    Key responsibilities:

    Programme Development and Management: 

    The Programme accountant position’s main purpose will be to ensure that there is compliance with all finance management requirements of the above respective Donor contract conditions and requirements.
    The position will extend full Grant Management support to the respective donor projects, oversee and ensure that the Trocaire project staff and implementing partners are aware of and fully comply with the respective donor grant agreements terms. The position will also have responsibility for conducting and administering partner assessments of their Capacities, Risk profiles as well as Trocaire’s “18 Minimum Requirements” Framework, ensuring that results from all these efforts are fully addressed including overseeing all resulting capacity building/development efforts in their Governance, Financial Management, Administrative and other Internal Control System areas – thus enhancing their effective programme delivery. The position is expected to provide technical support and advice to the project staff and partners. A considerable amount of the time will be spent with field offices and with partners in field locations.
    Working directly with the Programme Finance Manager and closely with the respective Programme leads/Programme Manager:
    Undertake and partake in partner risk pre-assessments and grant start-up meetings.
    Undertake partner financial, compliance and/or operational audits as requested and share such results/recommendations.
    Undertake project compliance trainings for project staff and partners on the award’s governing regulations, Trocaire requirements/tools/processes as well as other award expectations, including generally accepted international financial management practices.
    Support partners in preparation and review of their budget revision requests costed-work plans and cash flow projections.
    Prepare project funds requests for review and approval by the PM & HOF.
    Facilitate timely grant processing to partners through Agresso and subsequent disbursements, regularly updating the project on disbursement status.
    Maintain a robust partner financial reporting schedule and ensure this is tracked at all times.

    Grant Management and reporting.

    Implementation objectives and Donor obligations.
    Ensure all IF budgets are uploaded and approved in the financial system – Agresso as per the laid down process.
    Share properly coded and phased budgets with the Programme leads.
    Budget proof all expense transactions being posted in Agresso to ensure that the correct codes have been used to minimise coding and posting errors in Agresso including salary /cash requisitions/cashbooks among others.
    Prepare donor financial report for review by the PM and FAM ensuring that it is accurate, and costs therein are valid and comply to all applicable guidelines.
    Conduct and share results of expenditure verification and site visit exercises with the Trocaire project staff, senior management as well as the partners, ensuring that all agreed recommendations are addressed in a timely manner.
    Review data in project grants database which uses the Salesforce platform to ensure grant information is captured accurately by Programme for the in-country grants portfolio.
    Support Project leads and Business development unit in development of proposal budgets.
    Spearhead the grant kick off and close out meetings to ensure smooth implementation of the specific projects. Ensure the staff have the required donor compliance requirement.
    Support any on-going project audit exercises and coordinate all participating partners to respond to audit requirements.
    Follow up on resolving all arising audit issues and ensure that there is full implementation of all agree audit recommendations.
    Review all partner financial reports submitted ensuring their accuracy and completeness, including securing the validity of expenses reported.
    Sign off on all partner monthly fund reconciliation statements.

    Provide Technical Financial Management Advice and Support to Programmes

    Track and undertake the over grant status/fund reconciliation in in the Agresso financial system.
    Track the grant Budget Vs Actual through Agresso and appropriately advise project management on arising variances.
    Participate in regular programme meetings providing needed support.
    Analyse, alert and advice the project management on any financial and other risks that would impact on the delivery of project.
    Partake, review and recommend on behalf of Trocaire all major partner procurements and other financial obligations before their commitment and/or payment. Enhance partners capacities to undertake these processes.

    Qualifications: Bachelor’s degree in business related Field.

    Scope of work

    The assignment is set to support the leadership development program through training, coaching, and administration of DISC and 3600 assessments.

    Leadership Training:

    This holistic program addresses knowledge gaps, behavioural aspects of leadership, and ensures a comprehensive and transformative experience for leaders.
    The leadership training will include but not limited to co-designing a training needs assessment, curriculum and training materials development, learning evaluation plan, workshop facilitation. The workshop facilitation will include two in-person sessions lasting a maximum of 5 days per session and live virtual workshops to complement the in-person sessions. The facilitator will administer a DISC assessment and integrate the findings in the leadership program to enhance self-awareness of the leaders. The goal will be to co- facilitate a dynamic and interactive workshop with Trocaire technical experts, to foster collaboration and relationship building among participants in the in-person and virtual sessions setting the stage for a supportive community throughout the program.

    Leadership/Executive Coaching

    The coaching sessions will offer a continuous feedback loop back to the other program components to ensure a tailored approach to leadership growth, promoting self-awareness and skill enhancement. The coaches are to use among other tools, the 3600 assessments.
    The coaching sessions will be spaced at six weeks intervals to provide consistent support to the participants. There will be a close collaboration between coaches and trainers to ensure comprehensive support and program adaptation. He sessions will be conducted virtually with some of the sessions being optional as per the participants needs.

