    Basic Qualifications:

    Undergraduate degree in one of the disciplines relevant to the following areas: Commerce, Business Management, Business Administration, Entrepreneurship, or related course.
    At least 6 months of relevant experience. Willingness to work in a dynamic work environment to undertake program and administrative duties as assigned.
    Strong organizational and time management skills.

    Job Requirements and Experience

    Job Summary:

    TechnoServe seeks a Regional Project Manager – Northern Kenya (RPM-N) to provide strategic and technical leadership of project activities in the LFS Northern Kenya zone of influence. Reporting to the DCOP, the RPM-N will have strong technical knowledge of community-based resilience programming, nutrition sensitive agriculture, and of food and market systems of the sectors and geographies prioritized by the LFS project in Northern Kenya counties. The RPM-N will be responsible for leading the implementation of a multi-year project activities in LFS Northern Kenya zone of influence to strengthen food systems and build community resilience in Northern Kenya. The Project Manager will work closely with local communities, government entities, private sector partners, and an international consortium to deliver tangible outcomes that improve food security, nutrition, and climate change adaptation in the region
    Under the direction of the DCOP and COP, the role will oversee all aspects of project management, including strategic planning, partnership development, on-the-ground implementation, monitoring and evaluation, and stakeholder engagement. This role will require close collaboration with the Financial/Admin team, the CLA team, and the Technical Integration Team.
    The RPM-N will supervise a team of technical professionals across areas such as first/last mile distribution, agro-processing, nutrition, policy, monitoring and evaluation, access to finance, gender, youth and social inclusion (GYSI), and entrepreneurship. The RPM-N will have a matrix management role with admin, MEL, grants, procurement, finance, and other staff based in the regions.
    With guidance from the Technical Integration Team, the RPM will operationalize activities across a number of work-streams; identifying county and regional level priorities and supporting relationship building with county stakeholders; supporting the development of specific partnership opportunities across the work-streams; coordinating training and capacity building preferably by integrating a market systems development approach; coordinate activities across implementing partners and; fostering collaboration among stakeholders across the region and project objectives.
    The RPM will collaborate with the Technical Integration Team to conduct applicable research around various market systems and identifying constraints to be addressed, identifying and coordinating local partners; supervising members of the project team; and overseeing project implementation, reporting, and monitoring and evaluation of the project. The RPM-N will supervise a team of technical professionals across areas such as first/last mile distribution, agro-processing, nutrition, policy, monitoring and evaluation, access to finance, gender, youth and social inclusion (GYSI), and entrepreneurship.

    Main Activities and Responsibilities:
    Strategic Leadership – Food Systems:

    Under the guidance of the COP and DCOP, provide strategic guidance, leadership, management, and general technical oversight of the activities in the LFS’s Northern Kenya zone of influence.
    Facilitate linkages between producers, pastoralists, cooperatives, agribusinesses, and consumers to improve food system efficiency and equity
    Support in the contextualized development and implementation of food and market system interventions with a focus on gender, localization, and sustainability.
    Generate innovative ideas, and effectively manage partnerships to drive program success within the region.
    Continuously assess the current state of local food systems, value chains, and market dynamics in Northern Kenya and identify new strategic program opportunities to expand the impact of the project.

    Strategic Leadership – Resilience and community engagement:

    Identify key climate, environmental, and socioeconomic shocks and stresses affecting Northern Kenyan communities
    Design and oversee the implementation of integrated resilience-building strategies, including early warning systems, risk mitigation measures, and adaptive livelihood support
    Ensure project activities enhance the capacity of individuals, households, and communities to anticipate, absorb, and adapt to disruptions

    Stakeholder Engagement:

    Work with stakeholders to co-create interventions that strengthen the production, processing, distribution, and access components of the regional food system
    Independently engage with local-level executives from the private and public sectors to encourage solutions to local food systems
    Support the development and ongoing relationship management of county and inter-county level partnerships
    Facilitate multi-stakeholder coordination, joint planning, and collaborative problem-solving
    Ensure continuous, meaningful engagement with local communities, incorporating their feedback and leadership into project design and implementation
    Engage with external stakeholders to build essential partnerships, as determined by the COP and DCOP

