    Participate as a core member of the People Teams’ mobilization to support agency emergency response priorities.

    Knowledge and Experience

    5 or more years experience in international human resources, with at least 3 in business partner/ advisory capacity.
    3 or more years of experience within the humanitarian and international development sector. Experience at the country/ program level is preferred.
    Demonstrated experience with emergency or critical incident response in the humanitarian and international development sector, including familiarity with Sphere and Core Humanitarian standards.
    Comfort and familiarity supporting and advising teams operating in complex and rapidly evolving humanitarian contexts.

    The Position Summary
    The Contract Director will provide overall leadership and oversight for the finance and grants management team under the CREATE programme, while working with Mercy Corps Commercial Contracts team in HQ to ensure overall contract compliance. S/he will empower the team ensuring that staff are familiar with policies and procedures related to finance and grants management, while providing quality control to ensure robust, flexible, and adaptive support to programme activities. The Contract Director must be fluent in compliance matters and help the senior management team to ensure the contract is implemented in accordance with contractual requirements, Mercy Corps policies, CSSF regulations, and local law, across 3 countries.
    The Contract Director will work closely with the Deputy Team Leader who oversees technical programmes while reporting to the Team Leader. Three Major functions that support programme delivery will fall directly and indirectly under the Contracts Director 1) Grants and Sub-Contract Management 2) Financial Management; 3) Programme Compliance and Administration.
    Essential Responsibilities
    GRANTS AND SUB-CONTRACT MANAGEMENT
    The Contracts Director will oversee the grants team, ensuring grants and sub-contracts are issued and managed in line with Mercy Corps and CSSF policies, and to provide quality control and risk management of the grant management function. Specially the Contracts Director will:

    Review all RFAs and liaise with Team Leader, Deputy Team Leader and MCE for approval.
    Oversee the grant management function, ensuring timely submission and approval of reports and advances to partners.
    Draft all Requests for Grant Approval from the donor, as required by the contract.
    Oversee the development of sub-partner grants and contracts, advising on the most suitable grant/contract mechanism for each partner.
    Ensure activity or milestone budgets are developed and implemented accurately, providing support to the Senior Finance and Subgrants Manager in cooperation with technical teams, maintaining a master collation of partner budgets.
    Provide leadership during grants close out and partner’s asset disposition.

    FINANCIAL MANAGEMENT
    In collaboration with the Finance and Compliance Director and the Senior Finance and Subgrants Manager, the Contract Director will be responsible for the financial management of the CREATE programme, including quality controls, cost reporting, forecasting and tracking. S/he will provide recommendations on the overall financial management and performance of the programme and work in close collaboration with Mercy Corps Europe team to monitor costs. Detailed duties include:

    Regularly participate in calls with the MCE and with CSSF and support the maintenance and updating of the programme Activity-based budget and forecast 
    Conduct monthly ABB forecast review
    Oversee responses to internal and external financial/compliance audits.
    Mitigate project risks and protect the programme against fraudulent practices through adherence to the programme’s schedule of authorities.
    Ensure strict implementation of a sound internal control system and take appropriate actions against any violation of the system.
    Review Mercy Corps, and sub-contractor invoices prior to submission to CSSF for accuracy
    Approve payment requests, and review and approve financial vouchers.
    Release bank payments and hold bank signatory authority for the programme; provide quality control and risk management for finance functions.

    PROGRAMME ADMINISTRATION AND COMPLIANCE
    The Contract Director will work with Mercy Corps Kenya Operation team, providing oversight and quality control for the administrative operations of the programme, including procurement, inventory management, and reporting. S/he will work with this team to ensure the CSSF and Mercy Corps standards. Detailed duties include:

    Ensure programme asset management and disposition plans are in line with the CREATE contract.
    Review the programme’s Exit Plan, and ensure actions are initiated in line with plan and CREATE’s contract, ensuring timely close out partners, disposition of assets, finalization of financial responsibilities and reporting.
    Review/draft all requests to CSSF for procurement approvals.
    Ensure programme procurement process are completed in a timely manner. Support in contract reviews.
    Work with MCE to draft/review CSSF contract deliverables – including Quarterly Financial Report, Inventory and Asset Report.
    Provide leadership during donor spot checks and in addressing any identified issues.

