    Duties and Responsibilities
    Summary of key functions:

     Collect information related to the closure of the Kakuma Camp and refugees status including the refugee Bill
     Participant in the Gender Technical Working Group, M&E Technical working Group for the Kenya, JWP for Youth and Adoloscences Technical working group within UNSDCF.

    Monitoring and Evaluation

     Prepare a Monitoring and Evaluation framework for the revised Kenya Habitat Country Programme Document
     Prepare the monitoring and evaluation reports on the implementation of the Kenya Habitat Country Programme as well as its contribution to the UN Sustaianble Development Cooperation Framework (UNSDCF)
     Prepare and operationalize quarterly, semi-annual and annual progress reports on the implementation of HCPD projects within County Habitat Programmes as well as the end year UNDAF 2018 – 2022 reports;
     Develop and monitors the project’s monitoring and evaluation plan
     Develop the criteria for the project evaluation, including its impact and sustainability.
     Prepares progress reports for all monitoring and evaluation, identifying problems and their causes, future obstacles, and recommendations
     Promotes a results-based approach for monitoring and evaluation, emphasizing results and impact
     Support monitoring visits and audit process of the project
     Assists in drawing up target key performance indicators
     Documents lessons learned and provide recommendations to the Project Team and stakeholders on strategies to improve M&E related component and activities

    Dairy Herd Health Program Development and Training

    The objectives of the assignment are:

     To develop a customized herd health management program.
     To provide customized training to Dairy Farm Assistants (DFAs), staff, and farmers on implementing the herd health management program.
     To develop a final report with recommendations for improved herd health management as well as additional training and support needed for the cooperative.

    F2F Programmatic Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP) Requirements:
    Type 2 (the assignment may address some pesticide issues, but it is not a main focus)

     The volunteer shall review the F2F Environmental Brochure and the F2F Programmatic Pesticide Evaluation Report-Safe Use Action Plan (PERSUAP) and shall comply with requirements described in Section 4 of the SUAP when providing “assistance for the procurement or use” of pesticides. The volunteer is not expected to provide recommendations for specific pesticide active ingredients or products, but rather to provide advice, if necessary, on safe use of pesticides, and to discourage poor practices in pesticide use, transport, mixing, storage, application, and disposal.
     The volunteer shall review the guidance in attachments B, C, F, and H of the PERSUAP and the information in the pesticide questionnaire that each country F2F Program submitted during preparation of this PERSUAP, and shall be prepared to provide recommendations, based on this guidance, to recipients of F2F technical assistance.
     The volunteer shall, at their discretion, provide recommendations to the F2F country office for additional F2F support for pesticide safe use training, IPM, or other pesticide-related topics.

    The volunteer shall submit a brief report (PERSUAP End of Assignment Report Annex; format to be provided by IESC) describing: (1) Limitations and successes of the PERSUAP; (2) Recommendations for additional technical assistance and training needed to improve pest and pesticide management practices; and (3) New recommendations on IPM practices and feedback on the effectiveness of IPM practices used locally.
    Tasks to be Performed: Pre-Assignment:

     Hold calls with the F2F team and the producer organization to discuss assignment objectives and plan.
     Review information about the cooperative.
     Review available literature on the dairy sector in Kenya, and specific herd health management challenges faced by Kenyan farmers.
     Develop outline and materials for training on herd health management.

    Assignment:

     Attend orientation with F2F staff in Kenya.
     Hold introductory meetings with cooperative to finalize workplan, assignment schedule, and training overview.
     Conduct a rapid capacity assessment through farm visits and key informant interviews to assess herd health management challenges experienced by the farmers.
     Analyze the assessment findings and observations made and identify capacity gaps.
     Based on assessment and findings, develop and finalize a customized herd health management program.
     Customize and finalize a herd health management training manual and materials to align with herd health management program developed.
     Provide customized training to Dairy Farm Assistants, staff, and farmers on implementing the herd health management program.
     Hold debriefing with the host organization.
     Hold debriefing with USAID.
     Hold debriefing with the F2F team.
     Draft and submit the final report.

    End of Assignment Report and Other Deliverables Required:

     Herd health management program

    Expertise of Volunteer Experts Requested:

     A master’s or doctoral degree in veterinary science, animal science, dairy science, or a closely related area
     At least 10 years of experience working with dairy cattle.
     A good understanding of animal health and bovine behavior
     Hands-on experience in animal health management
     Experience working in Kenya and/or the region is a plus.
     Strong leadership and communication skills and capacity to plan strategically and flexibly.