    Program Management:

    Develop and oversee the execution of detailed project work plans, and budgets related to the Northern region,
    Lead a team of technical specialists, field officers, and support staff to deliver high-quality, timely results
    Ensure compliance with all donor requirements, organizational policies, and ethical standards
    Work closely with the Technical Integration Team, CLA Unit and Finance and Admin units to ensure alignment of resources, activities, and key performance indicators.
    Working with the Technical Integration Team, support the development schedules, tools, and processes for deploying a robust local partnerships fund; work closely with the regional implementation teams to ensure targeted calls for partnerships are released to address constraints in the local food system.
    Identify issues and risks related to implementation promptly, suggesting appropriate program adjustments
    Lead, or in supporting role, manage, contribute to, and provide quality control to data analysis and report writing within the region.

    Capacity Building and Support:

    Support sub-awards and grantees in intervention design and operational management.
    Collaborate with the Technical Integration Team to provide Food and market systems coaching and guidance to program staff and partners

    Monitoring and Evaluation and Reporting:

    Working with the Monitoring and Evaluation, and CLA unit, document and disseminate lessons learned, best practices, and project impacts to inform future initiatives
    Collaborate with the M&E team to monitor and evaluate program progress.
    Support or contribute to knowledge management activities including writing articles on project developments, learning or opinion pieces.

    Innovation and Best Practices:

    Develop innovative approaches to enhance TechnoServe’s work and share these innovations to promote the adoption of best practices within the organization.

    Representation and Networking:

    Basic Qualifications and Competencies:

    Bachelor’s degree in management, economics, statistics, agribusiness, business administration, agricultural economics, agriculture, international development or relevant field, or equivalent work experience, master’s degree preferred.
    7 years of experience in project management, food systems development, market systems, and/or community resilience programming, preferably in a rural, developing context
    Strong background in agricultural/livestock value chains, natural resource management, climate change adaptation, and/or social protection
    Demonstrated track record of building and managing strong client and stakeholder relationships, including with government, civil society and private sector
    Strong gender leadership, supervisory, problem-solving, communication, and coordination skills required.

    Position Description:

    TechnoServe seeks an experienced Grants Manager for an anticipated food systems development program in Kenya. The Grants & Sub Award Manager will be responsible for the implementation and management of the project’s grants program. The position will manage grants activity reporting, budget and program monitoring, and other operational activities in compliance with grant making guidelines.  S/he will lead the design of a Grants Manual and develop criteria for recipients of grants. S/he will also monitor the performance of sub-awardees and compliance, including conducting monitoring visits. The Manager will provide technical assistance to sub-awardees to support their compliance and optimal performance.
    This position will report to the Senior Finance and Administration Manager.

    KEY ROLES & RESPONSIBILITIES
     Sub-Award Management

    Maintains programmatic and financial management files for grants and ensures audit trail for all necessary grant documentation.
    Provides compliance support on sub-awards, including solicitations, due diligence, awards, implementation and post-sub-award close-out.
    Ensures that sub-awardees are aware and trained on requisite flow-down requirements from the donor
    Ensures that sub-awardees are adhering to the terms of their awards, are in compliance with requirements, and are submitting required deliverables on time
    Works with the project and finance teams to align on process flow for invoices, payments and anticipated milestones 
    Works with TechnoServe’s Awards team on all sub-awards to issue new sub-awards and modifications
    Aligns with the Awards team, finance and procurement staff to ensure that the right instrument is selected for different types of partnerships
    Create and manage sub award monitoring plans. Coordinates and ensures timely financial disbursements, compliance with grants financial management policies, monitors all grant expenses, and provides regular updates on grant status.
    Review sub award financial and narrative reports and ensure they align for the reporting period

