    Reporting to the Managing Director, the General Manager EPS Factory will be responsible for providing overall leadership and oversight to the operations of the EPS Factory.
    Key Duties and Responsibilities

    Develop and recommend to the NHC Management and Board of Directors long term strategies, business plans, and annual operating budgets for the Factory;
    Formulate the EPS strategic plan and ensure continuous achievement of set goals and objectives;
    Oversee the day to day operations of the Factory and staff and ensure implementation of policies and programs;

    Responsible for branding the Factory and its products and publicizing the EPS building technology; and

    Requirements
    Job Specifications

    Bachelors’ degree in Engineering or Business Administration or related field from a recognised University;
    Holder of a Masters degree in Finance, Strategic Management, or related field from a recognised University;
    Minimum of fourteen (14) years’ work experience with five (5) years of manufacturing management;
    Professional qualifications in production management or built-up environment;
    Valid membership and in good standing with a relevant professional body;
    Knowledge of statutory legislation governing the housing sector is desirable; and knowledge and

    PROJECT DESCRIPTION

    The Virus Resistant Cassava for Africa Plus (VIRCA Plus) is a collaborative project between the Donald Danforth Plant Science Center (DDPSC), USA, MEDA, the Kenya Agricultural and Livestock Research Organization (KALRO), Kenya, the National Agricultural Research Organization (NARO), Uganda, the Rwandan Agricultural Board (RAB), Rwanda, and the National Root Crops Research Institute (NRCRI), Nigeria. The project has developed pathogen-derived RNAi technology to produce genetically modified cassava displaying high level resistance to Cassava brown streak disease (CBSD). Varieties developed from VIRCA Plus project offer unique potential to address a significant threat to the livelihoods of 100s of millions of African smallholder farmers and their communities.  The project will run from 2020 to 2025. 

    The distribution component MEDA is leading will initiate a pilot scale program to develop an economically sustainable cassava seed system in Kenya. The main activities will be to: 

    Perform a detailed baseline study of the cassava landscape in Kenya to assess current seed delivery models, varieties, yield, marketing opportunities, output market and cassava processors, average farmer size and geographic distances, gender and youth inclusion rates. 
    Develop and implement pilot scheme plans for Cassava Seed Entrepreneurs (CSE) for appropriate regions, distribution business model (CSE only or inclusion of processors) and final targets (CSEs and farmer reach). 
    identify certification service providers, certified seed producers/entrepreneurs and pilot farmers (with gender responsiveness) in western and coastal Kenya.  

    RESPONSIBILITIES

    Project Management & Compliance 

    Oversee the daily management of the project assuming full accountability for the results. 
    Ensure effective and efficient management of the project’s compliance with planning, monitoring, evaluation, performance and reporting as established and defined by the relevant contracts and by MEDA’s standards. 
    Ensure that the program complies with all local legal requirements. 
    Maintain strict budgetary adherence and monitoring. 
    Submit regular reports and coordinate closely with the HQ supervisor.  

    Procure capital assets and office sharing arrangements 

    Management of Field Staff 

    Oversee the management of field staff, including: recruitment, selection, supervision and ongoing evaluation. 
    It is envisioned that there will be two zonal managers and a driver hired 

    Relationship Management 

    Manage relationships with key project partners such as KALRO and KEPHIS among others, ensuring positive relationships are maintained and targets achieved. 
    Ensure positive relations with donors Danforth Center for Plant Science and USAID are maintained, as well as with other local development organizations, local governments and the business community. 
    The CPM will be expected to coordinate activities of numerous stakeholders and partners, some of whom will have formal relationships to our project, and others indirectly through complimentary interests.  In addition to the qualities listed on the position posting, we are looking in particular for an individual who is/can, 

    Assume the leadership role – being the public face of the program in country, and effectively administer the project.

    Establish and oversee a framework of building the service delivery and governance capacity of key water institutions.
    Apply adaptive management and learning approach to iteratively evaluate program results and impact. Institute adjustments to replicate and scale successful activities and course correct activities that are not yielding desired results.
    Provide technical and administrative direction to project staff, consultants and partners, including identifying and responding to training and mentorship needs.
    Work in close partnership with donor to ensure alignment of project with donor’s strategic goals and objectives, and application of program-wide learning and collaboration.
    Coordinate and collaborate with host government programs and other donor projects to leverage resources and maximize results.

