    The Human Resource (HR) Department is responsible for providing effective HR policies, procedures, and people-friendly guidelines and support within Mercy Corps Kenya, regional and global teams based in Kenya.     General Position Summary

    The HR Director provides leadership of the human resource and organizational development function in Mercy Corps Kenya. S/he will drive excellence in all people functions of all offices in Kenya through: 1) developing and implementing people strategy as well as systems and processes (such as performance management systems), 2) Build the capacity of teams through appropriate learning opportunities, 3) Promote a healthy working environment through building a culture of trust, accountability and mutual respect.

    This position ensures the overall provision of a high level standard of HR services, policies, and programs for the Kenya Country Office.     Essential Job Responsibilities

    STRATEGIC OVERSIGHT
     

    Develop and implement a country People Strategy for Mercy Corps Kenya and liaise with HQ, regional and country offices to support and contribute to global/regional People/HR strategy;
    Establish annual HR work plan, set priorities, monitor work progress and ensure results are achieved according to schedule and set standards;
    Support all HR processes for national staff holding global and regional roles;
    Support and contribute to the development and implementation of Mercy Corps Kenya strategy;
    Provide strategic leadership and oversight of all MCK HR processes;
    Develop, implement and monitor the interpretation and application of Kenya labor laws, human resources systems, practices and procedures as well as complementary procedures that reflect the needs of programming as required;
    Ensure that the National Employee Handbook is updated and revised in line with the Labor Law and that clarity is provided accordingly;
    Remain informed, on an ongoing basis, about current and changing HR related laws, policies and “best practices” to ensure that current and future staff policies, employment practices, and compensation packages are within the limits of established standards,
    Advise departments on organizational structure challenges and improvements.

    Coordinate with HR Manager during internal compliance activities including of routine audits, investigations and disciplinary meetings;
    Alongside our legal counsel, support the management of all human resource related legal issues in compliance with Kenya labor law;
    Proactively update senior management on any issues and grievances and ensure efficient and transparent solutions that protect both Mercy Corps Kenya Team members and the organization’s interests in accordance with policies, regulations and procedures;
    Promote the Mercy Corps Kenya goals and targets in support of global initiatives;
    Coordinate office/work spaces between the HR and Operations departments to foster a harmonious work environment that reinforces Mercy Corps’ culture of innovation, influence and impact

    Knowledge and Experience
     

    Bachelor degree in relevant field; masters in Human Resource Management is highly desired;
    Certified Human Resource Professional (CHRP- Kenya) is highly prefered;
    10 – 12 years of professional HR experience, including at least 5 years in leadership positions in the practice of Human Resource Management.
    Understanding and experience navigating multiple regulatory sources (labor laws, donor requirements, etc) and developing HR policies and procedures that ensure compliance with each.
    Demonstrated understanding of complex emergencies, related security concerns and appropriate responses with experience in insecure environments;

    The Program
    Mercy Corps is part of a consortium led by ACDI VOCA that implements a five-year USAID-funded Kenya Feed the Future (FtF) Livestock Market Systems (LMS) Activity for northern Kenya. Under LMS, Mercy Corps fully implements the Strengthening Community Capcities for Resilience and Growth Award. The activity will contribute to USAID’s Feed the Future Initiative and specifically will improve households’ income, productive assets and resilience to drought and other shocks. Specific areas of focus include strengthened and sustained rangeland and water management; strengthened drought risk management; strengthened conflict management; improved and sustained health, nutrition, and hygiene practices; improved literacy, numeracy, and life skills; and collaborative action and learning for community empowerment.
    The Position
    The County Project Coordinator will be responsible for the overall county-level planning, coordination, implementation, and monitoring and evaluation of the Strengthening Community Capacities for Resilience and Growth (SCCRG) component. S/he will ensure all project initiatives are implemented to achieve maximum impact as per project objectives while remaining on schedule and budget. The County Project Coordinator directly manages the county-level staff and closely coordinate with staff from other LMS partners such as ACDI VOCA, BOMA and Smart Regional Consultant on planning and implementation and layering of activities across all LMS awards
    Essential Responsibilities
    PROGRAM MANAGEMENT

    Provide overall managerial leadership for the project at the county level.
    Develop county specific work plans and budget while ensuring teams implement activities on time, within the approved budget, and project deliverables achieve desired impact.
    Review project implementation strategies and contextualize to specific county.
    Lead effective coordination, collaboration and integration among all technical, support and project units including with our lead partner – ACDI/VOCA and implementing partner – the BOMA Project.

    Provide timely updates to supervisor on progress and issues, identifying risks and proposing solutions for action and early resolution.

