    POSITION SUMMARY

    Adeso is looking for a dynamic and competent Program Coordinator that will be based in Nairobi with frequent travel to the project areas of Garowe and Badhan and other Adeso program areas in Somalia /Somaliland. The incumbent will be a full time member of Adeso Somalia team and will play a crucial role in the implementation of the project.     SPECIFIC ROLES AND RESPONSIBILITIES

    Program Vision

    Responsible for the overall leadership and the strategic vision on the implementation, coordination and the management of the programs. The incumbent will coordinate closely with the Program Officers, the Head of Offices in various offices, and the project teams in ensuring the successful implementation of the project activities in accordance with donor requirements.

    Program Management

    Lead the startup of the project implementation in the various locations, the day-to-day project activities coordination and ensuring the project activities are implemented according to the approved project documents and Adeso program wide standards.
    Ensure the quality program implementation in accordance with the donor requirements and Adeso’s program guidelines. Work with the team to develop and continuously revise the implementation work plan in order to meet the program objectives.
    Facilitate and ensure that the beneficiaries, the communities and the authorities understand well the program and they support its due implementation at the communities’ level.
    Ensure the project implementation is responsive to the communities, the local authorities and the partners.**
    As the focal person for the project partners, ensure there is proper coordination mechanism and the implementation of the agreed actions with the partners throughout the project period. Lead the development of the respective MoUs, joint action plans and the review of the joint action plan progress regularly.
    Ensure the project is implemented on time as per the approved work plan, there is robust MEAL systems that will be used to monitor the project progress, outcome and impact.
    Ensure effective project budget management in line with the approved award budget, effective cash flow planning, the project expenditure reviews and working closely with the country Finance Manager and Program Officer on the budget utilization process. As the award budget holder, ensure the project team understand the activities budget and there is strict compliance with the donor grant rules.**

    Team Management

    Ensures that the project team is well managed, trained on the project requirements, including the implementation strategy, the MEAL systems and the sites levels partners’ management.
    Ensure that each project staff has performance objective set on time, the scope of work is made clear at the beginning, regular feedback and appraisals provided according to the Adeso HR staff performance management policy. **
    Ensure timely recruitment of the project staff, proper project induction provided and building the capacity of the national staff.

    Project Reporting and Proposal Writing

    In liaison with the program team and the M&E team, ensure that regular program reports such as the monthly, the quarterly, the final reports (both internal and external) are done in a timely manner.
    Directly manage the project continuous assessment, the external evaluations and ensure the proper documentation of the project outcome and impact.
    Support the program consultants during the baseline and final program performance evaluation.
    Work with the communication and M&E teams on the program continuous documentation.
    Oversee quality control throughout the program life cycle, including ensuring implementation of the appropriate M&E tools and integrating them into the program activities.**
    Develop concept notes, proposals and budgets in collaboration with the program team for any funding opportunities. **
    Actively work with Program Officers in researching funding opportunities. **

    SKILLS AND QUALIFICATIONS

    Master’s degree in Economic and Livelihood Development, or first degree with relevant work experiences in relevant field (Business Administration, Food Security and Livelihood, Community Development etc.).
    Proven experience, at least 5 years in managing economic and livelihood programs in similar context- including community enterprise development, vocational youths training, markets systems and productive sectors value chains programing in East Africa.
    Clear understanding of technical program management i.e. project cycle management, project MEAL system and effective reporting skills.
    Proven experience in managing programs at community level, stakeholder management (local authorities and project partners). Ability to negotiate with partners, including the local government, the project partners and the community leaders.**
    Team player and understanding of remote team management (where appropriate), team building and effective team performance management skills.
    Ability to multitask, meet strict deadlines and able to work under pressure with little or no supervision.
    Proven experience in program reporting, donor reporting, excellent writing skills and the ability to document lessons learnt, best practices of programs implementation.
    Demonstrated flexibility and planning skills in problem solving in continuously changing context.
    Proven work experience in Somalia / Somaliland is desired. **