    OTHER RESPONSIBILITIES:

    Represent Winrock at meetings and events as required and keep Winrock Home Office informed regarding new opportunities in the country and region.
    Champion Gender Equality and Social Inclusion (GESI) policies and Winrock’s Core Values for staff and overall project management. Coordinate regularly with GESI Specialist.

    QUALIFICATIONS AND BACKGROUND:
    Education:

    Master’s degree required in relevant fields of study related to the sector of the project, including but not limited to business, international development, public administration/policy, water resources management, and Water, Sanitation, and Hygiene (WASH), value chain development.

    Work Experience:

    At least 15 years of experience in donor-funded project management of which at least 7 years’ overseas experience with technical and/or operational issues related to a mix of WASH, sustainable water management, community and alternative livelihood development, governance and capacity building, value chain development.
    Minimum 7 years of COP-level experience for complex ($20M USD and above) USAID-funded projects. Preferably as COP and on projects developing and strengthening markets and/or utilities.
    An understanding of policy, economics, and market issues in the water and sanitation sectors, preferably in the Kenya and/or East Africa context.
    Proven ability to develop and communicate a common vision among diverse public and private partners and the ability to lead multi-disciplinary teams.
    Experience integrating Gender Equality and Social Inclusion (GESI) into water security and livelihoods programming.

    Skills:

    Technical understanding of water resource management and sanitation.
    Knowledge of USAID policies and procedures as related to project management required.
    Knowledge of the political, social, cultural, environmental, and development context of Kenya strongly preferred.
    Ability to supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences.
    Ability to build coalitions and networks that can provide synergies and sustainable solutions for the project.
    Must be comfortable in high-level representational role as well as interacting with beneficiaries.
    Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the initiative and to effectively coordinate with a wide range of regional stakeholders.
    Fluency in written and oral English is required.

    Position Summary

    The Regional Senior Procurement Officer (SPO) has primary responsibility for the day to day activities within the Procurement Unit. This includes providing guidance to Winrock staff on policies and procedures as well as ensuring compliance with organizational and funder rules and regulations. The Procurement Officer will review and processes requests for procurement, purchase orders and other vendor contracts to ensure that the goods/services are available and can be sourced at a fair market price. The SPO provides updates to the Procurement Director on areas of concern or potential corporate liabilities.

    Primary Responsibilities

    Completes Procurement Review Checklist on incoming procurement packages and verifies all required documentation is included and accurate for project and core purchases;
    Conducts global and country specific trainings on WI procurement policy.
    Provides guidance on organizational and funder procurement requirements;
    Reviews request for proposals and posts solicitations to relevant publications/online platforms;
    Reviews quotes and responses to RFPs, ensures selection memos capture all required information
    Extensive travel to field offices to procurement and establishing best practices procurement systems and processes, project start up and closeout; Support project start up and closeout.
    Assists with development of procurement templates and manuals.
    Reviews financial reports on open and recurring purchase orders to ensure commitments are not duplicated
    Other duties as assigned.

    Education And Experience

    BA/BS Degree required – preferably in business administration or a similar discipline with minimum 5 years of experience or the equivalent combination of education and experience.
    Must have a minimum of 3 years working experience with USAID procurements. Excellent understanding of US government procurement rules and regulations.

    Skills

    Strong software skills and advanced knowledge of spreadsheets and word processing. Microsoft SharePoint is a plus.
    Flexibility to assume a workload which frequently necessitates an adjustment of priorities.
    Must have excellent English oral and written language skills. French working knowledge preferred
    Good interpersonal skills and ability to work cross culturally.
    Strong organizational skills in coordinating a variety of tasks simultaneously.
    Ability to work in a team-oriented environment.
    Strong analytical skills and detail oriented
    Must be able to travel 30% of time.

    This position requires extensive travel within Asia, Africa, and to the United States, as needed.
