    KEY AREAS OF ACCOUNTABILITY 
     Budgeting & Reporting 

    Act as the key strategic Finance Business Partner to the Director of Finance and Program  
     Implementation team to support key decision making.  
    Ownership of the master budget process at Country Office and Field levels – ensuring proactive decision making, the efficient and effective allocation of resources, and financial sustainability (zero gap)  
    Provide financial expertise to the donor budget proposal process to ensure proposals are: high quality; reflect the needs on the ground; include the necessary shared costs  
    Working with the program implementation team to phase and realign budgets  
    Providing high quality weekly and monthly financial BvA reports 
    Mitigate the risk of donor disallowances by ensuring that awards are proactively managed and closed out effectively from a financial perspective  
    Ensure budget holders understand their responsibilities (e.g., through training and capacity building). 
    Identify and effectively manage all key risks, especially financial, related to delivering the Country  

     Office program 

    Provide value added ad hoc financial analysis to budget holders to inform decision making 

     Partnership Development and Management  

    Undertaking capacity assessment of partners’ organisation in order to identify capacity gaps and areas of support that the partners will require for effective implementation of the programme financial management requirements.  
    Undertake regular support visits to the partners organizations to discuss financial and operational issues/progress and identify ways in which SCI can provide the needed support. 
    Support the development of partners’ project budgets, work plan, cash transfer plans and procurement plans.  
    Support partners external audit exercise and follow up to ensure that the auditors’ recommendations are followed up and implemented.  
    Monitor and follow up the implementation of the agreed work plan and budget to ensure that the programme objectives are being realized in accordance to the programme and partnership agreement and take the necessary actions for any identified deviations. 

     Field Operations Finance  

    Ensuring best in class financial management at field office level – including leadership in respect to recruitment and succession planning; capacity building; implementing efficient & effective processes and accounting systems; improving and ensuring compliance with internal controls. This should include regular visits to the field locations. 

     Staff Leadership, Mentorship, and Development 

    Ensure appropriate staffing and efficient & effective organisation design within the Budgeting & Reporting, and Field Finance teams.  
    Ensure that all staff understand and are empowered to perform their role.  
    Manage team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.  
    Recruitment, training, and professional development of team as part of the wider staff development strategy.  

    Performance Management :

     QUALIFICATIONS AND EXPERIENCE 

    BA Degree in Finance and Accounting, Business Administration, or other relevant discipline. 
    Master’s degree in finance and accounting, Business Administration, or other relevant discipline preferred. 
    Chartered Accountant (CPA, ACMA, ACA, ACCA) required. 
    Minimum of 8+ years management experience in a corporate or an NGO environment, of which three to five years at senior management level within a finance department

    ROLE PURPOSE: 
    All Save the Children programming in Kenya aims to develop and demonstrate evidence-based, replicable breakthrough solutions to problems facing children.  It is essential that good quality programme work and learning is then communicated to civil society, government actors, donors and other practitioners to advocate for better practices and policies for children. 
    Save the Children works with the Ministry of Health at National and County level through a health system strengthening approach. Through our advocacy work, we are ensuring that we are the voice for children especially in our programme areas that have some of the most deprived children in Kenya. Our approach to advocacy is based on the following key principles: 

    Evidence (research and policy): our advocacy work draws directly on our programmes and is informed by evidence and best practices generated by our Monitoring, Evaluation, and Accountability and Learning (MEAL) systems and by our research. One example is the annual global report on mothers and children, the State of the World’s Mothers.
    Influence (media and advocacy): Our advocacy work engages all media and aims to catalyse public opinion and influence decision makers to bring about change. 
    Outcry (mobilization): in partnership with civil society, children and community led initiatives, we mobilise children and communities to claim their rights and to monitor their implementation. 