    SPECIFIC ROLES AND RESPONSIBILITIES
    Program and Business Development Support
    SPCO will lead the program teams and oversee all Somalia and Kenya programs and communications requirements including working with the NEAR programs.
    SPCO will work with the country program team in designing, developing new business opportunities and coordinating with the country teams. The role will include drafting of concept notes, proposal writing and performing background research. The SPCO will also be required to work closely with the program technical team, and the program design and quality unit and may be asked to lead proposal writing under the guidance of Executive Director and country team.
    Supporting in program management and communication including drafting regular internal and external communications, taking minutes of meeting, organizing appointments for Executive Director and taking responsibility for logistics for meetings and events, and following up with key project team members to ensure
    that the team is making progress against deadlines etc.
    Draft and edit monthly and quarterly program reports
    Manage electronic resources, files and databases needed for program management and business development systems for the organization. Maintain file for each grant with regular update filing on the progress and outcomes (assessment reports, studies, donor correspondences and external reports)
    Attend donor and coordination meetings on behalf of Adeso and actively engage in networking for funding opportunities and partnerships
    Assist in organizing, reviewing and coordinating the various field requests such as financial, procurement and programs for Executive Director processing and approval. As needed draft memoranda of understanding, development of teaming agreements, and other institutional agreements under the guidance of the Senior Program and Communications Officer.
    Supporting the coordination and preparations of the Head of Departments meeting, the quarterly program review meetings, and monthly senior management meeting among others.
    Supporting the preparation of speeches, presentations and other communication materials for the Executive Director as needed.
    Develop operational policies to ensure compliance and due diligence requirements where gaps exist.
    Social Media & Fundraising Management**
    Develop and execute social media strategies to leverage editorial content across a variety of channels as well drive reader engagement
    Manage Adeso’s current social media accounts;
    Assess Adeso’s current social media presence and determine which new channels offer the best opportunity to
    increase the organization’s online presence;
    Set targets for increasing Adeso’s visibility and reach via Facebook, Twitter, LinkedIn and other selected social networking sites;
    Analyze and optimize monthly social engagement analytics and ad performance on all platforms;
    Monitor monthly social performance ensuring the yearly goals are met or exceeded;
    Maintain a list of all social media accounts log-in information and always make sure HQ has the most up-to-date information; and,
    Develop and implement social media campaigns, including use of paid advertisements.
    Develop and manage online fundraising campaigns using Facebook, Gofundme, Globalgiving, and more.
    Content Development and Editorial Support
    Draft, edit and disseminate Adeso case studies and success stories to maximize their use on the website and social media;
    Support the writing and editing of Adeso’s publications, including annual reports;
    Promote Adeso in relevant social media and network spaces and manage the production and delivery of appropriate outreach material, including key publications such as the annual report.
    Provide direct support in the implementation of the Adeso to the Strategic Plan and Fundraising Strategy.
    Supporting Adeso in helping to establish social enterprises and other business/income generating opportunities including researching for opportunities and helping to develop operational systems for such enterprises and investments.

    BACKGROUND FOR CONSULTANCY
    Adeso in partnership with the Wellspring Philanthropic Fund has implemented the Pastoral Youth Education Initiative (PYEI) to support vulnerable populations in Marsabit County to access critical educational opportunities. Marsabit County is plagued by some of the lowest levels of educational attainment in all of Kenya, and, for various, reasons, youth and women are particularly excluded from educational opportunities. The PYEI seeks to mitigate these unfortunate realities and pressing issues by enhancing the economic and social opportunities for pastoral youth and women through improving their access to quality educational opportunities. **
    The theory of change envisioned in PYEI is that supporting their educational and economic opportunities, Adeso will strengthen the social and economic outcomes for young people and women in Marsabit, County.
    The overall objective of PYEI is to strengthen the educational and economic opportunities available to women and young people in Marsabit County, and the specific of objectives of PYEI are as follows:

    Provide secondary educational opportunities for promising students: PYEI scholarships target students who had either dropped out of school or who had been prevented from enrolling due to a lack of finances.

    Provide for the vocational training for 35 young persons who would otherwise have not been able to attend.

    Strengthen economic capabilities of TVET graduates through the provision of business start-up kits.

    Provide educational opportunities through non-formal education centers.

    PYEI has the following expected outputs:

    TVET students and graduates find attachment for practical hands on training.

