    The Director of Programs responsible for the design or development of programs; implementation operations in all areas where World Relief International – Kenya implements programs; quality assurance and technical expertise in delivery of the programs, resource mobilization as well as effective management of WRI-K programs to increase impact and enable positive change for beneficiaries. The post holder will also ensure effective representation or communication as assigned by the Country Director.

    CONSULTANCY DELIVERABLES

    The firm shall meet the following deliverables:

    Contract/hire personnel for data collection: The firm is responsible for recruiting and hiring enumerators and leads for the collection of quantitative and qualitative data. Decisions about number of enumerators, gender, and language capabilities of enumerators will be made in collaboration with WR. The training for these enumerators will take place between July 24 and August 4, 2023.
    Conduct Data Collection: In accordance with the protocol, conduct data collection. WR staff and Study Investigators will provide in-person and remote supervision and support of data collection. Data collection will comply with ethical guidelines as stated in the protocol and including reporting and documenting any adverse events, ethical violations, or data quality issues. Data security and management is the responsibility of the firm but must be done with regard to best practices for protection of individually identifiable data or sensitive information. Data collection should begin in September 2023 (specific date TBD based on IRB approval) and final data collection should be completed no later than January 2024.
    Quantitative Evaluation Reporting: The firm will provide daily written updates to WR during data collection, using a template provided by WR. Quantitative data will be made available to WR immediately and the data collection reports submitted within 1 week after completion of data collection in each site.
    Qualitative Evaluation Reporting: Data from IDIs and KIIs will be translated into English, and a complete, word-for-word translation provided using template provided by WR. A brief (1 page) report on each interview will also be submitted, using a template provided by WR. The translation and report will be submitted no later than 1 week after each interview.
    Review and Finalization: The firm is expected to participate in data reviews, and to promptly reply to any questions from WR regarding data quality or other issues during data collection (within 24 hours, and sooner if possible).

    GENERAL REQUIREMENTS

    The Research Firm must be able to demonstrate experience with producing similar deliverables and activities and must provide at least two references for this work, to be contacted by World Relief technical staff.

    Qualifications for the firm include:

    Master’s Degree or higher in a relevant field (e.g., Public Health) for the Lead Consultant at the firm. This person shall be the main technical point-of-contact for WR.
    Lead Consultant and all enumerators must have certification in human subjects research ethics. Certification must be shared as part of the application process.
    Experience with program evaluations and/or public health studies and applied statistics in developing countries.
    Knowledge and experience using quantitative data collection and statistical sampling methodologies in general
    Knowledge and experience conducting qualitative interviews.

    Function  

    The Business Systems Manager – Integrated Program Management System (IPMS) will be the individual responsible for the ensuring full implementation of IPMS and that day-to-day support, training and issues resolution is proactively managed for IPMS. They will be embedded in each Program Area and work with the Program Area team and country program staff to ensure that needs related to IPMS are defined, issues are escalated (as appropriate) and resolution is sought. Working in close coordination with program teams, the role will be dedicated to hearing and interpreting the project management needs of program and project staff in their associated Program Area and ensuring that those needs are addressed. The role may be located in any of the following countries: Ethiopia, Kenya, Nigeria, Tanzania, Senegal, Uganda, Rwanda or Zambia.

    RESPONSIBILITIES & DELIVERABLES 

    Supports the maintenance and continued improvement of Heifer’s project management business processes. (30%)

    Facilitate the full implementation of IPMS components area wide. 
    Conduct the onboarding process of Heifer’s project management business processes for new project management staff.  
    Share and facilitate Heifer’s online learning courses on Heifer’s project management business processes in collaboration with Heifer’s People Dept. 
    Collaboratively work to reflect and address field-identified project management needs in Heifer project management business processes.  
    Elevate requested changes from the area on project management processes to IPMS management and support the update process (i.e., collect feedback, coordinate meetings, etc.). 
    Working within the Area structure, provide operational support to field staff on Heifer’s project management business processes, such as, location of guidelines, online learning courses, and explaining business process and tools related to IPMS implementation.  
    As requested, and in coordination with the leadership of Africa regional office, organize regional, country and project training and/or feedback meetings on IPMS, document actions and next steps.  
    Collaborate effectively with the other IPMS team members in the regions, document lessons learned, opportunities, challenges, and solutions/recommendations.

