    Integrated Senior Projects Coordinator (Bondo)

    ROLE PURPOSE
    Reporting to the Program Unit Manager – Kisumu, the Senior Integrated Projects Coordinator (Bondo) will be responsible for overall oversight of Plan Kenya’s operations in Bondo. S/he is responsible for partnership building with the County Government and other stakeholders, manage the projects teams to ensure achievement of results for the beneficiaries especially girls and sponsored children and over see the implementation all projects in the programme area. The incumbent will work closely with the KCO transition team to ensure smooth phase out of the PU and continuity of grant operations.
    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
    Planning, strategy and policy (10%) 

    Provide strategic leadership and support project teams to develop quality project outlines in line with the Country & Global Strategy and the Program Influencing & Quality Policy (PIQP).
    Ensure sponsorship and program work directly contributes to the outcomes for girls and young women are realised and that girls take lead in advocating for their rights
    Advance a seamless integration of Program and Sponsorship processes to give the organization optimal results
    Ensure compliance with relevant donor policies, contracts, and agreements.
    Influencing stakeholders and duty bearers to the enactment and enforcement of policies relevant to Plan work.
    Promote sensitization of staff, stakeholders and partners on Plan’s policies, strategies, procedures, values and behaviours. 
    Enhance compliance to child sponsorship policies and guidelines
    Ensure correct and appropriate branding and media coverage at all times while working in contact with the Communications Manager and Country Director.

    Programme and project design and influence (15%) 

    Enhance realization of children and girls’ rights through design and implementation of gender transformative project interventions.
    Ensure meaningful engagement with relevant stakeholders (including sponsored children) in program activities.
    Ensure effective management of all communications with National Offices & country office on child sponsorship.

    Working in Partnership and resource mobilisation (15%) 

    Lead relationships and represent the organization at county government authorities and departments and establish and maintain strong networks and partnerships at sub-county and county levels to ensure Plan’s profile is held in high esteem
    Participate in relevant County level cluster meetings and promote Plan’s development agenda.
    Promote active engagement and participation of communities in Project activities.
    Identification, engagement and capacity development of partners to support program implementation.

    Quality improvement and standards (15%)

    Ensure timely and effective implementation of programs according to approved project outlines and approved monthly activity and budget plans.
    Monitor the progress of project implementation and undertake corrective actions.
    Develop quality and timely reports in accordance with Organization guidelines and procedures.
    Monitor child sponsorship activities to ensure realisation of sponsorship commitments and monthly KPIs
    Promote evidence-based programming through data gathering and dissemination with wide consultation of sponsored families and other stakeholders.
    With support of M&E, enhance learning and knowledge management through documentation and profiling of Plan’s work.
    With support of M&E, maintain a beneficiary tracking system in line with monthly and quarterly reporting tools.

    Financial Responsibility (10%)

    The incumbent will have oversight of the Satellite Office budgets and be the primary budget holder for several allocated budgets to levels set by the executive management team, which can be varied at any time. S/he will track monthly sponsorship activity budgets and report on any variances to relevant project/program managers and the Country Office finance manager.
    Support the development and execution close out plans and budgets for the PU
    Ensure smooth transition of donor funded projects upon phase out of the PU
    Monitor expenditures to promote prudent budget management.
    Support the development and usage of procurement plans in execution of project activities.
    Ensure timely procurement of goods and services at the Satellite Office level and Coordinate with the Administration manager at the Kenya Country Office (KCO) level to ensure availability of credible supplier database at all times.

    Risk Management (10%)

    Risk assessment and ensure existence and compliance of controls for proper risk management for all functions at the PU level (operations & programs).
    Provide oversight on asset, fleet, office and inventory management
    Ensure Satellite Office resources such as assets are properly managed and accounted for following the laid down procedures at all times. 
    Leading audit management responses and corrective action plans
    Ensure phase out from sponsorship is managed well to safeguard sponsored children and their families and reputation of PIK

    Capability building and People Management (15%) 

    Provide strategic leadership that inspires the Satellite Office team towards the realization of Plan purpose
    S/he will supervise approximately 3-4 staff. 
    Manage staff performance and deal with any unsatisfactory performance proactively
    Undertake appropriate representation at leadership level and promote effective communication between the Satellite Office and the country office.
    Promote team cohesiveness and integration at the Satellite Office level and ensure all staff are clear on their individual contribution to the overall program goal
    Manage change in the phase out of sponsorship operations
    Coach and mentor direct reports to enhance their skills