    TVET graduates are prepared for private enterprise upon receiving material assistance through the start-up kits.

    Mentorship Holiday Camp.

    Students attend school with the support of scholarships.

    METHODOLOGY
    The evaluation shall be carried out by an independent consultant(s) or firm who will further review the methodology as appropriate with concurrence of the PYEI project team leader. The end-line evaluation will combine a desk review of program documentation and primary research to be conducted in PYEI intervention locations in Marsabit. The precise methodology will be agreed upon between the consultant(s) and Adeso PYEI project team before evaluation activities commence, with the methodological outline provided by the consultant(s) as per this hiring being a starting point.
    The evaluation design should consider both the ex-post and ex-ante scenarios to evaluate impact of PYEI. A combination of appropriate quantitative and qualitative methods of data collection analysis will be employed including but not limited to:

    Use of Participatory Learning Action technique such as mapping, community meetings, Focus Group Discussions with specified groups etc.
    Structured questionnaires and Semi-structured interviews
    Direct observation of the conditions of beneficiaries for evidence of programme support.
    Photographs of household who have been beneficiaries of programme
    Documentation of case studies of beneficiaries whose lives have been impacted by the project.
    Key informant interviews held with local authorities and other relevant persons identified at field level.

    The Adeso PYEI team will provide a copy of relevant technical documentation deemed essential for effective evaluation of the program. The consultant(s) are expected to use diverse and innovative methods in obtaining required qualitative and quantitative data. The methods should be as participatory as possible and feasible within the time period and context. The methods include:
    a) Literature review
    The consultant(s)(s) will be expected to review programme documents and reports as a way of familiarizing with the project and to evaluate the extent to which project outputs have been achieved:

    Programme Documents including: Narrative Proposal, log frame, activity plans and budget.
    Program narrative and financial reports including quarterly reports/updates, Interim/ annual reports, annual surveys and baseline Reports.

    b) Field Visit.
    The consultant(s) will be expected to visit the project sites and conduct interviews with project beneficiaries, Local government authorities, project staff, and other stakeholders S/he deems fit. Adeso expects the exercise to be as participatory as possible using appropriate techniques/approaches.
    c) Sampling techniques
    The consultant(s) is expected to use a representative sample or any other appropriate sampling methods to obtain a fair view of the project information as articulated in this TOR. Additional information will be provided to aid in the final selection of areas to visit when the contract is awarded.
    d) Data collection methods.
    Adeso envisages a participatory approach in data collection to be employed throughout the evaluation. An open atmosphere that can also accommodate unexpected information and critical remarks should be created by the team. The evaluation is expected to suggest data collection methods that provide both quantitative and qualitative information. It is very critical that information is triangulated in order to increase the validity of findings. Possible methods include in-depth interviews, focused group discussions and questionnaires in collecting information.
    e) Dissemination of findings
    The consultant(s) will be expected to debrief Adeso PYEI project team on the evaluation findings. Upon obtaining feedback from the team, he/she will finalise and submit a final.
    Scope of the Evaluation
    The evaluation shall be limited to evaluating PYEI project impact in select locations in Marsabit County where PYEI project interventions were implemented.
    Evaluation Results and Reporting Format
    A comprehensive final evaluation report fully addressing all the specific objectives outlined above and should address all the components mentioned in the final report section below.
    Deliverables
    The consultant(s) will be responsible for three key deliverables:

    Inception Report: The Inception Report will detail the agreed upon methodologies to be employed in the evaluation to achieve the objectives outlined above. The Inception Report should also include the finalised activity plan and a structural outline of the final evaluation report. The inception report should be shared and approved by Adeso PYEI project team before commencement of the data collection.
    Draft Report: In addition to addressing the aforementioned consultancy objectives, the draft report must contain:
    an introduction including programme summary and purpose of evaluation;
    a detailed methodology including limitations,
    key findings covering both document review and primary research,
    recommendations,
    a conclusion and annexes,

    A soft copy of the Draft Report will be shared with Adeso within 5 days of completing field site visits.