    The Advocacy & Policy Officer  will:
    Coordinate all health and nutrition related policy, advocacy and programme learning work at county level in Mandera County as well as at National level with support from relevant technical specialists and the country office Head of Advocacy and Communications.
    The post holders will work closely with County and Sub County Health Management Teams, with the scope of the role including development and implementation of a county advocacy plan focused around health and nutrition with a special focus on maternal and new-born health, identifying and participating in county level health and nutrition networks that Save the Children can be a part of to contribute to wider agenda for children’s health and survival; identifying targets and processes to use learning to influence policy formulation/policy change/policy implementation; developing a research agenda to advance learning and policy on issues affecting the health and nutrition of children and mothers; packaging information/research findings and developing appropriate communication channels for dissemination of information/research findings; project documentation and dissemination;  capacity building, learning and knowledge management.

    Strategy development and implementation

    The Advocacy Officer will be responsible for providing strategic MNH advocacy, learning and policy support to the area office and ensure there is a coherent process linking the county and national level advocacy efforts besides leading budget advocacy work generally
    Maintain an in-depth understanding of key budgetary cycle moments, law and policy reform initiatives at the County.
    Ensures that all advocacy messages and documents are evidence-based and of high quality.
    In close collaboration with health and nutrition teams, the advocacy and policy coordinator, the Head of Advocacy and Communications, develop and implement a county MNH advocacy strategy that seeks to draw synergies between and integrate MNH with other sectors. Responsible for the delivery of an annual implementation work plan. 
    Develop and implement relevant context specific strategies for effective child participation within the advocacy activities in collaboration with the field office teams and relevant staff at the country office. 
    Support Health and Nutrition team in identifying policy and practice change, which would promote and protect the nutrition and health of children.
    Advocacy at National level for policy change to allow CHVs to treat uncomplicated wasting integrated in iCCM.

    Advocacy and Communications

    In liaison with Advocacy coordinator, lead the county level monitoring and evaluation of advocacy-related objectives, mapping of key opportunities and events, organisation of Save the Children ‘moments’ and events. 
    Linking to international process and in collaboration with field office staff and technical specialists oversee the development of advocacy materials – including policy briefs, position papers, press releases, Questions and answers and opinion pieces for county and national advocacy. 
    Formulate, consolidate and support key policy and advocacy messages (including direct communication and advocacy) for health and nutrition generated from programme managers/Technical Specialists to influence county and national government, donors and other implementing actors.
    Develop good knowledge of county government structure, political processes and key decision-making structures and how to influence them on issues related to nutrition for mothers and children. Conduct power mapping to identify and engage key influencers in the County for increased resource mobilization and allocation to child survival interventions.
    Support the CHMT to revise and cost health, nutrition and emergency contingency plans in case of eventualities within the two counties, including through the use of household economy analysis(HEA) Baseline and Response Analysis information
    Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Save the Children’s policy recommendations for improving child survival interventions.
    Lead the production and/or contribute to the development and dissemination of policy briefs/IEC fact sheets and county profiles to get nutrition on to the policy agenda at the county levels.
    Build systems for research, analysis and documentation that underpin evidence based advocacy and influencing at county level. This will include undertaking audience research and knowledge services mapping to inform communication and advocacy work.
    Advocate and create public awareness on fortified foods in the market, supplementation and dietary diversification through linkages with nutrition sensitive partners. Use database of trained workforce in the county to highlight gaps and lobby for sufficient resources to address these as well as for the transfer of skills between sub-counties in response to emerging needs

    Building Partnerships 

    Identify local networks and coalitions and develop sustained partnerships/ alliances that are critical in the dissemination and/or application of research findings and/or learning to influence the policy and practice landscape. This includes representing Save the Children at strategic forums, networking with strategic CSOs and other social movement processes that are relevant to Save the Children’s policy work including Kenya health and nutrition platforms.  It also includes identifying and helping to nurture nutrition and health ‘champions’ to support our advocacy agenda.
    Support area offices to build partnerships with communities and programme beneficiaries in establishing accountability mechanisms, capacity building and knowledge management.
    Support the capacity building of programme and field staff and key partners on advocacy through training, sharing best practices and supporting learning and knowledge management. 

