    About the role
    The role works within the Kenya Country Programme family and the wider Programme management unit. The role is responsible for the thematic area of inclusive markets encompassing interventions aimed at supporting the development of interventions that drive systemic market change, including through the Participatory Market Systems Development approaches (PMSD), and other relevant Market development approaches such as Inclusive Business, Making markets work for the Poor (M4P) and value chains, Enterprise Based Development (EBD) initiatives that use a combination of grant and investment funding to support small holder enterprises to develop; support policy work that supports an enabling environment for pro-poor market activity that improve engagement of poor and marginalised men and women in existing and new value and market chains.
    About you
    The Project Inclusive Markets is responsible for the overall coordination, planning, provision of technical direction and oversight to local partners implementing inclusive markets interventions in Christian Aid.
    The role is responsible for contributing to the development of Christian Aid policy, strategy, thought leadership and communication under the Inclusive Market stream of work. To contribute to the representation of Christian Aid to external stakeholders on Inclusive Market and undertake liaison and advocacy with County and National Government partners and officials on project activities and related to economic Justice issues. Coordinate and represent Christian Aid County and National authorities and ensure activities are carried out in line with National and County strategies as far as possible and their participation. (30%).
    To be responsible for recommending grants to partners, and leading in project and budget management in line with Christian Aid policies and procedures, that ensures effective disbursement of funds to Christian Aid partners, ensures funds are used for approved purposes, and ensures timely reporting based on robust data on activities, outputs, and impact of the project and serve as a resource person on capacity development activities on inclusive markets. The project officer will ensure that project/s are delivered on time and within budget. (30%)
    In collaboration with the Country Manager and other support functions, assist fundraising initiatives aimed at increasing the current project portfolio size by providing information for proposal writing, seeking opportunities for participating in consortia and representing the organisation in fundraising forums. Contribute towards the development and dissemination of Christian Aid Inclusive Markets work through publications (general, thematic sector, academic) in consultation with other support functions. (30%)

    Background to Household Economic Strengthening of CASE-OVC
    The Comprehensive Assistance, Support and Empowerment for Orphans and vulnerable Children (CASE-OVC) project seeks to respond to the challenge facing OVC in 17 counties through service delivery to the children and their caregivers; improving the economic capacity of the households and strengthening the informal and formal facilitative systems for OVC support and welfare. The project is implemented in 17 counties in Kenya namely: Nakuru, Kiambu, Turkana, Murang’a, Machakos, Narok, Makueni Meru, Kajiado, Nyeri, Kitui, Nyandarua, Embu, Baringo, Laikipia, Tharaka Nithi and Samburu. The project implements targeted and strategic activities focusing on three levels of vulnerability: individual, household and systemic.
    CASE-OVC seeks to work with bidders to support the delivery of Household Economic Strengthening to OVC caregivers in the project counties. The target caregivers engage in agricultural value chains, micro-enterprises as well other livelihood opportunities such as artisanal works (beadwork, metalwork and woodwork)
    Objective of the Assignment
    The objective of this partnership is to support caregivers employ best models that will ensure CASE-OVC target households understand market-based solutions, appreciate and are willing to engage in two or more income generating activities. The partner will build capacity of the LIPs and caregivers and strengthening of both agricultural and non-agricultural value chain activities.

    Bidder Profile and capacity
    Agricultural value chains.
    The Bidder for the agricultural value chains should be a market systems expert who has over 7 years providing services on agri-business and entrepreneurship. They should demonstrate ability to work with marginalised segments of market actors and capacity to design appropriate models that work for them. Experience of working in an OVC or HIV/AIDS implementation context will be an added advantage. The bidder should have hands on experience working with smallholder farmers and linking them to markets.
    The bidder for the agricultural value chains must be conversant with the ‘restricted agricultural inputs’ as outlined in the USAID KAVES PERSUAP and the relevant mitigation measures.
    Non-agricultural value chains/beadwork
    The bidder should have 7 years’ experience working in the design industry with emphasis on beadwork. They should have a good understanding of beadwork market requirements both locally and in international markets.