    TEAM MANAGEMENT

    Supervise the day-to-day performance of direct reports, ensuring that they understand their roles, coaching them to succeed and providing them with feedback and technical and administrative support that they require in meeting their performance objectives.

    OTHER RESPONSIBILITIES

    Respond to urgent client requests, including budget scenarios, inventory disposition, scope of work development, and other tasks as needed.

    General Position Summary
    The primary role of the ICT Assistant is to maintain Mercy Corps Kenya IT Systems in the Country office (Nairobi) and all field offices by ensuring proper functioning of equipment and network to meet organizational needs and demands.     Essential Responsibilities
    PROGRAM MANAGEMENT: MONITORING AND EVALUATION

     Support in roll-out of USAID Nawiri monitoring and evaluation strategy and tools at the Sub County level.
     Collect program routine monitoring data and follow-up with the program team on data collection and reporting.
     Support roll-out and supervision of data collection through Annual Surveys, Post Distribution Monitoring (PDM) and Quality Inquiry Surveys.
     Timely entry of monitoring data into mobile and computer-based data collection systems and working with MIS officers to resolve data quality issues observed.
     Support Monitoring and Evaluation activities to ensure that program-based monitoring activities are being performed according to schedule.
     Support and collaborate with the M&E Officer to provide timely reports and data summaries.
     Assist to maintaining a clear and transparent filing system at the Sub County level office.
     Support the process of testing and adopting relevant technologies for improving the efficiency of the program’s MEL function at the Sub- County level.
     Strengthen Sub-County Government M&E and Data Use Platforms including Review Meeting, Data Quality Assurance, Mentoring and Supportive Supervision.
     Other duties as assigned from time to time by supervisor

    Minimum Qualification & Transferable Skills

    Must hold at least a diploma in Social Science, Statistics, International development, Health, Agriculture or relevant field (with coursework in M&E, research and evaluation methodologies, statistical analysis or organizational development) or similar field of study.
    At least 2-4 years of program monitoring and evaluation experience ( Entry Level Fresh Graduate)
    Experience working with USAID funded project and familiarity with USAID/FFP M&E guidance and requirement is an added advantage
    Should understand general MEL concepts and demonstrate skills in MEL system (i.e. Theories of Change, Results Frameworks/Logical Frameworks, MEL Plans and Data Collection tools);
    Must have good writing and analytical skills
    Should have knowledge of quantitative and qualitative data collection, reporting techniques. In addition to Microsoft Excel, the incumbent should demonstrate fluency in use of at least one data management software including SPSS, Power Bi, Tableau and STATA.
    Must be fluent in both spoken and written English. Understanding of local language will be an added advantage

    Global Human Resources

    Knowledge & Experience

    Program / Department Summary 
    USAID’s Office of Food for Peace recently awarded funding to a Mercy Corps-led consortium of Kenyan and international partners for a 5-year Development Food Security Activity (DFSA) in Turkana and Samburu Counties. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation with government, civil society, communities, and the private sector, this program aims to drive sustained reductions in acute malnutrition in both counties. Mercy Corps’ NAWIRI consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. The program requires a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.
    The Position Summary
    This position will play a critical role in the Monitoring, Evaluation, and Learning (MEL) team. The MEL team is responsible for designing and implementing the plan for collecting program data to be used for internal and external use as well as managing program data and providing information to the program team to support decision-making and donor reporting. The Database and Management Information Systems (MIS) Manager will work closely with the Program  and Monitoring, Evaluation and Learning (MEL) teams to recommend, adapt and/or create the database/MIS for the project. S/he will be responsible for creating digital data capture forms and computer databases for the collection, protection and analysis of data. The MIS will consist of digital and paper data capture forms, databases of monitoring and survey data, and information retrieval formats to facilitate the integration of the project database with other data collection and analysis platforms like ONA, CommCare and TOLA. S/he will be charged with monitoring the project database to address any issues and challenges as they arise. The Database and MIS Manager will contribute to the visioning, strategic planning, and work plans of the MEL team by bringing expert technical perspective to the program on how to best use technology to support data needs for optimized program management.
    Essential Job Responsibilities
    PROGRAM DATABASE ARCHITECTURE

