    Research Assistant

    Role Purpose :

    The Research Assistants will work directly with the supervisors to collect data during different research and evaluation studies and any other data entry job within Kisumu County while called upon. The successful candidates will be retained in our roster database for a period of one-year renewable subject to performance. The engagement will be on need basis.

    Key Areas of Accountability :

     Working with communities where the studies will be implemented to mobilize community members targeted during the interviews using appropriate channels. 
     Conducting both qualitative and quantitative interviews (FGDs, KIIs, In-depth interviews and household assessments) for various studies and assessment. 
     Collating data from all the tools and working with supervisors to ensure that data collected is of high quality 
     Working with (Monitoring, Evaluation, Accountability and Learning) MEAL team to troubleshoot data collection tools 
     Submitting all data through the provided platforms, that include KoBo and CommCare and other survey forms as guided by the supervisor. 
     Support in Office Clerical work at the support departments. 
     Submitting daily field reports on progress to the supervisor during catch up meetings. 
     Reporting any child protection/ safeguarding issue encountered during the assessment/study.

    ROLE PURPOSE: 

    Head of Health, Nutrition and WASH (Head of HN&W) takes overall responsibility for the strategic direction and coordination of Save the Children’s work on health, nutrition and WASH in the Kenya and Madagascar Country Office. As a senior member of the programme development and quality (PDQ) team, the Head of HN&W is responsible for leading and overseeing the development and delivery of high quality, innovative, cost-effective programmes in Health, Nutrition & WASH (HN&W) both in humanitarian as well as long-term development, resulting in immediate and lasting change for children. The Head of HN&W is also responsible for initiating and taking technical leadership in HN&W focused studies, documentation and dissemination of innovation and good practices, leading on policy research and advocacy on HN&W through networking and collaboration with relevant civil society organisations and other institutions, and playing a leading role in establishing, maintaining and expanding donor relations for the sector.

    KEY AREAS OF ACCOUNTABILITY: 

    Programme Development & Innovation 

    Lead on development of thematic strategy in HN&W including household practices, public health, nutrition and WASH services in line with Save the Children’s Country Strategic Plan for Kenya and Madagascar. 
    Lead in developing and realising ambitious yet practical HN&W plans as part of the Country Annual Plans.
    Work together with PDQ and operations teams to initiate and design high quality, cost-effective, innovative and sustainable project proposals and concept notes for the sector.
    Proactively seek information on potential donor sources and share project opportunities in HN&W with PDQ and operations teams linking to Country strategies on HN&W. 
    Seek strategic linkages, wherever applicable, with other thematic areas of the Kenya programme i.e. Child protection, education, child poverty, and child rights governance (CRG) for developing integrated programmes for difficult to reach children in Kenya and Madagascar. 
    Stay abreast of developments and innovations in the field of HN&W interventions within the region and globally, and integrate these developments into programming as appropriate. 
    Facilitate working groups to stimulate innovative ideas and test new approaches. 
    Stay abreast of emerging trends, building internal capacity to identify and test new ideas, and identifying, incubating and road mapping the roll out of new initiatives. 

    Technical Assistance and Capacity Building 

    Lead the development and implementation of relevant and sustainable capacity building strategy for field teams and partners including consortium partners on HN&W in coordination with the operations teams.
    Provide technical guidance and inputs where relevant to the PDQ and operations teams and consortium partners and conduct technical review of donor reports to ensure that the reports are of high quality from a technical point of view as per expectations in the project proposals.
    Assist the PDQ team to enhance the capacity of operations teams in developing appropriate systems for documenting and storing relevant information/data needed for donor and member reporting.
    Provide elaborations and as required directions and trainings to teams in operations teams involved in delivering projects focusing on appropriate approaches and methodologies; conceptual and practical frameworks; standards and tools for effective and quality delivery of HN&W programmes.

    Representation and Advocacy

     Represent Save the Children in relevant internal and external fora including donor meetings (as appropriate) related to HN&W.
    Work closely with the Head of Advocacy and Campaigns, PDQ and operations teams to develop policy research and advocacy strategy in HN&W in line with the Country Strategic Plan and global strategy of Save the Children.
    Leverage donor interest and government policies for the difficult to reach children in Kenya and Madagascar both in humanitarian and development situations through targeted advocacy/key messages.
    Identify and capitalise key opportunities and events for Save the Children to position itself as the leading organisation for reproductive, maternal, newborn, child and adolescent health (RMNCAH) and nutrition in Kenya and Madagascar.
     Work with consortium members wherever applicable to further Save the Children’s mission for children.