    Programme Development & Management 

    Liaise with relevant Technical Specialists and programme staff to ensure that advocacy approaches are integrated within and contribute to the achievement of project results and objectives and that sufficient funds are budgeted for implementation. 
    Participate in Save the Children programme meetings and related sessions to draw out research-based advocacy messages in programmes.  Keep abreast of current research, national and donor policies and debates in Kenya, relevant to advocacy for nutrition. 
    In collaboration with programme managers, monitor and evaluate child survival communication and advocacy activities within budgets, ensuring that indicators and methods are in place to allow evaluation of the achievements and develop regular reports on progress. Post holders will also contribute heavily to the design, development, implementation and dissemination of any nutrition related research.

    At least 3 years’ experience in advocacy work, as well as contributing to the development and implementation of advocacy strategies. Experience working within Kenya Health systems is an added advantage.

    ROLE PURPOSE: 
    Be responsible for the design, implementation, follow up and evaluation of WASH and infrastructure construction and rehabilitation in communities targeted by Save the Children in the region of Garissa/Wajir – KENYA Country Office. The post is specifically oriented towards the WASH emergency response in the context of the crisis HoA Drought Response, and special attention will be made ​​on the integration of the WASH sector in other core sector of Save The Children such as nutrition, food security, health, education and child protection.
    SCOPE OF ROLE:

    KEY AREAS OF ACCOUNTABILITY : 
    Need Assessment 

    Be responsible for technical part of WASH needs assessments and participate in the selection of target communities and WASH facilities to be rehabilitated and / or build in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, and interview with key members of the community.

    Program design and implémentation :

    Be responsible/ support for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the construction of WASH infrastructures in public institutions and communities, such as:

    Construction or rehabilitation of community water supply systems facilities 
    Construction or rehabilitation of drinking water infrastructures (hand dug well wells, boreholes, pipe network, reservoir, drinking water treatment device). 
    Technical training of community volunteers, members of WASH committees, governmental staff 
    Hygiene promotion for community including leading in distribution of WASH NFI

    Planning, organization and follow up of the community mobilization in target communities on issues related to of construction, operation and maintenance of WASH facilities.
    Be responsible to establish the technical aspect of the internal purchase order and tender documents for construction and rehabilitation of WASH facilities.
    Be responsible for the quality control of materials WASH procured by Save the Children and its subcontractors.
    Site management: general supervision of contractors and save the children staff under his management, ensuring the safety of construction sites and community participation.
    Validate the progress and quality of work of the contractors, and make the connection with the administration and supply chain to ensure their payments are done on time.
    Design, implementation and organization of training for construction of small WASH facilities at household level (hand washing device, sand filters …).
    Follow up logistics / budget management / site supervision in case of direct intervention of Save the Children for small scale works (rehabilitation of water points or latrines etc …)
    Follow-up of activities of local partners of Save the Children (such as local NGOs or governmental agencies) in the field of WASH facilities construction, and participate in their capacity building.

    Monitoring, Evaluation, Accountability and Learning:

    Verify that WASH infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by Save the Children through quality checklists 
    Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed…)

    Reporting:

    Writing weekly report to line manager, and verbal reports whenever necessary.

    Integration, coordinations et traversal aspects:

    Ensure that all WASH activities are integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built. 
    Coordinate WASH and construction activities with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries.
    Coordinate WASH activities with other local actors (governmental and non-governmental).

    Required:

    Professional experience of 4 years minimum, including 2 years in the field of WASH infrastructure construction in humanitarian or development context.

    Essential:

    Solid and progressive management experience working in an emergency response contexts or fragile states
    At least a degree in Civil, Water and  Sanitation Engineering, Public Health Engineering
    Registration with the Engineering Board of Kenya is essential
    Previous experience in managing integrated Health and WASH activities in a public health programme
    Previous experience of project management, implementing integrated Health and WASH projects within agreed timescales and budget limitations
    Experience of and commitment to working through systems of community participation and accountability in an emergency integrated Health and WASH context