    Work with all stakeholders to ensure database architecture will respond to data and information user needs
    Produce system requirements and specifications in collaboration with program and MEL staff, including Mercy Corps’ HQ Information and Communication Technologies for Development (ICT4D) team.
    Review consortium partner’s databases and/or designs and customize project specific databases to meet USAID/FFP data acquisition, entry, management, and reporting functions and compatibility requirements.
    Work with consortium MEL staff to identify and address shortfalls in information management that can impact data quality and affect program implementation.
    Coordinate and communicate with project staff when necessary to address issues in database development and management.

    DATA ACQUISITION

    Finalize standardized digital data capturing forms with data validation and calculations to be used with the ONA or CommCare platform.
    Provide virtual technical support on digital data capture and project database to field staff collecting and entering primary data.
    Oversee operations of the MIS and manage CommCare HQ application.
    Build, test, and train a team on data collection tools.
    Design and build dashboards to monitor data collection.

     DATA ENTRY

    Incorporate user interfaces for data entry directly into the databases.
    Integrate data pulls from digital data sources, such as android phone data collection applications, into project databases.
    Monitor timeliness of data entry updated dashboards and data dissemination.

    DATA MANAGEMENT

    Configure databases to house quantitative program data, survey, evaluation and GIS data.
    Organize and archive GIS, survey, evaluation and routine M&E data accurately and efficiently.
    Monitor data accuracy in the database and work with relevant staff at country level to ensure submission of quality data.
    Manage database server and cloud back-up.
    Manage user login identifications and passwords for all database users across the consortium.
    Manage storage, backup and archival of multiple research and study data sets (raw, flat and analytic datasets) with their corresponding documentation.
    Assure data protection measures are in place and enforced to protect personally identifiable information

    INFORMATION PRODUCTION & REPORTING

    Construct standard reports for regular monitoring, with user interface/dashboard to access the reports.
    Ensure data are accessible and exportable, in formats compatible for complex data analyses.
    Document and train staff on accessing standard reports/ dashboards and datasets.

    GEOGRAPHIC INFORMATION SYSTEM (GIS)

    Working in collaboration with the MEL manager, develop Geographic Information System (GIS) information, collection and analysis needs as part of the M&E data management plan.
    Build capacity of project staff on the use of GPS devices for data collection and analysis using GIS Software.
    Develop GIS information products including maps as part of quarterly/ annual results reporting (ARR).

    CAPACITY BUILDING

    Supervise the project and M&E staff in the creation of training modules on data capture, data entry, and information production.
    Provide technical support to staff on database use and interpreting the data based on the data source.
    Promote the understanding, interpretation and use of cutting-age M&E technologies such as remote sensing and GIS by demonstrating its capabilities and potential applications to Mercy Corps staff and partner agencies and identifies staff capacity building needs to use the application.

    TEAM MANAGEMENT

    Create and maintain a work environment where mutual respect among team members prevails and where the pursuit of individual and collective excellence is valued.
    Promote individual accountability and commitment by clearly and regularly communicating expectations and providing constructive feedback.
    Recruit, guide and supervise permanent MIS staff under his/her supervision as well as contracted data entry staff during survey-based data collection.

