse is critical and thus we work to strengthen the voice and capacity of rights holders, including women’s organizations and survivors’ networks to hold governments accountable, advocate for effective implementation and building the capacity of institutions (police, justice, health and education sectors), through codes of conduct, reporting mechanisms, and awareness-raising programmes, to prevent and respond to VAWG.

    Background

    UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

    The Strategic Partnerships Division (SPD) works to strengthen UN Women’s position as a partner of choice for gender equality and women’s empowerment among governments and private sector actors around the world. The Division does this by positioning GEWE in the intergovernmental and multilateral fora, and engaging with governments and private sector corporations, foundations and individuals as policy, programme and resource partners. A key premise for SPD is that engagement with partners should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization.

    UN Women—in partnership with the International Labour Organization (ILO) and the European Union (EU)—implements the EU-funded programme WE EMPOWER G7 (“Women’s economic empowerment at work through responsible business conduct in G7 countries”), which is operational in Canada, Japan and the USA. The overall objective of this programme is to contribute to gender equality and women’s economic empowerment.

    With European Union funding, UN Women and the International Labour Organization are setting up an innovative programme on “Promoting women’s economic empowerment at work through responsible business conduct – G7 countries” (WE EMPOWER) that will be implemented over a period of three years.

    The substantive work on women’s economic empowerment will be guided by the G7 Roadmap and stakeholder priority themes. The project’s operational platform is the Women’s Empowerment Principles, established by the UN Global Compact and UN Women in 2010.

    UN Women seeks a Coordinator Consultant that will support the implementation of the WE EMPOWER programme in the United States. The Coordinator Consultant will support the delivery of the programme’s two main objectives: (1) Facilitate dialogues and exchanges among G7 countries’ public and private sector; and (2) Further engage with the private sector in the elimination of gender inequality faced by women in the world of work.

    The Coordinator Consultant will carry out the following key areas of activities: (1) Gather country-level information on women’s economic empowerment and provide substantive inputs to programme deliverables; (2) Develop a strong Advisory Group and a dynamic network of stakeholders; (3) Conceptualize and organize multi-stakeholder online and offline dialogues; (4) Engage stakeholders in campaigns and social media platforms; (5) Lead advocacy activities for Women’s Empowerment Principles (WEPs) sign-on, implementation, transparency and reporting in the partner country; and (6) Support programme monitoring, reporting and evaluation.
     

    Gather country-level information on women’s economic empowerment and provide substantive inputs to programme deliverables:
    Collect, analyze and synthesize country-specific research, policy papers, articles, case studies and other knowledge based-products that can inform and shape the programme;
    Contribute to the conceptualization and design of knowledge products, tools and incentives based on intelligence of the specific context in the United States;
    Contribute to the design of outreach materials for use at events, webinars, campaigns and social media, including country fact sheets and infographics on women’s economic empowerment issues.
    Develop a strong Advisory Group and a dynamic network of stakeholders:
    Develop a roster of experts, advocates and decision-makers in strategic organizations and institutions in Japan, and continue to build it out to include speakers, meeting participants and other relevant stakeholders engaged in the Programme;
    Help constitute and manage the Advisory Group of thought leaders in business, government, parliament, academia and civil society in various sectors and industries, and finalize their terms of reference;
    Organize regular meetings with the Advisory Group to ensure members’ ongoing and active participation.
    Conceptualize and organize on/offline multistakeholder dialogues:
    Develop background materials for multistakeholder training session and dialogues that could help influence and advance concrete action, including concept notes, invitation letters, briefing notes, talking points, agendas, logistics notes and list of participants, in close collaboration with the programme team at UN Women headquarters in New York;
    Organize action-driven training sessions and dialogues at strategic venues, conferences and summits, and ensure EU and programme visibility;
    Build partnerships with strategic organizations/companies for programme implementation, visibility and overall success.
    Engage stakeholders in campaigns and social media platforms:
    Manage the Programme’s country-specific webpage on EmpowerWomen.org for dissemination of key knowledge products, information about events and opportunities for engagement, including for the Advisory Groups;
    Support the dissemination of information about the programme’s activities, engagement opportunities, progress and results, including through social media and the monthly newsletter;
    Suggest social media messages and liaise with the Team’s communications specialist for scheduling.
    Lead advocacy activities for Women’s Empowerment Principles (WEPs) sign-on, implementation, transparency and reporting in the United States:
    Mobilize companies in the United States to sign the WEPs, set up a community of practice of WEPs signatories, and gather data, information and case studies about the companies’ WEPs implementation, transparency and reporting activities;
    Support the development of incentives for companies to publicly report on progress on WEPs implementation, including through badging and certification;
    Support the development of a sustainability strategy for activities beyond the three-year programme period.
    Support programme monitoring, reporting and evaluation:
    Provide substantive inputs to the design of surveys, interviews and focus group discussions for monitoring and evaluation of programme results;
    Collect and prepare frequent stories illustrating programme results;
    Contribute inputs to donor and evaluation reports.

