Consultancy: Kenya Community Land Rights Project ( Evaluation) (INT2916)
Background, rationale and purpose of the evaluation
The Community Land Rights Programme is a two year programme implemented in Kenya and Nepal targeting 7500 men and 7500 women. The programme aimed at applying innovative legal empowerment techniques to support 75 communities in Kenya and Nepal to gain legal protection over their land and natural resources.
The Project’s primary objective is to provide technical legal support to strengthen community land and resource rights and then rigorously test the extent to which this mitigates and resolves local conflict. Oxfam and Namati together with Kenya Land Alliance (KLA), support communities to gain legal protection for their community lands and through an action research approach carefully track how this process affects local conflict and gender dynamics.
Objectives of the evaluation
To obtain end line measurements of key indicators about the perception of tenure and physical security of community members, threats to their security on issues related to land and natural resource ownership and access and compare this against baseline measurements.
To assess changes in county and community level dynamics after intervention, as well as evaluate understanding of community on their rights related to ownership and access to land and natural resources.
To evaluate the level of women’s engagement/participation on land and natural resource ownership.
To evaluate project impact and its contribution towards conflict resolution and mitigation.
Deduce lessons learnt from the project and document best practices that can be replicated within the same context or elsewhere either by Oxfam and partners or other stakeholders
Assess the effectiveness and efficiency of the project and how this contributed to the realization of the project objectives.

Consortium Lead
Responsibilities for the Consortium lead Job:
Reporting to the Oxfam Kenya Country Director, the post holder will lead the Consortium to ensure delivery of plans and accountability to donors.
He/she will be responsible overseeing project progression towards agreed objectives by appropriating correct M & E tools, coordinating and keeping strong networking relationships with partners and other Oxfam affiliates and taking lead on fundraising efforts.
Management of complex donor relations and representation in coordination meetings will form part of the key responsibilities.
The post holder will play a key role in influencing responsibility holders in conjunction with the policy team.
Qualifications for the Consortium Lead Job:
The successful candidate will have a broad set of management skills including financial, fundraising and donor management expertise.
A University Degree in the relevant field (humanitarian action, international development, food security or any other related field) will be required.
Good insight on key cross cutting issues in resilience and humanitarian work as well as the ability to link these issues to regional and global context and the wider organization will be essential for the role.
We will be looking for a person who is innovative, models good practice and has repute for high level interpersonal, communications and representational skills.
Travel within Kenya and other parts of the region is inevitable, flexibility will therefore be required.

Consultancy to Develop KCSPOG Internal Policies
Purpose of Consultancy
In line with the 2018- 2023 Strategic Plan the Kenya Civil Society Platform on Oil & Gas (KCSPOG) intends to develop key institutional documents/policies that will guide its operations and ways of working to ensure that there is internal accountability and transparency in its operations. This is critical as the Platform gains more prominence, seeks to expand its influence and possibly expands its membership.

Development of Policy Brief on Ensuring Accountability for SGBV in Conflict: The Human Cost of Conflict Related Sexual Violence (CRSV) in Africa
Rationale
During conflict, there is a fundamental breakdown of the structures of law and order and the unfortunate reality is that sexual and gender based violence, which is an issue even in peace time, escalates exponentially. Studies have shown that SGBV is often used as a strategy by opposing forces and as a result the scourge of SGBV disproportionately affects women. Crimes of sexual violence are usually on the rise during conflict and include different forms of penetrative rape, sexual slavery, forced prostitution, forced pregnancy and forced sterilisation or abortion. Crimes of sexual torture, sexual humiliation and forced nudity may likewise constitute sexual violence.
Despite this reality, there is a lack of accountability on the part of national governments to tackle the appalling trend that render women’s bodies’ as tools of war. Furthermore, women are largely excluded from formal processes both during and after conflict. These processes deny them a voice both about obtaining access to justice and ensuring that conflict and post conflict plans take SGBV issues such as the under or non-reporting of sexual violence, social stigma facing both male and female SGBV victims, limited domestic investigations and the lack of available evidence, into consideration.
Africa has extensive instruments and policies relevant to the women peace and security agenda. At the continental level we have the Protocol to the African Union Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol) and the Solemn Declaration on Gender Equality in Africa (SDGEA). However, implementation of these instruments has been weak and hence the impact is yet to be felt.
It is for this reason that Oxfam is seeking to recruit a consultant to develop a policy brief on “Ensuring Accountability for SGBV in Conflict: The Human Cost of Conflict Related Sexual Violence (CRSV) in Africa”.
Objectives
The policy brief will guide the discussions and advocacy targeted at AU and its member states. This will include promoting and ensuring accountability for survivors of sexual and gender based violence in conflict settings. In addition, the policy brief will enable policy dialogues and inform policy decisions on the implementation of the African Peace and Security Architecture (APSA) at the regional level during strategic AU convening by key stakeholders (national governments, civil society and AU level policy makers).
The paper will highlight the extent of conflict related sexual violence and share empirical evidence on the social, economic and political costs of SGBV in conflict. It will point out the heightened risk of SGBV in conflict and the need for ensuring accountability in such situations.
In addition, it is expected that this paper will make the crucial linkages between good governance, development and the place of women in peace and security; while analysing how accountability for sexual and gender based violence can be enhanced in conflict situations; the role of women in peace and security processes and the barriers that hinder their participation.

Phase II will adopt a consultative and participative approach, which includes interviews with key stakeholders.The consultant will assist in the analysis of the findings and this will be undertaken in consultation with Oxfam and SIHA. The consultant should conclude with the submission of a draft report based on the findings.