    Hands-on experience in SQL/ CommCare servers desired.

    Program / Department Summary
    Mercy Corps will begin implementation of its Mitigating Election Violence through Social Media project as part of a broader election violence prevention and mitigation program which will work to promote peaceful elections in Kenya by strengthening stakeholders’ capacity to prevent and mitigate election violence and contribute to a peaceful political transition around the August 2022 elections. The project will engage and mobilize community capacities for peacebuilding, conflict mitigation and civic participation, strengthen the response capability of government-led institutions and facilitate improved coordination and collaboration between and among community, county and national-level stakeholders. The project is grounded in the belief that the empowerment of local actors, through systematic, participatory and inclusive processes, are the most sustainable, impactful and effective at preventing conflict and promoting peace.
    Mercy Corps with its technology partner, under the Mitigating Election Violence through Social Media project, proposes to expand investment in researching the impact and outcomes of utilizing micro-level social media influencers to facilitate positive behavior change within the digital space, especially as relates to the upcoming elections, which have significant potential for violence and conflict. This evaluation, including on-going measurement of sentiment analysis before, and following, the campaigns will provide Mercy Corps with insight into the effectiveness of these campaigns in a peacebuilding context.
    General Position Summary
    The Measurement, Learning & Technology Officer is a key member of the program team and will report to the Program Manager. She/he will provide day-to-day support to the program team in the identification of the learning and evaluation needs and opportunities.  The position holder will develop learning and measurement activity ideas and will implement, monitor and report progress.
    Essential Job Responsibilities
    PROGRAM IMPLEMENTATION

    Support technology partner to work with key online influencers to drive behavior change through campaigns.
    Drawing on state of the art research on digital peacebuilding, including Mercy Corps sources, generate and document insights into how to design and focus peace campaigns built on behavioral, sentiment, and psychographic analysis.
    Continuously ensure that the implementing partner is carrying out social media analytics and sentiments to align the communication strategies and messages and reporting the same to the program manager.
    Ensure influencers have the support and access to resources/content to both promote positive engagement within social media as well as to actively mitigate and/or counter content inciting violence or harassment.
    Researching and documenting the impact and outcomes of the influencer-led interventions.
    In consultation with the technology implementing partner, measure sentiment analysis before, and following, the campaigns to provide Mercy Corps with insights and evidence into the effectiveness of campaigns in a peacebuilding context.
    Support with project implementation, including attending learning activities and events in the targeted locations and virtually.
    Identify needs and opportunities and provide relevant information and learnings to facilitate the program team’s ability to develop activity and further learning ideas.
    Under the direction of the Program Manager, develop and maintain relationships with organizations/ actors in key target sectors (e.g., private sector, CBOs / local NGOs, local government officials, security officials etc.).

    RESULTS MEASUREMENT, ANALYSIS AND REPORTING
    In conjunction with the country & program-level monitoring and evaluation team:

    Play a key role in the development and review of intervention designs, sector strategies and M&E frameworks.
    Design and maintain all program information databases in conjunction with the program MEL Officer, ensuring monthly backup of program files.
    Receive and ensure proper tracking of all documents/data submitted by the technology partner.
    Ensure that data received from staff is entered into databases within 7 days of receipt and submitted to the Manager according to agreed schedules.
    Produce ad hoc reports generated from databases according to the needs of the program.
    Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
    Create and maintain systems ensuring effective and transparent use of grant resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
    Fulfill Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide.
    Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
    Work with partner to undertake baseline research for sentiment analysis.
    Design online and offline surveys in collaboration with partner to measure impact of interventions.
    Validating and verifying core indicators against the different sources of information by taking part in regular data quality assessment.
    Work with Program Manager to ensure that learning and measurement activities are implemented on plan and progress towards targets is not compromised.
    Meet regularly with the program team to evaluate project progress, identify, and document successes, best practices, human interest stories, challenges and lessons-learned; and adjust practices as necessary to improve performance.
    Prepare and submit to the program reports of specific periods, events, field trips and meetings.
    Support the team in effectively utilizing established monitoring and evaluation formats / tools and provide feedback for their improvement.
    Support timely production of quarterly and annual donor reports based on agreed performance indicators.