    People Management, Mentoring and Development 

    Ensure that all technical staff in HN&W understand and are able to adapt their roles in both humanitarian and development contexts.
    Manage the HN&W technical (PDQ) team; define expectations, provide leadership and support as needed, and evaluate direct reports regularly .
    Ensure the recruitment, training, and promotion of staff as appropriate; ensure availability of and support appropriate professional development opportunities for staff in HN&W

    Lead and work closely with the pdqteam to identify and lead strategic ground breaking research in HN&W for development of innovative programmes and issue-based advocacy.
    Facilitate appropriate dissemination of research findings and good practices documentations in the projects internally and externally to donors, governments, consortium partners and other key actors strategic for immediate and sustainable development of children in Kenya and Madagascar.

    Knowledge Management 

    Serve as a technical knowledge, skills and experience hub for the sector in Kenya and Madagascar, and in doing so play a leading role in introducing innovations in HN&W programmes (gained from existing and emerging Save the Children’s global knowledge and practices) and in turn documenting and sharing best practices and innovations for replication and advocacy together with quality programme team.

    Objective of Internship

    ROLE PURPOSE:

    The Regional Award Management Officer provides support to the regional Award Management team in the planning, securing and managing of both development and humanitarian awards, through all stages of the Award Cycle (inception to close out).  The position involves supporting award information management and compliance with SCI systems and processes. This is a highly collaborative role, working daily with stakeholders throughout Save the Children across the world, to facilitate a culture of strong operational and program quality.
    As a key member of the East and Southern Africa Regional (ESARO) Operations team, the Award Officer will work closely with the Head of Regional Award Management and Strategic Portfolio to ensure that the members and the Country Offices in the ESARO have strong Award Management – planning, securing and managing their funding portfolios and sub-grants effectively – in line with the SCI Quality Framework and donor requirements.
    The Officer supports and helps manage regional learning & capacity building initiatives; provides compelling data-based insights and analysis to senior leadership as needed; and provides support to users of the online global Award Management System. In the event of a major humanitarian emergency, the Officer will be expected to work flexibly outside the normal role profile and be able to vary working hours accordingly. The Officer may be called upon to deploy for a humanitarian response at short notice.

    Provide peer-leadership, face to face and live online training/orientation, and day-to-day coaching and guidance to COs as requested.

    Award Management for SCI Directly Received Awards

    Once standards are defined, Support Country Offices to understand and meet institutional donor requirements, and the core requirements of the SCI Quality Framework & Essential Standards, including partnership. 
    Support the Regional Head of Awards Management, Donor Compliance and Strategic partnerships and the Regional Director by undertaking review of donor agreements and amendments review and coordinating approvals as required.

    Management Reporting & Analysis

    Produce monthly and quarterly Key Performance Indicator (KPI) reports and relevant data reports to support trends analysis and risk identification to the operations team.
    Undertake research tasks (as directed, and on own initiative) to identify emerging or under-resourced risks and challenges in SCI award/grant management throughout ESARO.
    Ensure donor budget lines in AMS are as needed for donor reporting requirements.

    Support program staff to comply with Save the Children partnership policies and procedures and ensure all implementing partners undergo legal vetting on AMS and preparation of partner agreements are undertaken as per partnership processes to ensure donor compliance.
    Working with CO Awards and Partnership teams, ensure that the partner data integrity and completeness of information in the system for all partner documentation including reports is uploaded onto AMS through spot checks of AMS data.
    Support coordination of the monthly calls with Partnership Focal points to discuss partnership management and share best practices.

    Humanitarian Response

    Provide direct and/or remote support to emergency responses as required, including administrative work and effective management of humanitarian pooled funds and appeal funds, including sub-award agreements with specific COs/members.

    ROLE PURPOSE:

    The Finance Manager will support the Head of Finance with developing and implementing the financial strategy of Kenya & Madagascar Country Office, and will deputize for the Head of Finance whilst he / she in on leave.
    The jobholder has overall responsibility of the Financial planning, analysis and reporting function with a particular focus on providing excellent financial business partnering services to the program implementation team. They will also be responsible for ensuring best in class financial management at field office level – including leadership in respect to capacity building; implementing efficient & effective processes; improving and ensuring compliance with internal control systems. The Finance Manager will also be strongly involved with SCI global change projects (HPO), ensuring that the financial component of these projects are successfully implemented.