     Support the implementation of follow up on audit recommendations;
     Ensure project compliance with reporting requirements for CO programme quality dashboards;
     Develop plans and monitor the project’s Risks and Issues Matrices in line with UNDP standards;
     Support budgeting and track use of the project financial resources in accordance with UNDP POPP.

    Under the direct supervision of the Project Manager, the Monitoring and Evaluation Officer will be responsible for: project’s planning and monitoring system through a robust M&E framework and results-based data system, establishment and implementation of a standardized project reporting mechanism, and advisory support to project partners to enhance internal planning and monitoring and evaluation of project interventions.

    This UN Volunteer position is in the Africa Office of UNEP based at Headquarters in Nairobi, Kenya. The Africa Office is responsible for implementing UNEP’s approved 4-year Medium Term Strategy and the biennial Programme of Work in the 54 countries of Africa under different the seven (7) sub-programmes namely: Climate change, ecosystems, chemicals and wastes, environmental governance, environment under review, resource efficiency, and environmental resilience to disasters and conflicts. This position falls under the Ecosystems and Biodiversity sub-programme.
    Under the Ecosystems sub-programme, the Africa Office of UNEP is responsible for the sound management of water resources in Africa through various efforts aimed at governments, civil society actors, private sector and the local communities. This is achieved through partnerships with other UN entities such as FAO, UNESCO, UNICEF and the African Development Bank. The UN Decade on Ecosystem Restoration is jointly led by UNEP and FAO. In Africa the Pan-African Action Agenda on Ecosystem Restoration, Africa’s commitment to implement the UN Decade, is coordinated by NEPAD with support of UNEP and other partners. UNEP further supports regional integration by working with the African Union and Regional Economic Commissions (EAC, SADC, IGAD, ECOWAS, etc).
    Task description
    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. This position is located in the UNEP Africa Office in Nairobi, Kenya under the Healthy and Productive Ecosystems Sub-Programme.
    Under the direct supervision of Coordinator of the Healthy and Productive Ecosystems Sub-Programme, Africa Office, United Nations Environment Programme, the UN Volunteer will undertake the following tasks related to the UN Decade on Ecosystem Restoration and the Pan-African Action Agenda on Ecosystem Restoration for increased resilience in Africa. The National Volunteer will further assist to establish links to other policy processes and decisions such as the Africa Green Stimulus Programme of the African Ministerial Conference on Environment, and the Africa Green Recovery Action Plan of the African Union. In specific the incumbent will support the implementation of ecosystem restoration programme by:
    Project management

    Support implementation of projects, activities and initiatives by preparing plans budgets and instruments to facilitate implementation of the Pan-African Action Agenda on Ecosystem Restoration on different aspects of ecosystem restoration.
    Monitoring the implementation progress of various projects/activities, preparing re-ports, and following through to see that management actions are acted upon.
    Liaising with stakeholders, project implementation partners, government officials etc to ensure that restoration projects fit into the priorities of countries e.g., in national restoration action plans etc.
    Participate in capacity building activities of the programme and Unit as required from time to time.

    Knowledge management

    Compile reports from various restoration initiatives from across Africa and populate the Monitoring Platform developed by NEPAD.
    Support the visibility of the Pan-African Action Agenda on Ecosystem Restoration through communications activities of the project by identifying story items, soliciting contributions, drafting stories, etc and liaising with the communications Unit of Africa Office, etc.
    Manage the Africa Eco-Voices communication project of the Pan-African Action Agenda on Ecosystem Restoration.
    Adapting global resources of the UN Decade on Ecosystem Restoration and making them suitable for the African context and aligned to the Pan-African Action Agenda on Ecosystem Restoration.
    Support in organizing various meetings, preparing documentations and presentations of the meetings, maintaining records of the meetings, and following up to action points agreed during the meetings, etc.
    Develop and maintain a basic database of projects, partners, policies, minutes of meetings etc.
    Keep track of requests from partners and other stakeholders, and prepare responses to as appropriate, etc.

    Assist in preparing concept notes, project proposals, programme documents, etc for resource mobilization.
    Conduct desk studies, surveys, and limited field research on ecosystem restoration, including by using GIS resources, and prepare reports based on the analyses of data;

    Duties
    Basic Function of Position