    ROLE PURPOSE
    The primary objective of the WASH Advisor will be to provide overall technical support to all projects and programmes related to WASH in Kenya and Madagascar, in both emergencies and development contexts with major focus on USAID BHA related responses.
    The Role functions include leading in developing WASH programmatic strategy, programmatic design, leading in sectoral assessments and supporting implementation of quality programmes in both response, early recovery and resilience. This work also encompasses support in fundraising, master budgeting, internal and external coordination, and capacity development of both WASH co-ordinators, officers and other teams in addition to support to both National and County Government actors, consortia and other partners in the area of WASH.
    The Advisor will play a pivotal role in providing adequate technical support supervision and monitoring to the field operations teams to ensure technical quality throughout the project implementation cycle.
    He/she will work with other members of Programme Development and Quality and Impact(PDQ-I) and Operations teams  to promote and disseminate good practices and lessons learned in technical aspects in projects, especially BHA projects. The Advisor will also support field teams in County/ies level advocacy on WASH. 
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    KEY AREAS OF ACCOUNTABILITY
    Technical Delivery:

    Provide technical and thought leadership for the WASH team and support in developing and review of engineering designs, hygiene promotion programmes, standard technical guidelines and proactively promote high quality WASH technical approaches within country programmes.
    Working closely with Programme Development Team to support fundraising for the WASH sector, including development of high-quality concept notes and proposals, and engagement with donors’ technical Advisers, targeting institution donors like BHA, private sector, among others. 
    Lead on WASH technical assessments and standard surveys both internally and externally, in coordination with other SC thematic areas and/or other external agencies, ensuring assessment findings are documented and that all assessments and surveys include a specific analysis of children’s needs.
    Strengthen coordination and integration between, Health and Nutrition, Education and CP FSL, Shelter /Infra programmes and develop ideas for integration of hygiene promotion activities with health and nutrition interventions including adopting learning from previous WASH responses/hygiene promotion activities.
    Participate in technical project review meetings with field teams (Senior Program/Project Managers) of other sectors and consortium partners and internally share progress and corrective actions aimed at improving project and sector outcomes.
    Working with the PDQ Director, Operations, and other technical specialists, develop WASH sector response plans and master budgets and contribute to Save the Children’s overall response strategy.
    Review donor reports from the implementing teams, ensuring they are compliant with internal SC requirements and any relevant external donor requirements. 
    Identify WASH programme supplies needs and coordinate with the Supply Chain Team and provide technical input to during procument process. Provide technical input to WASH construction and tender procurement.
    Provide technical support to save the children teams in designing, planning, implementing, monitoring and evaluating WASH project activities that are integrated into other sectors. Ensure technical quality of programs and support team to analyse monitoring data to improve program design and implementation. 
    Support evidence-based learning for programme development, innovation, improvement and advocacy, ensuring that lessons learned are properly documented, effectively disseminated and, incorporated into wider design and implementation of SCI’s work pro-actively discussing opportunities for innovation and integration within programme design opportunities including engaging with climate change, Gender especially SRH, Disabilities and Inclusion links.
    Working closely with the MEAL team to put in place accountability activities in WASH thematic area, ensuring that feedback from all relevant stakeholders is considered in WASH programme design. Competency in using relevant software for technical drawings as part of the requirements – this has been a pain point.

    Capacity Building:

    Identify learning and training needs and develop/identify opportunities for Save the Children staff and partners.
    Oversee development of technical training material that will improve aspects of WASH work within Save the Children, at country level and lead on delivery of capacity-building objectives.

    Representation & Advocacy & Organisational Learning:

    Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, such as the WASH cluster, ensuring the specific needs of children are being addressed. Take the lead in technical working groups at national or sub-national level where needed.
    Take steps to document lessons learned, from WASH programmes, for wider dissemination.
    In collaboration Head of Advocacy, promote WASH advocacy activities that target decision-makers at all levels, to tackle WASH issues at national and county level.
    In collaboration with SC WASH colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives.
    Identify opportunities and material to contribute to WASH communications and media work, acting as a spokesperson when required.

    General:

    Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
    Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter.