    Final Report: The Final Report in UK English (no more than 40 pages excluding references and annexes) with photos and infographics should be submitted to Adeso no later than one week after the consultant(s) has received feedback from all relevant programme staff, following this format below:

    QUALIFICATIONS
    Education:
    Master’s Degree or equivalent in Economics, Social Sciences, or related field
    Work Experience:

    A minimum of five (5) years of experience in Results Based Management.
    Experience must primarily relate to senior levels of program management, change management and the monitoring and evaluation of program and reform interventions.
    Experience with education programming and systems is a strong advantage.

    Languages:
    Fluency in English and Swahili is required.
    Technical Competencies:

    Strong understanding of Results Based Management principles.
    Excellent understanding of enterprise development and market systems.

    Adeso together with other local and national NGOs came together to form a global network which was launched in May 2016 at the World Humanitarian Summit in Istanbul, Turkey. The network, NEAR (Network for Empowered Aid Response), is a movement of local organizations with a bold ambition – to reshape the top-down humanitarian and development system to one that is locally driven and owned, and is built around equitable, dignified and accountable partnerships.
    POSITION SUMMARY
    The purpose of the position is to ensure increased engagement with NEAR members while working closely with national and regional consortia. Each Regional Representative will also be a thematic lead within NEAR focused on Organizational Development, Innovative Financing and/or Evidence Based Research.
    POSITION PURPOSE
    The Regional Representative will set the direction and focus of NEARs work in one or more of the NEAR focused regions (Asia, Africa, Latin America or Middle East). The position works with a diverse membership and she/he engages between NEAR, its members and partners in NEAR’s four key focus areas, in order to strengthen principled and effective humanitarian action.

    Adeso is implementing an Economic and Development Youths’ Skills Development and Enterprise Development project in Afmadow and Bardheera in Jubaland state, Somalia. The project is an innovative response to the current situation in Somalia, with a low rate of youths’ employment, a high rate of uneducated youths, low capacity in the community economic development as result of several protracted factors –conflicts, disasters and the long civil war in the country. The 15 months’ Economic and Livelihood Development, Enhancing Youths’ Skills and Employment project creation is expected to contribute to the Government vision of increasing the human capital, and economic and livelihood development in line with the National Development Plan.
    Adeso is looking for a dynamic and competent Economic and Livelihood Development Manager that will be based in Nairobi with frequent travel to the project areas of Afmadow and Bardeera and other Adeso program areas in Somalia /Somaliland. The incumbent will be a full time member of Adeso Somalia team and will play a crucial role in the implementation of the project. Due to the urgency of this position, the applications will be reviewed on rolling basis and the potential candidates are encouraged to apply early.
    SPECIFIC ROLES AND RESPONSIBILITIES
    Program Vision
    Responsible for the overall leadership and the strategic vision on the implementation, coordination and the management of the Project. The incumbent will coordinate closely with the Program Officers, the Head of Offices in various offices, and the project team in ensuring the successful implementation of the project activities in accordance with donor requirements.

    Program Management

    Lead the startup of the project implementation in the various locations, the day-to-day project activities coordination and ensuring the project activities are implemented according to the approved project documents and Adeso program wide standards.
    Ensure the quality program implementation in accordance with the donor requirements and Adeso’s program guidelines. Work with the team to develop and continuously revise the implementation work plan in order to meet the program objectives.
    Facilitate and ensure that the beneficiaries, the communities and the authorities understand well the program and they support its due implementation at the communities’ level.
    Ensure the project implementation is responsive to the communities, the local authorities and the partners.
    As the focal person for the project partners, ensure there is proper coordination mechanism and the implementation of the agreed actions with the partners throughout the project period. Lead the development of the respective MoUs, joint action plans and the review of the joint action plan progress regularly.
    Ensure the project is implemented on time as per the approved work plan, there is robust MEAL systems that will be used to monitor the project progress, outcome and impact.
    Ensure effective project budget management in line with the approved award budget, effective cash flow planning, the project expenditure reviews and working closely with the country Finance Manager and Program Officer on the budget utilization process. As the award budget holder, ensure the project team understand the activities budget and there is strict compliance with the donor grant rules.

