In this mandate, the role of UN Women Kenya is key in ensuring that the above are achieved.
    Reporting to the Deputy Representative, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programs consistent with UN Women rules and regulations.  S/he provides program, administrative, and logistical assistance to the team for the smooth program implementation.
    Duties and Responsibilities
    Provide administrative and logistical support to the formulation and management of programmes
    Provide administrative support in the preparation of AWPs, programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
    Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of the programme supported activities and finances;
    Provide administrative support for the audit of programmes/ projects and support the implementation of audit recommendations;
    Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.
    Provide administrative support to Local Project Appraisal Committee (LPAC) meetings, preparation and review of required documents and follow-ups with programme teams for timely disbursements to partners
    Follow-up with programme teams on their timely participation and provision of inputs in different coordination meetings, and file reports accordingly
    Support track GEWE  related international celebrations to alert communications and coordination colleagues ahead of time
    Provide administrative support to the financial management of the Programme Unit
    Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
    Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
    Prepare non-PO vouchers for development projects;
    Process payment for consultants, as delegated;
    Create requisitions in Atlas for development projects; register good receipts in Atlas.
    Review to ensure all documents submitted for approval (SSAs, procurement, Tas, agreements etc) are  in line with agreed checklists
    Provide administrative support to the Programme Unit
    Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
    Make travel arrangements for the Programme Team, including travel requisitions and claims;
    Draft minutes in meetings, as delegated;
    Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
    Support track donor reporting deadlines, AWP, procurement plans, mid-term and annual reviews
    Organize and coordinate filing of documents; maintain mailing lists.
    Provide administrative support to resource mobilization
    Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.

    UNDP Somalia Country Office has a tremendously important role in supporting Somalia to achieve its aspirations of peace, inclusive governance, the foundations for economic growth, and gender equity.
    The CO focuses on inclusive political processes, state formation, constitutional reform, justice, and economic foundations and youth employment. Each UNDP project developed strategies to align to the country’s Strategic paper (Compact) providing robust support which will spur transformative change and lasting peace.
    Under the overall guidance of DCD/O, the Procurement Specialist is responsible for management of the CO Procurement Unit, effective delivery of procurement services in order to obtain the best value for money in CO. The Procurement Specialist manages the CO procurement and provides solutions to a wide spectrum of complex issues related to procurement.     Background

    Sustainable Development Goal 16 on inclusive, just and peaceful societies is a critical enabling goal for the entire sustainable development agenda. The 2030 Agenda requires action to secure peace, deliver justice, promote inclusive participation in politics and beyond, and consolidate effective, accountable and inclusive institutions if the priorities in the Agenda as a whole are to be realized.Dedicated support is required to enable Member States to better source technical expertise and learn from experience elsewhere to improve implementation of Goal 16. The development of effective platforms for information and knowledge sharing through a partnership based approach can accelerate achievement of peaceful, just and inclusive societies, as a key component for delivery of the entire 2030 Agenda.

    The portal for Goal 16 (the “ SDG 16 Hub ”) was officially launched in July 2018 and facilitates the capture, analysis and deployment of knowledge amongst Member States and partner organisations, and ensures that learning in one context is available for other countries to consider and adapt if appropriate. This portal is a space for all interested stakeholders to contribute substantially to the Goal 16 discussion and is a one stop knowledge portal for information on peaceful, just and inclusive societies.

    The Hub Focusses On The Following

    The SDG 16 Hub has a curated knowledge section with the three main pillars of WHAT is SDG16, WHO are the main stakeholders working on this goal and HOW to implement this global goal; in addition to having an interactive space to promote engagement and conversations.

    Promoting the exchange of knowledge and updates on Goal 16 at the global level.
    Promoting dialogue on UNDP’s work with Member States and stakeholders on the implementation, measurement and reporting on Goal 16.
    Facilitating the exchange of knowledge about tools and strategies on how to tackle the impediments to implement Goal 16
    Strengthening interlinkages between Goal 16 and other goals and targets of the 2030 Agenda
    Fostering learning from each other’s experience – lessons learned and best practices.

    Most recently a COVID-19 and SDG16 page is being set up on the Hub.

    Such an external facing online space that coalesces relevant information on Covid-19 and SDG16 should be developed to meet the information needs of people at large which is an emerging information and knowledge gap. With multiple practices that are emerging across the globe to respond to the crisis there is an evident need for a space that consolidates information and best practices to meet the information needs of a wide target audience of governance practitioners.

    This space will contain key resources on SDG 16 in the context of COVID-19, including key analytical pieces, links to webinars, and a database with country and community examples of COVID-19 responses linked to SDG16. The management of this space will be an important responsibility of this IC.

    Application Process

    Step 2: Only applicants who attain a score of 70% and above on the technical evaluation will be contacted and requested to submit a financial proposal.