    Emergency Response Management

    Support the Humanitarian manager to strengthen the organisational readiness to respond to emergencies in line with global SCI emergency goal and benchmarks.
    Support Area representative ensure that each area has an up-to-date, context-based and achievable Emergency Preparedness Plan (EPP), as well as that Nairobi has a specific EPP for SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE 3 its support role to the field offices. Those plans must contribute to the area plans and the other country programme plans and where possible draw on SC member input and resources. 
    With support from the Humanitarian manager and under the leadership of the Country Director, mount appropriate and timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with incoming surge teams. 
    Working with Area Representatives and the Humanity manager, ensure that all area staff across all work sectors are familiar with, adhere to and implement the procedures and processes detailed in the Rules and Principles for emergency response.

    Supply Chain, Inventory and Procurement 

    With support from Head of Supply Chain, ensure that the country office supply chain capacity and systems meet the Minimum Operating Standards and are able to satisfy the programming requirements.
    Ensure appropriate and adequate emergency Supply chain procedures are detailed in the Country Office Emergency Preparedness Plan in order to enable rapid scale up .

    Filling and Reporting 

    Keep records of necessary correspondence and procurement reports in the country and create accurate filing for future reference.
    Support supply chain coordinator – Procurement on relevant monthly supply chain KPI reports are produced and disseminated on time on monthly basis.
    Ensure that all paperwork is kept according to the policies and procedures of the organisation and filed neatly with supporting documents in respective files.
    Responsible for pooling of reports and contract management in ProSave and provide timely reports to the supply chain and relevant report user groups.
    Undertake any other reasonable duties requested by the Senior Supply Chain Coordinator.

    ROLE PURPOSE
    The Project Coordinator will lead the LEGO Education/ Advocacy Projects at the county level. The coordinator will provide strategic leadership in policy, advocacy and programme related learnings at the County Level. The role will include development and implementation of National and County advocacy initiatives focussing on national & refugee education and other thematic areas of focus for the organisation that ultimately results to political will and commitment towards children’s holistic skills development within national education systems being enhanced. The officer will map out key child participation forums both at the County level to ensure children voices contribute to the realisation of the project’s objectives besides packaging information/research findings and developing appropriate communication channels for dissemination of information/research findings; project documentation and dissemination; capacity building, learning and knowledge management.
    KEY AREAS OF ACCOUNTABILITY
    Strategy development and implementation

    The Advocacy Coordinator will provide leadership in advocacy, learning and policy support to the area office on Education, Child Protection and Public Investment in Children and ensure there is a coherent process linking the county and national level advocacy efforts.
    Maintain an in-depth understanding of key budgetary cycle moments, law and policy reform initiatives at the National and County levels of governance.
    Ensures that all advocacy messages and documents are evidence-based and of high quality.
    In close collaboration with LEGO TWV Team Lead & Deputy Team Lead, MEAL Advisor, education, health and Child protection teams, the Head of Advocacy, Head of Health & Nutrition, Child Protection & Education TS, Communication Manager, develop and implement county advocacy strategies that will seek to draw synergies in integration, CP, education, MNH with other sectors. Responsible for the delivery of an annual implementation work plan. 
    Develop and implement relevant context specific strategies for effective education policy and budget influence, refugee teacher & child participation within the advocacy activities in collaboration with the field office teams and relevant staff at the country office. 
    Support Programme Managers in identifying policy and practice change, which would improve child survival, leaning and protection outcomes for children.
    Support budget advocacy and budget tracking to improve revenue generation and public investment in children for child welfare interventions at national and county level in collaboration with other CSOs.