    Team Management

    Ensures that the project team is well managed, trained on the project requirements, including the implementation strategy, the MEAL systems and the sites levels partners’ management.
    Ensure that each project staff has performance objective set on time, the scope of work is made clear at the beginning, regular feedback and appraisals provided according to the Adeso HR staff performance management policy.
    Ensure timely recruitment of the project staff, proper project induction provided and building the capacity of the national staff.

    Project Reporting

    In liaison with the program team and the M&E team, ensure that regular program reports such as the monthly, the quarterly, the final reports (both internal and external) are done in a timely manner.
    Directly manage the project continuous assessment, the external evaluations and ensure the proper documentation of the project outcome and impact.
    Support the program consultants during the baseline and final program performance evaluation.

    Work with the communication and M&E teams on the program continuous documentation.
    Oversee quality control throughout the program life cycle, including ensuring implementation of the appropriate M&E tools and integrating them into the program activities.

    SKILLS AND QUALIFICATIONS

    Master’s degree in Economic and Livelihood Development, or first degree with relevant work experiences in relevant field (Business Administration, Food Security and Livelihood, Community Development etc.).
    Proven experience, at least 5 years in managing economic and livelihood programs in similar context- including community enterprise development, vocational youths training, markets systems and productive sectors value chains programing in East Africa.
    Clear understanding of technical program management i.e. project cycle management, project MEAL system and effective reporting skills.
    Proven experience in managing programs at community level, stakeholder management (local authorities and project partners). Ability to negotiate with partners, including the local government, the project partners and the community leaders.
    Team player and understanding of remote team management (where appropriate), team building and effective team performance management skills.

    Position Summary
    Adeso’s Communications Team is responsible for developing and overseeing the implementation of the Adeso Communications Strategy. This includes defining and formulating key messages and proof points to broaden the understanding of Adeso’s unique, people centered and participatory program approach amongst stakeholders across the humanitarian and development sector, governments, donors and the media.
    S/he will work with colleagues to support the communications efforts of Adeso’s program teams; and s/he will support the organization’s growth. S/he will collaborate with internal and external stakeholders to ensure that Adeso communications enable and accelerate the system-level change envisaged in Adeso’s strategic goals.
    We are looking for a Digital Content & Communications Intern with a breadth of knowledge in PR, social media, marketing, web, running and managing campaigns and e-communications with plenty of room and interest in innovation, challenges and learning. This opportunity requires the ability to coordinate, research, and create content (i.e., social media, donor communications, impact stories, program updates, etc.) for a variety of audiences including, donors, media, the general public, internal staff, and program partners among others. The position will specifically be responsible for leading the daily management of social media and online communications and marketing activities for multiple online platforms.

    PROJECT SUMMARY
    Adeso is leading in the implementation of Disasters and Emergencies Preparedness Program (DEPP) Innovation Lab, a 22 month project under the AIM (Adeso, iHub MasterCard) Consortium. The objective of this program is to increase preparedness and resilience of disaster-prone communities in Garissa and Marsabit counties of Kenya by drawing on their deep knowledge of pastoralist and coping with drought disasters.
    The Consortium has formed Maarifa Kona community innovations labs in Garissa and Marsabit where rural communities are using the labs to research and develop their ideas for preparing against drought. Selected community innovators are also able to prototype and incubate their innovations which could be scaled for commercialization. It is from this background that a number of community innovators are engaged with the labs to refine and prototype their ideas.
    SCOPE OF THE ASSESSMENT
    Adeso is seeking an established and qualified consultant(s) or consultancy firm carrying out to conduct Final Project evaluation of the DEPP innvoation labs program. This project is being implemented in the counties of Garissa and Marsait. The program started in July 2017 and will end in June 2019.
    The consultancy is for a period of 20 days which is expected to start in May 2019. The consultancy will include desk review work, field data collection, data analysis and report writing. The consultant will be expected to travel to the 2 counties of program implementation, namely Garissa and Marsabit.
    The outcomes and findings of the assessment will be useful to determine the way forward for engagement, strategic decisions and project implementation in the project areas.
    PURPOSE AND OBJECTIVES THE ASSESSMENT
    The purpose of this review of the DEPP project is to assess the progress and achievements of the program, to identify and document lessons learnt (including lessons that might improve design, process and implementation of the DEPP project) and to provide recommendations for future similar interventions. The assessment is expected to serve as a means of validating or filling the gaps in the initial assessment of relevance, effectiveness and efficiency obtained from monitoring activities.The assessment will serve as an opportunity for DEPP project management team to take stock of project progress and the extent to which the project has achieved its objectives.
    Tasks:

    To gather data from sample project innovators and the Key informants from the community that can be used to assess the impact of the project and innovations to the community
    Assess the extent to which needs assessment, response analysis, intervention strategies, research, accountability, monitoring and evaluation were met considering level of appropriateness.
    To analyse and assess the impact of the project in project areas and document differences in existing practices in relation to the new way of intervention.
    To analyse and document lessons learnt and best practices on the innovation process, project engagement with the innovators and community in the project areas in relation to targeting criteria, and impact of project on the community and other variables.METHODOLOGY AND PROCESS
    The methodology will be further reviewed by the consultant. The consultant is expected to use triangulation of data methodologies that would facilitate extraction of critical information necessary to provide answers to the assessment questions. The following are expected to be considered while developing evaluation methodology.
    Literature review of different secondary data and reports about innovations and innovation processes.
    Review of existing reports and other project related documents.
    Presentation on evaluation methodology to programme team and modify the changes in methodology based on the feedbacks.
    Develop data collection tools and framework to guide the process of data collection.
    The assessment is expected to cover regions of Nairobi, Marsabit and Garissa in Kenya, where the Innovation project is being implemented.
    The Adeso field teams working on ground are available to support basic data collection with appropriate guidance and training.
    The Consultant should submit detailed work plan for the stipulated period of consultancy assignment.

    EVALUATION CRITERIA
    The following key issues need to be addressed by the assessors under the following criteria. The present list however is not exhaustive and additional issues might come up during the mission.

    Relevance (including coherence and the appropriateness of project objectives to the problems that it was supposed to address, and to the physical and policy environment within which it operated)

    Appropriateness of the design towards community and human centered approach used to meet the specified goal and objectives of the project;
    Relevance of the targeting approach to reach the vulnerable households
    The consistency of the project planning and response in implementation.

    Effectiveness (assess the contribution from the project results and how assumptions have affected the project) in relation to:

    Project design as the best approach to achieving the set objectives;
    Effectiveness of beneficiary targeting and selection criteria used to reach the most vulnerable;
    Number of participants reached within the different components of the project (broken down by gender)
    Capacity building and behavior change activities success rate
    To what extent did the external assumptions in the proposal hold true and how well were the mitigating measures put into use?
    Document lessons learned by the project so far. What are the lessons learned and how can this knowledge is used for the remaining project period? Which were the best practices?

    Impact (the effect of the project on its wider environment, and its contribution to the wider objectives summarized in the project overall objective)

    Result 1: Develop innovations/process that will strengthen disaster-prone communities’ resilience and preparedness to drought-related disasters and effects.

    The consultant(s) will prepare an evaluation schedule to operationalize and direct the assessment for the stipulated period of consultancy assignment. The work plan will describe how the assessment will be carried out, bringing refinements, strategy, specificity and elaboration to the terms of reference.

    Final evaluation report for external circulation after approval by program director and heads of program.MANAGEMENT AND COORDINATION
    The consultant will report to the M&E focal point and will work closely with programme team and field programme teams.

    QUALIFICATIONS OF THE CONSULTANT

    Master degree in monitoring and evaluation, economics, development studies or social sciences and other areas relevant for the assignment.
    At least seven years of relevant professional work in social research or undertaking related studies.
    Extensive experience in undertaking outcome and impact evaluation of social innovation projects and experience of conducting studies business start-ups innovations in humanitarian context.
    Thorough knowledge and understanding of emergency programming approaches and related to Disaster emergencies preparedness its linkages.
    Extensive experience in working with INGOs and local NGOs, local authorities and communities.
    Demonstrated analytical and writing skills.
    Excellent knowledge of English and Swahili.

    CONSULTANCY PERIOD
    The evaluation shall be completed within a period of 30 days. The final report is expected to be finalized by the within the specified 20 days more consultations may be done on call when need basis via call up to 30th June 2019.
