    General Position Summary
    Under the direct supervision of the GIRL-H Program Manager and GIRL-H Monitoring Evaluation Accountability and Learning Manager, the GIRL-H Monitoring, Evaluation, Learning, and Accountability (MEAL) Officer will support the program team with technical oversight and direction on all monitoring and evaluation needs across implementing areas. S/he will support the GIRL-H Program Manager in ensuring timely and quality reporting. The MEAL Officer will support the provision of program staff with the information and training to capture monitoring metrics regularly and efficiently. S/he will coordinate and support quality data collection and analysis of activities and regularly provide technical oversight, problem-solving, and support to the GIRL-H activities in Kenya.
    The MEAL Officer will work directly with MEAL Officers of the local partner organizations in Wajir, Turkana, Garissa, and Isiolo counties of Kenya, ensure quality assurance of GIRL-H program implementation.     The Position Summary

    Key Responsibilities

    General Position Summary
    The Field Technology Testing Advisor focuses on providing technical support and capacity building to Mercy Corps field teams currently piloting three applications of technology:

    Basic Needs Wallet:Testing conditional cash payments using cryptocurrency in Uganda.
    E-Cookers: Testing pay-as-you-cook solar cooker technology in Uganda.
    Borehole Sensors: Testing the use of microsensors for effective community-based water management in Kenya.

    These three internal grants are implemented by country teams, however the advisor is available to support with technical assistance, ranging from procurement and partner selection to monitoring and evaluation plans. At this stage in the lifecycle, all programs are underway, but will need tracking progress and support on data collection and evaluation of the pilot’s aims.     Program Management

    Leadership on Social Accountability work: The holder will work closely with the technical leads, advisors, coordinators to drive social accountability engagement between duty bearers and right holders on priority pathways for strengthening nutrition governance and nutrition resilience depending on the thematic areas of focus.

    Familiarity with humanitarian program start up activities, particularly related to the range of People-related activities..
    Proven ability to work productively with a wide variety of stakeholders to run both participatory processes and also meet tight deadlines with an emphasis on producing quality products.
    Ability to lead teams, handle negotiations and facilitate planning processes.
    Exceptional written and interpersonal communication skills.
    Availability to work non-standard hours as needed, especially when supporting an active emergency or critical incident response..
    Able to read, write and speak English proficiently is necessary. French, Arabic, Spanish and/or Russian language skills are also preferred.

    Success Factors
    The successful People Operations Advisor is able to provide meaningful, time-sensitive and impactful People-related advice and direction in support of an agency humanitarian emergency response. They are comfortable navigating complex and ambiguous situations and are willing to adapt within a changing context. They are able to triage problems and recommend solutions in support of the strategic aims of the emergency response. They are confident in their ability to independently identify needed actions and are proactive in resolving them. Finally, they are eager an learner and are willing to engage in the individual and collective reflection needed to constantly improve.
    Living Conditions / Environmental Conditions
    This role can be based at an established Mercy Corps office location in Europe (Edinburgh, London or The Hague), Africa or the Middle East. The individual must have the independent right to live and work at the location of assignment (ie., not require visa sponsorship). Up to 30% international travel may be required, possibly with little advance notice to locations with complex safety and security environments and limited services.