    Grants Planning and Implementation

    Provides end-to-end support on grant planning, design, awards, implementation and post-grant close out
    With guidance from the TechnoServe Awards team, develops and implements the use of a comprehensive grants manual that includes a range of modalities for creative and flexible implementation of grants.
    With the TechnoServe Awards team, reviews technical and financial proposals from local partner organizations, including negotiating annual budgets, and reviews grantee financial expenditure reports for accuracy and adherence to the SOW and budget.
    Participates in work planning and activity planning to align the grants program with overall project activities.
    Coordinates the development of Annual Program Statements and Request for Applications (RFAs); co-host informational meetings (in person or virtual) for potential grantees.
    Maintains timelines and details required for all grant activities;
    Leads or supports market search and price analysis in coordination with technical staff.
    Manages the evaluation and selection committee process for grantees.
    Ensures all due diligence is conducted prior to grant awards, including environmental compliance. 
    Secures approvals to ensure compliance with internal and external award and policy requirements
    Prepares grant agreements and amendments, explaining terms, conditions, roles, and responsibilities. Ensures that identified weaknesses in initial grantee assessments and related requirements are incorporated into the agreements explicitly/clearly with the required monitoring and actions on the part of the grantee.
    Organizes kick-off meetings and apprises grantees of the responsibilities, requirements and policies and procedures to be followed during the life of the grant.
    Ensures post award grant management in accordance with relevant regulations and generates reports of status of grant activities, such as forecasting payment, inventory, amendments, close outs, and sector specific data (i.e. monthly and quarterly reporting). 
    Monitors milestones and payment schedules, with Finance and Technical Teams to ensure on-time deliverables, payments, and cash flow requests.
    Stays up to date with the latest developments in grants management, particularly as it pertains to grants to private sector actors, and within USAID’s market and food systems programs

    Compliance:

    Provides training, guidance, and direction to project staff on planning, implementation, and compliance of sub-award and grants policies, procedures, and instructions, specifically their role in the process. 
    Reviews grants for completeness and appropriateness with the work plan. 
    Ensures all required documentation is stored in required TechnoServe systems. 
    Monitors sub-award and grant milestones and requests for payments against grant agreements to ensure compliance. Provide regular milestone updates to internal stakeholders such as the Award team. 
    Trains on and enforces policies and procedures to prevent improprieties, intentional and unintentional. 
    Leads an annual audit of grant and sub-award files 

    Management:

    Providing ongoing training, guidance, and direction to project technical and grants staff on planning, implementation, and compliance of grants and sub-award policies, procedures, and instructions.
    Ensures that policies, procedures, and/or practices are being met.
    Work closely with Finance and Admin team to develop clear process flow documents and templates to support the team in determining appropriate instruments for partnership engagement
    Provides quality control on all documentation required with various departments i.e. technical, grants, and finance.
    Supervises grant specialists and assistants.
    Review newly awarded contracts, grants, and cooperative agreements advise teams on donor terms and conditions to support project implementation and compliance.
    Prepare and disseminate Award Management Summaries, including coordinating with the project team to capture relevant project implementation detail as it relates to compliance.
    Coordinate administrative kick-off calls for new sub-awards and grants.
    Develop and review sub-agreements in accordance with prime agreements and their respective flow-down provisions.
    Ensure donor milestones are completed and recorded, sub recipient monitoring is conducted and recorded, and closeout reports are completed and documented.
    Prepare or review requests for donor approvals and modifications such as no-cost extensions, changes in key personnel, changes in the scope of work and program add-ons, and budget realignments.
    Review and approve procurements for goods and services contracts and purchase orders in accordance with TechnoServe procurement policy and donor terms and conditions.
    Monitor award closeout process and assist program/country staff in collecting necessary close-out documents in accordance with TechnoServe and USAID regulations. Develop donor-specific close plans for use by country staff.
    Complete other tasks as assigned
    Coordinate closely with other staff on partnerships requiring contracts or other procurement instruments

    Basic Qualifications:

    At least 5 years’ professional experience in grants or contracts management for a large-scale, complex international development assistance program. 7 years’ experience for Bachelor’s degree.
    Progressively responsible work experience in managing grants as outlined in this job description.
    Experiencing managing grants funds under USG especially USAID regulations strongly preferred; 
    Knowledge and ability to interpret and apply USG regulations (CFR and FAR) required
    Experience with USAID required
    Understanding of different partnership modalities (including MOUs, grants, sub-awards, and sub-contracts) particularly as they pertain to complex food systems programs that will include a mix of private sector, government, civil society and NGO partnerships.
    Experience working with local organizations in Kenya preferred 
    Knowledge of development issues in the program regions, ability to travel and work in the field with administrative and subject area specialists.