    Scope Of Price Proposal And Schedule Of Payments

    Financial proposals must be all inclusive and must be expressed on the basis of “an all-inclusive daily fee” in USD.
    Payment will be made upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.

    The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are factored into the final daily fee submitted in the proposal.

    In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

    Criteria for selection of individual consultant for award of contract:

    Through a desk review of applications, a short-listing will be done to identify those candidates who meet the criteria of education and relevant years of experience. The shortlisted candidates will be called for an interview. With weight of 50% desk review and 50% interview of the total technical score.

    The combine scoring method will be used to evaluate proposals

    Combined scoring method – where the qualifications will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%.

    Technical criteria weight: 70 (70% of total obtainable scores). Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.

    Financial criteria weight: 30 (30% of total obtainable scores).

    When Using This Weighted Scoring Method, The Award Of The Contract Will Be Made To The Individual Consultant Whose Offer Has Been Evaluated And Determined As

    Responsive / compliant / acceptable; and
    Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Technical Proposal (70 Points) 70% weight

    Technical proposals will be evaluated based on the following criteria:

    Experience with working for development organizations in the areas of communications or knowledge management or content management relevant to the scope of work (20 points);

    Manager, Regional Office (East & Southern Africa)

    Reporting to the Deputy Executive Coordinator, the Regional Manager is responsible for the oversight and management of the UNV presence in the region.  She/he assumes the overall responsibility and accountability for the work and expected deliverables of the RO and the Field Units in the region.  She/he contributes to the development and implementation of UNV Strategic Framework, annual work plans and volunteer mobilization strategies and targets in the region. At the regional level, he/she advocates for UNV, builds strategic partnerships with key regional stakeholders, engages them in relationship management and promotes knowledge creation and sharing. He/she coordinates closely with the UNV Headquarters on the provision of advisory services on volunteerism and the SDGs and on other tasks pertaining to the RO mandate.
    Duties and Responsibilities
    Volunteer mobilization and portfolio management oversight

    Oversee the regional- and country-level assessments and analyses of trends on development issues that facilitate the integration and mobilization of volunteers;
    Lead the development of strategies and approaches to drive volunteer mobilization across the UN system and promote volunteerism on a regional level, promote UNV service offer and knowledge and manage relevant regional-level relationships;
    Ensure the RO team provides technical advice in the identification of strategic opportunities that maximise potential of volunteer mobilization, including substantive guidance to UNV Field Units in their engagement with UN agencies through the United Nations Sustainable Development Cooperation Frameworks , country programme documents and other planning tools;
    Lead effective response to the UN system’s current and anticipated needs for volunteer solutions and ensure continued focus on strategic and optimal volunteer mobilization to achieve corporate targets;

    Actively promote and advocate for UNV’s contributions to development particularly in the areas of volunteerism and SDGs infrastructure and youth as well as in humanitarian, peace building and peacekeeping activities with clients and partners;
    Lead the development of sustainable partnerships at the regional level with UN agencies, government entities, regional organizations, private sector, foundations, civil society / volunteer involving organizations and donors to increase the mobilization of UN Volunteers and the integration of volunteerism into development planning;
    Represent and lead UNV corporate engagement with the headquarters of UN Environment and UN Habitat, and, in collaboration with the UNV Regional Office for West and Central Africa, develop strategic collaboration with UNECA and AUC;
    Represent UNV, as delegated , in UN system and inter-governmental fora and special events, showcasing UNV’s impact interventions for positioning its relevance in the region.

    Volunteer advisory services

    Position UNV as a policy and knowledge organisation and hub on volunteerism and the SDGs in the region with UN partners, national and local governments, regional organisations, volunteer involving organisations, civil society and the private sector and oversee the provision of of volunteer advisory services to the counterparts;
    In collaboration with implementing UN partners and the UNV Headquarters, establish appropriate delivery mechanisms for advisory services and ensure quality technical advice and relevant programmatic, operational, and financial performance of UNV components with special emphasis on delivery of targets, managerial efficiency, compliance and financial sustainability;
    Ensure the knowledge creation and management, including the development of communities of practice and collection of best practices, knowledge and evidence on the contribution of all types of volunteerism to Agenda 2030 and the SDGs within the region, and contribute to the global knowledge sharing platforms and initiatives of UNV.