    PROGRAM ADVISORY

    Maintain an active advisory role with the program team to help guide towards robust and relevant data for decision making.
    Actively participate in all implementations, providing advice and feedback for quality results at any point.
    Establish and maintain strong working relationships with partners and government departments.

    RESEARCH AND LEARNING

    Take part in conflict analysis, research and learning activities, in conjunction with other relevant team members.
    Prepare practical reports for dissemination based on experiences from program implementation.
    Together with the program implementation team, generate key learnings and evidence about the program’s implementation and approaches.
    Regularly document and share all learnings from program implementation.
    Support maintenance of an up-to-date database that reflects progress and program indicators.

    The Program
    With funding from USAID’s Bureau for Humanitarian Assistance (BHA), Mercy Corps’ Nawiri Program is leading a consortium of Kenyan and international partners on a five-year journey to sustainably reduce persistent acute malnutrition in Turkana and Samburu Counties of Kenya. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation, the program takes a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Mercy Corps’ consortium brings together global leadership, research capacity, technical expertise, and implementation experience to partner with local institutions to test, adapt, and scale evidence-based solutions to sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.     The Position
    The role of the Senior Technical Manager is to lead and supervise a technical team and, in collaboration with the technical Director and DCOP, oversee and steer design and implementation of a coherent technical strategy. The Senior Technical Manager is responsible for managing the technical team and providing support to design robust technical program strategies utilizing evidence and learnings developed in the research phase of USAID Nawiri. S/he must ensure integration of diverse technical sectors for the specific goal of sustainably reducing persistent acute malnutrition below emergency threshold levels. The Senior Technical Manager will lead coordination and collaboration of technical experts in water systems, climate smart agriculture, environment, alternative livelihoods & inclusive markets, financial inclusion, socio-economic, as well as resilience for the benefit of over one million vulnerable people in Turkana and Samburu. In addition to providing technical direction for the project, they will bring both the technical and functional skills required to manage USAID Nawiri’s technical advisors while providing nutrition specific technical support. They will also work closely with wider technical functions to ensure gender and social inclusion, social behavior change and resilience are fully integrated and addressed across program strategies. She/he will integrate a systems approach and sustainability in all strategies and approaches towards nutrition resilience. S/he will lead their team to deliver on high quality program design and implementation, including through transferring knowledge and building skills in ways that build the capacity of field teams to deliver program and practice excellence. The Senior Technical Manager also ensures the team is guiding USAID Nawiri’s best practices in the field and is committed to interpreting results while being open to change.
    In addition to direct oversight of select technical staff, s/he will seek out opportunities, promote cross team coherence on the theory that the complex problems USAID Nawiri seeks to address are, by definition, multi sectoral in nature and require shared solutions across sectors and systems. By working with composite teams and providing strategic engagement on technical matters, the Senior Technical Manager will deliver coherence and clarity of approach across the entire consortium. Working across all program areas, and supporting the Technical Director, s/he will ensure that the USAID Nawiri team is analyzing emergent findings and routinely iterating to build a robust evidence base for informing strategic investments that drive nutrition outcomes. The Senior Technical Manager will also coordinate with other organizations and donors to ensure the best practices and learning from other initiatives are integrated in the USAID Nawiri Program.
    Essential Responsibilities
    STRATEGY & VISION

