    Description
    Our Client, National Housing Corporation (NHC) is a statutory body established by an Act of Parliament Cap. 117 whose mandate is to implement the Government’s Housing Policies and Programmes.     The Finance Division has the overall responsibility of undertaking the following functions: formulation and implementation of financial policies and procedures, budgeting and budgetary control, financial control, financial resources mobilization, accounting of the Corporation’s funds, maintaining accurate and up to date books of accounts, and other financial records, ensuring independent auditing is carried out, and ensuring compliance with statutory financial requirements.
    Reporting to the General Manager Finance, the Chief Accountant will be responsible for all accounting aspects which include the preparation of timely and accurate financial reports and accounts in accordance with guidelines and timelines prescribed both internally and externally by the National Treasury. He /she will be responsible for the Corporation’s financial records and ensuring accounts are prepared in accordance with IAS accounting standards.
    Key Duties and Responsibilities

    Undertake financially analysis and assessment of the Corporation’s financial base and generate reports to Management for review;
    Prepare timely and accurate financial reports and accounts including quarterly accounts and reconciliations as well as journal entries;
    Coordinate all budgetary processes in the Corporation;
    Effective management of the Corporation’s cash flow and reconciling cash books and bank balances; including monitoring expenditures, analyzing revenues and determining budget variances, then reporting the same to Management;
    Supervision of staff in the Accounts section of Finance Division;
    Handle all tax matters for the Corporation;
    Respond to accounting inquiries from Management and responses to audit queries; and
    Monitor creditors and ensure that payments are processed on time.

    Requirements
    Job Specifications

    Be a holder of a Bachelor’s degree in Commerce (Accounting or Finance), or Business Administration;
    Be a holder of a Master’s degree in Business Administration, Finance or Accounting;
    Possess a Chartered Public Accountant (CPA(K)) qualification, or equivalent;
    Should be registered with the Institute of Certified Public Accountant of Kenya (ICPAK) for a minimum period of seven (7) years with good standing; and
    Have twelve (12) years experience as an Accountant of which six (6) should have been served at a senior management level.

    Lead the documentation and ensure consistent compliance with USAID requirements on weekly and other periodic communication updates from the Program;
    Work with various teams to create a vibrant database of YALI impact stories and hence contribute to easy retrieval and access to outstanding alumni initiatives;
    Provide capacity strengthening support to staff, alumni and Kenyatta University in key aspects of communication;
    Participate in the partnerships and communications working group activities and support the evolution of a strong communication function within YALI Africa;

    About Tujenge Jamii Project
    The Tujenge Jamii project is a five-year USAID funded service delivery project, providing HIV care and treatment, as well as services in the area of family planning/reproductive, maternal, newborn, child, and adolescent health (FP/RMNCAH), nutrition, and water, sanitation, and hygiene (WASH).  The project is focused on increasing the use of county-led health and social services in four counties in Kenya, namely Baringo, Laikipia, Samburu and Nakuru.  
    Program Objectives:

    Increased access and demand for quality HIV prevention services;
    Increased access and demand for quality HIV treatment services;
    Increased access and demand for quality FP/RMNCAH, nutrition, and WASH services;
    Strengthened capacity of county health systems, local partners, and communities to deliver quality health services.
    We are seeking to recruit a dynamic, mature and result-oriented individual to fill the position of a Senior Monitoring and Evaluation Officer within the project.

    Job Description

    Support in the design, development and use of data capture tools and user guides to meet project requirements with a view to minimizing the data collection and reporting burden for implementing partners.
    Support the development of necessary documentation and provide support to all project and implementing partner staff to understand project reporting requirements and indicator definitions.
    Develop and oversee implementation of an archiving system for all program and research-related data and files.
    Monitor the use of data quality assessment tools by project and implementing partner staff.
    Provide assistance to technical teams to develop data analysis and use plans.
    Assist in routine and ad hoc data analysis and interpretation using various statistical and database packages and appropriate presentation formats.
    Develop/review Standard Operating Procedures for M&E Officers for field visits and provide technical assistance to implementing partners.
    Monitor use of standard operating procedures for field visits by M&E Officers and document the process.
    Monitor the quality of data and assist in developing data quality products such as bulletins and reports.
    Conduct routine data quality assessments on program databases and provide ongoing support to implementing partners to do the same.
    Assist in writing the M&E quarterly report.
    Assist in project evaluations and research activities.

    Qualifications

    A Master’s degree in Demography, Public health, Bio statistics or a related field with at least 5 years’ experience in monitoring and evaluation (M&E) of USAID funded or HIV/AIDS projects or a BA/BSc with 7 years of experience in M&E.
    Experience in data management and knowledge in best practices in data management.
    Demonstrated experience with National Health Management Information Systems and electronic medical records system.
    Experience in capacity building of partners in monitoring and evaluation.
    Experience in data analysis and presenting statistical reports particularly involving HIV/AIDS data to different audiences.
    Working knowledge of USAID/PEPFAR/GOK reporting systems and requirements.