    Management

    Manage and provide leadership to the RO staff and Field Units including supervision, performance assessment and capacity development;

    Background

    Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for women who have missed out on education. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks.
    The SCE Programme is delivered through two modalities: UN Women Empowerment Hubs with both face-to-face training and access to the second modality – an online SCE learning portal through blended and independent learning opportunities. In its first phase, the Programme is being piloted in Australia, Cameroon, Chile, India, Jordan, and Mexico.
    Under the oversight and management of the SCE Global Programme Manager in Geneva, Switzerland, the incumbent under this SSA will be required to support delivery of a SCE Communications campaign, printing and video products, and guidance on overall Communications plan for the programme.
    Duties And Responsibilities
    Under the overall guidance and supervision of the UN Women Global SCE Programme Manager in Geneva, and in cooperation with the UN Women SCE Country Project Managers, the incumbent shall be responsible for the development, management and implementation of a Communications Plan aimed at building the public image of the UN Women’s Second Chance Education (SCE) Programme and support the achievement of its advocacy objectives, as well as to support and facilitate coordination of communication activities of the UN Women Country Offices.

    Communications Plan:

    The UNDP Country Programme focuses on inclusive political processes, rule of law, institutional strengthening, economic recovery, resilience, and gender equity.     Background
    In December 2018, UNDP, UN Women, UNFPA and ESCWA launched The Gender Justice Initiative , which was based on a series of 18 country reports, verified at the country level, on Gender Justice and the Law in the Arab Region. The reports assessed existing legal frameworks affecting gender equality and protection against gender-based violence. Through their publication, the partners sought to encourage legal, policy and institutional reforms to address barriers to gender equality and women’s empowerment. In 2019, the four UN agencies embarked together on phase II of the initiative, which focused on commissioning a regional report and dashboard to bring a unique regional lens to the detailed examination of legislative provisions included in the country reports, notably penal, personal status, nationality and labour codes. This phase was carried out in consultation with a regional Advisory Group of 15 experts from academia, government, civil society and the legal profession. In December 2019, the regional report on Gender Justice & Equality before the Law: Analysis of progress and challenges in the Arab States region was launched . It was complemented by the Gender Justice and the Law Dashboard, a color-coded chart that visually illustrates the status of legislation in 18 Arab States .
    To ensure that both the regional report on Gender Justice & Equality before the Law: Analysis of progress and challenges in the Arab States region and the Gender Justice and the Law Dashboard continue to serve as useful tools for advancing gender-sensitive legal and policy reform in the region, the four agencies have launched phase III of the gender justice initiative. This phase focuses on expanding the scope of issues covered in the country reports and the dashboard, for example to include laws on sexual and reproductive health and rights and violence against women, and the launch of a dedicated Gender Justice website that hosts the data and information made available by the gender justice initiative.
    In parallel to this consultancy, UNDP and UNFPA will have similar consultancies to cover the remaining countries under the programme. ESCWA is the administrator for the Gender Justice website (to be launched in June 2020) and is responsible for harmonizing all the consultants’ inputs, including ensuring their quality and consistency.

    The overall purpose of this consultancy is to review and analyse the existing legislative frameworks in seven focus countries regarding the promotion and enforcement of women’s civil, political, economic, social and cultural rights, utilizing an assessment tool developed by the four agencies. The seven focus countries are: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, Somalia and Sudan.
    To contract an individual to review and analyze the existing legislative frameworks in seven focus countries in the Arab Region regarding the promotion and enforcement of women’s civil, political, economic, social and cultural rights, utilizing a pre-designed assessment tool and criteria; and to update existing country reports with new legal analysis.

    Background
        
    The UNDP Country Office in Kenya sought to reposition itself strategically and realign its human resources to better respond to the Country Programme Document (CPD) 2018-2022 and the articulated need to work in a more integrated and collaborative manner to help Kenya address interrelated development challenges and achieve sustainable development, particularly in those regions which have a high level of poverty.
     
    The change process in UNDP Kenya is anchored in two fundamental components: 1) Actively positioning UNDP for emerging opportunities arising from SDG implementation, as reflected in the CPD  2018 – 2022, as well as implications of the UN development system reform; and 2) Adopting a new resource management paradigm, as the global funding landscape for development cooperation is transforming especially for middle income countries. As such, UNDP is systemically changing how its institutional activities are financed and Country Offices are compelled to unlock new business models that enable our programmes, projects, and services to create the development impact we seek to support implementation of the SDGs while our offices are increasingly self-sustaining and able to scale up and down on an ongoing basis.
     
    To address the transformation of the global funding landscape a Partnership and Communications Action Plan has been developed and will guide the enhanced process of engagement for UNDP Kenya both externally and in collaboration with the UN System in Kenya. In addition, as part of the change process Results Based Management and Communications are integrated within the programme team to ensure that these cross-cutting support functions serve to elevate the quality and coherence of the entire UNDP portfolio of work, and position UNDP well for future partnerships.
     
    Post-Specific Context
     
    In this context the Partnerships and Resource Management Specialist (Team Leader) plays a vital role in integrating and strengthening a new approach to programme resource management and effective partnerships to support national development priorities and working towards the SDGs.
     