    About the role
    Christian Aid is now looking to recruit an innovative and dynamic Programme Development and Funding Manager to support our development and humanitarian work in the Africa Region. This role provides surge capacity for the team responsible for growing Christian Aid’s institutional funding portfolio in Africa, supporting the country programmes to ensure strong contract management on their funds from institutional donors. The post holder will work closely with Country Managers and programme colleagues to initiate new donor engagements and sustain relationships with current donors; to coordinate development of funding applications; and, to advise and provide support on delivery of on-going contracts ensuring compliance with donors’ and Christian Aid’s regulations.
    This is a senior role working within the Programme Innovation and Funding Group of Christian Aid supporting work across East, Horn and Central Africa.     CASE-OVC Project
    Comprehensive Assistance, Support and Empowerment of Orphans and Vulnerable Children (CASE‐ OVC) project is a USAID-funded $38.8 million 5-year award to a consortium led by Christian Aid. The project aims to improve the welfare and protection of 170,000 children affected by HIV/AIDS in 18 target counties in Central, Eastern and Part of Rift Valley leading to resilient and thriving orphans and vulnerable children (OVC). It has three main sub-purposes. First, it will aim at improving the health and social status of OVC and their households; secondly at enhancing economic status, economic resilience, and care giving and protection capacities of OVC households and caregivers; and thirdly at strengthening and creating linkages of formal and informal protection systems making them responsive, inclusive and accountable to the needs of OVC. Activities in CASE-OVC will aim to meet short term needs of OVC and their households, as well as invest in building capacities of households, communities and wider systems to sustainably provide an enabling environment for OVC to thrive and be resilient to risks they face.

    About Role
    The Chief of Party will lead a team of 6 key staff and ensure the following key results are delivered: –

    Effective award management, leading the project team, in liaison with implementing partners ensuring effective implementation, monitoring of services to OVCs, quality controls, accountability, and compliance within the framework of the cooperative agreement, USAID’s rules and regulations, and Christian Aid policies and procedures.

    Job Description

    About the role
    The Compliance Officer be line managed by the Chief of Party and will support the CASE-OVC teams, consortium partners, and Local Implementing Partners (LIP) on compliance to the CASE-OVC cooperative agreement provisions, relevant USAID rules and regulations, Christian Aid policies and procedures including to Key Performance Indicators (KPIs) for quality programming including use and compliance with PROMISE for effective grant management. The role holder will set up compliance monitoring systems, produce compliance reports; build capacity of staff/partner/LIPs to optimise compliance, conduct compliance monitoring visits and commission compliance audits, and financial and risk monitoring, and recommend to the respective managers actions to be taken to improve compliance or sanctions for non-compliance.
    Three key results to be delivered by the role holder includes: –

    Ensure capacity to and compliance to USAID rules and regulations, Christian Aid policies and procedures, and sub-award provisions for sub-grantees. The role holder will ensure effective risk management and ensuring strict compliance to relevant policies and procedures governing the CASE-OVC project, proper documentation, filing and reporting by CASE-OVC staff and sub-grantees
    Provide prompt information required by internal Audit team, Country Manager, Chief of Party and/or other CASE-OVC managers and technical staff as necessary for them to take management decisions to improve compliance and sanction non-compliance.
    Ensure, in liaison with the Chief of Party and Finance & Operations Manager, that relevant provisions in the CASE-OVC cooperative agreement, USAID rules and regulations, and Christian Aid granting provision are incorporated into all relevant sub-awards and contracts and capacity is built by sub-grantees to comply with these provisions.
    Provide continuous feedback to the Project management team, Regional teams and all Sub-recipients on performance against compliance expectations.

    With line management from the Chief of Party, you will be based in the Nairobi Office, with frequent travel to regional teams and sub-awardees on monitor compliance issues. You hold at least a bachelor’s degree in Business studies, Accounting, Finance or related field relevant to the position requirements. You have at least 3 years of experience in financial management auditing grants and contracts from institutional donors for large complex activities. Having 2 of these years working in the field of international development and managing USG funded activities of similar scope would be a great advantage. You will have experience of effectively setting up and managing donor compliance monitoring systems, developing and implementing relevant compliance tools. You will need to demonstrate ability to effectively supervise and provide clear guidance to teams on compliance, oversee compliance to project agreements/contracts, Donor rules and regulations, and Christian Aid policies and procedures and to deal satisfactorily with breaches.
    You will have ability to think creatively to navigate the complexities and uncertainties and the ever-faster pace of change in the development world and operating context in Kenya. You will also demonstrate ability to translate thinking into results in a timely manner. In doing so, you will facilitate your team to collaborate with other key functions programmes, regional teams, and London finance & operations teams among others.