    TechnoServe is seeking a Senior Finance & Administration Manager for an anticipated USAID-funded local food system activity in Kenya. The Senior Finance & Administration Manager will be responsible for finance, procurement, operations, and grants management and ensure compliance with TechnoServe and USAID policies and procedures. The position will be based in Nairobi with anticipated regular field travel during implementation. This position will report to the Chief of Party and is contingent on award and funding.

    Primary Functions & Responsibilities:
    Financial Management, Analysis and Risk Management:

    Oversees financial management and preparation and submission of financial statements, budgets and other cost-accounting reports;
    Supervise and ensure reliability and accuracy of data entered by the finance team.
    Ensure adherence to USAID and TechnoServe financial and accounting policies and procedures consistent with various applicable laws and regulations not limited to taxation requirements, etc.
    Review all cash receipts/credits to ensure that revenue is recognized in accordance with corporate policies and that program budgets have been created in the financial system to track expenditure of the funds received;
    Manages monthly, quarterly, and annual expenditure and projections and prepares pipeline estimates. Oversee program budgets to ensure spending rates are on target;
    Anticipates, and evaluates current and emerging financial risks, develops and implements mitigation strategies.
    Develop and present periodic financial reports for internal and external consumption not limited to, total grant amount, expenditure to date, yearly expenditure, unspent budget, cash receipts, etc.
    Monitor subawards and compliance with subaward agreements and TechnoServe sub-award manual;
    Prepare, present and review annual budget proposals as specified in the funding agreement;
    Support annual program donor audits or required in the funding agreement;
    Lead internal program controls and audit functions;

    Personnel and Grants Management:

    Manage and ensure compliance of the Grant Fund in line with USAID rules and regulations and TechnoServe policies.
    Oversee a robust grant facility to local partners including supervision of Grants and Compliance Staff
    Review operational day to day grant financiers, develop and implement a robust grants management system including a document repository of all relevant documents including the pre-award process and award agreements, modifications and amendments, financial reporting and monitoring.
    Working with the Human Resources Specialist, support the human resource function for all project staff. Support and work with the country platform on compensation benchmarking, salary adjustments and negotiations.
    Supervise the procurement, operations and administration function and staff and consultants;
    Ensure administrative staff receive training and support to perform job functions;
    Maintain a repository of all financial correspondence related to the program, including the original grant agreement and communication with the donor and partners;
    Maintain a schedule of report due dates, audit requirements and cash disbursement requests and notify relevant individuals (in advance of approaching milestones).

    Procurement and Program Coordination:

    Oversees the procurement of goods and services, logistics and operations
    Provide overall coordination and quality monitoring of the project finances;
    Work closely with the TechnoServe Global team to ensure that program work plans and financial programs are in sync;
    Share spending analyses and trends with program team members to help synchronize program and financial decision-making processes;
    Coordinate with TechnoServe Kenya’s Controller on program’s contribution to country budget;
    Ensure financial information is shared and flows transparently within the program team and to other organizational levels, as appropriate;
    Work with program team to identify financial/administrative needs;
    Liaise with the donor representative on financial and administrative oversight, as needed.

    Basic Qualifications

    Bachelor’s degree, preferably in accounting, business administration, economics, or other relevant area;
    Minimum of 10 years of relevant experience, Or Master’s degree plus 7 years of experience.
    CMA, CPA, or related, certification.
    Deep experience with applicable US government procurement, assistance, rules and regulations, as well as administrative policies and techniques;
    Minimum five (5) years of recent experience overseeing finance and administration for a USAID-fund project of a similar size and complexity including oversight of subawards and grant funds
    Proven track record of good interpersonal, supervision, leadership and managerial skills;
    Demonstrated working knowledge of MS Office applications and familiarity with automated accounting systems;

    Position Description:

    TechnoServe seeks an experienced Grants Manager for an anticipated food systems development program in Kenya. The Grants & Sub Award Manager will be responsible for the implementation and management of the project’s grants program. The position will manage grants activity reporting, budget and program monitoring, and other operational activities in compliance with grant making guidelines.  S/he will lead the design of a Grants Manual and develop criteria for recipients of grants. S/he will also monitor the performance of sub-awardees and compliance, including conducting monitoring visits. The Manager will provide technical assistance to sub-awardees to support their compliance and optimal performance.
    This position will report to the Senior Finance and Administration Manager.