    Under the direct supervision of the Deputy Resident Representative – Programmes and working in close consultation with Programme Team Leaders for – (i) Governance and Inclusive Growth and (ii) Environment and Resilience, the incumbent fulfills the evolving role of integrated resource management in the Country Office (CO) from internal financial transaction control and oversight to externally focused strategic resource management. S/he provides strategic advice to senior management focusing on CO financial sustainability and leads the UNDP CO to a more externally focused posture while managing UNDP’s emerging risk profiles. The incumbent supervises and provides strategic guidance to the Partnerships and Resource Management team which includes quality assurance and resources management practitioners.  
     
    Hence, the Partnerships and Resource Management Specialist (Team Leader) is entrusted with the following:
    Leadership of the engagement and partnerships effort of the CO, with a focus on strategic business development while articulating UNDP’s value proposition and varied service offer in operational and partnership engagement terms
    Technical leadership in supporting contract negotiations, business development pitches, and proposals for UNDP’s value added in leveraging domestic resources for development (incl. direct support with Government Cost Sharing as well as innovative financing solutions)
    Leveraging in-house as well as external resource people in the area of communications and development results analytics to ensure UNDP’s offers are well packaged, tailored, and visible by the right audiences
    Management of CO resource management practices, including establishing thresholds / targets, solution-guidance for new funding instruments. Defining and ensuring update of direct project costing methodology.
    The incumbent promotes client-oriented approach while having strong networking savvy and political acumen performing her/his functions in collaboration with Programme team leaders and CO and Regional senior management to continuously reflect on how UNDP engages with its partners and stakeholders in order to truly fulfill UNDP’s strategic position and value proposition.  In doing so the incumbent develops the relationships, systems and tools to integrate business development income streams with strategic resource management leading to a greater financial sustainability for UNDP Kenya.

    Development and monitoring of implementation of a Resource Mobilization Strategy
    Development and implementation of a donor intelligence strategy (partners, needs and priorities, perception of UNDP by its current and potential future partners, and projection of UNDP’ added value and potential role)
    Development of specific donor fund-raising strategies and approaches
    External and internal analysis for assessing CO opportunities for partnerships and resource mobilization
    Scanning of opportunities in the country; identification of where the CO strengths overlap with partner/client needs
    Analysis of the Government of Kenya’s national budget and investment targets to identify areas for UNDP collaboration
    Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies
    Identification of emerging sources of funding; assessment of their current usage and potential for the future
    Assessment of the level of CO engagement with each donor: Type and level of contact and particular areas of interest; development of strategy to position the CO to become a priority partner for the donor

     Stakeholder Engagement and Partnerships

    Broker meaningful dialogue between Government of Kenya, civil society, development partners and UNDP to provide citizens opportunities to engage with the development community and shape the national and global sustainable development agenda, and in so doing, support UNDP programme portfolios in accessing the knowledge, ideas, and aspirations of the people to influence UNDP’s approaches and concrete programme/ project design. Includes managing relationships with Government representatives, development partners, CSOs/think tanks and private sector.
    Building strategic alliances and UNDP positioning, including creating opportunities and nurturing networks for idea generation
    Interaction with the UNDP Senior Management to ensure access to partners, with the full weight of the UN System
    Building partnerships with the Government of Kenya and Inter-Governmental engagement
    Supporting the organization of high visibility events, policy dialogues, roundtables that positions UNDP thought leadership and results in Kenya
    Work closely with Programme teams to establish and nurture civil society platforms, including as required a Civil Society Advisory Board, to ensure inclusion and relevance of UNDP programmes
    Engage with think tanks and academic institutions to ensure that CO can access high quality research and involved in cutting-edge development discourse

    Diversification of Resource Base

    Delivery of resource mobilization and government cost sharing targets for UNDP in line with strategic positioning
    Engagement with government and development partner stakeholders on implementation of Direct Project Costing
    Identification of emerging development partners and creating opportunities for collaboration
    Negotiating alternative financing models with international financial institutions (IFIs) to achieve mutual goals in delivering sustainable development
    Fostering innovations and creative development solutions in collaboration with private sector
    Strategizes with senior management and portfolio managers on use of ICT-led innovations in resource mobilization, i.e. crowdsourcing, campaign-led fund raising.

     Knowledge Management

    Supports portfolios in codification of knowledge management, specifically for innovations in financing.
    Facilitates discussions and strategy-setting for scaling up of UNDP projects in terms of coverage, policy impact and sustainability.  Helps portfolio managers in consistently applying scaling for all UNDP projects (including cost-sharing commitment from the government).
    Leads CO efforts in ensuring national ownership in UNDP’s pursuit of Value for Money approach.  
    Collaborates with Integrated Service Delivery team in increasingly use of effective tools and processes such as Long-Term Agreements with service providers, and rosters of experts.
    Assists CO in implementing corporate transparency commitments, including regular update of project information on appropriate portals.