    Coordinate with procurement, logistics, security, administration and human resources teams to ensure operational systems support field activities.
    Ensure integration of nutrition, youth and gender into project activities.

    COUNTY GOVERNMENT ENGAGEMENT

    Act as the primary liaison with county and national government officials at the county level including representation.
    Identify county and national government departments relevant to LMS and outline areas of synergies and collaboration.
    Initiate an MoU with county government outlining roles and responsibilities and potential areas of collaboration.
    Conduct periodic presentations of project progress, challenges and lessons learned to county government department, assembly and partners.
    Organize periodic joint field visits with relevant government departments.

    MONITORING AND EVALUATION

    Ensure effective and timely monitoring, documenting and reporting on all project activities including reports from sub-awardees.

    Identify potential areas for learning and documenting the same to share with other counties and/or the larger LMS and PREG partners.

    Strong managerial skills, including effective personnel management, adaptive management, coordination and decision-making.
    Strong facilitation and consensus-building skills.
    Demonstrated experience in building networks with the ability to influence.
    Strong understanding of USAID compliance issues.
    Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
    Excellent and persuasive oral and written communication skills, including report writing, in English and other language(s), as required.
    Spoken fluency is Swahili is required and primary local dialects in Turkana County is strongly preferred.

    General Position Summary
    Reporting to the Field Director, the Senior Private Sector Engagement & Financial Inclusion Officer will be responsible for assisting in the implementation and support of facilitation projects that make beneficial products and services accessible to households within the geographic focus of the program as well as improving access to financial services to producers, agribusinesses and enterprises in the project areas. These activities will work almost exclusively through private sector actors, seeking to crowd in provision rather than displace or replicate private actors with donor-funded services. S/he will assess the existing capacity of Financial Institutions, conduct assessments and research regarding service delivery, product appropriateness, extension needs, institutional arrangements, markets for financial services, accessibility of services and new opportunities and models, among other responsibilities, across the financial sector in the project area. The Senior Private Sector Engagement & Financial Inclusion Officer will work closely with the Technical Team to better address and improve the economic future and quality of life of its program participants.
    Mercy Corps implements high-quality, analytical development work in very difficult places. Nawiri aims to support the immediate needs of program participants while promoting long-term development by spurring systemic improvements in key economic sectors. The Senior Private Sector Engagement & Financial Inclusion Officer will participate in the daily implementation of the development programming through support of key business partners including commercial banks, MFIs, SACCOs, agro processors, traders, transporters, input sellers, pharmacies, animal and human healthcare providers, consumer goods retailers, and a host of other actors. As capital constraints are important underlying challenges in Turkana/Samburu, financing to avail access to products and services at the household level is critical to grow and to scale business ventures.
    Essential Job Responsibilities
    Program Management

    Contribute to team work plans and guide successful implementation of program activities, ensuring teams and partners activities are on track and in alignment to achieve desired impact;

    Within Turkana/Samburu, take the lead role in identifying private sector partners and credible financial inclusion services.
    Work with stakeholders and Mercy Corps technical staff in order to develop potential projects including detailed work plans and business plans.

    Identify the capacity gaps of financial services actors, design and implement most feasible capacity building activities based on identified gaps and support the delivery of tailored financial services.
    Conduct light due-diligence on potential partners and support the negotiation process, as requested, in finalizing teaming and partnership agreements.
    Provide continuous support and oversee activities of the local financial institutions identified for capacity building support.

    General Position Summary
    The MEAL Officer is responsible for cross-cutting programmatic information management, monitoring and evaluation, ensuring that information collected is used to improve on-going programs, and is incorporated into consistently high quality reports and program adaptations.

    General Position Summary
    The GIRL Program Manager will manage the successful implementation of the GIRL program within Kenya, ensuring positive impact for all participants and driving innovation and learning to refine a replicable and evidence-based GIRL programming model.
    As a result, the GIRL Program Manager is responsible for leading intervention of the GIRL-H program within Kenya, including program start up, implementation, adaptation and close out.

    The Investigator, Global Human Resources is responsible for conducting investigations into allegations of violations of Mercy Corps’ Code of Conduct violations, excluding safeguarding and fraud and corruption. The Investigator will plan, conduct and prepare reports for assigned investigations. Investigator(s) may use the support of country HR team members as appropriate and available.     Living Conditions / Environmental Conditions

    The Role
    The Environment Team is a critical technical team within Mercy Corps’ Technical Support Unit (TSU).     Set direction for Technical Advisors ensuring coherence across composite teams and wider consortium; strategically engages to advance implementation of those plans.
    Build and maintain external partnerships and serve as key external communicator for Nawiri across a wide range of coordination platforms.
    Support the socialization of the program with Government stakeholders, USAID, Technical Steering

    Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, Environmental