    Role Dimensions:

    Save the Children works throughout Kenya & Madagascar with 8 field offices, approximately 450 staff and portfolio of USD 32 million.

    KEY AREAS OF ACCOUNTABILITY :
    Budgeting & Reporting

     Act as the key strategic Finance Business Partner to the Head of Finance and Program Implementation team to support key decision making.
     Ownership of the master budget process at Country Office and Field levels – ensuring proactive decision making, the efficient and effective allocation of resources, and financial sustainability (zero gap)
     Provide financial expertise to the donor budget proposal process to ensure proposals are: high quality; reflect the needs on the ground; include the necessary shared costs
     Working with the program implementation team to phase and realign budgets
     Providing high quality weekly and monthly financial BVA reports
     Mitigate the risk of donor disallowances by ensuring that awards are proactively managed and closed out effectively from a financial perspective
     Ensure budget holders understand their responsibilities (e.g., through training and capacity building).
     Identify and effectively manage all key risks, especially financial, related to delivering the Country Office program
     Provide value added ad hoc financial analysis to budget holders to inform decision making

    Partnership Development and Management

     Undertaking capacity assessment of partners’ organization in order to identify capacity gaps and areas of support that the partners will require for effective implementation of the programme financial management requirements.
     Undertake regular support visits to the partners organizations to discuss financial and operational issues/progress and identify ways in which SCI can provide the needed support.
     Support the development of partners’ project budgets, work plan, cash transfer plans and procurement plans.
     Support partners external audit exercise and follow up to ensure that the auditors’ recommendations are followed up and implemented.
     Monitor and follow up the implementation of the agreed work plan and budget to ensure that the programme objectives are being realized in accordance to the programme and partnership agreement and take the necessary actions for any identified deviations.

    Field Operations Finance

     Ensuring best in class financial management at field office level – including leadership in respect to recruitment and succession planning; capacity building; implementing efficient & effective processes and accounting systems; improving and ensuring compliance with internal controls. This should include regular visits to the field locations.

    Staff Leadership, Mentorship, and Development

     Ensure appropriate staffing and efficient & effective organization design within the Budgeting & Reporting, and Field Finance teams.
     Ensure that all staff understand and are empowered to perform their role.
     Manage team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
     Recruitment, training, and professional development of team as part of the wider staff development strategy.
     Performance Management :

    Effective use of the Performance Management System including the establishment of clear, measureable objectives; ongoing feedback; periodic reviews; and fair and unbiased evaluations;
    Coaching, mentoring and other developmental opportunities;

    QUALIFICATIONS:

     BA Degree in Finance and Accounting, Business Administration, or other relevant discipline.
     Master Degree in Finance and Accounting, Business Administration, or other relevant discipline preferred.
     Chartered Accountant (CPA, ACMA, ACA, ACCA) required.

    EXPERIENCE AND SKILLS:

     Minimum of 8+ years management experience in a corporate or an NGO environment, of which three to five years at senior management level within a finance department

    ROLE PURPOSE: 

    The incumbent of this position represents Save the Children values and principles in interactions with staff and external audiences. These values and principles include commitment to the mission of Save the Children international, team orientation, quality management and leadership development, introducing systems and procedures to strengthen staff motivation and productivity. 

    In response to the ongoing food insecurity and crisis in South Sudan, humanitarian actors are providing assistance and alleviate the suffering of the people. Having its experience in South Sudan for over 20 years, Save the Children will implement this livelihood based response that integrates WASH in Aweil East, Northern Bahr El Ghazal State through SSJR 3. The South Sudan Joint Response 3 (SSJR 3) Project aims to saving lives and alleviate suffering of those most in need of assistance and protection, and protect the rights and uphold the dignity of the most vulnerable. 

    The post holder will be responsible for overall community mobilization and engagement, timely planning, coordination, implementation, monitoring and review of the project. The post holder will specifically oversee the Emergency Water, Sanitation and Hygiene (WASH) components of the South Sudan Joint Response Emergency Project – Phase 3 (SSJR 3) for its successful implementation according to approved donor and government agreements. It will also ensure that the human, material and financial resources of the project are well managed in line with plan financial, grant management and other approved guidelines in close collaboration with the project and other team members. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    Role Dimensions: 

    Internal: All Staff and all Managers in Save the Children Field Programme level, field manager; Operations Manager, Finance, Logistics and HR in Juba 
    External: County level sections, Local and International NGOs and UN Agencies in the field location