    Specialist in Heifer’s cloud-based project management software and preserving its value to program staff. (35%)

    Provide support to field staff for NGO Online, including resolving questions and issues both functional and operational, in a timely manner. 
    Triage questions or issues that end users face to appropriate teams (ie. IPMS management, HQ MELS, Enterprise Systems, IT, Knowledge Management etc.)   
    Provide direct support to program teams starting new projects with system setup (i.e., NGO Online, Laserfiche, Agresso).  
    Actively listen and document the needs of field teams and elevate requests that would involve adaptation or updating the system to IPMS Management.   
    Develop and distribute necessary resources/training videos and other materials related to conducting activities, improving efficiency, sharing best practices of NGO Online.  
    Conduct IPMS data quality spot checks on projects.  
    Work with all stakeholders to ensure data reporting is standardized across the network; recommend and implement improvements in reporting/tracking process or tools. 
    Provide refresher trainings on the system process functions.  
    Proactively identify NGO Online system functionalities that might need adjustments or updates, including but not limited to functions identified during feedback meetings.  
    Lead communications around IPMS updates and troubleshooting.

    Provide analysis and reporting to support the strategy (15%)

    Develop a standard process of identifying and creating standard and special reports and dashboards for decision making and sharing to stakeholders. 
    As needed, develop reports for decision making and sharing to stakeholders.   
    Generate updates for senior level audiences on performance of projects and programs.  
    Drive change with thought leadership around information flow, systems, and related process improvements. 
    Coordinate with others to optimize data analysis and reporting capabilities.

    Support Signature Program data management (15%)

     Supports the use of evidence to identify areas of program underperformance, program excellence, management, and major opportunities for growth.
    Work with the Signature Program Director and provide guidance to country teams implementing Signature Programs to ensure that data structures for IPMS are in the right and required format.
    Collaborate with country teams to identify opportunities to support country level signature program and project business plan reports (e.g., area-wide data aggregation). 
    Work with country teams in the setting up additional systems that supports improved data management for more effective measurement and reporting from Signature Programs perspective (e.g., geographical information systems, case-based management systems, Power BI) that could be integrated with IPMS.

     May perform other duties related as assigned (5%)

    Minimum Requirements

    Bachelor’s degree in international development, computer science, management information systems or relevant field, plus 7 -10 years’ experience in project management in non-profits.
    Practical experience in project management in the INGO space.
    Proven experience in project management systems use.

    Preferred Requirements

    Excellent problem-solving skills based on the analysis of available data to identify solutions to complex problems.
    Skills in the use of infographics to condense information targeting specific audiences.
    Proven experience in managing change management processes within a development organization. 
    Experience managing Azure and other Microsoft environments.

    Function

    Under the leadership of the Project Manager, the Livestock Officer will be responsible for providing technical support and coordination in implementing training and promoting the adoption of biosecurity, antimicrobial use, and good farm management practices among smallholder farmers in the dairy and poultry value chains.
    The Livestock Officer will also support Social and Behaviour Change (SBCC) campaigns to increase farmer knowledge on biosecurity, antimicrobial use, and good farm management practices as well as support efforts to ensure farmer and value chain actors access to financing to implement biosecurity practices.
    The Officer will also support farmer-producer organizations to offer quality and reliable services to their members, through a robust extension system which will facilitate easy access to inputs and services, all of which will ultimately contribute to increased production and productivity. The Officer will also support partnerships with Global Health Security Agenda (GHSA) partners in Kenya, Government (both at the National and County Levels), and other stakeholders implementing similar projects under the one health approach.
    This position is contingent upon donor approval and funding.

    Responsible for leading the review, preparation, and development of training curriculum and materials on biosecurity, antimicrobial use, and farm management as well as animal health and nutrition-related issues.
    Mobilize Community Agrovet Entrepreneurs (CAVES) and technical experts as appropriate, and arrange their training on biosecurity, antimicrobial use stewardship, and farm management practices in collaboration with county governments engaged by the Project.
    Support deployment of farmer training and promote the adoption of biosecurity, antimicrobial use stewardship, and good farm management practices.
    Support research on the Return on Investment (ROI) on the adoption of biosecurity, antimicrobial use, and farm management practices as well as holistic nutrition in poultry and dairy value chains.
    Provide technical support to farmer-producer organizations to offer quality and reliable services to their members, through a robust extension system which will facilitate easy access to inputs and services to increase production and productivity and promote adoption of biosecurity, antimicrobial use, and good farm management practices.
    Engage with National, County, and Sub County veterinary technical personnel and other stakeholders (as required) in disease surveillance and reporting as well as the design and field implementation of livestock treatments and vaccination campaigns.

