    Description

    Our client, the Kenya Revenue Authority (KRA) is the principal revenue collector for the Government of Kenya, with the primary goal of delivering Kenya to financial self-sufficiency through effective tax revenue mobilization.

    Requirements

    Reporting to the Commissioner-General, the Commissioner – Customs & Border Control will be responsible for setting the overall direction of the department and providing leadership within the context of the Authority’s overall strategic plan.

    Key Responsibilities

    Provide strategic leadership in driving the overall performance, transformation and change agenda in the Customs & Border Control Department;
    Develop and implement strategies to effectively mobilise customs revenue due from cross border trading activities and counter tax evasion;
    Facilitate trade by promoting efficient cross border movement of goods in line with Kenya’s stated international trade goals;
    Develop and implement effective border control and management strategies to secure cross border trade, and interdict trafficking in illicit and harmful products;
    Facilitate international trade by ensuring simplified and harmonized customs procedures to expedite clearance of goods;
    Drive custom’s transactional risk management strategies, and enhance inter-agency collaboration;
    Protect society and the environment through the enforcement of prohibitions and restrictions on illegal trade; and
    Develop and manage departmental work plan and budgets, and oversee the collection, collation, and compilation of trade statistics on all imports and exports

    Person Specifications

    Be a holder of a university Degree in Business Administration, Economics, Law, or related fields, from a recognized institution;
    A Master’s Degree in related fields, and professional qualification and membership to a professional body shall confer added advantage;
    Must have at At least Fifteen (15) years’ relevant experience in Customs or Security Management Operations, with not less than ten (10) years in a senior leadership role, within corporate management operations in a large public or private organisation;
    Possess strong appreciation of customs practice, operations, and reform agenda;
    Have a high understanding of the dynamics of illicit trade and impact on both revenue and trade;
    Must have demonstrable knowledge of the National Security management strategies and requirements; and
    Have strong leadership, team building, and communication skills, with the ability to persuade and influence stakeholders

    Benefits

    This appointment is on contractual terms for a period of five (5) years renewable for one (1) further term, subject to relevant public service regulations governing staff tenure. Successful applicants will be required to undergo corruption and security background vetting in accordance with KRA and Government procedures.

    Be a member in good standing of a recognized relevant professional body e.g. ICPAK, ACCA;
    A certificate in Corporate Governance will be an added advantage;
    Have knowledge and relevant work experience of not less than ten (10) years, with at least five (5) years served in senior leadership position;

    Review forecast revenue based on project plan, in line with firm policy.
    Effect any required adjustments, based on instruction from Business, to the monthly forecast to ensure accurate revenue recognition. 
    Initiate credit notes on request from Business and submit to the Business Partner for review.
    Ensure profit/loss impact of projects after project completion are reviewed and recognised correctly.
    Provide assistance and system training to project leaders on SAP activities relating to WIP and revenue reviews, rebates, provisions and revenue recognition reconciliations.
    Enforce compliance of project governance requirements and closing of codes for completed projects.
    Manage Project Services close over month-end.

    Qualifications

    KCB Foundation has partnered with MasterCard Foundation through their programme Young Africa Works, to jointly implement an innovative 5-Year (2019 -2024) nationwide program that will create 1.5 Million Jobs. This project will be implemented under the 2Jiajiri programme of the KCB Foundation. The partnership targets to reach 114,000 beneficiaries categorized as Micro and Small Enterprises, primarily in Manufacturing, Agricultural and Construction Sectors. The program seeks to alleviate poverty for Women and Youth in the informal sector through Wealth Creation and Employment. 2Jiajiri is an end-to-end social transformational program divided into three phases. Phase one involves technical training, where beneficiaries undergo competency-based training in a vocational craft. In phase two, beneficiaries’ are incubated through Business Development consultancy Services, which includes access to Credit. In phase three, beneficiaries reach maturity and transition into the market.
    The KCB Foundation is seeking to recruit a dynamic, highly motivated and results oriented individual to fill the position of Training Officer at the Foundation:
    Requirements
    Reporting to the Training Manager, the Training Officer will work in partnership with project implementing partners, to undertake mobilisation and selection of the MCF 2Jijairi cohorts and provide programmatic, logistical and administrative support of the 2Jijairi beneficiaries while in training. The role holder will also provide oversight on quality training that results in beneficiaries’ successful transition into the Business Development Services or exit into the market.
    Key Duties and Responsibilities

