    General Position Summary

    Essential Responsibilities

    PROGRAM SUPPORT

    Work with the Monitoring and Evaluation Learning Manager and consortium partners to support all relevant aspects of RANGE implementation in pursuit of the program goals and outcomes.
    Provide updates and analysis of key developments in targeted thematic areas or geographies.
    Identify needs and opportunities and provide relevant information to facilitate the program team’s ability to develop and implement activities.
    Under the direction of the Monitoring, Evaluation, and Learning Manager, develop and maintain relationships with organizations/ actors in key target sectors (e.g. faith organizations, youth groups, women’s organizations, CBOs/local nongovernmental organizations (NGOs), local government officials, etc.)

    MONITORING AND EVALUATION

    Support MEL activities within the RANGE program and collaborate closely with internal and external partners and stakeholders to ensure operational success.
    Support the design, review, adapt, and maintain a MEL system with utility and program quality, providing the program team and partners with real-time information that can steer program implementation as well as informing donors and strategic program direction, that helps strategize future interventions.
    Support the realignment of MEL systems with relevant policies, laws, and guidelines.
    Participate in the program site visits to better understand activities, information needs, and program impact; provide hands-on training to the Program Officer, and Local implementing partners on how to capture and organize information for accurate documentation and reporting.
    Participate in the MEL activities including the baseline, mid-term, and final evaluations, and development standards for data collection in collaboration with consortium partners. Support all sub-grantees and partners involved in data collection activities including the baseline, mid-term, and final evaluation teams, and review their standards for data collection.
    Participate in addressing the shortfalls in MEL that affect program implementation and conduct internal DQAs.
    Assist the program implementation team in timely and accurate reporting to donors, supporting in the review of data for program reporting including Weekly, Monthly, Quarterly, Annual, End of Program, and ad-hoc reports in close coordination with the MEL Manager, County Coordinators, Program Officers and The Senior Program Manager.
    Ensure that lessons learned throughout the project are accurately captured and communicated to internal and external stakeholders through appropriate channels.
    Support data analysis and collect case studies, and success stories shareable with internal and external audiences in close collaboration with the communications coordinator

    At least three years of experience in monitoring and evaluation, including designing and implementing MEL tools.
    Relevant work experience in data collection, and data validation exercises.
    Experience in utilizing statistical software for both quantitative and qualitative data analysis.
    Proficient in computer literacy; MS Excel, SPSS, PowerPoint and Word skills are essential.

    Program Summary

    With funding from USAID’s Bureau for Humanitarian Assistance (BHA), Mercy Corps’ Nawiri Program is leading a consortium of Kenyan and international partners on an eight-year journey to sustainably reduce persistent acute malnutrition in Turkana and Samburu Counties of Kenya. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation, the program takes a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Mercy Corps’ consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.

    General Position Summary

    The Mental Health and Psycho-Social Support officer will be responsible for integrating and mainstreaming MHPSS dimensions in the Nawiri Program. They will build on an evidence-based, psychosocial, developmental and multi-leveled approach in line with National, Regional and Global standards.

    The role will encompass direct support to staff implementing various program interventions and services, alongside capacity building, coaching and supervision of the staff on MHPSS. The MHPSS Officer will act as Focal Point for MHPSS in Samburu and Turkana respectively and will participate in relevant local coordination platforms. They will lead County specific implementation of MHPSS strategies, develop and lead operational planning and implementation roll-out. They will work within tested frameworks including a systems approach, gender lens, adolescent and youth responsiveness, social accountability and evidence-informed frameworks.

    They will work collaboratively with other technical teams including the Senior Peace and NRM officer, Health and Nutrition Coordinator, SBC Advisor and the GYSD Coordinator to rationalize the thematic scope of work to drive a community – centered Nawiri activity that meets the MHPSS needs of diverse participants (women, children, adolescents, youth, men, elders and their sub-groups) in their aspirations and motivations to sustainably reduce persistent acute malnutrition.

    They will work across sectors of NAWIRI, with consortium team members and counties to build capacity in mainstreaming MHPSS and ensure Do-No-Harm principles are integrated across all program interventions. They will co-lead active learning and rapid adaptations that continuously lead to improved quality design and implementation of MHPSS interventions in the County. They will lead the MHPSS thematic scope’s utilization of evidence and data for decision-making, including coordinating thematic-specific assessments and appreciative inquiry. They will support the GYSD lead and Partnership and Capacity Strengthening Manager in the development and implementation of a capacity strengthening plan for county government entities and systems, ensuring contextually appropriate MHPSS dynamics are incorporated into county policies, and making the appropriate connections between evidence, Learning and M&E to ensure results can be tracked, analyzed and reported.

