    Administration
    Serve as the primary point of administrative contact and liaison with other offices, individuals, and institutions on administrative matters concerning the Office.

    Finance functions
    Maintain custody of the office cash fund and make daily payments of approved transactions
    Ensure that all cash transactions are fully and properly documented
    Review expense reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved before payment
    Perform weekly and month end cash count with the Finance/Admin staff or any other person assigned
    Maintain the un-cleared cash advance file and prepare past due advance report for the Management
    Record payment vouchers daily in the cash/bank sub journals of Navigator Financial Accounting System.
    Prepare cash and bank payment vouchers and ensure that all bank transactions are properly and fully documented.
    Prepare scanned copies of vouchers and other supporting documents as required for the monthly reporting package to HQ Finance
    File all cash and bank vouchers and maintain voucher filing system such that files are updated, complete and safeguarded
    Make sure that all supporting documentation is prepared and filed according to MC procedures. Other duties as assigned.

    PROJECT DESCRIPTION
     
    Mercy Corps has been operating in Kenya since 2008 and are presently implementing development programs across the Central, Rift Valley, North Western and Northern Eastern regions of Kenya. Mercy Corps is currently implementing a part of a 6-country youth employment program, which conducts a range of activities in Kenya to link youth to market-based opportunities. Alongside this, Mercy Corps’ Social Ventures team recently invested in Lynk, a social enterprise technology startup established in 2015 which seeks to connect blue collar workers in Kenya to employment. Mercy Corps and Lynk recently partnered to spearhead a new initiative called Byld, a tech-based platform to build careers for informal workers in the building and construction sector, and improve productivity for construction firms.
     
    Byld recently agreed on a partnership with a major construction finance firm to pilot the Byld platform on two sites, and is seeking an intern to coordinate the pilot. This will include
     
    Conducting hands-on research with target users to identify pain points and product needs, and contribute to product design.
    Supporting the rollout of the product on construction sites, training users, ensuring effective use, and troubleshooting on the ground.

    The GIRL Program (Girls Improving Resilience with Livestock) aims to empower pastoralist adolescent girls to improve their livelihoods and personal agency, as well as increase the food security and resilience of their households and communities.

    Mercy Corps is recruiting one GIRL Officer to support human capital development for resilient individuals who are well placed for commercial engagement for a five-year USAID-funded Feed the Future (FtF) Livestock Market Systems (LMS) Development Activity for northern Kenya.
    This position will support the Strengthening Community Capacities for Resilience and Growth component which is part of USAID’s Feed the Future Initiative and specifically will improve households’ income, productive assets and resilience to drought and other shocks.

    General Position Summary: The GIRL Officer will be responsible for technical oversight and management of the Girls Improving Resilience with Livelihood (GIRL), a 9-month adolescent girl personal agency empowerment safe space model aimed at supporting human capital development for resilient individuals who are well placed for commercial engagement.
    S/he will define implementation strategies in coordination with the County Project Coordinator, Deputy Chief of Party and leadership team. GIRL Officer will train staff and partners, providing them with technical assistance; and ensuring that common strategies and approaches are applied consistently in all communities. S/he will coordinate closely with the M&E team to ensure that systems are in place to track, analyze and report results.

Building Resilience in Civil Society (BRICS II) will engage local and national government, local civil society organizations and communities to mitigate the drivers, enablers and narratives of violent extremism in East Africa through support to policy initiatives, community engagement, and support to national civil society organizations in order to prevent the recruitment of vulnerable individuals by violent extremist organizations. The program will work primarily in Kenya, Tanzania, Ethiopia, Mozambique and Uganda, through strategies adapted to the context and opportunities in each country to advance research, legislation and field implementation of activities.
    General Position Summary
    The Director of Policy and Advocacy will be responsible for leading policy influencing initiatives across the 5 target countries. S/he will conduct a deep political and policy analysis for each country to understand the policy framework relevant to P/CVE and related issues, identify potential policy changes that could support a more holistic and comprehensive approach to P/CVE, and will support policy makers with resources and technical guidance to support the policy process.     Excellent oral and written English skills required; proficiency in Kiswahili is a plus.