    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)

    Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
    Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
    Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

    Technical expertise, skills and knowledge
    Qualifications/ experience essential: 

    Bachelor’s Degree in Social Sciences, Project Management, Development studies and related disciplines. Post graduate qualification is an added advantage.
    4 years’ relevant experience preferable in management of gender transformative and girls’ rights projects
    At least 2 years’ experience managing teams.
    Demonstrable experience managing projects with budgets over and above US$1 million preferably across various thematic areas.
    Demonstrable experience in implementation of programs through partnerships.

    Qualifications/ experience desirable: 

    Sound understanding of integrated development issues and rights based programming.
    Experience in advocacy and influencing
    Thorough knowledge of programming methodologies

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Strategy design and planning – (30%)

    Model partnerships:  Lead in the integration and effective implementation of the new Plan Policy on Building Better Partnerships (BBP) in alignment with Plan Kenya’s Country Strategy and Plan International’s Global purpose on ensuring the creation of an equal, systematic, positive, and process-driven approach to partner engagement and relationship management;
    Develop minimum standards, technical frameworks and strategies on Building Better Partnerships strategy, powering the movement and collaboration with partners that are in line with Plan Kenya’s new five year strategic and our Global ambition;
    Ensure that all PIK staff and implementing partners understand the importance of Building Better Partnerships global policy and how it relates to them in their contexts, and that they are fully involved in its implementation, and contribute to the ongoing research, development and implementation as well as dissemination and sharing of best practices and innovative approaches to maximise performance and sustain achievements in Building Better Partnerships;
    Coordinate and collaborate with relevant Partnerships’ personnel at regional, national offices and the Global Hub, as well as Project Managers and project personnel at county levels to help them build a network of key partners and stakeholders, keeping abreast of evolving trends (social, economic, and political), including the application of innovation to partnership development as well as ensure coherent interactions with partners; 
    Support the development and roll-out of new partnership models and methods to effectively formal and informal youth and women led organisations, traditional leaders and faith-based leaders as part of existing or new program initiatives; 
    Develop and annually update a partners’ database on information relating to Partners’ and, Donors’, individual requirements and goals, and such other key details as are relevant to the development and maintenance of those partnerships;
    Contribute to drafting of partnership agreements and/or contractual documents such as Memorandum of Understandings (MoUs), Non-disclosure Agreements (NDAs) while ensuring the tenets of BBP and localisation are an integral part of Plan Kenya’s partnership agreements;
    In close collaboration with the Influencing and Advocacy and other Technical Advisors capacity build girl leaders and groups to empower them meaningfully form girl-advocacy partnerships to strengthen Plan’s global girl-led movement building as well as monitor and share developments in the national debates, policy and decision-making with regard to civil society’s role and their democratic space / enabling environment, including key developments at the National and County levels;
    Advice on the partnership networks for overall enhancement of partnerships at the different levels of engagement (County, National and Global);

    Technical Support and Capacity Building for Programme Quality (30%)

    Oversee the development, and implementation of PIK’s partnership tool kit, as may be required and other relevant frameworks that are aligned to Plan Kenya’s Country Strategy and Plan International’s Global purpose and ensure that these toolkits and frameworks are disseminated to pertinent staff within Plan Kenya;
    Responsible for conducting partner assessments and working jointly with the 
    partners and Technical Advisors to develop customized plans, that include a monitoring
    and evaluation plan for organizational improvement; 
    Lead in identification of programs and projects needs for technical assistance and plan for tailor made technical support sessions including partners’ capacity to monitor and adapt to the changing operational environment;
    Help build partnerships capacity and negotiation skills among PU and project managers;
    Collaborate with the technical team to conduct joint-field visits to link Plan Kenya’s 
    development initiatives with the wider organisational goals for quality service delivery and
     impact;
    Coordinate organizational development and capacity building activities with other ongoing
     program initiatives, to maximize the Return on Investment and minimize overlaps an
    duplication; 
    Lead on the provision of proven and appropriate methods of training including and not
     limited to mentoring and coaching to improve the technical and management capacity of Plan Kenya’s implementing partners;
    Assess the capacity of PIK to deliver on Building Better Partnerships and undertake capacity strengthening measures based on these assessments; 
    Represent Plan Kenya in technical meetings at the national meetings or working groups that are related to partnership building 
    In liaison with the Technical Advisors, Grants Team and other core staff identify an
     optimize opportunities for mutual capacity building/learning amongst different partners;
    In collaboration with Monitoring Evaluation Research and Learning team, monitor and 
    report on all relevant information regarding the organizational strengthening investments
     made by Plan Kenya;
    In collaboration with Monitoring Evaluation Research and Learning team, support in 
    knowledge management and learning on partnership strengthening as well as ensure joint monitoring initiatives together with our implementing partners;
    In close collaboration with the Program Implementation and Quality directorate, provide technical support to partners for the development, implementation, monitoring and evaluation of quality and innovative programming, including grant-financed initiatives. 