    The MHPSS Officer continues to work with other team members to ensure active learning and shaping Nawiri’s contextual understanding of the complex causality of persistent acute malnutrition as it relates to the varied needs of children, women, men, girls, and boys. They ensure that MHPSS dimensions of food security, health and resilience are effectively addressed across all activities and components and therefore coordinate closely with partners to fulfill the goals of the program.

    Essential Job Functions

    Program Management

    Contribute to the formulation of MHPSS work plans and ensure the systematic integration of MHPSS priorities and interventions in program delivery
    Establish close relationships and patterns of collaborations with key stakeholders in the community around MHPSS priorities
    Coordinate and support the implementation of MHPSS or multi-dimensional needs assessments; ensure ongoing assessment/analysis of local context, priorities and needs related to MHPSS

    General Position Summary

    This is a full-time position to implement Monitoring, Evaluation, and Learning (MEL) activities in the FICCARS programme. The MEL Officer will ensure quality in M&E practices in the programme by developing and maintaining robust MEL frameworks and tools and providing technical support to FICCARS and its partners.

    Essential Responsibilities

    Monitoring, Evaluation and Learning (MEL) (60%):

    Oversee the effective use of the programme’s MEL system by staff, partners, and stakeholders.
     Support the MEL Manager in updating and maintaining programmatic MEL plans, theory of change, and related log frame and targets in alignment with donor requirements.
    Support in development and implementation of appropriate reporting systems and templates that enhance reporting on project outputs, generate quality evidence on programme impact and ensure use of data for decision-making processes.

     Provide technical support to the team in developing tools for data collection, analysis and presentation for embedded action research activities in FICCARS.

    Review data being collected to locate and fix problems related to data entry or integrity and manage regular synchronizations with field level data.

    Conduct continuous data analysis of commercial partners’ performance from programme data and produce cross-sectional reports reflecting different growth variables including but not limited to sales, employment, profitability, etc.

    The Regional Business Development Senior Advisor will be a member of the regional team, reporting to the Deputy Regional Director, Programs and working alongside the regional team to support business development needs for the country offices within the region as well as the region itself.     PROGRAM/PROPOSAL DESIGN AND DEVELOPMENT 

    Responsible for leading and/or supporting all aspects of the development of high-quality strategic proposals throughout the region.  
    Apply the agency’s best practices in proposal development efforts supported by the Deputy Regional Director-Programs and Business Development team.

    Essential Responsibilities

    Monitoring, Evaluation and Learning (MEL) (60%):

    Oversee the effective use of the programme’s MEL system by staff, partners, and stakeholders.
     Support the MEL Manager in updating and maintaining programmatic MEL plans, theory of change, and related log frame and targets in alignment with donor requirements.
    Support in development and implementation of appropriate reporting systems and templates that enhance reporting on project outputs, generate quality evidence on programme impact and ensure use of data for decision-making processes. 
    Provide technical support and guidance to the programme team on field activities, which includes best practices to track indicators, using appropriate tools and forms, and integrating good MEL practices. 
    Lead field visits to track programme progress, carry out verification of reported MEL data and results, and provide MEL related technical support to external evaluators as needed.
     Support in recruitment, training and capacity building of and project implementation partners where required. 
    Provide MEL updates to the FICCARS team on overall programme performance and recommend approaches to programme strengthening and improvement.

    DATA ANALYSIS AND DATABASE MANAGEMENT (30%): 

    Support in the design and maintenance of databases that the programme’s ability to analyze data to inform implementation,  identify trends, and present impact to team members and key stakeholders.
     Ensure all relevant programme staff can utilize the databases for analysis and information sharing.
     Provide technical support to the team in developing tools for data collection, analysis and presentation for embedded action research activities in FICCARS.
    Develop the necessary tools for field teams to feed data into the databases in a way that minimizes entry errors. 
    Review data being collected to locate and fix problems related to data entry or integrity and manage regular synchronizations with field level data. 
    Support in the preparation of data reports (tables, charts, narratives, visuals) at regular intervals and ad hoc as needed to respond to requests for information for use regular reporting periods, and other internal and external reporting requirements. 
    Conduct continuous data analysis of commercial partners’ performance from programme data and produce cross-sectional reports reflecting different growth variables including but not limited to sales, employment, profitability, etc. 
     Provide analytical expertise with regards to identifying and confirming patterns and trends in data, understanding the economics of supporting different types of business, cost per unit of result, etc. 