    Background

    The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is active in around 130 countries every year. With field presences in over 80 countries, UNV is represented worldwide. UNV is administered by the United Nations Development Programme (UNDP).
    In December 2018, the United Nations General Assembly adopted resolution titled “Volunteering for the 2030 Agenda for Sustainable Development” (A/RES/73/140). The resolution defined the overall theme of the global technical meeting (GTM2020) as “Reimagining volunteering for the 2030 Agenda” and requested that the meeting be held as a special event on the margins of the 2020 High-level Political Forum (HLPF) on Sustainable Development. The main aim of the meeting is for the global volunteering community to effectively position volunteering in the global agenda through enhanced recognition of the engagement and contributions of citizens through volunteering to the 2030 Agenda for Sustainable Development.
    The GTM2020 will take place at a critical juncture under the 2030 Agenda. Five years following the adoption of the Sustainable Development Goals (SDGs), development actors are looking backwards to best practices and lessons learned and forwards to how the SDGs can be accelerated to achieve their targets over the next decade. Across the globe, Member States and other actors have taken steps to achieve the SDGs by 2030, including many that involve volunteering. However, progress has been mixed, and much work remains to be done. While, for example, extreme poverty has declined considerably, and countries are beginning to take serious climate action based on the ratification of the Paris Agreement, there remain critical areas that require a “much deeper, faster and more ambitious response.”
    The GTM2020 will also take place at a time of rapidly evolving social, environmental, economic and political mega trends that bring new risks, create new opportunities, while also changing the development landscape. SDG Progress is increasingly threatened by a climate emergency. Development gains are being distorted by growing inequality. Migration is shifting populations and altering and disrupting social fabric, whilst exponential growth in technology is bringing changes to the way that people live and work. With the focus in 2020 on accelerating sustainable development against a backdrop of unprecedented change, volunteering can be a powerful means to engage people to ensure that global sustainable development efforts are owned by people, implemented by people and for people. However, volunteering – and how to engage volunteering – needs to be “reimagined” so that it keeps agile, responsive and impactful.
    While much work has been done to support volunteers, there are significant areas that require further attention. For example, the historical and geo-political legacy of volunteering discourse has largely focused on either international volunteering, mainly from the global North to the global South, or local “charity” work. The value of volunteer actions led by the global South needs to be much better recognised, understood and promoted, with most research to date done by and in the global North. Despite significant changes in the forms and functions of volunteer activities, such as online and micro-volunteering and collection of citizen generated data, over the last decade, they have not been adequately mirrored in policy debates and official processes. Furthermore, how governments safeguard the rights of volunteers against the potential risks of exploitation and ensure safety, security and well-being of volunteers needs to reflect these realities, particularly given that volunteers are often the first responders at times of crises and shocks.
    Against this dynamic, complex and challenging backdrop, there is a need to reimagine volunteering and the way that development actors engage with volunteering, backed by a broad and diverse evidence base, to support volunteers to become an integral part of the decade-long push to deliver the SDGs by 2030.

    The Strategic Objectives Of The Plan Of Action To Integrate Volunteering Into The 2030 Agenda, Endorsed By UN Member States, Are To

    Strengthen people’s ownership of the development agenda through enhanced civic engagement and enabling environments for citizen action;
    Integrate volunteerism into national and global implementation strategies for the post-2015 development agenda; and
    Measure volunteerism to contribute to a holistic understanding of the engagement of people and their well-being and be part of the monitoring of the Sustainable Development Goals (SDGs).

    In line with these objectives, the GTM2020 is to strengthen recognition and support of volunteering through the generation and analysis of existing and new evidence, while providing a platform for the exchange of good practices, knowledge products and lessons learned. The GTM2020 will be the culmination of three years of evidence generation and validation in coordination and partnerships with multiple stakeholders at national and regional levels, in particular those from the global South.
    Against this backdrop, four building block ‘workstreams’ will support the overarching theme “Reimagining Volunteering for the 2030 Agenda”.Duties And Responsibilities

    UNV is looking for an expert in conceptualizing and graphic design of infographics and data vizualisations for a range of products and materials leading up to the Global Technical Meeting (GTM) on volunteering in July, 2020. The graphics need to be along the brand guidelines of the Meeting but at the same time innovative and usable in both online and offline publications. The consultant will report to the Policy Specialist, Volunteer Advisory Services Section.

