    Objective

    The objective of this assignment is to prepare an analytical paper on the building blocks of effective risk governance systems that are fit for purpose to manage systemic risk in the 21st century. The paper will conceptualize a new risk governance paradigm that can navigate the new normal in a post COVID world and that is equipped to manage systemic risk, as well as emerging risks for which no historic track record exists yet. It will illustrate the characteristics of risk governance systems that are resilient to shocks, while also fostering the resilience of other systems with the objective to accelerate sustainable development.

    Scope Of Work

    The assignment will be implemented under short-term consultancy arrangements through individual contracts under the guidance and direct supervision of the global DRR Team Lead, and overall leadership of the Head of the DRT. The assignment may require a team approach since the deliverables may exceed the capacities of a single expert.

    The Scope Of Work Requires

    A review of the strengths and weaknesses of the dominant risk governance approach based on existing practice reviews, evaluations, lessons learned etc., taking as a point of departure the governance of disaster, climate change, environmental, health and conflict risks.
    A literature review and comparative review of existing and emerging concepts and elements on the governance of systemic or multi-dimensional risk, including the compilation and review of key tools, methodologies, guidance notes on systemic/multi-dimensional risk governance.
    A synthesis report describing the key characteristics of a new risk governance paradigm that is fit for purpose in the 21st century.
    Country case studies to test the new paradigm against reality to identify gaps and capacity development needs.
    Design and facilitation of in-house consultations in the form of webinars or dialogue series with UNDP’s regional and select country teams, GPN technical teams (i.e. gender, governance, sustainable development, conflict prevention, climate change, SDGs, environment), as well as external consultations with relevant global and regional organizations, academic and research institutions (e.g. ODI, UNDRR, International Risk Governance Council, OECD, and selected donors).
    Specific recommendations and key messages for policy makers, development practitioners, and UNDP on how to strengthen the governance of systemic risks with proposals for progress and impact indicators.

    Methodology

    The assignment will use existing analysis, publications and knowledge products on the topic of risk governance. Also ongoing analysis and research shall be used as appropriate and accessible. Country case studies may be required to complement existing materials which will be instrumental for comparing the new risk governance paradigm with the realities at country level.

    The assignment will have a thematic coverage which entails systemic risk governance; risk-informed development; resilience; and systems thinking. It will take a multi-sector; governance coverage. It is expected to explore in particular, but not exclusively, the following characteristics of a new risk governance paradigm which are emerging from a preliminary analysis, i.e.: (i) can support the identification of risks and their interlinkages across relevant systems, (ii) can nurture capacities that contribute to the resilience of systems that are able to absorb, adapt, anticipate, prevent shock and threat, and eventually be transformative, (iii) can identify, negotiate and manage trade-offs between different interests originating from sub-systems (political economy), (iv) can bring together a broad range of perspectives and viewpoints by connecting formal and informal institutions and networks in a multi-stakeholder and people-centered approach to decision-making, (v) features new forms of public and societal accountability that address the diffused responsibility of complex networks, (vi) can consider linkages from the local to the national and global scale whilst being able to keep complexity at a manageable level, (vii) fosters systems thinking and learning to handle complexity and uncertainty more effectively.

    Work plan and inception report detailing methodology and approach to deliver the above scope of work, including selection criteria for country case studies, and internal and external review steps for key deliverables;
    Literature review and analysis report on the strengths and weaknesses of dominant risk governance approaches, including overview of key tools, methodologies, guidance notes;
    A synthesis report describing the key characteristics of a new risk governance paradigm that is fit for purpose in the 21st century, based on the analysis of existing and emerging concepts and elements;
    A report summarizing the country case studies (four countries across at least three geographic regions) that are testing the new paradigm against reality to identify gaps and capacity development needs;
    Concept notes and support for the organization of in-house and external consultations (i.e. webinars, or dialogues), and participation in consultations;
    A guide for policy-makers with recommendations and key messages for decision-makers, practitioners, and UNDP on how to strengthen the governance of systemic risks with proposals for progress and impact indicators;
    Slide decks on the findings of this assignment and key messages tailored to specific audience (internal, external).

    The incumbent reports to the CDC DGHT Surveillance and Epidemiology Branch Chief and provides a broad range of statistical, data management and study quality oversight support to physicians, epidemiologists, behavioral scientists and health service researchers working with projects led and supported by CDC-Kenya. Incumbent analyzes, interprets statistical data and advises CDC DGHT personnel, DGHT Implementing Partner staff and National and County Government of Kenya HIV program staff on statistical interpretation and implications of the results for program planning and decision making.     EXPERIENCE:

    Three years of mid- to senior-level experience working in data management, programming or data analysis is required, with at least one year of experience working in a public health setting.