    INSITUTIONAL SUPPORT ROLES (10%):

    Work closely with the business development and communication departments in developing and disseminating results, best practices, and success stories in FICCARS and other projects as assigned.
    Support the MEL Manager in assessing the overall performance of E4I projects to inform platform-level decision making.
    Support E4I’s Evidence and Learning team to review the quality of existing social and economic data collected, methods of collecting it and the degree to which this is providing robust data for results-based evaluation.

    Knowledge and Experience

    Experience with mainstreaming gender indicators into MEL plans/frameworks is an advantage.

    Program Summary

    With funding from USAID’s Bureau for Humanitarian Assistance (BHA), Mercy Corps’ Nawiri Program is leading a consortium of Kenyan and international partners on an eight-year journey to sustainably reduce persistent acute malnutrition in Turkana and Samburu Counties of Kenya. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation, the program takes a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Mercy Corps’ consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.

    General Position Summary

    The Mental Health and Psycho-Social Support officer will be responsible for integrating and mainstreaming MHPSS dimensions in the Nawiri Program. They will build on an evidence-based, psychosocial, developmental and multi-leveled approach in line with National, Regional and Global standards.

    The role will encompass direct support to staff implementing various program interventions and services, alongside capacity building, coaching and supervision of the staff on MHPSS. The MHPSS Officer will act as Focal Point for MHPSS in Samburu and Turkana respectively and will participate in relevant local coordination platforms. They will lead County specific implementation of MHPSS strategies, develop and lead operational planning and implementation roll-out. They will work within tested frameworks including a systems approach, gender lens, adolescent and youth responsiveness, social accountability and evidence-informed frameworks.

    They will work collaboratively with other technical teams including the Senior Peace and NRM officer, Health and Nutrition Coordinator, SBC Advisor and the GYSD Coordinator to rationalize the thematic scope of work to drive a community – centered Nawiri activity that meets the MHPSS needs of diverse participants (women, children, adolescents, youth, men, elders and their sub-groups) in their aspirations and motivations to sustainably reduce persistent acute malnutrition.

    They will work across sectors of NAWIRI, with consortium team members and counties to build capacity in mainstreaming MHPSS and ensure Do-No-Harm principles are integrated across all program interventions. They will co-lead active learning and rapid adaptations that continuously lead to improved quality design and implementation of MHPSS interventions in the County. They will lead the MHPSS thematic scope’s utilization of evidence and data for decision-making, including coordinating thematic-specific assessments and appreciative inquiry. They will support the GYSD lead and Partnership and Capacity Strengthening Manager in the development and implementation of a capacity strengthening plan for county government entities and systems, ensuring contextually appropriate MHPSS dynamics are incorporated into county policies, and making the appropriate connections between evidence, Learning and M&E to ensure results can be tracked, analyzed and reported.

    The MHPSS Officer continues to work with other team members to ensure active learning and shaping Nawiri’s contextual understanding of the complex causality of persistent acute malnutrition as it relates to the varied needs of children, women, men, girls, and boys. They ensure that MHPSS dimensions of food security, health and resilience are effectively addressed across all activities and components and therefore coordinate closely with partners to fulfill the goals of the program.

    Essential Job Functions

    Program Management

    Contribute to the formulation of MHPSS work plans and ensure the systematic integration of MHPSS priorities and interventions in program delivery
    Establish close relationships and patterns of collaborations with key stakeholders in the community around MHPSS priorities
    Coordinate and support the implementation of MHPSS or multi-dimensional needs assessments; ensure ongoing assessment/analysis of local context, priorities and needs related to MHPSS

    Using evidence-based resources, train, coach and support all Nawiri teams in integrating key MHPSS dimensions in their practice – including Basic Helping Skills, PFA, safe identification and referral, paraprofessional counseling etc, in line with the National SOP’s and standards of good practice.
    Using evidence-based resources, design, plan, coordinate and contribute to implementing mental health promotion and wellbeing activities targeting frontline workers

    Team Management

    Provide supportive supervision to MHPSS front line volunteers, this includes weekly/bi-weekly individual supervision, monthly group supervision and monthly live/observation supervision following the National and Global standards related to providing supportive supervision.
    Assist team members with information, tools and resources to improve performance to attain the objectives.