    Resource mobilisation and programme development (25%) 

    Incorporate lessons from Plan Kenya’s technical experiences in building better partnerships into high quality thought leadership pieces and positioning activities for industry engagement and participation in practitioner networks; 
    Lead and actively participate in resource mobilization efforts to deliver on Building Better Partnerships as appropriate through proposal and concept note writing as well as product development;
    Develop tactical and strategic relationships with key funding agencies and private sector, implementation and other partners, and Plan International colleagues in National and Regional Offices who work on Partnership building so as to tap and create new funding opportunities; 
    Provide strategic leadership for the identification, up-scaling and resourcing of effective models and methods for the strengthening partnerships and mutual learning, including CSOs, community-based organisations, children and youth organizations, as well as informal civil society group and networks. 
    In collaboration with the grants and BD staff provide technical support to partners in 
    proposal development, reporting and overall donor compliance;

    Risk Management & Financial Responsibility (5%)

    Monitor programme performance and budget utilization and guide on corrective measures where needed;

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
    Qualifications/ experience essential: 

    Minimum Bachelors and preferably a Masters in social sciences or related courses.
    A minimum experience of 7 years’ in implementing program management or community development work that mainly included partnerships’, coalition or movement building and management especially while working with girls and youth.
     Knowledge and professional experience in the area of civil society strengthening, child rights and child / youth governance and participation. 
    Demonstrated technical advisory expertise in the design, implementation and evaluation of programming for civil society strengthening for children’s rights.
    Relevant work experience from working for civil society organisations, particularly youth and/or members-based organisations, including with organisational development at a strategic and operational level.

    The Deployable Education in Emergencies (EiE) Specialist is a member of Plan International’s Global Hub Education in Emergencies team.     DIMENSIONS OF THE ROLE

    · The post holder will deploy (sometimes at short notice) to support Plan International’s COs to respond to specific humanitarian crises. When on deployment:

    Programme Design and Assessment (15 %)

    Ensure all work has a strong child protection, gender and inclusion focus, in line with Plan International’s Global Strategy.
    Lead on multi-sectoral needs assessments, coordinating with Plan International’s other programmatic areas (for example, Child Protection), the Education Cluster/working group, education authorities, teachers and community members including children and young people in all their diversity, ensuring assessment findings are documented and disseminated.
    Support Plan International’s COs during emergencies on assessment of education and protection needs, gender analysis and the design and evaluation of programmes, maximising community participation and ensuring a portfolio of high-quality, conflict sensitive EiE programming globally.
    Provide technical assistance to COs in the formulation of gender-aware (or better) and inclusive EiE programme strategies, plans and proposals that are developed in collaboration with education authorities, that strengthen community capacity and support participation, particularly of adolescents.
    Ensure that EiE interventions are linked to longer-term programming and national education plans and systems.
    Support Plan International COs in the development of preparedness and disaster risk reduction plans for education.