    JOB KNOWLEDGE:  

    In-depth, comprehensive, and evolving knowledge of statistical and mathematical analysis techniques integrated with computer applications is required. Incumbent’s knowledge and expertise is specially sought on high priority/major projects within CDC that require approaches that are technically demanding or rely on advanced technical expertise to efficiently meet complex project demands on time. Knowledge of parametric and non-parametric techniques, along with categorical data analysis is required to provide statistical support. Knowledge of disease modeling and/or machine learning techniques with application to big data analytics is required.

    Background

    The Knowledge Project (KP) is a partnership between UNDP and the Mohammed Bin Rashid Al Maktoum Knowledge Foundation (MBRF). Originally established in 2007, the partnership resulted in the production of a series of reports known as the Arab Knowledge Reports [1] that document key challenges and opportunities to building effective knowledge-based societies in Arab countries, with a particular focus on youth and skills development.

    Aiming to widen the partnership’s scope of impact and reach, as well as support the achievement of the Sustainable Development Goals (SDGs) adopted globally in 2015, UNDP and MBRF reinforced their strategic collaboration for five additional years (2016-2020). In this new phase, KP launched the Arab Knowledge Index (AKI) to assess the state of knowledge acquisition, dissemination and production across the Arab region. The index is designed to cover the most important pillars of development reliant on knowledge: Pre-university education, higher education, technical and vocational education and training (TVET); information and communications technology (ICT); economy, and research, development and innovation (RDI), in addition to the enabling environments. It builds on data obtained from globally-recognized institutions including UNESCO, World Bank, OECD, ILO, World Economic Forum, International Telecommunication Union (ITU) and IEA Data Processing and Research Center, while taking into consideration the specific socio-cultural context, needs and challenges of the Arab region. The KP has also developed Knowledge4all digital portal, which contains previous Arab Knowledge Reports, the Arab Knowledge Index in its two versions, and the Arab Reading Index; as well as the K4all mobile application to provide easily accessible data on knowledge within a development framework.

    Throughout 2019, the KP has been preparing to produce the Knowledge Index, which is a global measure of knowledge accumulation and production covering more than 140 countries internationally. The Knowledge Index was launched in its Arabic and English versions in November 2017 during the fourth Knowledge Summit organized by MBRF in Dubai. The Global Knowledge Index 2020 will be released during the seventh edition of the Knowledge Summit 2020 scheduled in the month of November of this year (2020).

    Also, for the Future of Knowledge Report 2021, it will be released in the month of April 2021. The KP is, also, in the process of drafting the said report to present relevant technical notes, as well as the country profiles. The Future of Knowledge Report 2021 is being drafted in English, will be translated into Arabic and will consist of sections on artificial intelligence, biotechnology, blockchain, cybersecurity and future skills. The report is not expected to exceed 250 pages (including the Forwards, Table of Contents, References and Annexes) and not exceeding 66,000 words.

    To this end, UNDP is seeking consultancy services for editing the Arabic version of the Future of Knowledge Report as well as proofreading the final text to ensure a coherent narrative. Qualified candidates should have experience working on similar projects with leading international institutions, organizations, and research centers – preferably the United Nations.

    Background

    Alongside the daily toll of conflict and displacement across the Middle East and North Africa, communities face a more insidious but perhaps no less important foe – the region’s environmental crisis. The region is home to a series of protracted conflicts and the world’s largest population of refugees and displaced people. Simultaneously, it is also the planet’s most water scarce and food import-dependent region, with temperatures rising faster than the world average. Prolonged heat waves, desertification, and droughts are projected to make parts of the region uninhabitable, potentially leading to large-scale displacement of populations and increasing the likelihood of violent competition over diminishing resources, thereby threatening to accelerate fragility.

    The expansion of conflict and ecosystem decline both have serious consequences and their convergence has now arisen as a major concern in the region, creating new forms of social vulnerability and reshaping the prospects for peace and development on the road to 2030.

    Policy makers in the region are increasingly cognizant of the role of climate change, water scarcity and ecosystem disruption as root causes of growing inequalities, displacement and conflict in the region. The Arab region was the birthplace of agricultural civilization and for millennia has been able to cope with risks from ecological change. But the converging trends of climate change, loss of biodiversity, water scarcity and land degradation are now happening at a pace unlike anything before, stretching the ability of societies to cope. Unless urgent actions are taken, impacts will be felt in loss of agricultural livelihoods, high unemployment, mass displacement, and resource conflicts. Moreover, the degradation of natural resources due to their mismanagement can exacerbate the effect of climate change, accelerating it and reducing the capacities of communities to adapt to a changing climate and mitigate the impacts.

