    The post holder will be reporting to the Gender Based Violence and HIV Advisor.
    This is a fixed contract for 2 years and It will be recruited/ based in one of the SASA!     Key Duties & Responsibilities

    Programme Development and Management

    Human Resource Management

    Surgical Care
    Ensuring all anaesthetic medical activities (pre-anaesthesia evaluation, administration of anaesthesia, recovery period, specific pharmacy, equipment, general organization, etc.) is done in accordance to protocols and universal hygiene standards.

    Administering and maintains anaesthetics following the rules of hygiene and asepsis in force.
    Monitoring patients throughout the whole intervention.
    Assist the doctor in providing post-operative care, including immediate post-operative surveillance in the recovery room (ensuring patient’s recovery of consciousness and setting analgesic protocol) and special patients present in the intensive care unit, in order to adapt the prescriptions (hydric resuscitation, anti-biotherapies, analgesics), with special focus on patient’s pain relief, during the stabilization and recovery process.
    Supports the medical officer to prepare and circulate health related reports
    Perform other duties as required by the line manager.

    Joint Rapid Market Assessment Finance Officer- Humanitarian

    Trócaire, Save the Children and Terre des Hommes Netherlands have decided to undertake a joint rapid markets assessment in Turkana as they are all currently responding to the food insecurity situation in Turkana County through cash transfer modalities.
    Markets are the principal means through which people derive income and purchase commodities that they need. Sudden shocks and slow onsets of droughts, famine and conflicts can severely limit the functioning of market systems, market places and consequently can have a strong negative impact on people’s capacity to access commodities that are essential for their survival.
    Purpose and Scope of the Assignment
    This market assessment is part of the emergency needs assessments following the current food insecurity situation in Turkana County. The main objective of the study will ascertain the markets functionality in for an emergency response. The design of the rapid market assessment will provide a basic understanding of the capacity of selected markets to provide people with key commodities in the immediate and during the aftermath of the drought.
    Specific Objectives of the Assignment:
    To determine the extent to which the shock has affected people’s access to and ability to pay for essential commodities.
    To identity market aligned ways to assist the drought affected population in accessing these commodities when they are necessary.
    The Rapid Markets Assessment will strengthen response analysis by providing market data essential for informed decision making on appropriate transfer mechanisms (i.e in kind/cash based/voucher based).
    The consultant(s) will be expected to:
    Participate in briefing and consultation meetings to discuss the assignment; and development of the baseline design and implementation plan.
    Develop, in collaboration with Trócaire and partners, a detailed research and analysis plan, including plans for: pretesting of tools; recruitment and training of research assistants; meaningful participation of partners and community; sampling methodology; implementation of data collection in the field; qualitative and quantitative data analysis and reporting.
    Develop, in collaboration with Trócaire and partners, rigorous and robust data collection tools that can gather reliable and replicable data on each of the project indicators (Sample tools to be developed, shared and approved by Trócaire prior to data collection).
    Develop detailed protocols describing the data collection methodology for each data point.
    Lead data collection in the field including: designing and leading key informant interviews and focus group discussions; designing and leading surveys; identifying and training research assistants/enumerators; monitoring and ensuring data quality and research ethics of research assistants.
    Analyse data in a rigorous, robust manner using appropriate statistical and qualitative analysis techniques
    Draft a high-quality rapid assessment report. The report must be written in good quality English and must include robust and detailed analysis of the data findings.
    Methodology
    The study should use a mixed methodology approach, combining analysis of secondary data with primary data collection. The market assessment will include the following:
    Analysis of secondary documentation: The consultant(s) will collect and analyse all secondary data that is relevant to the implementation of the humanitarian response project.
    Primary Data Collection: The consultant(s) will be required to collect qualitative data and quantitative data on a range of indicators. In particular they will be required to administer data collection tools to gather information to the identified target groups. The consultant(s) should use both quantitative and qualitative approaches to gather data on such indicators, including but not restricted to household surveys, focus group discussions (FGDs), key informant interviews (KIIs). Triangulation of information gathered during the research will be a crucial aspect of this study. The analysis must provide a clear explanation of how the different data sets relate to one another and how they relate to the findings in the secondary documentation and provide a clear explanation for the results of the research.