    KEY ROLES & RESPONSIBILITIES

     Sub-Award Management

    Maintains programmatic and financial management files for grants and ensures audit trail for all necessary grant documentation.
    Provides compliance support on sub-awards, including solicitations, due diligence, awards, implementation and post-sub-award close-out.
    Ensures that sub-awardees are aware and trained on requisite flow-down requirements from the donor
    Ensures that sub-awardees are adhering to the terms of their awards, are in compliance with requirements, and are submitting required deliverables on time
    Works with the project and finance teams to align on process flow for invoices, payments and anticipated milestones 
    Works with TechnoServe’s Awards team on all sub-awards to issue new sub-awards and modifications
    Aligns with the Awards team, finance and procurement staff to ensure that the right instrument is selected for different types of partnerships
    Create and manage sub award monitoring plans. Coordinates and ensures timely financial disbursements, compliance with grants financial management policies, monitors all grant expenses, and provides regular updates on grant status.
    Review sub award financial and narrative reports and ensure they align for the reporting period

    Grants Planning and Implementation

    Provides end-to-end support on grant planning, design, awards, implementation and post-grant close out
    With guidance from the TechnoServe Awards team, develops and implements the use of a comprehensive grants manual that includes a range of modalities for creative and flexible implementation of grants.
    With the TechnoServe Awards team, reviews technical and financial proposals from local partner organizations, including negotiating annual budgets, and reviews grantee financial expenditure reports for accuracy and adherence to the SOW and budget.
    Participates in work planning and activity planning to align the grants program with overall project activities.
    Coordinates the development of Annual Program Statements and Request for Applications (RFAs); co-host informational meetings (in person or virtual) for potential grantees.
    Maintains timelines and details required for all grant activities;
    Leads or supports market search and price analysis in coordination with technical staff.
    Manages the evaluation and selection committee process for grantees.
    Ensures all due diligence is conducted prior to grant awards, including environmental compliance. 
    Secures approvals to ensure compliance with internal and external award and policy requirements
    Prepares grant agreements and amendments, explaining terms, conditions, roles, and responsibilities. Ensures that identified weaknesses in initial grantee assessments and related requirements are incorporated into the agreements explicitly/clearly with the required monitoring and actions on the part of the grantee.
    Organizes kick-off meetings and apprises grantees of the responsibilities, requirements and policies and procedures to be followed during the life of the grant.
    Ensures post award grant management in accordance with relevant regulations and generates reports of status of grant activities, such as forecasting payment, inventory, amendments, close outs, and sector specific data (i.e. monthly and quarterly reporting). 
    Monitors milestones and payment schedules, with Finance and Technical Teams to ensure on-time deliverables, payments, and cash flow requests.
    Stays up to date with the latest developments in grants management, particularly as it pertains to grants to private sector actors, and within USAID’s market and food systems programs

    Compliance:

    Provides training, guidance, and direction to project staff on planning, implementation, and compliance of sub-award and grants policies, procedures, and instructions, specifically their role in the process. 
    Reviews grants for completeness and appropriateness with the work plan. 
    Ensures all required documentation is stored in required TechnoServe systems. 
    Monitors sub-award and grant milestones and requests for payments against grant agreements to ensure compliance. Provide regular milestone updates to internal stakeholders such as the Award team. 
    Trains on and enforces policies and procedures to prevent improprieties, intentional and unintentional. 
    Leads an annual audit of grant and sub-award files 

    Management:

    Providing ongoing training, guidance, and direction to project technical and grants staff on planning, implementation, and compliance of grants and sub-award policies, procedures, and instructions.
    Ensures that policies, procedures, and/or practices are being met.
    Work closely with Finance and Admin team to develop clear process flow documents and templates to support the team in determining appropriate instruments for partnership engagement
    Provides quality control on all documentation required with various departments i.e. technical, grants, and finance.
    Supervises grant specialists and assistants.
    Review newly awarded contracts, grants, and cooperative agreements advise teams on donor terms and conditions to support project implementation and compliance.
    Prepare and disseminate Award Management Summaries, including coordinating with the project team to capture relevant project implementation detail as it relates to compliance.
    Coordinate administrative kick-off calls for new sub-awards and grants.
    Develop and review sub-agreements in accordance with prime agreements and their respective flow-down provisions.
    Ensure donor milestones are completed and recorded, sub recipient monitoring is conducted and recorded, and closeout reports are completed and documented.
    Prepare or review requests for donor approvals and modifications such as no-cost extensions, changes in key personnel, changes in the scope of work and program add-ons, and budget realignments.
    Review and approve procurements for goods and services contracts and purchase orders in accordance with TechnoServe procurement policy and donor terms and conditions.
    Monitor award closeout process and assist program/country staff in collecting necessary close-out documents in accordance with TechnoServe and USAID regulations. Develop donor-specific close plans for use by country staff.
    Complete other tasks as assigned
    Coordinate closely with other staff on partnerships requiring contracts or other procurement instruments

    Basic Qualifications:

    At least 5 years’ professional experience in grants or contracts management for a large-scale, complex international development assistance program. 7 years’ experience for Bachelor’s degree.
    Progressively responsible work experience in managing grants as outlined in this job description.
    Experiencing managing grants funds under USG especially USAID regulations strongly preferred; 
    Knowledge and ability to interpret and apply USG regulations (CFR and FAR) required
    Experience with USAID required
    Understanding of different partnership modalities (including MOUs, grants, sub-awards, and sub-contracts) particularly as they pertain to complex food systems programs that will include a mix of private sector, government, civil society and NGO partnerships.

    Job Summary:

    TechnoServe seeks a Food Systems Manager (FSM) to provide strategic and technical guidance to LFS’s Technical Integration Team. Reporting to the DCOP, the FSM will have strong technical knowledge of the food and market system of the sectors and geographies prioritized by the LFS project.
    The Technical Integration Team will be composed of technical professionals across areas such as first/last mile distribution, agro-processing, nutrition, policy, gender, youth and social inclusion (GYSI), and entrepreneurship.   
    The team will be tasked with developing strategic approaches with the regional implementation teams across a number of work-streams; identifying national level priorities and supporting relationship building with national stakeholders; supporting the development of specific partnership opportunities across the workstreams; setting training and capacity development standards across the workstreams; and, fostering collaboration across regions and program objectives. The FSM will be responsible for ensuring that the team has necessary support from the CLA and Finance and Admin units, and is coordinating effectively with the regional implementation teams.
    The role includes conducting research around various market systems and identifying constraints to be addressed, identifying and coordinating local partners; supervising members of the project team; and overseeing project implementation, reporting, and monitoring and evaluation of the project.

    Roles & Responsibilities:

    Strategic Leadership:

     Under the guidance of the COP and DCOP, provide strategic guidance, leadership, management, and general technical oversight of the technical integration team.
     Lead the development of food and market system interventions with a focus on gender, localization, and sustainability.
     Conduct market research, generate innovative ideas, and effectively manage partnerships to drive program success.
     Identify new strategic program opportunities to expand the impact of the project.

    Stakeholder Engagement:

     Independently engage with senior-level executives from the private and public sectors to encourage solutions to local food systems

    Program Management:

     Work closely with the regional implementation teams, CLA Unit and Finance and Admin units to ensure alignment of resources, activities, and key performance indicators.
     Conduct frequent field visits to stay informed about intervention progress and support ongoing collaboration, learning and adaptation.
     Working with the Grants Manager, develop schedules, tools, and processes for deploying a robust local partnerships fund; work closely with the regional implementation teams to ensure targeted calls for partnerships are released to address constraints in the local food system.
     Identify issues and risks related to implementation promptly, suggesting appropriate program adjustments
     Lead, or in supporting role, manage, contribute to, and provide quality control to data analysis and report writing.