    Sets a distinctive strategic vision for the relevant sectors in close coordination with the field and other agency departments and ensures that it is continuously updated to reflect trends in the field, learning over time and emerging capacities.
    Works with USAID Nawiri senior leadership team and technical leads to develop a comprehensive transition and technical implementation strategy to bridge between a 2 year research and learning phase into full implementation of coherent nutrition and resilience approach including support to develop and roll out targeting strategies, contextualize technical implantation strategies in Turkana and Samburu, and develop technical minimum standards for the consortium.
    Influences the program’s approach based on technical expertise, practical experience and understanding of USAID Nawiri’s comparative advantages, with an eye towards both impact and results.
    Works with M&E and CLA teams to identify data sources and analysis approaches to track internal and external trends with potential to inform or affect technical programming and assures team readiness to adapt to changing conditions and expectations.
    Ensure maximum impact of technical team, engaging in regular meetings to maximize collaboration and cross team coherence, annual planning and quarterly reviews.
    Ensure that learning from the program is informing continuous program design and technical quality.

    PROGRAM MANAGEMENT

    Set direction for Technical Advisors ensuring coherence across composite teams and wider consortium; strategically engages to advance implementation of those plans.
    Coordinate between M&E, CLA, Research teams and Technical Advisors to continually refine research and learning agenda to ensure its relevance to the overall program objective and maximize its utility to inform design decisions for testing and scale up of activities.
    Provide technical support for the implementation of high-quality nutrition programming following USAID Nawiri’s theory of change, with a strong emphasis on social and behavior change.
    Ensure that different technical areas/sectors are integrated and coordinated for optimal design and maximum impact.
    Strategically engage and guide team engagement to support county level program design and quality implementation.
    Identify opportunities to ground technical approaches and lead on efforts to drive multi-sectoral approaches and tackle thematic issues (e.g., youth employment) in new ways to advance reductions in persistent acute malnutrition.
    Produce strong, influential analysis and derive new insights from field assessments and industry learning, incorporating that into new program designs and implementation.
    Recommend changes to program design and implementation to ensure that the program is continuously improving to meet the program’s transformational objective.
    Support and collaborate Technical Advisors and County Managers to align research and sectoral approaches to the malnutrition in the drylands conceptual framework.
    Support an evidence based and data use culture – including assisting packaging/simplifying coherent evidence and encouraging its utilization by technical advisors and implementation teams for adaptive management.
    Develop strategy and approaches to facilitate multi team/multi county shared learning on what is working in order to standardize best practice, develop comparative advantages for new program development and advance strategic partnerships.
    Guide team plans for building the capacity of field teams to perform high quality assessments, program design and implementation in relevant technical field or through multi sector approaches.
    Conduct regular field visits and provide targeted technical feedback while ensuring nutrition is at the forefront of program thinking.
    Support the socialization of the program with Government stakeholders, USAID, Technical Steering Committee ensuring necessary approvals and collaboration as required.

    Minimum Qualification & Transferable Skills

    Master’s degree or equivalent experience in a relevant field such as nutrition, public health, food security, etc.
    At least five (5) years of progressively responsible experience in the successful implementation of integrated health or nutrition activities working on programs of a similar scope and scale, with preference given to integrated nutrition programs. At least two (2) years must be in program management, including direct supervision of technical and support staff.
    Direct experience in planning, implementing and measuring the impact of health, nutrition, behavior change, hunger reduction or other related program.
    Demonstrated systems thinker and ability to think outside of the box in the implementation of a unique program with experience in adaptive management and using research as part of program implementation.
    Demonstrated ability to collaborate with a wide range of stakeholders, and to liaise with donors and remote HQ teams.
    Demonstrated experience managing multi-organization teams and managing partners is required.
    Demonstrated strong leadership and teambuilding skills; ability to work effectively in a team which includes remote members, often with limited supervision and under pressure.
    Ability to mentor others and model successful management techniques and approaches.
    Experience with participatory assessment methodologies a plus.
    Fluency in written and spoken English is required.
    Strong budget management experience is required.
    Prior experience in designing, implementing or managing implementation research strongly preferred.
    Prior experience of working on USAID-funded programs strongly preferred.