    The consultant will build from the provided event branding and broader graphic design principles to propose the overall concept and guidelines for infographics, including providing examples of graphs/charts and visuals by objective/purpose that workstream content providers can consider for use in their products.

    The consultant is to visually showcase each set of data’s main information and supporting messages and ensure that the overall design is readable, consistent, logical and visually engaging to a non-technical audience. One round of revisions would be required for each design based on consolidated feedback from UNV and partners. Final submissions would reflect the feedback and inputs gathered from UNV accordingly and conduct final changes, in order to create the final infographics in different formats. Provide the infographics, along with the individual elements in different formats – including editable versions – on a download centre. UNV has all rights to the assets.

    Production of original infographics will be done in English. Each infographic would then be made available in the remaining five UN langauges: Arabic, Chinese, French, Russian and Spanish.     UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy and programmatic work is carried out at HQ, Regional and Country Office levels, and forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. The Regional Programme for Africa is a flagship programme for UNDP that responds to challenges and opportunities facing the African Continent and to the priorities and aspirations of Africa as articulated by the African Union and other regional organs. These are convergent with the vision, areas of work, and guiding principles of the UNDP strategic plan, 2018-2021. The programme builds on the successes and responds to the lessons from past cooperation, with special attention to programme focus and effective engagement with the African Union and the regional economic communities through the development of long-term strategic partnerships.
    Borderlands Africa Programme: Africa’s Borderland Regions have attracted international attention in recent years due to fresh waves of conflict linked to violent extremist organizations including Boko Haram and Al Shabab as well as ongoing crisis in the Great Lakes and Sahel. These regions have had to deal with violent conflict, climate change, persistent poverty, marginalization, and poor governance. The challenges of Borderlands can only be understood through a regional and cross border perspective: the case for approaches to development programming and planning in Africa that are more explicitly cognizant of dynamics at a regional level is becoming critical. These ‘complex conflict clusters’ and large movement of people across borders highlight not only the security risk of instability, but also the impacts of the developmental deficit in these regions. Additionally, development partners face constraints in responding to sub-regional issues and dynamics, being closely tied to developing country government partnerships. UN Sustainable Development Cooperation Frameworks are focused on national development planning as a starting point and, as a result, they are geographically bound to state borders, when the challenges and, more importantly, the solutions are increasingly regional in nature. Many challenges facing Governments require a sub-regional and cross-border response.
    In response to this, UNDP has developed a Borderlands Programme Project Initiation Plan. This PIP is related to the Regional Programme for Africa 2018-2021 Outcome 3: Regional institutions sustain peace and build resilience to crises and shocks. The PIP will focus on ensuring that the Borderlands Programme has operational capacities to ensure a coordinated and sustainable approach to Borderlands development efforts. The team will be based out of RBA’s Thematic Hub in Nairobi, Kenya. The Borderlands Programme is expected to be fully operational by July 2020.To ensure effective operation and achievement of its objectives, the Africa Borderlands Programme will consist of three units, reporting to the Chief Technical Advisor, with the following responsibilities:

    Policy, Research and Data Unit: The PRDU will lead on policy development on Borderlands for UNDP Africa and will commission research and studies to fill significant gaps in knowledge and understanding of border areas. The Unit will host a Borderlands Innovation Lab and Sahel Lab to test and deploy innovative initiatives in the Borderlands areas and support their replication and scaling up. The Unit will have dedicated capacity for conducting multi-dimensional analysis, collect data and manage a platform for managing and collaborating on data and analysis.
    Programme Support Unit: The Programme Support Unit will provide technical support to project formulation, project monitoring and assurance regimes, and resource mobilization efforts. The unit will provide advice and training to Country Offices on integration and operationalization of cross-border programming in their portfolios, as well as ad hoc support to the resolution of programme design and operational issues negatively affecting delivery rates.
    Partnership and Thematic Advisory Unit: The Partnership and Thematic Advisory Unit leads on the strategic positioning of the Borderlands Programme and develops and implements the partnership and engagement, advocacy and resource mobilization strategies for the Programme. The Unit leads on establishing partnerships with the African Union, Regional Economic Communities, International Financial Institutions (particularly World Bank and African Development Bank), the wider UN system (particularly the PBF) and key donor partners (particularly the European Union). The unit provides substantive thematic advice on key focus areas of the Borderlands Programme, including Sustaining Peace, Stabilization, Climate-Security and Youth Employment and collaborates closely with UNDP’s Global Policy Network and Regional Bureau for Africa to identify deployable technical expertise.

    Partnerships & Representation:
