    Purpose of the Assignment
    Trócaire understands that the risks posed by drought and conflict in ASAL areas of Kenya are deeply related to climate change. Climate change is rapidly increasing the exposure of ASAL communities to the risk of drought and is also contributing to the degradation of natural resource, particularly water, forest and soil. Trócaire also understands that the effects of climate change, drought and conflict on local livelihoods are forcing vulnerable individuals, households, communities and groups to engage in negative coping strategies that have only serve to exacerbate the negative impacts of climate change (e.g. deforestation, charcoal making, sand harvesting etc.). Finally, Trócaire acknowledges that the impact of climate change on lives and livelihoods differs significantly along lines of gender, age, and ability, with different individuals, households and groups being affected in different ways depending upon their status. As such, Trócaire seeks to ensure that all of our resilient livelihoods work is delivered in a manner that is sensitive to differences in gender, age and ability.
    In order to effectively respond to the varied vulnerabilities of individuals, a households and groups, Trócaire requires a detailed analysis of the way that climate change, drought and natural resource degradation are affecting different groups in the areas targeted by the UKAM project. Trócaire is therefore seeking the services of a highly qualified consultant to carry out a study of the ways that different people are affected by these issues, along the lines of gender, age and ability in the target areas.
    This study will analyse the different roles played by women and men, girls and boys, disabled and elderly persons in the target areas, particularly as they relate to livelihood activities that may be/are being affected by climate change. It will examine the gaps and challenges faced by women and men, girls and boys, disabled and elderly persons in the target areas and will make recommendations programming that are sensitive to the gender, age and ability. This exercise is vital in identifying the opportunities through which Trócaire and its partners can support the men and women in building resilience and climate adaptation. This is expected to strengthen both men’s’ and women’s’ roles in sustainable agriculture and climate change adaptation.
    Objectives of the Assignment
    The main objective of this assignment is to analyse the ways in which women and men, girls and boys, disabled and elderly persons are differently affected by climate change, drought and environmental degradation in the target areas of Kitui, Tharaka Nithi and Embu and to provide specific recommendations for how Trócaire and our partners can address those differences positively in the UKAM project in a manner that promotes gender equity and resilience.
    The specific objectives of the assignment include:
    Identify and analyse the distinct and common economic, social and environmental roles/responsibilities of men and women, girls and boys, elderly and disabled persons in target areas of Kitui, Tharaka and Embu counties, taking into account the specific issues faced by single mothers, single fathers, widows, young mothers and orphans
    Identify and analyse the specific challenges faced by women and men, girls and boys, disabled and elderly persons that relate specifically to climate change, drought and natural resource degradation, especially those that relate to livelihoods and natural resource management
    In light of those different challenges, assess the design of the UKAM project and the implementation approaches being used by the partners in the UKAM project and evaluate how effectively they:
    a. Take into account the actual challenges faced by women, men, girls, boys, disabled and elderly persons
    b. Promote equity along the lines of gender, age and ability
    c. Actively empower women and girls
    d. Address any relevant issues of protection and safeguarding
    Identify gaps and opportunities for improvement in the project design and implementation approaches of the UKAM project partners.
    Make practical and cost-effective recommendations to improve the design and implementation of the UKAM project to promote equity along lines of gender, age and ability.
    Assignment Methodology
    The study will be conducted in a select number of communities in the Counties of Kitui (Ngomeni and Nguni Wards), Tharaka-Nithi (Igamba-ng’ombe and Gatunga Wards) and Embu Counties (Evurore Ward). The study will focus on the collection of qualitative data on the different experiences and challenges faced by women and men, girls and boys, disabled and elderly persons. The data collection should use a participatory approach and should focus on providing an in-depth analysis of the power relations that structure different outcomes for people along the lines of gender, age, ability and social status.
    The study research will include the following:
    Analysis of secondary documentation: The consultant(s) will collect and analyse all secondary data that is relevant to the subject of the study. These will include, but are not restricted to: Project documents of Trócaire and partners (proposal, log-frame, budget, previous situation reports etc.); Relevant documents published by County or National government Ministries (policies, laws, County Integrated Development Plans, research reports etc.); Relevant documents published by national or international NGOs or research institutions.
    Field Collection of Qualitative Data: The consultant(s) will be required to collect robust, rigorous and detailed qualitative data on a range of indicators using participatory approaches that are consistent with a Gender, Age and Diversity approach (GAD). In particular they will be expected to conduct: in-depth Focus Group Discussions (FGDs), and Key Informant Interviews KIIs). FGDs should be highly disaggregated along lines of gender, age, ability and social status. The consultant(s) should be highly experienced in the implementation of qualitative data collection on issues relating to gender, age and diversity as they relate to livelihoods, preferably using participatory and ethnographic data collection methods that focus on gender-power relations. All data, must be disaggregated by location, age, sex, ability and social status; that is, separately for girls and boys, men and women, disabled and elderly persons, single parents, widows, grandparents and orphans.
    The consultant(s) should may also consider the use of quantitative data collection methods if appropriate. In this case the consultant(s) must provide a clear rationale for such data collection and a detailed data collection protocol. The must be highly experienced and skilled in the design and implementation of qualitative/ethnographic data collection and analysis techniques that relate specifically to the effects of gender, age and diversity on and resilience, sustainable livelihoods development and food security.
    Analysis of Data: The study must provide a detailed assessment of the different ways in which issues relating to gender, age, ability and social status structure the vulnerability of individuals and households to the risks posed by climate change, drought and natural resource degradation in the different study sites. This means that in addition to a presentation of the data collected from the study sites, the consultant(s) must provide a detailed analysis of the factors structuring power relations around gender, age, ability and social status, together with a detailed analysis of how those factors have an impact on the livelihoods of different social groups (women, men, girls, boys, disabled, elderly, single parents, widows etc.).
    Assignment Tasks
    The consultant(s) will be expected to complete the following tasks:
    Participate in briefing and consultation meetings to discuss the assignment, become familiar with Trócaire’s Resilience programme and the UKAM project and to collaborate with project staff on the development of the study design and implementation plan.
    Develop, in collaboration with Trócaire and partners, a detailed research and analysis plan, including plans for: pretesting of tools; recruitment and training of research assistants; meaningful participation of partners and community; sampling methodology; implementation of data collection in the field; data analysis and reporting.
    Develop, in collaboration with Trócaire and partners, rigorous and robust, data collection tools that can gather reliable data on the key research questions e.g. GD and KII discussion guides, questionnaires etc. (Sample tools to be developed, shared and approved by Trócaire prior to data collection). Develop research protocols describing the data collection methodologies used.
    Lead data collection in the field including: designing and leading key informant interviews and focus group discussions; designing and leading surveys; identifying and training research assistants/enumerators; monitoring and ensuring data quality and research ethics of research assistants.
    Analyse data in a rigorous, robust manner using appropriate statistical and qualitative analysis techniques (e.g. Nvivo)
    Draft a high-quality study report. The report must be written in good quality English and must include robust and detailed analysis of the data findings.
    Identify challenges/weaknesses with UKAM project’s design and implementation approaches and present recommendations for how the implementation of the project can be improved to take gender, age, ability and social status effectively into account
    Assignment Outputs
    The consultant(s) are expected to deliver the following outputs:

    Consultant Profile
    Trócaire Kenya seeks to engage the services of a highly qualified and experienced consultant(s) to implement this study. The consultant(s) must have the following qualifications and experience:
    The lead consultant(s) must be qualified to at least a Master’s degree level, with demonstrated technical expertise on gender and livelihoods within poor, vulnerable communities, preferably in the ASAL areas of Kenya.
    Preference will be shown to applicants with demonstrated understanding and experience of how to conduct qualitative/anthropological or political-economic research on poverty and vulnerability using the lenses of Gender, Age and Diversity (GAD) and the empowerment and protection of women and girls.
    The lead consultant(s) must have demonstrated experience of and expertise in designing and managing similar research studies and in delivering agreed outputs on time and within budget.

    2.1 Purpose of the assignment
    This project will contribute to 4 main outcome areas including: 1. Improved economic security 2. Increased resilience to shocks and effects of climate change 3. Improved food security and 4. Increased capacity to manage natural resources. This assignment will therefore fall under outcome area: Improved Food Security. It is envisaged that women and interested persons shall adopt the m2m approach ; exchange ideas, share experiences, give and receive information, and at the same time, offer and receive support in breastfeeding, child rearing, women’s health and nutrition sensitive production. Mother-to-mother nutritional campaign will serve to ensure that women have improved knowledge in childcare and good nutrition practices and are effectively able to transfer this knowledge to the younger generation of new mothers. Given the increasing rate of child mortality within a thousand days from birth, the intention is to contribute to the reduction in both maternal and child mortality. The consultant shall ensure that they deliverer the highest quality standards of service within this consultancy. Notably, the delivery of this concept will serve the project throughout its lifeline and it is of absolute necessity that the delivery be thorough.
    2.2 Scope of the Work
    1. Train on the behavioral change theory (Assess, build, create, deliver and evaluate) to failitate its application in the context of the community that we serve.
    2. Train the participants’ on M2M approach, nutrition sensitive food production and food production
    3. Development of a community based nutrition manual that shall serve to:
    a) Train community on a balanced nutrition for Infant and Young Child Feeding, pregnant and lactating mothers;

    c) Educate on how to grow crops, prepare and cook nutritionally balanced meals for their families using locally available feeds.

    4.0 CONSULTANT PROFILE

    Key Duties & Responsibilities
    Overarching:

    Increase and broaden the institutional funding base of Trócaire’s programmes in Sudan in line with the organisational and country specific institutional funding strategy.
    Coordinate and manage all components of the proposal development process, ensuring a high quality and timely submission to institutional donors, consistent with Trócaire’s Organisational and Country Strategic Plan.
    Support the programme teams in the development of well-designed projects and programmes for submission to institutional donors, consistent with Trócaire’s Organisational and Country Strategic Plan.
    Provide oversight and support to programme staff in the management and compliance of all institutional funding grants and potential commercial contracts in Sudan.
    Position Trócaire as potential partner (sub and lead) for consortia in Sudan.
    Build the capacity of Trócaire’s programme staff and partners to manage existing and future institutional funding grants/contracts.In particular, this role will involve the following components:

    Business Development & Programme Growth (50%)
    In close coordination with the Global Partnerships and Funding Unit (GPFU) staff in Trócaire HQ:

    Pre-Positioning: Identify relevant upcoming funding opportunities, track grant forecasts, and using advance intelligence gathering prepare recommendations based on specific bid/no bid decision criteria. Identify potential partners; manage pre-solicitation proposal preparations; participate in pre-design meetings; draft sections of the proposal in advance of the solicitation; coordinate and facilitate design workshops; and support field teams to collect relevant country and technical information that informs design.
    Proposal Preparation and Coordination: Lead the coordination and development of high quality and well-designed proposals from initial development to grant submission for institutional and private donor.  Manage partners’ inputs to the cost application; provide technical input to the finance team to support the completion of the cost application in alignment with the technical programme design. Manage the proposal review process and budget alignment and compliance with donor guidelines; build effective working relationships with partners on proposal bids; support the management of consultants recruited to support proposal development; support the recruitment process to ensure identification and inclusion of qualified key personnel in proposals. Work closely with programme and partner staff in-country to ensure programmes are well positioned to secure donor funding. Provide regular updates to the CMT on the status of the funding portfolio and key trends to monitor.
    Post Submission: Manage and or/support post submission and lessons learned processes contributing to shared learning. Engage in the Team’s development of best practice and evidenced base approaches utilised in proposals.
    External Engagement and Networking: Identify international and local partners for future opportunities; arrange meetings and calls with partners; conduct potential partner outreach and follow up with subject matter experts for organizing meeting; participate in key donor meetings, when necessary, to foster long-term collaboration and engagement; support technical advisors to develop organisational capability statements in coordination with the GPFU/Programme/Communications team.
    Pro-actively seek donor intelligence on prospective new opportunities or partnerships.
    Lead the development, review and implementation of Trócaire’s country institutional funding strategy, in line with country programme needs and institutional funding landscape and opportunities. 

    Grants Management & Compliance (40%)