    Project Planning, Administrative Management, Budgeting & Reporting (30%)

    Support the development and implementation of project work plans and budgets in line with the donor and Heifer’s regulations, guidelines, and requirements.
    Support implementation of approved work plans and budgets to achieve project objectives and targets as set out in the Cooperative Agreement, Results Framework, and approved work plans and budgets in line with the donor and Heifer’s policies, guidelines, and requirements.
    Support the development and timely submission of high-quality reports, budgets, and other contractual project deliverables in line with the donor and Heifer’s policies, guidelines, and requirements.
    Provide advice and support monitoring of project activities for results, keeping track of project progress and actual or potential problems, and recommending remedial options.

    Technical Support to Social and Behaviour Change Campaigns (SBCC), Access to Finance and Project Monitoring and Evaluation (20%)

    Provide technical input in the development of SBCC messaging and communication campaign materials.
    Ensure that technically sound social behavioral change messaging is deployed to communities in the target counties where the project is implemented.
    Support the development of Access to Finance biosecurity-focused products and farmer access to financing to implement biosecurity, antimicrobial use, and good farm management practices.
    Provide technical support in the development of monitoring and evaluation tools, conducting MLE activities, and reporting.
    Support periodic reporting of project results in line with the donor and Heifer’s results framework and reporting guidelines and requirements.

    Minimum Requirements

    Bachelor’s degree in veterinary medicine, Animal Science, or Animal Health from a recognized institution.
    At least five (5) years in animal production, epidemiology research, and monitoring of zoonotic and transboundary diseases, livestock value chain competitiveness, or project management.
    Experience and ability to manage training programs targeted at farmers, farmer producer organizations, and other value chain players in animal health & husbandry, biosecurity, antimicrobial use, nutrition, and farm management.
    Considerable experience building public/private partnerships, preferably in the Agriculture/ Veterinary/Animal Health sector.
    Experience in the delivery of animal extension services and influencing policy formulation and decisions in the livestock/animal health industry.
    Demonstrated knowledge of the latest developments in advancing good/best practices in One Health, antimicrobial use stewardship principles, farm management/ animal production, and veterinary practice.
    Substantial technical experience in implementing animal health intervention and managing projects funded by USAID and or other donors.
    Demonstrated ability to design and implement strategies aimed at providing institutional capacity building to Producer Organizations to build more efficient, competitive, and sustainable animal/livestock value chains.

    Preferred Requirements

    Master’s degree or equivalent in Veterinary Medicine, Animal Science or Animal Health from a recognized institution.
    Kenya Veterinary Board Registered.
    Complementary experience in biosecurity, antimicrobial use industry principles and standards, launching campaigns, and integrated development issues under the one health approach.

    FUNCTION

S/he will lead the development and implementation of the KLMP’s overall strategy for Gender and Inclusion. The Gender and Social Inclusion Coordinator will ensure the integration of women, youth, and other vulnerable populations into all project activities. The Gender and Social Inclusion Coordinator will report to the Signature Program Lead, and work in liaison with the Project Manager.

    Lead the development of the Gender and Social Inclusion strategy which will guide the integration of Gender and Social Inclusion concepts and approaches into all project activities, including technical implementation, monitoring, operations, policies, and procedures.
    Collaborate with the Project Manager, technical teams, MEL, and other personnel on Gender and Social Inclusion strategy implementation and monitoring.

    Keep informed on issues of socio-economic development, agriculture, environment, and livestock programs and policies by visiting project locations/Project Partners/Self Help Groups for follow-ups and to check the effectiveness of Heifer’s existing Gender and Social Capital programs and contents and then customize the content, delivery, and materials for more effectiveness.

    Program Planning and Budgeting (10%) 

    Develop and manage monthly, quarterly, and annual activity plans and budgets.
    Conduct necessary reviews and updates of the work plans and budgets to respond to emerging field implementation challenges related to Gender and Social Inclusion.

    Periodic and timely reviews of country budgets and approved project work plans undertaken to ensure gender and social inclusion issues are captured.
    Quarterly and annual review of the gender and social inclusion piece of the project with clear actions to address any gaps that may be observed.
    Serve as the focal point person for Social Capital by preparing annual plan, budget, track and assess the implementation of the Social Capital development plan for the Projects.