    Programme Implementation (35 %)

    The post holder will deploy to COs to provide technical support and leadership on safe, inclusive and quality education programmes during humanitarian crises.
    Coordinate with education, early childhood development (ECD), child protection, gender advisors and other staff to ensure coherence with Plan International’s Inclusive Quality Education framework and to build synergy with existing skills and training.
    Work with the key emergency and development staff focused on: Inclusive Quality Education (any longer term education work complementing education in emergency programming), ECD, child protection, gender, Sexual and Reproductive Health and Rights (SRHR), Water and Sanitation/Hygiene Promotion (WASH), Cash and Voucher Assistance (CVA), Food Security and Nutrition (FSN), to support integrated programming that reduces protection risks and multi-dimensional barriers to education, and through a strong focus on learning environments that promote social and emotional learning and psychosocial support, supporting the wellbeing of children and young people in all their diversity.
    Ensure alignment of Plan International’s EiE work with key cross cutting priorities (for example, child protection, gender and inclusion) whilst also ensuring innovation is central to our approach.
    Ensure the effective planning, implementation and coordination of education programming, to support access, retention and positive transition through different levels of accredited formal and non-formal education, including strategies that support referral and cross-sectoral service delivery.
    Contribute to the development of gender-balanced staffing plans to implement EiE programme activities and work with the Human Resources (HR) team to recruit in line with approved grants.
    Ensure that EiE interventions are aligned with the Inter-Agency Network for Education in Emergencies Minimum Standards (INEE MS) and related resources, and other global humanitarian standards, guidelines and tools.
    Identify EiE programme supply needs and coordinate with the logistics team to ensure timely procurement and delivery.

    Representation and Partnership (10%)

    Work with country office colleagues to represent Plan International at relevant clusters, working groups, and in other fora related to EiE and facilitate coordination across sectors.
    Participate in the development of the Education Cluster/Working Group response strategies, including the Humanitarian Response Plan, Humanitarian Needs Overview and Rapid Response Plan processes, ensuring a focus on gender and inclusion.
    Identify opportunities and establish dialogue for partnerships and collaboration with other humanitarian agencies and education stakeholders, particularly local partners, representatives of people living with disabilities (DPOs), women’s and youth groups, education authorities, vocational and tertiary education institutions and teaching unions.
    Support the development of Plan International’s profile in EiE programming, particularly in regard to girls and young women in all their diversity.

    Resource Mobilization (10 %)

    Build and maintain relationships with relevant government departments, UN agencies and NGOs.
    Establish/maintain new/existing relationships with key donors.
    Support Plan International’s COs to build a diversified portfolio of funding for EiE.
    Support development and submission of quality proposals in response to identified opportunities at CO level and in collaboration with local partners.
    Programme Monitoring and Evaluation, Reporting and Accountability (10 %)
    Work closely with the Monitoring & Evaluation (M&E) team in COs to analyse assessments and develop an EiE M&E framework that appropriately monitors the evolving needs of learners and teachers and aligns with the Education Cluster/working group response strategies.
    Build capacity of EiE and M&E staff to collect and analyse quantitative and qualitative data, ensuring all data is disaggregated by sex, age and disability.
    Document and disseminate key learning from EiE responses and use assessments, evaluations and lessons learned to redefine response strategies and EiE interventions, in coordination with the Education Cluster/working group, education authorities, teachers and members of the community, including children and young people in all their diversity.
    Prepare timely reports on EiE projects in compliance with internal and donor requirements.
    Provide input for regular CO sitreps.
    Ensure accountability activities effectively and efficiently support community members, including teachers and children and young people in all their diversity and that feedback from all relevant stakeholders is considered throughout all phases of the response.

    Learning and Capacity Building (10 %)

    Develop capacity building plans and tools for CO colleagues, or support the implementation of existing plans.
    Support the provision of training, coaching and mentorship to programme colleagues, partners and other key stakeholders on EiE and related issues such as gender equality and inclusion to build capacity to support safe, effective teaching, wellbeing and learning. Identify and if necessary develop training manuals, guidance documents, and toolkits on key education and ECD in emergencies issues, as required.
    Promote the application of best practices in EiE both internally and externally.

    Research, Policy and Advocacy (10%)

    Drive learning, knowledge management and policy impact by authoring, commissioning and contributing to publications, policy documents, briefing notes and other resource materials ensuring that Plan International has distinct knowledge and evidence on gender in emergencies. Support COs to develop case studies and reports of programme innovation and successes.
    Engage with key technical groups within Plan International, representing EiE.
    Contribute to relevant global advocacy and policy objectives with documented learning and evidence.
    Work with the Education Cluster/working group to develop advocacy strategies informed by contextually relevant evidence and analysis to influence national-level plans, programmes and policies.