    Plan and manage the 2Jijairi mobilisation, selection and on-boarding process for all beneficiaries, including coordinating the class commissioning and graduation events for each cohort;
    Schedule, link and coordinate the integration of soft skills training and capacity development offered by the various partners to all the beneficiaries of the programme;
    Manage relationships with vocational schools and the students supported through the 2Jiajiri programme; ensure accountability and high performance of the students; and that enrollment and completion of NITA or relevant Government or Institutional certification is obtained by all the beneficiaries, including continuous review of curriculum with vocational schools;
    Undertake frequent institutional assessments to broaden the number of participating institutions and to manage relationships and consequences to ensure institutions maintain standards aligned to the programme;
    Manage administrative and logistical support to 2Jiajiri beneficiaries during training, and working with the Finance Manager, ensure prompt payment and reconciliation of school fees for all beneficiaries and harmonize the school fees structure issues;
    Maintain up-to date information and database of the 2Jiajiri students with the required bio data and contact information; monitor and report on the performance of the 2Jiajiri beneficiaries in internships with participating partner institutions;
    Engage and monitor the 2jiajiri beneficiaries in training to ensure attendance, manage attrition and ensure quick resolution of training related issues; and
    Manage a seamless exit process into BDS or exit into the market for all beneficiaries that is clear and well understood by all the stakeholders.

    Person Specifications

    Be a holder of a Bachelor’s Degree in the fields of Social Sciences, Psychology, Education, Business, or a related field, gained from a recognised institution. A Master’s Degree in Education/ Psychology will be an added advantage;
    Any relevant professional qualifications will be an added advantage;
    Have knowledge and relevant work experience of at least 6 years, with not less than 2 years in training or scholarship management or community project management in corporate organisations;
    Knowledge and experience in social impact engagements and community mobilisation, community and stakeholder engagements, micro banking and financial services sector are essential for this role; and
    Have demonstrable knowledge and practical experience in Leadership and People Management, Project Management, Managing Partnerships, International Donor-Funded Projects, Capacity Building and Facilitation, Monitoring and Evaluation, Knowledge Management, and Relationship Management.

    Our client, the Kenya Revenue Authority (KRA) is the principal revenue collector for the Government of Kenya, with the primary goal of delivering Kenya to financial self-sufficiency through effective tax revenue mobilization.
    KRA is seeking to recruit a results oriented leader with ability to work under pressure, stand by ethical principles, and possess the ability to successfully manage change to fill the position of Commissioner responsible for Domestic Taxes.
    Requirements
    Reporting to the Commissioner General, the Commissioner of Domestic Taxes will be responsible for setting the overall direction of the department and providing leadership of the department within the context of the Authority’s overall strategic plan.
     
    Key Responsibilities

    Oversee and implement tax policy measures to improve revenue collection and protection in the Domestic Taxes Department;
    Develop and implement strategies to effectively collect revenue due from economic activities, recruit taxpayers to broaden the tax base and enhance tax compliance, as well as formulate and implement measures to counter tax evasion and efficient modalities for tax refunds processing;
    Oversee regional operations that ensure compliance (registration, filing, payment and reporting) of taxpayers with the tax revenue laws;
    Promote enhanced tax compliance amongst government entities and manage large taxpayers in the various clusters of large, medium and international taxpayers;
    Drive effectiveness in enforcement of outstanding debt and refund management; Drive transformation and change agenda in the Domestic Taxes Department in the areas of improved customer service focus, data driven tax compliance, automation, redesigned processes, emerging new roles and technologies, ethics and culture;
    Facilitate implementation of the work plans for the audit, integrity, quality management system (QMS) and corporate risk management initiatives in the department; and
    Oversee day-to-day operations, supervision, management of performance, development and motivation of staff in the department.

    Person Specifications

    Be a holder of a university degree in Finance, Business, Economics, Fiscal Management, Law or related fields from a recognized university. A Master’s degree and relevant professional qualification shall be an added advantage;
    Have at least fifteen (15) years’ work experience in Tax Administration, Fiscal Management or Commerce, with not less than ten (10) years spent in a senior leadership role, within corporate management operations in a large public or private organisation;
    Demonstrable knowledge and experience in firm and strategic leadership orientation, with high standards of integrity and ability to instil the same among teams;
    Must be a change catalyst with ability to manage change resistance, drive performance and team results with available resources; and
    Should have demonstrable experience working in a fast paced high pressure environment, with strong ability to persuade and influence, as well as problem solving and decision making skills.

    This appointment is on contractual terms for a period of three (3) years renewable for one (1) further term, subject to relevant public service regulations governing staff tenure.