    Proposed Methodology

    Leadership Training

    Learning evaluation plan for the leadership development program will involve a systematic approach to measure the program’s effectiveness. Conduct baseline assessments and continuous formative evaluations to monitor participant progress and gather feedback for real-time adjustments. Implement summative evaluations at the end of the program, including 360-degree feedback and performance metrics to provide a comprehensive overview.
    Curriculum and training materials development – Structure the curriculum Incorporating relevant theories, case studies, and practical applications to ensure a well-rounded learning experience that is aligned with program goals and the other components of the program.
    Co-creating engaging training materials, including a manual and or workbook, and presentations designed to not only impart knowledge but also inspire and equip participants for real-world application of the acquired skills.
    Blended workshop facilitation – Facilitate learner centred experiential workshops both in person and live virtual sessions.
    Collaborate with executive coaches in the program to integrate concepts from leadership development programs into coaching and vice versa.

    Managing an effective and well-integrated team

    Effectively lead and coordinate a team of at least 3 professionals, to ensure quality technical support to country programmes, development and roll out of guidance and tools, establishment and facilitation of shared learning platforms, participation in research and innovation, engagement with external networks & supporting processes that assure the growth and quality of women’s empowerment programmes (related to institutional funding, learning, etc).

    Key responsibilities
    General Humanitarian Advisory Role

    Support Trócaire humanitarian and country staff and partners in the design and implementation of principled, needs-based humanitarian response programmes
    Provide technical advice on emergency preparedness and humanitarian response to Trócaire staff and local partners
    Provide surge deployment to cover gaps in country teams for short periods
    Convene Emergency Management Team meetings with priority countries on a monthly basis to facilitate crisis monitoring, identification of support needs, trouble shooting etc)

    Support to Institutional Funding of Humanitarian Programmes

    Provide technical review of proposals ensuring donor requirements and approaches are considered and proposals are in line with humanitarian technical standards
    Support country teams in their oversight and monitoring of humanitarian grant implementation, undertaking field monitoring, coordinating internal reviews and learning exercises when required
    On occasion, support, or lead on the development and submission of high-quality funding proposals (including narrative and financial elements) for humanitarian programmes, often to tight deadlines

    Emergency Preparedness and Contingency Planning

    Develop quarterly humanitarian forecasting for FCAS portfolio countries to facilitate timely and appropriate country level preparedness and response actions
    Support Trócaire country offices and pre-selected partners in the development, roll-out and the implementation of up-to-date Emergency Preparedness Plans through training, monitoring and follow up.
    Support the roll-out of contingency planning for Trócaire offices and partners in advance of predictable crises, and subsequent responses to the same

    Working with the Humanitarian Team and Cross-Organisationally

    Work closely with the Fragile and Conflict Affected States country portfolios to identify opportunities for joint funding, programming and learning on various themes including conflict sensitivity, Resilience and Nexus programming.
    Work closely with the Humanitarian Protection Advisors to ensure gender and protection are addressed in all aspects of programming work, both in relation to partners and in working with colleagues in Trócaire.
    Work closely with the Humanitarian EFSL and Cash Advisors to ensure high quality emergency food security, livelihoods and cash programmes are effective, appropriate and timely.
    Work closely with the Programme Impact and Learning (PIL) team and M&E colleagues on relevant assessments, documenting evidence on effectiveness of to inform improved practices and quality programming.
    Work closely with the Institutional Funding Advisors to develop high quality proposals and reports for donors.
    Work closely with the Humanitarian Policy and colleagues in the Policy Unit to support the development of humanitarian programme and policy work as required

    Engaging with external stakeholders on humanitarian response

    Take a lead role in building links with and representing Trócaire within humanitarian networks and / or working groups
    Promote Trócaire’s humanitarian work through the Caritas network, including through active participation in inter-agency Caritas initiatives on humanitarian response

    Other Duties

    Any other reasonable duty as may be assigned by Humanitarian Manager or Head of Humanitarian Programmes that is consistent with the nature of the job and its level of responsibility. This will include the promotion of Trócaire through the media in conjunction with the Trócaire Communications Unit.
    International travel and work
    Be willing to travel for up to 4 months per year and to undertake the above tasks in project locations worldwide, sometimes in insecure environments and at short notice. This would normally include blocks of up to 3 weeks travel but could include longer secondments when required.

    Qualifications and experience:

    5 years’ experience in the humanitarian sector, including at least 2 years international experience preferably in complex or insecure environments.
    Third level qualification in humanitarianism, development or related area and/or relevant humanitarian training and experience
    Desirable:
    WASH experience / qualification
    Familiarity and appreciation of working in a partnership model and locally led humanitarian response

    Strategic guidance and direction as Trócaire scales up our work on Peace Building.

    Lead on dissemination of the peacebuilding framework and conflict sensitivity approach for Trócaire as a component of triple nexus programming.
    Provide guidelines and tools for conflict analysis in Trócaire programmes and with local partners identifying triggers of conflict and linkages with other Trócaire goal areas.
    Lead in articulating entry points and/or pivotal considerations for integrating conflict sensitivity and peacebuilding within country strategies as appropriate for different contexts.
    Guide the design of projects and programmes and the selection of strategies based on a sound technical knowledge and a thorough understanding of best practice and standards relating to conflict analysis, conflictsensitivity, conflict management and peace building strategies.
    Develop technical guidelines, tools, and training resources for Trócaire and local partners.
    Promote increased participation, representation and leadership of women and girls, youth and marginalised groups, including indigenous groups, in peacebuilding processes at all levels.