    Duties And Responsibilities

    In line with the efforts undertaken by UNDP in the region to prevent conflict and build sustainable peace, this consultancy is the result of a collaboration between UNDP Nature, Climate and Energy Team, and UNDP Governance and Peacebuilding Team at the Regional Hub for Arab States, and is aimed at strengthening UN analysis and informing decision-making processes.

    In particular, the objective of the consultancy is to develop a Policy Brief to review, using a gender lens, the nexus of environmental change and security in the region. This analysis will help to better understand ways in which the destruction of nature is catalyzing new levels of conflict and displacement and ways in which conflict prevention and recovery measures can become more resilient to future shocks through integrated solutions and help communities affected by crisis to build back better.

    Under the guidance and supervision of UNDP Team Leader on Nature, Climate and Energy Team, and UNDP Team Leader on Governance and Peacebuilding, Regional Hub for Arab States, Amman, and in collaboration with other Teams, the Climate Security Mechanism, and relevant UN agencies, the consultant will contribute to deepen the analysis on Environmental Security impacts Middle East and North Africa, help identify entry points for policy change, as well as themes for possible future investigation.

    The duties and responsibilities of the Consultant are the following:

    Conduct a literature review on the nexus of environmental change and security in the Arab States. This includes surveying existing UN/UNDP analyses, strategies and initiatives related to impacts in the region; identify measures and projects that integrate green solutions as part of conflict prevention, recovery, and peacebuilding, and; consider government policies, national and regional strategies as relevant.
    Using a gender lens, draft a Policy brief report (15-18 pages) along the following blocks:
    Background on the ecosystem fragility in the region
    Relation between ecosystem fragility and root cause of humanitarian crises, depicting the interlinkages between environmental and ecosystems degradation, resource insecurity, climate change, politics and geopolitics, social, economic, human mobility and demographic factors;
    Describes the facets of environment with some sub-regional contextualization (Horn, Levant, Maghreb, Arab peninsula…), zooming into relevant transboundary contexts, and; captures regional and sub-regional trends and impacts on conflict, displacement, migration streams and the overall SDGs;
    Actions or responses, including integrated and green solutions for conflict prevention, recovery and peacebuilding
    Considering Sustaining Peace and Building Back Better approaches, the analysis should look into initiatives put in place by UNDP and other actors across the regional, transboundary, national, and community levels, drawing lessons learned and good practices on environmental security;
    Partnerships to manage risk and build resilience aimed at expanding support for integrated solutions that help countries achieve results under, especially, SDGs 12-15 on environment and SDG 16 on peace and security.
    In doing so, it should elaborate on case studies of local UN/UNDP projects in the Arab region which are helping to build the resilience of communities and ecosystems in some of the world’s most challenging humanitarian contexts.
    Develop recommendations for UN/UNDP and other actors

    Recommendations should:

    address gaps and consider opportunities to mainstream the nexus of environmental change and security for prevention strategies and programmatic activities, as well as identify advocacy priorities,
    identify entry points and avenues of collaboration with international, regional and national actors to encourage work around the nexus, and
    help enhance the adaptive capacity of governments in the region, including through strengthening national institutions and regional organizations.

    Identify three or four issues/themes emerging from the Policy brief that may be the subject of further investigation and analysis under the overall umbrella of the Policy brief.
    Present the findings and recommendations in two UN/UNDP workshops and meetings bringing together UNDP Country Offices from the region, practitioners, etc.

    The deliverables (to be submitted in English) will have to be produced with a gender-sensitive approach, which is integrated both in format (e.g. gender-balanced consultations, etc.) and content (e.g. impact of conflict on women, opportunities for women to be included in the conflict prevention process through integrated solutions, etc).

    To Carry Out The Above, The Consultant Will

    refer to UNDP policies and frameworks, reports, and existing UN projects;
    contact UNDP colleagues, as appropriate;
    collect, evaluate and analyse information from different sources.

    At All Times, The Consultant Should Ensure That The Deliverables Are Of High Quality And Meet These Four Standards

    The consultant will ensure that the deliverables are prepared based on a guidance from UNDP colleagues while advising them on the basis of experience and in coherence with similar work developed elsewhere. The consultant should not, in any manner spread the information acquired for the preparation and during the roll out of the activity, including materials and reports.