    Consultant Profile
    Trócaire Kenya seeks to engage the services of qualified and experienced consultant(s)/consultancy firm to implement this baseline study. The consultant(s)/consultancy firm must have the following qualifications and experience:
    The lead consultant(s) must be qualified to at least a Master’s degree level, preferably in the field of rural livelihoods development, rural economics and/or food and livelihoods security
    The lead consultant(s) must have demonstrated technical expertise and experience in the design and implementation of rapid market assessments in the context of humanitarian emergency (e.g. EMMA) and in the design and management of cash/market based humanitarian interventions, preferably in ASAL areas of Kenya

    Wash Engineer

    Reporting to:
    Humanitarian Coordinator
    Key Responsibilities
    Supervises and oversees artisans in WASH sites
    Develop work schedules in a language understood by contractors
    Regularly prepare progress reports for the management.
    Serve as the technical lead construction and implementation of water supply including construction of water sources, storage, repair of water systems, and, sanitation facilities for schools and medical facilities.
    WASH:*
    In consultation with the Programme Management, ensures the efficient and effective delivery of Trocaire’s WASH Programme in Gedo. This includes:
    Quality implementation of detailed construction/piping drawings and specifications in WASH design in conformance with all applicable Somalia government construction codes, and/or international norms
    Support beneficiary institutions in development of operation and maintenance plan for WASH infrastructure.
    Arrange for testing of any new water sources to ensure potability.
    Work with the team to link water, sanitation and hygiene awareness, particularly in schools. Specifically ensure sanitation facilities conform to Somali culture, and that hand washing facilities not only obey the same, but are user-friendly.
    Prepare site visit reports, engineer’s instructions, any variation orders, and payment and completion certificates in a timely manner and obtain sign off from Trocaire management.
    Ensure all contractual works conform to design, and are tested before issuing of completion certificates.
    Recommends changes on designs, material specifications and grant charts and obtains sign off from Trocaire management.
    Determine construction supply needs, identify gaps and initiate requests to Logistician/Procurement Officer for materials in agreed timeframes.
    Explain to beneficiary institutions, government officials, the working modalities of Trocaire Somali programme.
    Ensures that labourers (skilled, unskilled, beneficiaries) observe minimum health and safety procedures to minimize risk of accidents/injuries.
    Logistics & Procurement:
    Reports any procurement and warehousing concerns to the humanitarian coordinator: materials provision strategies, clarifies any materials specifications issues, and provides technical input and problem-solving to any other procurement and logistics issues as they arise
    Works with the Procurement Unit and Warehousing team in the review of goods received, particularly in the verification of quality of materials received, arranging for transport of material, coordinating with beneficial institutions to handle and store construction and plumbing materials, and supporting them to maintain stock books in the field.
    Works with Procurement and Warehousing to prepare and execute a procurement plan to ensure favourable lead time for the procurement team.Monitoring and Evaluation
    Works with Trocaire management team in the field in monitoring and reporting progress, and, adopts agreed changes in designs to conform to varying context.
    Carries out regular quality control checks on constructed sanitation facilities in schools and health facilities, and oversees artisans to ensure that the end result conforms to internationally acceptable standards.
    Provides weekly reports on performance of the WASH programme in reference to all points above and any other relevant or critical information.Coordination
    Strengthens relationships between Trocaire, UN agencies and beneficiaries, (community leaders and government agencies) working closely with all project stakeholders.
    Finance:
    Ensures that all work orders and labour contracts are approved before any work takes place.
    Submits liquidations, minimizes likelihood of incidences of litigation which may lead to liquidated damages, and makes sure that charges are reasonable, allowable and allocable.
    When required, prepares contract bundles (agreements, specifications, conditions, drawings, etc) payment certificates, variation orders, and completion certificates.
    *Qualifications:**
    Educational requirements
    Bachelor’s Degree in Engineering or Higher National Diploma from a recognized institution.
    Minimum two years’ experience working with NGOs, or government agencies in planning or implementation of construction or infrastructure projects.
    Proven strong ability to provide technical assistance and expert advice to artisans in infrastructure and related fields.
    Experience in project planning, supervision, and reporting.Knowledge , Skills and attributes
    Strong interpersonal skills to ensure maximum coordination with concerned groups; respects the limits of authority
    Ability to manage contractors in a fluid security environment
    Must be a Somali and being from Gedo is a distinct advantage
    Strong verbal and written English communication skills.
    Proven organizational skills and ability to manage multiple tasks simultaneously.
    Excellent interpersonal and communication skills.
    Proficient in the use of MS Windows and MS Office programs.
    · Ability to work independently and creatively.