    The successful Kenya CD will skillfully represent programmatic priorities of the agency to donors and regional partners while providing effective leadership to the Mercy Corps program team.     Living Conditions / Environmental Conditions
    The CD is based in the capital city – Nairobi. The location is accompanied and secure. Housing is family accommodation with unlimited freedom of movement beyond the house/office. There are many international schools in Kenya. Staff have a high degree of access to services (medical, electricity, water, etc). This position requires 35% travel by road and air to field offices in often insecure environments.
    Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

    Program / Department Summary: The Information Technology (IT) team coordinates, facilitates, and supports the agency’s use of information and communications technology to achieve agency goals.
    We provide planning and technical assistance to Mercy Corps country programs and collaborate with HQ departments to implement and support the agency’s strategic initiatives. We work to strengthen the agency’s abilities to use Internet-based information services.
    General Position Summary: The Regional IT Systems Administrator maintains the current IT systems in the Mercy Corps Africa field offices and ensures the proper functioning of equipment, networks, data backups, network security, IT Policy and Disaster recovery plan to meet office needs and demands in coordination and synchronizing system with the Global IT System Delivery Manager, Head of Office and Operations Director/Manager.
    Essential Job Responsibilities
    General

    Read and understand the Mercy Corps IT Systems Policy on appropriate use. Orient staff on appropriate use and monitor use activities to ensure adherence to these policies.
    Assist setting up effective field connectivity infrastructure such deploying Cisco Meraki Appliances and other Mercy Cops standard Infrastructures such as local data servers.
    Regularly coordinate with the Local IT Administrators to ensure anti-virus programs are updated and the entire network and computers are virus-free.
    Assist Local IT Administrator establishing a clear, back-up policy for the Mercy field Corps offices and undertake the necessary steps for this activity including designing a schedule and materials list. Ensure back up and archives are validated, and stored as scheduled.
    Undertake the repairing and maintaining of various LAN, internet systems and general IT maintenance and training– as per needs outlined by the Head of Office and Operations Manager.
    Assist Local IT Administrators repairing of computers and IT equipment at country level, when possible – facilitate and advise on best, safest and most economic solutions in consultation Country Operations Manager.
    Maintain Mercy Corps Standards Wide Area Network and Local Area Network for all Mercy Corps field offices. Do not change core designs and configurations without written approval from the Global IT System Delivery Manager and Head of Office/Operations Manager.
    Identify equipment and accessories required for the smooth functioning of computers and IT equipment in Mercy Corps field offices. Facilitate the purchase of items through the Procurement Department.
    Maintain Mercy Corps Email platform applications and assign addresses as instructed by Global IT System Delivery and Mercy Corps Helpdesk.
    Assist in administration functions as needed; assist logistics staff in inventorying and tracking IT assets.
    Provide guidance to Local IT Administrator maintaining proper documentation of all IT equipment including; system profiles, warranties and IT stock/accessories; Organize and maintain central filing system of satellite systems in MC office.
    Assist in the identifying specification, relocation and assembly of any equipment including computers, printers, accessories and satellite systems in all offices, as required.
    Hire and orient Local Field IT Admins and coordinate with country offices in setting up work plans, monitoring progress and evaluating annual performance.
    Strengthening the skills of Local IT Administrators by providing regular ICT training on computer networks, server setup, data backups, antivirus deployment, ICT policies, ICT standards and disaster recovery plans.
    Possess in depth knowledge of satellite links and able to recommend and support VSAT platforms in remote field locations.

    Works Directly With: Field IT Administrators, Field Operations Managers and Head of Offices.
    Knowledge and Experience

    A minimum of three years’ experience in information technology system (IT).
    A relevant university degree in computer sciences is desirable.
    Good knowledge of bandwidth management, traffic shaping, Quality of Services, Firewall, and MutiWAN configurations.
    Good knowledge of setting up and configuring Cisco Meraki Appliances such as MX, MR. MS, etc.
    Experience in both hardware and software requirements in local area networking (LAN); experience in the configuration of internal email system as per the local area networking (LAN).
    Exclusive knowledge of internet, proxy, pop mail, and TCP/IP settings, Linux and windows applications.
    Experience for upright maintenance of all internet account, Logins and account status.
    Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
    Ability to troubleshoot, plan and design low maintenance systems is a must.
    Ability to provide IT trainings and other related capacity building course to local IT Administrators.
    Ability to trouble-shoot and maintain both wireless and cable connections is required.
    Must understand, follow and implement existing policies on IT equipment use and best practices.

    Success Factors
    The successful candidate will have a sense of understanding of Field IT Operations in Africa and be able to make rational decisions even under pressure.
    She/he will be able to coordinate with Mercy Corps field Operations, Programs and Senior Management effectively moreover the position requires a team player, commitment, and someone who is a step ahead in terms IT service delivery, IT Security and IT Deployment plans.