    Problem Statement

    Although Kenya has the potential to be one of Africa’s great success stories, it continues to face serious development challenges. Poverty and food insecurity are acute in the arid and semi-arid lands, which covers 80% of Kenya, including Emali. Households in Emali are chronically food insecure, due to frequent droughts and unreliable rainfall as well as the high cost of food and lack of diversified incomes. The general population in Emali makes a precarious living from either traditional cattle or crop farming, but efficiency and productivity are limited by the breeds, crops, and techniques used. These have been made worse by the effects of climate change and variability that have resulted in drier than normal conditions necessitating Maasai men and boys to migrate their livestock early in search of pasture. This has disrupted households, including children, as those left behind are placed under considerable economic strain.

     

    To address these challenges, a local NGO and its partners are implementing a program geared towards developing more sustainable livelihoods through adding value and creating market-pathways for processed products as well as providing economic stability for crop farming households and improving nutrition in Emali through the introduction of new resilient multipurpose crops with a key focus on the Moringa tree (Moringa Oleifeira). The Moringa Tree is easy to grow in arid and semi-arid regions with very few inputs needed. It takes six to eight months to mature, is drought-resistant, and remains evergreen with exceptionally nutritious leaves, pods, and roots. From the root of the plant to the leaf, every part is valuable. Moringa also has exciting potential for improving nutrition in livestock, contributing to stronger, healthier animals and increasing milk production.

    There is also a value-add opportunity through the processing of the various parts of Moringa Tree into dried leaves or powder for use as a nutritional supplement or into oil for use in cooking and as a nourishing moisturizer for skin and hair. The oil, with its rich antioxidants, is also remarkably stable—it typically has a 5-year shelf-life. Initial assessments have revealed a burgeoning local and national market for Moringa products. However, the NGO supporting this initiative is having difficulty translating the outcomes of these assessments into a strategic business plan that can produce a viable social enterprise focusing on Moringa and its processed products.

     

    Therefore, the Farmer to Farmer (F2F) is seeking a volunteer to support the NGO and its partners to develop a viable business plan and complimentary short-term action plan for implementing the business plan. This assignment will equip the NGO and its partners with essential tools for planning and managing the business. Ultimately, this will enhance productivity and improve livelihoods for farmers in the region.

    Objectives of the assignment

    To develop a strategic business plan for a social enterprise dealing with the Moringa tree (Moringa Oleifera)
    To develop a complimentary short-term action plan for the implementation of the business plan
    To build the capacity of the board and management in strategy development and business planning

    Expertise of volunteer requested

    A Master’s degree in Business, entrepreneurship or other related fields
    Minimum 10 years of experience in strategy, management, marketing, business development, or social enterprise
    Proficient computer skills including MS Word, MS Excel, and PowerPoint
    Hands-on experience in designing Business Plans for agricultural enterprises desirable
    Excellent- hands-on training skills to an adult audience is necessary
    Good writing and analytical skill as well as good communication skills
    Experience in working in a developing country, ideally in Africa
    Experiences leading a social business is a plus
    Fluency in English is required

    Description of task
    Under the direct supervision of Chief, Human Resources Section, the UN Volunteer will undertake the following tasks:

    Background
    The Multi-Country Office of the United Nations Development Programme (UNDP) for Barbados and the Eastern Caribbean States formulated its Sub-Regional Programme Document (SPD) for the period 2017-2021, with extensive in-country consultations, which was approved by the Executive Board on September 2016. The SPD outcomes directly reference the UN Multi-Country Sustainable Development Framework (MSDF) outcomes, which outlines the strategic approach for all UN agencies (resident and non-resident) working in the Caribbean, which are both also aligned to the globally-agreed Sustainable Development Goals (SDGs).
    UNDP, in collaboration with Government and other development partners, plays a key role in implementing the SPD, providing overall policy direction and in coordinating and monitoring progress towards expected results. In order to facilitate effective coordination, implementation, monitoring of SPD and linked programming and UN System joint programming, the Programme Assistant will support the Programme Unit, and will work in close collaboration with the operations, finance, and programme staff in the MCO and the 10 programme countries supported by UNDP Barbados as well as UNDP HQs to resolve complex finance-related issues and support the implementation.
    Duties And Responsibilities
    Under the overall guidance of the Operations Manager and direct supervision of the Human Resource Associate, the Human Resources Assistant provides support to Human Resource services in the UNDP Barbados and Eastern Caribbean Multi-Country Office ensuring high quality of work, accurate, timely and properly recorded/documented service delivery.