    Advocacy and Communications

    Lead the monitoring and evaluation of advocacy-related objectives, mapping of key opportunities and events, organisation of Save the Children ‘moments’ and events.
    Lead the utilization of Political Will Monitoring Tool (PWMT) to generate learning and inform activities to impact behaviour change of policy targets.
    Linking to international process and in collaboration with field office staff and technical specialists oversee the development of advocacy materials – including policy briefs, position papers, press releases, Questions and answers and opinion pieces for county and national advocacy. 
    Develop good knowledge of both national and county government structure, political processes and key decision-making structures and how to influence them on issues related to national & refugee and host county education, MNH, CP and domestic resource mobilization. Conduct power mapping to identify and engage key influencers at National and at the County for increased resource mobilization and allocation to child survival interventions.
    Support National and County Officials in developing emergency contingency plans in case of eventualities within the four counties, including through the use of household economy analysis (HEA) Baseline and Response Analysis information to ensure continuity of learning in the face of emergencies.
    Lead the production and/or contribute to the development and dissemination of policy briefs/IEC fact sheets, national and county profiles to get holistic skills development on to the policy agenda at the national and county levels.
    Build systems for research, analysis and documentation that underpin evidence-based advocacy and influencing at county level. This will include undertaking audience research and knowledge services mapping to inform communication and advocacy work.

    Building Partnerships 

    Identify National and County networks and coalitions and develop sustained partnerships/ alliances that are critical in the dissemination and/or application of research findings and/or learning to influence the policy and practice landscape. This includes representing Save the Children at strategic forums, networking with strategic CSOs and other social movement processes that are relevant to Save the Children’s policy work.
    Support and coordinate engagement of key decision makers at national and county levels including MPs, MCAs, directors of education and County Executives to push the skills agenda up the political ladder.
    Support area offices to build partnerships with communities and programme beneficiaries in establishing accountability mechanisms, capacity building and knowledge management.
    Support the capacity building of programme and field staff and key partners on advocacy through training, sharing best practices and supporting learning and knowledge management. 
    Participate in Save the Children programme meetings and related sessions to draw out research-based advocacy messages in programmes. Keep abreast of current research, national and donor policies and debates in Kenya, relevant to advocacy for nutrition. 
    In collaboration with programme managers, monitor and evaluate child survival & protection communication and advocacy activities within budgets, ensuring that indicators and methods are in place to allow evaluation of the achievements and develop regular reports on progress. Post holders will also contribute heavily to the design, development, implementation and dissemination of any H&N, CP and DRM related research. 

    Programme Development & Management 

    Provide overall leadership and oversee the implementation of the LEGO project.
    Participate in intercountry project learning and planning meetings with other Breadth of Skills Countries, member and donor.
    Represent Save the Children at meetings with other NGOs, UN Organizations, State Ministry of Health officials, head teacher associations, teacher unions & local community leaders. 
    Develop and maintain detailed implementation plan and annual and quarterly work plans for LEGO projects in collaboration with the field-based staff.
    Ensure the timely and efficient implementation of the LEGO project as described in the Detailed Implementation Plan (DIP). 
    In Collaboration with the field-based staff, prepare annual and quarterly work plans and ensure that program activities are implemented as planned and within the approved budget. 
    Identify operations research questions, participate in protocol development and support and supervise research activities in collaboration with MEAL technical specialist.
    Participate in proposal development processes, in particular liaising with relevant Technical Specialists and programme staff to ensure that advocacy approaches are integrated within and contribute to the achievement of project results and objectives and that sufficient funds are budgeted for implementation. 

    Finance & Grant Management:

    Monitor monthly expenditure and track project budgets to ensure that spending on the program is in line with the approved budgets. 
    Submission of Donor quarterly and annual narratives and finance reports. 

    QUALIFICATIONS AND EXPERIENCE

    At least 5 years of experience in advocacy work, as well as contributing to the development and implementation of advocacy strategies. Experience working within the education sector is an added advantage.
    Highly knowledgeable on Child Rights Governance including; Public Investment in Children
    Excellent understanding of Kenya’s budget cycle (both at county and national level) and moments.
    An understanding of policy and legislative development processes at both national and county levels.
    Superior written communication skills, including the ability to translate complex arguments into accessible English for a non-specialist audience, and the ability to write articles that would be published in the mainstream press.
    Knowledge of the devolution processes, and its impact on the education and health sector.

He/she will ensure quality delivery of programmes and maintenance of high professional standards of all project implementation.     KEY AREAS OF ACCOUNTABILITY
    Program Implementation

    Planning and implementation of project activities- Planning for purchase requisition, beneficiary selection and record keeping.