    KEY AREAS OF ACCOUNTABILITY : 

    To ensure the Emergency Water, Sanitation and Hygiene (WASH) component of the project is implemented according to the approved donor and government agreements. 
    Conduct baseline assessment on community needs, existing WASH related initiatives (water supply, sanitation and hygiene), existing infrastructures and capacities in WASH, and identify the project intervention’s sites. 
    Prepare annual, quarterly and monthly action plans of project activities related to WASH, including checklist for assessments, monitoring, review and evaluation of project activities. 
    Responsible for specifying and ordering required materials for WASH interventions with in planned timeframe 
    Ensure goods and stocks are properly recorded and distributed in accordance with funding documentation. 
    Mobilise the community to participate in the project and encourage all groups to participate in the project
    Facilitate trainings and promotional activities towards improving the hygiene and sanitation practices of the local experts and communities
    Ensure that WASH activities are integrated with other activities for optimum benefit of the beneficiaries.
    Work with project SSJR 3, other project team members and WASH Technical Advisor at the CO to identify the technical support needs of the project and ensure this support is provided 
    Develop and regularly update a detailed project work plan guiding the project implementation and ensure this is used by the project team to monitor project progress towards completion the WASH component of the project. 
    Coordinate and attend WASH related meetings at County levels 
    Liaise with other actors for appropriate response in WASH sector in close consultation with the immediate supervisors 
    Compile weekly, monthly and periodical progress reports both for internal and external consumption 
    Oversee Monitoring and Evaluation activities in WASH component. 
    Comply with all relevant policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies

    QUALIFICATIONS   

    BA / BSc Degree or more in Water Engineering, Environmental Health, Sanitary Engineering, Hydraulics and Water Resource Development and other related fields 

    EXPERIENCE AND SKILLS

    Essential

    At least 2 years relevant project management experiences in emergencies, or WASH related projects in international NGOs or similar organisations.
    Understanding of and experience in the project implementation techniques, participatory planning, implementation and monitoring basic practices;
    Experience in assessment, design, bill of quantity preparation and hygiene promotion tools in WASH
    Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building.
    Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
    Ability and willingness to work in remote rural areas and under pressure as part of a professional team
    Prepare terms of reference and contractual agreements with contractors. 
    Experience in developing and monitoring budgets 
    Computer literate in word processing, excel packages and internet use 
    An understanding of child rights and their protection and fulfilment in the development context.

    ROLE PURPOSE: 

    Education Officer will be part of the project implementation team. He/she will be responsible for coordinating and supporting Education activities in Mandera in line with approved programme design. He/she will work closely with programme manager and education manager to ensure all activities and implemented in line with donor and SCI standards. The Education Officer will ensure good working relationship with the target beneficiaries and other stakeholders at community level.

    SCOPE OF ROLE: 

    To oversee the program implementation at community level within the certain area of assignment.
    In collaboration with MEAL focal point, participate in baseline, midline and end-line data collection, school assessments, and other data collection that the project might undertake.
    Collaborate with the community stakeholders including local government to conduct the program activities in line with project design and quality framework.
    Support the MEAL team and the program coordinator to ensure the high quality program delivery through ensuring the MEAL (Monitoring, Evaluation, Accountability and Learning) are articulate in the program implementation
    Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
    Provide child protection to Education in Emergencies’ who have been enrolled to school. These services include psychosocial support, rescue and alternative family care for enrolled children in need of care & protection liaising with the county directorate of children services.
    Build capacity of stakeholders to achieve and sustain results of the Education in Emergencies education project in the county.
    Represent SCI in relevant stakeholder forums such as meetings with community leaders, keeping line manager informed of discussion points, issues arising and agreements made.
    Proactively engage communities and local stakeholders to support the projects; conduct regular awareness raising of the project/s, activities and intended outcomes.
    Work with Community leaders, school head-teachers and Ministry of Education representatives for effective implementations of project/s in assigned field locations of responsibility.
    Prepare timely activity reports. 
    Coordination community mobilization and training activities.

    Qualifications.

    Essential: 

    Degree in Education or equivalent. 
    3 years of professional experience in implementing education programming at the field level with NGOs or other relevant actors. Child protection programming is an added advantage.
    Experience working in remote areas.  
    Experience in the design, implementation and reporting. 
    Ability to analyse information, evaluate options and to think and plan strategically 
    Excellent interpersonal, communication and presentation skills 
    Fluency in written and spoken and English