    Management and Compliance (25%)

    Accountable for the implementation of Social Inclusion strategies and Gender approaches.
    Responsible and accountable for gender and youth performance indicators within the KLMP project.
    Train project teams on Gender and Social Capital.
    Ensure that Gender and Social Inclusion initiatives approaches are properly implemented as per required standards.
    Analyze and package Gender and Social inclusion disaggregated project progress reports from country offices prior to submission to the Project Manager.
    Ensure 100% compliance with the donor’s contractual obligations.
    Build the capacity of the hubs in implementing SCD and gender approaches, Gender, and SCD interventions to collect data on and how report on it.
    In conjunction with the project team, supporting and organizing delivery of various training/workshops such as Heifer Cornerstones, PSRP, Gender and Justice, group/cooperative management and personal leadership development for Heifer staff, projects’ participants, Informal Savings and Loans, Community, and partner staff training.
    Translate and contextualize the Gender and Social Capital Minimum Requirements for Projects.
    Developing, reviewing, and updating training modules/manuals, and related training materials. Facilitate project implementers to set up various training modules and train them in their use; provide follow-up services to these training programs.

    Project Reporting and Documentation (15%)

    Compile regular monthly, quarterly, and annual reports and ensure compliance with requirements in terms of quality and timeliness and ensure these are of the highest standards.
    Document Gender and Social Inclusion lessons learnt and experiences for dissemination and sharing to inform future project development.
    Incorporate lessons learned on Gender and Social Inclusion into project implementation.         
    Reports on Gender and Social Inclusion implementation compiled and submitted within the stipulated timelines.
    Lessons learnt from KLMP on Gender and Social Inclusion implementation documented and impact of the project interventions reported on quarterly basis.
    Submit timely weekly, monthly, quarterly, semiannual, and annual reports and ensure that reports clearly show gender disaggregation data to the Project Manager.
    Successful female/youth enterprises of the role models documented for replication.
    Document the gender and Social Inclusion components of the project progress, lessons learned, good experiences, and impact of the project interventions.

     Partnership and Engagement (5%)

    Provide technical advice and training to program staff, partners, and stakeholders to build their capacity to integrate gender, youth, and other relevant social considerations into designing interventions, implementation, and M&E.
    Identify, build, and maintain proactive relationships with social capital and gender-focused networks in the country with non-profit/non-governmental organizations, government line bureaus, and coordination forums, as well as represent KLMP in any meetings on the sector.
    On an as-needed basis, provide technical support to the “partner” staff on social capital- and gender-related matters.

     Any other duties assigned by the supervisor (5%)

    Minimum Requirements

    Bachelor’s Degree in community development, Rural Development, social science, adult education, or related field required. Other job-related education and/or experience may be substituted for all or part of these basic requirements. However, demonstrated experience in the design and implementation of adult learning methodology is a mandatory requirement.

    Preferred Requirements

    Minimum 10 years of experience in international development, including 5 years of relevant experience.

    Develop and manage partner and stakeholders’ dissemination and communication database.
    Carry out regular review and updating and management of all the IEC materials and tools.

     Project support (10%)

    CONSULTANCY DELIVERABLES

    The firm shall meet the following deliverables:

    Contract/hire personnel for data collection: The firm is responsible for recruiting and hiring enumerators and leads for the collection of quantitative and qualitative data. Decisions about number of enumerators, gender, and language capabilities of enumerators will be made in collaboration with WR. The training for these enumerators will take place between July 24 and August 4, 2023.
    Conduct Data Collection: In accordance with the protocol, conduct data collection. WR staff and Study Investigators will provide in-person and remote supervision and support of data collection. Data collection will comply with ethical guidelines as stated in the protocol and including reporting and documenting any adverse events, ethical violations, or data quality issues. Data security and management is the responsibility of the firm but must be done with regard to best practices for protection of individually identifiable data or sensitive information. Data collection should begin in September 2023 (specific date TBD based on IRB approval) and final data collection should be completed no later than January 2024.
    Quantitative Evaluation Reporting: The firm will provide daily written updates to WR during data collection, using a template provided by WR. Quantitative data will be made available to WR immediately and the data collection reports submitted within 1 week after completion of data collection in each site.
    Qualitative Evaluation Reporting: Data from IDIs and KIIs will be translated into English, and a complete, word-for-word translation provided using template provided by WR. A brief (1 page) report on each interview will also be submitted, using a template provided by WR. The translation and report will be submitted no later than 1 week after each interview.
    Review and Finalization: The firm is expected to participate in data reviews, and to promptly reply to any questions from WR regarding data quality or other issues during data collection (within 24 hours, and sooner if possible).

    GENERAL REQUIREMENTS

    The Research Firm must be able to demonstrate experience with producing similar deliverables and activities and must provide at least two references for this work, to be contacted by World Relief technical staff.

    Qualifications for the firm include:

    Master’s Degree or higher in a relevant field (e.g., Public Health) for the Lead Consultant at the firm. This person shall be the main technical point-of-contact for WR.
    Lead Consultant and all enumerators must have certification in human subjects research ethics. Certification must be shared as part of the application process.