    Influence and Representation

    Represent Mercy Corps at government, donor, NGO forums and other relevant events, in close coordination with the Field Director, Deputy Field Director and Purpose lead

     Minimum Qualification & Transferable Skills

    A university degree in psychology, social science, mental health nurse, mental health or relevant degrees

    Minimum of 1-year experience providing supportive supervision to MHPSS staff.
    Membership with Kenya Counselors & Psychologist Association or any relevant Body
    Proficiency in verbal and written English. Understanding of the local language is an asset
    Proven capacity to train, supervise, and coach staff in MHPSS technical skills and coordination, based on evidence-based approaches and intervention packages

    The WASH Engineer-Samburu North Sub county , will provide program implementation and coordination support to USAID Nawiri’s efforts in improving access to safe drinking water and water for productive uses to vulnerable communities and promotion of appropriate sanitation and hygiene practices for improved nutrition outcomes. WASH Engineer will collaborate with county government, sub-county water and public health teams, ward level communities, consortium partners, local CSOs and communities to deliver quality, impactful and sustainable WASH systems that contribute to addressing immediate, underlying, and systemic drivers of Persistent Acute Malnutrition (PAM).

    Essential Responsibilities

    Program Planning and Implementation

    In a joint-planning and agreed upon targeted approach with Samburu County, communities, and other stakeholders, identify suitable locations for implementation of Multiple-Use Water Systems.
    Ensure the rural water supply projects conform to sound relevant technical assessments such as hydrogeological and feasibility surveys before implementation.
    In liaison with County WASH coordinator and Water Systems team lead, develop bill of quantities and specifications for water and sanitation systems.
    Implement projects as planned according to developed technical standards, schedules timelines and budget.
    Ensure stakeholders such as county and communities are involved at all the project cycle phases (identification, design, implementation, and monitoring) for enhanced ownership, accountability, and oversight.
    Ensure Nawiri Water Quality Assurance Plan (WQAP) is applied in all water points developed.
    Strengthen local water users’ association by employing the agreed upon contextualized rural water management model.

    Sanitation and Hygiene Promotion Deliverables

    Support county public health team in catalyzing demand for sanitation products and services through implementation of community-lead total sanitation (CLTS) approaches in selected community units, with contextual adaptations as required.
    Work with USAID Nawiri existing platforms and community anchor groups for development of WASH product and services
    Implement Nawiri Social, Structural and Behavior Change (SSBC) component related to WASH promotion.
    Pursue other innovative ways to deliver compelling messages other culturally sensitive media/channels of communications to reach adolescent girls, women, youths, and men.
    Develop and maintain harmonious relationships with partner organizations, line ministries and audience groups. This includes planning activities and coordinating closely with the greater Nawiri consortium partners and other USAID Programs.
    Monitor project implementation, document processes and achievements to ensure best practices are captured and disseminated, adhering to program quality minimum standards.
    Regularly visit field activities to assess progress and provide formal and informal feedback.
    Compile concept notes and provide comprehensive project activities report.

     Collaboration and Partnerships

    Work collaboratively with all key stakeholders
    Work collaboratively with all USAID Nawiri overlapping and cross-cutting thematic areas such SSBC, Gender, Youth and Social Dynamics (GYSD) among others.
    Support collaborative partnerships with other county development partners to identify potential opportunities for leverage and linkages.
    Engage with program quality and monitoring team to ensure CARM is integrated in all Nawiri WASH activities.

    Influence and Representation

    Support the facilitation of planning meetings and workshops with government, NGO, private sector, and community partners to revise plans and promote partner acceptance/buy-in.
    Ensure close coordination and sharing of information with relevant stakeholders.
    Represent Nawiri at county and sub-county level when called upon.

    Accountability

    Reports Directly To: USAID Nawiri’s Samburu County WASH Engineer on technical oversight and with dotted line to Field Director on administrative and coordination oversight.

    Works Directly With: Water Systems Advisor, County WASH Engineer, Technical leads/advisors, Senior Environmental manager, health, and nutrition team, learning and monitoring team, Field Director, sub-office field director and team, consortium partners’ staff, M&E Coordinator, field level finance and operations teams.

    Accountability to Participants and Stakeholders

    Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring, and evaluation of our field projects.

    Minimum Qualification & Transferable Skills

    A BSc in Engineering, Public Health, Water Systems Engineering, Water Resources Management, or related field.
    Minimum of  5- 8 years of experience in implementation of development programs including rural water supply with integration of sanitation and hygiene promotion (WASH).
    Experience in developing technical water infrastructure design drawings, technical specifications, feasibilities and environmental assessment and bill of quantities.
    Experience sanitation demand creation approaches such as Community-led Total Sanitation.,
    Knowledge of WASH systems strengthening is plus but not a must.
    Excellent and persuasive oral and written communication skills, including report writing.
    Previous working experience in Arid and Semi-arid Land (ASAL) counties.
    Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