    Keep up to date with donor regulations, relating to all current grants, and communicate relevant changes to staff, ensuring links with HQ in terms of global donor strategies and updates on regulations.
    Support programme staff to manage grant agreements for all institutional grants including adherence to supply chain and financial management policies and procedures, fraud etc. Keep relevant HQ staff informed about the progress of grant agreements/ contracts through the programme cycle.
    Develop appropriate procedures, tools and operational systems to support partners in adherence to Trócaire and donor compliance requirements, including adherence to Trócaire’s minimum requirements.
    Conducting quarterly update meetings with Sudan programme and finance team on donor compliance standards.
    In coordination with programme / finance staff, monitoring and ensure compliance of programmes with donor rules and requirements incl. financial tracking and reporting/amendments, visibility, communication strategies etc for all grants.
    Advise and support programme teams on building the capacities of partners to handle contractual compliance issues, including project audit and verification requirements.
    Support programme staff, and take responsibility for as the need arises, in preparing high quality reports for submission to donors in a timely manner. This will involve close liaison and joint working with institutional funding staff in HQ.
    Support the organisation and follow-up of grant inception meetings, grant review meetings, and grant close out meetings.
    Ensure that all information relating to proposals and donor compliance is stored on Trócaire’s information management system (Salesforce). Work with the GPFU staff in Trócaire’s HQ, as well as the finance and programmes staff in country to ensure Salesforce and Agresso funding figures reconcile.
    Provide training and tools for Trócaire staff and partners entering into new institutional donor contracts, including compliance with regulations on financial management, procurement, audit, reporting, visibility and communications.
    With the Finance & Operations Manager, advise and support programme team and partners on how to comply with donor specific audit and expenditure verification requirements.

    Representation / Networking (5%)

    Actively represent the organisation at donor/partner meetings as well as other relevant fora or meetings/workshops which are relevant to Trocaire and our programme in Sudan.
    Ensure maximum visibility of the organisation amongst the NGO/donor community in relevant fora.
    Contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of Trocaire’s Code of Conduct, ethics, values and standpoint with regard to internal and external actors.

    Capacity Strengthening (5%)

    Provide training to staff and partners around proposal development, log frames, budgeting, report writing, MEAL in relation to donor compliance and in collaboration with other relevant Sudan country programme staff.
    Advise and support programme teams on building the capacities of partners to handle complex contractual compliance issues.
    Support partners in the development of their resource mobilization and donor engagement strategies.

     Qualification
    Third level qualification in Development, Humanitarian, Business Administration or related field of study
    Experience

    Minimum of 3-5 years’ experience working in overseas development and the humanitarian sector
    Experience of proposal and report writing for major international donors including Irish Aid, UN Agencies incl. UNICEF and WFP, EU and other relevant institutional donors and trusts/foundations.
    Proven record of accomplishment of securing institutional funding from successful grant applications, incl. in consortia.
    Experience of managing grants financed by donors such as: Irish Aid, UN Agencies, EU, other European Governments, UN, US Government funding and other relevant institutional donors and trusts/foundations.
    Project cycle management using results frameworks and/ or logical frameworks.

    Scope of the Work

    The humanitarian workshop in Nairobi will focus on enhancing the core humanitarian skills of participants, with a specific emphasis on a 2.5-day training on Sphere minimum standards. The training will be based on the 2018 edition of the humanitarian handbook and its global training framework. However, due to time constraints, the training will prioritize the foundation chapters and the two lifesaving sectors: Water, Sanitation, and Hygiene (WASH) and Food Security and Nutrition.

    Participants have a lot of knowledge and experience, and the quality of your training will depend on your ability to invite them to share it. Given the participants experience on humanitarian action and familiarity with Sphere the training trainer is expected to play three roles: facilitator, instructor, and learner.

    As a Learner, encourage dialogue and exchange of experiences, uses the prior experience of learners, learns from the experience in the room.
    As a Facilitator, steer learners through questions and discussion, sets up activities, manages the group process, gives constructive feedback.
    As Instructor, provide instruction and directions, present facts and theories, demonstrates skills, and assesses knowledge.

    Proposed Methodology

    The training should utilize adult learning methodology and be tailored to the specific needs of the participants based on a training needs assessment report. The facilitation style should be adapted to the audience, making the workshops participatory and active with hands-on examples. The training plan should incorporate a variety of methodologies, including case studies, videos, slide presentations, and hands-on exercises. The plan should also consider the variety of participants and their learning styles.

    Timeline

    The training will be delivered between June 19-21, for 2.5 days.
    Training materials including sessions plan, PowerPoint slides, and case studies should be submitted by the 10th june
    In addition to the session plan, the trainer should submit outline of any advance preparation needed both for the host) HQ hum unit), and for the participants, and for the group work (print handouts, download videos, etc.).
    Hard copies of the 2018 sphere hand will be available for participants that can be used as a reference during the training.

    Lead the review and implementation of Trócaire Somalia’s funding strategy, in line with country programme needs and external funding opportunities
